Summary record of discussio ns held in the 21 st Protection Sub-Com mittee meeting The 21st Protection sub Committee Meeting was held on 25 th June, 2013 at NRPC. The list of participants is enclosed at Annexure-I.

1. Confirmation of minutes of 20th meeting of protection sub-committee. SE (O), NRPC infor med that Minutes of 20 th meeting of Protec tion Sub-committee, held on 05.04.2013 were is sued vide letter no. NRPC/OPR/107/01 dated 21.06.2013. He requested the members that comments if any, may be sent to NRPC secretariat within a week. If no comments are received within a week, minutes would be considered as confirmed. A s no comments have been received minutes are considered as confirmed.

2. Tripping between 19th May, 2013 to 12th June, 2013 as reported by NRLDC

a. Multiple Tripping of 220kV lines from Panipat TPS stage-1 and loss of all the 4 units of Panipat TPS stage-I on 19th May 2013 at 18:38 hrs.

Representative of NRLDC st ated that at 18:38hrs of 19 th May 2013, 220k V four ckt’s of Panipat TPS- Panipat (BBMB) tripped. 220kV Panipat-Sonipat D/C was already under shut down. As reported 4 units each of 110 MW of Panipat TPS stage 1 tripped due t o loss of evacuation li ne. As per PMU data, fault clearing time was 680 ms, delayed clearance of fault need to be reviewed. Representative of HVPNL informed that ‘B’ phase Current Transformer (CT) (The CT was installed in 1979) installed in Bus-Coupler Bay exploded and caught fire. The fire spread in the nearby control and pr otection related cables. This resulted in the DC failure. Isolation was carried out by tripping all the four circuits from BBMB Sewah end. In the absence of evacuation lines, all running units of PTPS-1 tripped. The issue of delayed fault clearance (680 msec.) still remained unexplained. UPPTCL informed that they have devised a technique of creating a fire wall to contain the spread of fire. S.E.(O), NRPC obser ved that of f late many tripping due to CT fire/blast have been observed. Further, in some cases, fire had spread to control and DC cables. Therefore, there is need to look into meas ures that can be taken to minim ize such incidents. The Sub-committee agr eed that a group may be constituted on this issue with representation from CEA, NTPC, RVPNL and UPPTCL.

PSC also recommended the following: 1. All CTs older than 25 years s hould be immediately replaced. Fair life of CTs

and other equipment is given in relevant CERC regu lations and same should be adhered to.

2. Condition monitoring test like DGA, thermo scanning shou ld be carried out regularly on CTs.

3. PSC requested UPPTCL to bring t he details about t he arrangements done to contain fire in next PSC meeting so that other utilities could als o benefit from the same.

BBMB and HVPNL were also requested to s ubmit the report of incident within next 15 days explaining the issue of delayed fault clearance (680 msec.). b. Multiple 400kV lines tripping a t 400kV Jodhpur Station and Generation loss at Rajwest, Giral and wind generation of Rajasthan on 20th May 2013 at 09:02hrs.

Representative of RVPNL infor med that on 20 th May 2013, 4 00 kV ‘B’ phase bushing CT failed and transformer caught fire and due to this following 400 k V lines were tripped manually from 400 kV Jodhpur S/s: a. 400 kV Rajwest-I and II b. 400 kV Akal c. 400 kV Kankrauli d. 400 kV Merta-I and II Further result of Tan Delta test of bushings were also within range. It was suggested that hot spot sc anning of bushing top and bottom should be carried out regularly and if some te mperature difference is ther e then there is a need to further investigate. RVPNL was requested to submit to the PS C the details of Over Current setting for Barmer-Rajwest line and to submit the te chnical report of the failure within 15 days. Further, PSC was also of the view that firefighting system for transformers need augmentation and all 400 kV transformers should also have nitrogen based fire protection system along with Mulsifyre systems.

c. Multiple tripping of 400kV lin es at 400kV Balia Station on 20 th May 2013

at 18:01hrs.

It was agreed that POWERGRID would take the following actions: 1. Submit a detailed investigation report of the incident 2. 4. The non-tripping of 400k V Balia-Mau line on Over voltage stage-1 despite similar time grading. d. Tripping of 220kV Samaypur station on 21st May 2013 at 23:55hrs

Event category: GD-1 Generation loss: ~ 151 MW (Faridabad Generation) Loss of load: ~ 2068MW (DTL-1260 MW, Haryana-400 MW, Punjab-408 MW). Representative of NRLDC stat ed that as reported by BBMB, at 23:55 hrs of 21 st May 2013 Y&B-phase CT of 220kV Samaypur-Badsh apur circuit-1 failed. Due to delayed clearance of fault (about 1200ms as per P MU data), number of 220k V elements tripped. GT#2 & ST #1 of 220 kV Faridabad Gas Po wer station also tripped. NEW Grid Frequency increased from 50.06 Hz to 50.71 Hz. Name of the elements tripped are given below: 1) 220kV Samaypur-Badshapur ckt-1&2 2) 220kV Samaypur-Palwal ckt-1&2 3) 220kV Samaypur-Faridabad Gas Power Station ckt-1&2 4) 220kV Samaypur-Palli ckt-1&2 5) 220kV Samaypur-Ch.Dadri 6) 220kV Samaypur-Ballabgarh(BBMB) ckt-1,2&3 7) 220kV Faridabad Gas Power Station-Palla 1&2 8) 315MVA 400/220kV ICT-1,2,3&4 of 400kV Ballabgarh Station 9) 220kV Mehrauli-DIAL ckt-1 (As reported by DTL)

Punjab in its report on load shedding has indicated that load shedding occ urred due to operation of df /dt relay on select ive feeders. Setting of df/dt was 50Hz base frequency with 0.1 Hz/sec and –ve slope. However, in this event frequency has increased and therefore reason for oper ation of df/dt on only some feeders needs to be relooked by Punjab. It has also been indicated that after the event base frequency has been c hanged from 50 to 49.9Hz in lin e with NRPC recommendation. Representative of PSTCL informed that the relay settings were such that it will operate for positive as well as negative slope. The matter has been taken up with OEM and setting has been changed to comm ensurate with NRPC philosophy of negative slope only. DTL has also reported 1260 MW load los s through t ripping of 11kV feeders on over current. Tripping of 11kV feeders on over current needed to be examined. Representative of DTL inform that t hey do not have such inputs from the DISCOMs and an internal enquir y would be done to es tablish the same. A report would be submitted within 15 days.

The Haryana SLDC/FGPP also needed to examine the tripping of Faridabad Gas units as with low generation and connecti vity through Palla- Palli with the grid these units should have surviv ed. Even in case of some islanding also, the station was expected to survive. Representative of NTPC infor med that lines form FGPP tripped on Zone-2 as fault was not cleared from other end. It was expressed that the timing of 500 msec. of operation of Zone-2 for FGPP li nes needs investigation and NTPC was requested to review the same. Subsequent to meeting, it was informed by NTPC that Zone-2 setting has been reviewed and changed to 350 msec. Haryana was requested to submit the det ailed report along with DR/EL within 15 days e. Tripping of 220/132kV Heeranagar Station on 22nd May 2013 at 00:20hrs Event category: GD-1 Generation loss: ~ 118MW Loss of load: Report awaited from SLDC J&K At 00:20hrs of 22 nd May 2013, R-phase CT of 13 2kV Heeranagar-Jammu ckt-1 caught fire. It is inferred from PMU that fault was cleared in 380ms. Reason of tripping 220kV Heeranagar-Sarna and 220k V Heeranagar-Bishnah ckt-1 needed to be analyzed. As per NRLDC SoE (Sequence of Events), Generator Breaker of SEWA-2 generation tripped after 5 sec ond of clearance of fault. NHPC was requested to throw light on the incident. Representative of NHPC informed that t he delay observed in the unit relay was due to non-synchroniz ation of the relay time with the GPS clock. The problem had already been identified earlier and that was with the GPS clock. The s ervice engineer from the OEM of the GPS was alr eady called for, but the inc ident took place in the meanwhile. The service engin eer from OEM of the GPS arrived at Sewa-ll Power station on 21.06.2013 and rectified the problem. The activ ities carried out during the visit are as under: • In GPS it was observed that the Master clock was not switching on, the power supply card of the module was found to be faulty and the same was rectified. •The IRIGB transformer in the Master clock was faulty and was replaced. •There was some disturbance in the IRIGB output from signal conditioner; the same was rectified with some hardware corrections. •The GPS clock was restored and now it is working perfectly.

After rectification of the GPS, both SCADA and Unit protection relays got time synchronized with it. Now, all the Unit protection relays are time synchronized with GPS and are showing correct time No representative of PDD J&K attended the meeting. f. Tripping of 220/132kV Wada la Granthian Station on 23 rd May 2013 at

21:57hrs Event category: GD-1 Generation loss: Nil Loss of load: 350MW (As reported) Representative of NRLDC info rmed that at 21:57hrs of 23 rd May 2013,Y-phase CT of 220kV WadalaGranthian-Udhoke line at WadalaGranthian Station caught fire resulted into bus fault at 220/132k V WadalaGranthian Stat ion. Reason for delayed clearance of fault needed to be analysed. Name of the elements tripped are given below: 1) 220kV WadalaGranthian-Balachak line 1&2 2) 220kV WadalaGranthian-Udhoke 3) 220kV WadalaGranthian-Sarna 1,2&4 4) 220kV WadalaGranthian-Verpal 5) 220kV WadalaGranthian-Tibber 6) 220kV WadalaGranthian-FatehgarhChurian 7) 220kV WadalaGranthian-KotliSural Mali 8) 220kV Verpal-Udhoke 9) 220kV Verpal-Amritsar ckt-1&2 10) 132kV Verpal-TaranTaran 11) 220/132kV 100MVA X-Mer at Verpal POWERGRID has s ubmitted the DR. Fr om DR of Amritsar end of Verpal-Amritsar line , it wa s inferred that fault got cleared in zone-1 (instead of as reported in zone-3). Representative of PSTCL informed that Y phase CT of 220 kV Wadala Granthian-Verpal/Udoke line bu sted and caught fire resu lting in bus fault at Wadala Granthain. All other feeding points cleared the fault in Zone-2 except 220 kV S/s Verpal, which cleared it in Zone-1. Further he informed t hat DPR’s installed at Verpal end are being check ed for over- reaching in Zone-1 and process of installation of bus-bar differential relay is already under process and likely to be completed in 06 months.

g. Tripping of 400kV Kishenp ur-Baghlihar ckt-1&2 along generation of Baghlihar on 26th May 2013 at 18:58hrs Event category: GD-1 Generation loss: 450MW Loss of load: Nil At 18:41hrs of 26 th May 2013, Kishenpur-Baghlihar ckt-1 tripped on R-phas e to ground fault. Later on at 18: 58hrs Kishenpur-Baghlihar ckt-2 tripped on Y-phase to ground fault and all the running unit s (3 x 150MW) of 400kV Baghlihar generating station tripped due to evacuation problem. It is inferred from PMU plot that at 14:56hrs Kishenpur-B aghlihar ckt-2 tripped on Y-phase to ground fault. Line was charged at 15:30hrs. Vulnerable locations need to found out based on location of faults and better O&M practices may be employed. The issue could not be discussed as no re presentative of PDD J&K attended the meeting. It was decided that matter be separately taken up with PDD J&K. h. Multiple tripping of 400kV lines from Ballabgarh station on 27th May 2013

at 08:30hrs Event category: GI-2 Generation loss: Nil Loss of load: Nil At 08:30hrs of 27th May 2013, 80 MVAR Line Reacto r of Ballabgarh-Kanpur ckt-2 at 400/220kV Ballabgarh stati on caught fire. It was infe rred from PMU that fault was in Y- phase and got clear ed in re asonable time. Tripping of Ka npur-Ballabgarh ckt-3 and Ballabgarh- Bamnauli ckt-2 needed to be examined. As per NRLDC SoE tripping time is given below: It was obs erved that at 08:30: 05.666hrs Ballabgarh-Bamnauli ckt-2 tripped

from Bamnauli end. At 08:30:05.722hrs Ballabgarh-Kanpur ckt-2 tripped from Kanpur end At 08:30:07.491hrs Ballabgarh-Kanpur ckt-3 tripped from Kanpur end. Representative of DTL informed there was a problem in PLCC which is being set right. SE (O), N RPC requested DTL and POWERG RID to submit the detailed report within 15 days. i. Name of the tripping elements are given below: 1) 400kV Lucknow(UP)-Singrauli(NTPC) 2) 400kV Lucknow(UP)-Lucknow(PG) 3) 400kV Lucknow(UP)-Bareilly(PG) 4) 400kV Lucknow(UP)-Unnao 5) 400/220kV, 240MVA ICT-I, & II at Lucknow(UP) 6) 220 KV Lucknow(UP)-Gomtinagar 7) 220kV Lucknow(UP)-Raibareilly(PG) 8) 220kV Lucknow(UP)-Unnao ckt1&2 As per UPPTCL report: 1) At 12:53:28hrs Lucknow(UP)-Unnao ckt tripped on R-phase to ground fault

and line s uccessfully auto reclosed from both ends. Again a t 12:53:45hrs Lucknow(UP)-Unnao ckt tripped on R-phas e to ground fault. Final tripping of line occurred from Unnao end as the inci dent of fault was we ll before 25 second; reclaim time set at Unnao end. But due to lesser reclaim time at Lucknow(UP) i.e. 10 second, line Auto reclosed from Lucknow(UP) end.

2) Again at 12:53:47hrs fault occurred in R-phas e of Lucknow(UP) -Unnao ckt. As this line was already open from Unnao end, therefore no signal was received from Unnao end which cause de lay of 400ms (Zone-2 delay). As per existing system, fault of zone-1 are cl eared instantaneously only when carrier signal is received from other end.

3) Circuit Breaker at Lucknow(UP) end fail ed to trip in Zone-2 due to drop in air pressure of Air Blast CB. Drop in air pressure is due to two pr evious auto reclosing in quick succession at Lu cknow(UP) end. Low air pressu re indication was observed on the annunciation panel.

4) LBB at Lucknow(UP) not operated resulted into tripping of lines from remote end in zone-2 and zone-3.

5) 220kV lines from Lucknow(UP) also tr ipped resulted into further tripping of 400/220kV 240MVA ICT-1

6) 400/220kV 240MVA ICT-2 tripped on Backup over current protection. 7) Reclaim time of Aut o reclosure of Lucknow(UP)-Unnao ckt at Lucknow(UP)

end was already changed from 10 second to 25 second. 8) LBB scheme (RAICA) operation wa s checked during shutdown on

01.06.2013. Inter pole wiring problem wa s found in auto reclose pressure interlock and was rectified.

UPPTCL in its report has also rec ommended that LBB relay RAICA was found in working order but integrat ion with Bus Bar protection is not functional an d required thorough checking. At 12:53:47.760 R-phase fault get captured in PMU, it was cleared after 1080ms and subsequently after 200ms Y-phase fault get captured in PMU. Y-phase fault was finally cleared after 1360ms. This issue needed to be relook ed because Y-phase breaker was not auto reclosed e arlier so what may be the reason of delayed clearance of fault this time. It seemed from NRL DC SoE that auto reclosing time at Lucknow(UP) end was 700ms instead of 1000ms and difference in reclosing time of both ends say 700ms for Lucknow(UP) and 900 ms for Unnao. Both the issue needed to be relooked. Tripping of Lucknow(UP)-Lucknow(PG) in Zone-3 needed to be clarified. Also tri pping of 220kV lines and 400/220kV ICT-1 needed to be reviewed. UPPTCL was requested to look into the timings of Auto Recloser . POWERGRID was requested to submit the reasons of tripping of Lucknow(UP)-Lucknow(PG) in Zone-3. j. This line was opened from Dhauliganga end but at Bareilly end by mis take CB of another line namely 220kV Dhau liganga-Pithoragarh-Bareilly (UP) was opened at 08:06hrs. No fault was observed in PMU plot. Opening of breaker at Bareilly (UP) end aft er 5 minut e of ope ning of breaker from Dhauliganga end needs to be examined. As reported at 08:06 hrs all the 4 r unning unit of Dhauliganga tripped as no evacuation line was available.

Load Crash in Northern Region on 6th June 2013 from 16:00 to 18:00hrs

The incident started with the report of heavy thunder storm/dust storm in Punjab area and tripping of the li nes. The load of P unjab started reducing and by 1600 hrs storm was reported from Haryana and Delhi areas also. The line tripping and reduction in load of Punjab, Haryana an d Delhi was continuing. The Phasor Measurment Unit (PMU) data telemete red at NRLDC was showing continuous tripping of lines and oscillations in the system. The Karcham Wangtoo PMU data was showing higher oscillations in com parison to other locations. At 1634 hrs the Bassi PMU location also reported very high and diverging oscillations . The frequency profile was als o showing upward trends due to reduction in drawal/load. Punjab, Hary ana, Delhi and Raja sthan, UP and Uttarakhand were under drawing from regional grid as high as 1100 MW, 1500 MW,1900 MW, 1000 MW and 600 MW respectively at some of the time during load crash period. Around 10000 MW of load crash occurred in Northern region. During the incident, the part power system of state of Uttarakhand also got separated at 1900 hrs and oper ated in is landed mode which collapsed at 2006

hrs while synchronizing the system. The supply was extended at 20:26 hrs and gradually the almost complete Uttarakhand system was normalized by 2157 hrs. The 400 kV and 220 kV lines tripped in different control area (as reported and records available at NRLDC) are as given below:

Action taken by NRLDC:

1. All the constituents were informed about the load cr ash in Northern Region and that the system was under alert condition.

2. The movement of the storm towards UP as per IMD forecast was also informed. 3. Import from other regions was also reduced by surrendering NR share. 4. Heavy backing down was resorted to at all thermal ISGS stations and all the

states were requested to resort to generati on reduction in their respective control areas. Units were closed down in Punjab and Haryana.

5. The hydro stations were back ed down to reduce oscillations specially Hydro stations of Karcham ,Jhakri, Chamera-I, II, III.

6. Generation reduction, of the order of 2500 MW in stat e control areas and t hat of the order of 4000 MW in regional e ntity generators was c arried out. The underdrawal from other regions was of the order of 3000 MW. Some oscillations in Karcham frequency with rest of other PMU loc ations frequency were being observed which needed to be examined. DTL in its report mentioned that many 66kV, 33kV and 11kV feeders tripped on SPS operation due to tripping of 220kV G eeta Colony-Patparganj line. DTL was requested to look into the matter. At 16:33hrs 400kV Chabra-Bhilwara line r eportedly tripped and due to only one tie breaker available at that time 400kV Bus 1&2 of Chabra got separated. Chabra generation, 400/220kV 315MVA ICT and 220kV Chabra-Bhilwara ckt was on one Bus. Chabra-Kawai ckt and Cha bra-Hindaun ckt was on another bus. Large fluctuations in MW output of Ka wai machine were also observed and reported by shift personal at Kawai. The oscillations were of growing magnitude

and lasted for 22 second. Keeping two dia cl osed at each 400 k V substation in line with operating procedure of NR needed to be enforced at all substations. Representative of RVPNL informed t hat 400 kV Bhiwara-Chhabara line had tripped on fault and got closed through auto reclosure at Bhilwara end while remained opened at Chhabara end. Due to th is tripping, generation at Kwai reduced from 555.8 MW to 300 MW. Kwai station remained connected to Hinduan. But tripping was also o bserved at Hinduan due to Power Swing. Later on Kwai was tripped manually. q. Multiple tripping of 400 kV lines at Merta station on 9 th June 2013 at

18:06hrs

The voltage at 400kV Bassi (seen from PMU data) was ar ound 434 kV during that period. Similar incident of multiple 400kV lines tripping occurred on 12th Apr 2013 and was discussed in 87th OCC. It w as decided that Rajasthan woul d review t he over voltage settings, grading etc. RVPNL informed that settings hav e been checked and are in order. At 01:51hrs of 11 th June 2013, 765kV Agra-Gwalior ckt -1 tripped on R-phase to ground fault. Fault got cleared in 80ms and line auto reclosed from Agra end but there was problem at Gwalior end. Auto reclose was not successful from Gw alior end. 765kV Agra-Gwalior line 2 flow reached up to 1750 MW. It seemed from NR demand met graph that load relief from SPS operation was not signific ant. This was an alert condition and if restriction wa s not there on power flow over this link then it might have created problem into the NR system. Iss ue of unsuccessful operation of auto reclosing needed to be reviewed. PSC requested POWERGRID to take up this issue with Gwalior (WR-II region) , analyse the event in detail and submit the ana lysis report to in next PSC. Representative of POWERGRID agreed for the same. s. Multiple Tripping of 400kV line and Generation at 400kV Singrauli Station

on 11th June 2013 at 10:27hrs

Representative of NRLDC stated that at 10:27 hrs of 11 th June 2013, 400kV lines namely 400kV Singrauli-Lucknow(UP), Sin grauli-Allahabad(PG) ckt 2 along with unit-2&5 of 200MW reportedly tripped on mal-operation of Bus Bar protection. Representative of NTPC informed that Bu s bar protection panel was chec ked and following relay flags were found to have operated: I. Bus bar protection trip re lays of Generator-2, generator-5, Allahabad-

II, Lucknow feeders, Bus section-11 an d Bus coupler-I were found in operated condition.

2. Flag of CT Bus wire super vision of check zone relay (VTX31) was found in operated condition.

On detailed investigation it was found that generato r-U 400 K V breaker 12 KSC pressure switch contact was in make condition (though breaker pressure was ok). This extended positive supply to bus bar protection relay (196, 296, 396, 596,1396) Furt her, CT Bus wir e supervis ion relay of check zone also found operated resu lting in extension of negative supply to bus bar protection relay (196,296, 396,596,1396 thereby bus bar protection operated that caused tripping of 400 KV bus-II. The 400KV breaker is ABCB type wit h normal air pressure at 30 KSC. The breaker automatically goes into ON c ondition when air pressure goes down to 9 KSC due to any reason. Two no pressure switches set at 20KSC and 12 KSC extend negative an d positive supply su ccessively to bus bar protection relay to safeguard the system bus in the event of pressure fall in the breaker. In the present case, the air pressure was normal at 30KSC and 24

KSC pressure switch was also normal but 12KSC pressure switch was in make condition which indicates that this switch had mal operated. Further, after checking by primary inje ction, no abnormality was observed in the CT Bus wire supervision of check zone relay circuit. It was therefore concluded that the relay had also malfunctioned at that time. Action Taken: Both the above components viz. 12 KSC pressure switch and CT Bus wire supervision of check zone relay were replaced and system normalized. t. As per preliminary report from P OWERGRID some lines tripped on 3-phase fault and some line on B-phase to ground fault. Name of the tripping element as given below: 1) 400 kV Lucknow(PG)-Lucknow_765 ckt1&2 2) 400 kV Lucknow(PG)-Unnao ckt1&2 3) 400 kV Balia-Sohawal ckt-2 4) 400 kV Lucknow(PG)-Gorakhpur(PG) ckt3&4 Detailed report from POWERGRID was awaited. DR/EL from Gorakhpur(PG) end & Unnao end were also awaited. Representative of POWERGRID informed that there was a close-in fault at 360 meters in 765 kV Luck now-400 kV Lucknow line. Fault current was about 15 kA in all three phases. Further, the voltage in the relay was reduced to zero. So 765 kV Lucknow-400 kV Lucknow c kt. 1 tripped by differential protection. Further circuit-2 of the line also tripped on differential protection although it was a through fault. The matter has been taken up with OEM and reply for same is still awaited.

In 400 kV Lucknow(PG)-Gorakhpur(PG) ckt 3 & 4 FSC hav e been installed. In case of FSC line a time delay of 100 msec. is provided by POWERGRID. But the delay was not provided in the above line at Gorakhpur (PG) end. So line tripped from Gorakhpur(PG) end. In 400 kV Lucknow(PG)-Unnao ckt1&2, the relay has picked in fault in reverse direction and matter is being taken up with OEM. Further, representative of POWERGRID informed that an internal enquiry committee has been constituted and report of the committee would be submitted to PSC in due course.

Th ese two factors should be taken into consi deration while setting relay for a particular protection. Representative of PO WERGRID agreed to look into these suggestions. Conductor snapping resulted into phase to phas e fault into R&Y. As per PMU, fault got cleared in 360 ms. It seemed that 400/220k V 315MVA ICT-1&2 tripped on backup over current. HVPNL was requested to confirm about other 220 kV lines tripping and how fault got cleared. Name of the tripping elements is as given below: 1) 400/220kV 315MVA ICT-1&2 of Kaithal 2) 220kV Kaithal-Cheeka ckt1&2 3) 220kV Kaithal(PG)-Kaithal- Flow become zero after tripping of both the ICT Representative of POWERGRID informe d that fault on 220k V Kaithal-Cheeka could not be cleared from other end belonging to Haryana. Representative of POWERGRID informed that a tree had fallen on line and cross arm of tower got damaged. POWERGRID was trying to make arrangement for repair cross arm. NHPC was requested to submit the report within 07 days.

2. Protection Audit

2.1 Review of action taken for rectif ication of deficiencies observed during Basic Protection Audit carried out in six phases b y POWERGRID in association with CPRI at 131 nos. of sub-station and sw itchyard of Northern Region

SE(O), NRPC stated that NRPC Secretariat vide letter no. NRPC/OPR/107/01/2012 dt.09.01.2013 had sought info rmation from NR utilities regarding prog ress in rectification of deficiencies in terms of observations during Basic Protection Audit in prescribed format. The utilities who have not submitted information of the month of May 2013 regarding progress on re ctification of deficiencies after Basic Protection Audit conducted by POWERGRID in assoc iation with CPRI were NPCIL, PDD of J&K, PTCUL, UJVNL, HPSEB Ltd., NTPC, NHPC, SJVNL, UPPTCL, RRVPNL, and HVPNL. Also no information from State Gencos had been received. Members were requested to update the status on monthly basis as the same is being monitored at highest level in Ministry of Power, CEA and CERC. Members agreed for the same.

2.2 DPR (R&U) SE(O), NRPC stated that CEA vide their email dated 25.03.201 3 and email dated 26.03.2013 had informed that in a meeting taken by Hon'ble Union Minister of State for Power, it was decided that all utilities be adv ised to prepar e Detailed Project Report (DPR) for renovation & upgradation of all sub-stations of 220kV abov e (132 kV in NER) with a view to rectify protection related deficiencies and submit the same to respective RP Cs within one month. Member Secretary, NRP C vide letter dated 28.03.2013 had requested heads of the utilities covered in the pr otection audit to submit DPR. Subsequent to above letter, it was further clarified by M ember Secretary, NRPC vide lette r dated 29.04.2013 that the DPR (R&U) should include following:

a) Details of the deficiencies observed during Protection Audit b) Details of existing pr otection equipment like relays and re lay panels, auxiliary

supplies etc.; measuring equipm ent like CT, CVT/PT etc. and control equipment

like Circuit Breaker, isolators etc. (c overed under R&U programme) should also include make, ratings and year of manufacturing of the respective equipment.

c) Details of spares to be maintained. d) Details of the cost estimates in respect of the above. e) Timeline/schedule to complete the rectific ation of all deficienc ies detected during

the protection audit.

Further, CEA had also circulated a copy of the System Impr ovement Scheme of GETCO for reference. This letter with link to aforesaid document of GETCO was available on NRPC website.

It was requested that the DPRs c omplete in all respect should be submitted to NRPC SEcretariat with copy to Chief Engineer, Gr id Management Division, CEA before 15th May, 2013. Accordingly, PTCUL, BBMB, NTPC, NHPC, HPSEB Ltd. UP PTCL, UPRVUNL, PSPCL, HVPNL, RRVPNL, RRVUNL, DT L, PSTCL and HPGCL had submitted the DPR (R&U) with r equisite details. TH DC and J VPL have informed that the rectification had been attended without any cost liability. initiated within 3 months and would be completed by Aug 2013.

(ii) Switchyards of state generating companies would also be incorporated in this audit.

(iii) One STU can carry out TPPA for another state, and

from PSDF would be taken up. This recommendation was concurred by NRPC in 27 th NRPC meeting held on 30 th November 2012. The details of progress made so far on this issue is summarized below: NHPC: Representatives of NHPC had intimated in th e 82nd OCC meeting that all their switchyards except for Baira Siul and Sewa-II were covered in the basic protection audit done by POWERGRID. In the PSC m eeting held on 05. 04.2013, it was been decided that Sewa-II switchyard, which is at 132 kV level can be left out for the time being but NHPC would a rrange third part protection a udit of Baira Siul switchyard. In the 28th NRPC meeting held on 26 th April, 2013, NHPC had ag reed for third part protection audit of Baira Siul switchyard.

SJVN Ltd: Representatives of SJVN Ltd had intimated in the 82nd OCC meeting that all their switchyards were cove red in the bas ic protection audit done by POWERGRID & CPRI. NTPC: NTPC has intimated that all their switchyards were covered in the basic protection audit done by POWERGRID & CPRI. BBMB: In the 85 th OCC meeting, representative of BBMB had intimated that the cas e of third party protection audit for all BBMB substations to be got done from CPRI was under process and entire work was lik ely to be completed in 08-09 months. In the 86 th OCC meeting, representative of BBMB intimated that the order for third party protection audit will be placed on CPRI by May, 2013 end. In the 28 th NRPC meeting held on 26th April, 2013, BBMB had intimated that LoA has been placed on CPRI and the Protection Audit will be complet ed by Sept., 2013. In the 87 th OCC meeting, representative of BBMB had intimated that that LoA will be pl aced on CPRI for third party protection audit by next week i.e by 24 th May, 2013 and third party protection audit was expected to be completed by the year end. HVPNL: Representative of H VPNL had intimated in the 82 nd OCC meeting that case for third party protection audit was under process. In the 83 rd OCC meeting, HVPNL had intimated that protection audit was being taken up internally. In the 84 th OCC meeting, representative of HVPNL had intimated that third party protection audit will be got done. In the PSC meeti ng held on 05.04.2013, the repr esentative of HVPNL had stated that HVPNL and PSTCL would cover the remaining Su b-stations for third party protection audit for each other. In the 86th OCC meeting, representative of HVPNL had intimated that third party protection audit for 220 kV B adshapur, Daultabad, Hissar-IA, Devla and Pali was being got done from PSTCL. In the 87 th OCC meeting , representative of HVPNL had intimated that case for getting third party protection audit done from CPRI for 5 nos. 220 kV Sub-st ations was under approval of thei r management and LoA would be placed afte r approval (The LoA has since been

HPSEB Ltd: Representative of HPSEB Ltd. had intimated in the 83rd OCC meeting that there are 08 no. 220 kV s ubstation in HP system namel y Kotla (Jeori), Kunihar, Jassure, Kangoo, Nalagarh (Upperla Nangal), Giri Nagar, Hamirpur & Baddi. HPSEB Ltd has decided to cover 02 no. 220 kV s ubstations namely Jassure and Kunihar for Protection Audit for which nec essary approval has been accorded by HPSEB Ltd. The remaining 06 no. 220 kV substations shall be taken up for protection audit after the outcome of above m entioned 02 no. substa tions. However, in the PSC meeting, HPSEB Ltd was requested to consider c arrying out protection audit at all the abov e mentioned sub-stations. In the 87 th OCC meeting, repres entative of HPSEB Lt d intimated that proposal for carrying out thir d party protection audit for remaining Sub-stations was under consideration of their management. DTL: Representative of DT L had intimated in the 82 nd OCC meeting that third party protection audit had been carried out at the time of Co mmonwealth games and t he deficiencies have been rectified. In the 84 th OCC meeting, repres entative of DTL had intimated that in respect of defi ciencies pointed out by the team of POWERGRID & CPRI on basic protection audit for Bamnauli s ub-station, procurement action has been initiated and deficienc ies are expected to be removed pr ogressively by August 2013. Since, the third party protec tion audit of DTL system was got done from CPRI prior t o commencement of Common Wealth Game in 201 0, considerable time has elapsed, it was suggested that DTL should now go in for a fresh third party protection audit. PSTCL: Representative of PST CL had intimated in the 82 nd OCC meeting that they have approached their P&M Deptt. fo r third party protection audit. In the 83 rd OCC meeting, representative of PSTCL had intimated that sub-stations were being identified for third party protection audit. In the 85 th OCC meeting, representative of PSTCL had intimated that 24 nos . substations have been id entified for third party protection audit which would be got done fr om HVPNL. In the 86 th OCC meeting, r epresentative of PSTCL had intimated that STU has review ed the identified 24 nos. Subst ations and has revised the list to 11 nos. Substation s for third party prot ection audit. He had submitted the list of these subst ations. In the 87 th OCC meetin g, representative of PSTCL had intimated that third party protec tion audit of all Subs tations shall be got done from the nominated protection experts from HVPNL. RRVPNL: Representative of RRVPNL had intimated in the 83 rd OCC meeting that they have placed order on 21.12.201 2 on CPRI for third party pr otection audit of 39 Nos. 220 kV, 05 Nos. 400 kV sub-stations and 04 No s. generating stations which they hav e considered important in view of thei r inter-connection with generating stations and Interstate power lines. This audit by CPRI is sc heduled for completion in nex t 08 months. In the 87 th OCC meeting, representative of RRVPNL had intimated that thir d party protection audit by CPRI shall be completed by March, 2014. UPPTCL: Representative of UPPTCL had intimated in the 87 th OCC meeting that they have planned to get the third par ty protection audit done from the officers on the panel of protection experts being prepared by NRPC. He had further intimated that they were

SE (O), NRPC informed that the issue was also discuss ed in 88th OCC meeting held on 21st June, 2013. He requested the utilities to expedite the pending actio n on the issue. 2.4 Nomination of Protection Experts

SE(O), NRPC informed that in the PSC m eeting held on 05 .04.2013, it was decid ed that each transmission and gener ation utility would nominat e two protection experts and thereafter protection audit at intra-State sub-stations and generating stations can be carried out by a team drawn from these experts. In its 28th meeting held on 26 th April, 2013, NRPC had agreed for formation of pool of protection experts by nominations from various utilities and services of protection experts from this pool wi ll be free of cost. The utilities, which had not submitted nominations, were requested to submit the same at the earliest. 2.5 Modalities and Guidelines of conducting 3 rd Party Protection Audit by the

Protection Experts SE(O), NRPC stated that members may deliberate their views on procedure, Guidelines and Modalities to be followed for conducting 3rd Party Protection Audit from “Pool of Protection Experts ” so as to maintain uniformity and rationality in conducting the 3 rd Party Protecti on Audit by the team from “Pool of Protection Experts”. PSC decided to constitute a group of following members to decide about the modalities of the protection audit: Sh. Naresh Kumar EE, NRPC (Convener) Sh. Kuleshwar Sahu CM, POWERGRID Sh. Raman Jain AEN, RRVUNL Sh. Kavinder Singh Tech. Advisor, UPPTCL The Scope of work agreed in NRPC and for mat of data collections being used by SRPC had been circ ulated to all the members. The group is expected to complete its work by 31st July, 2013.

2.6 Monitoring of Implementation of Action Taken by Utilities on recommendations of Enquiry Committee SE(O), NRPC stated that t hat enquiry Committee constituted by Minist ry of Power, GOI to analyze the causes and to suggest remedial measures to avoid recurrence of Grid Disturbances that occurred in Northern Region on 30 th July, 2012 and North Eastern Region on 31 st July, 2012 had various recommendations to avoid recurrence of such disturbances in future. Central Electricity Authority had desir ed that implementation of these recommendations is to be monitored cl osely and for this purpose they had forwarded 8 nos. formats whic h NRPC Se cretariat had sent to constituent members to furnish information on these formats on Fortnightly basis (Ref. NRPC letter no. NRPC/OPR/105/03/2013 dated 15.05.2013). Further a tabulation indicating requirement of furnishing informa tion by var ious utilities in different formats was also sent with the letter. The same was also uplo aded to NRPC Website for immediate action by Utilities. In this regard, only BBMB, DTL, SJVN L, NHPC, P OSOCO had submitted the desired information in requisite formats

SE (O), NRPC requ ested the utilities to su bmit the information in the prescribed format to CEA with a copy to NRPC. Members agreed for the same.

1. Healthiness of defence mechanism (UFR &df/dt)

As per discussions held in 18 th Protection Sub-committee meeting he ld on 03.09.2012 on implementation of Recommendation No. 9.3 of the Committee on healthiness of defense mechanism and further in 79th and 80th OCC meetings on 14.09.2012 and 19.10.2012 respectively, following decisions were taken:

(a) All ST Us would ensure load relief as per target and setti ngs of UFR and df/dt relays are as agreed in NRPC. Self certification to this effect would be don e by 31st October, 2012.

(b) Mock exercise for healthiness of UFRs shall be carried out by utilities themselves on quarterly basis and report shall be submitted to NRPC Secretariat and NRLDC. This exercise would be done at the end of March, June, September and December months.

(c) All constituents would plan for 20 % mo re quantum than the agreed for achievin g full planned relief from UFRs. These decisions w ere approved by NRPC in its meeting held on 30 th November 2012. Members were requested to submit self-certification for 1st/2nd quarter of 2013. The above information should be furnished in the Performa devised by CERC in the Petition no 220/MP/2012 and adopted by NRPC.

Further, in the 84th OCC meeting held on 19.02.2013, it was decided all STUs will procure 10% spare UFRs and df/dt relays so as to replace defective ones quickly. It was also decided t hat if a deficiency is observed in operatio n of UFR or df/dt relay during inspection, correcti ve action shall be t aken within15 days. This decision of OCC has been con curred by NRPC in i ts 28th meeting held on 26th April, 2013. In view of this all STUs wo uld procure10% spare UFRs and df/dt relays so as to replace defecti ve ones quickl y and if a deficiency i s observed in operation of UFR or df/dt relay during inspection, corrective action shall be taken within15 days. In view of the foregoing, STUs may submit the following:-

(i) All utilities may submit the self certification that load relief as per target and that settings of UFR and df/dt relay s are as agreed in NRPC & rep ort of Mock exercise for healthiness of UFRs as at the end of December, 2012/ March, 2013.

HPS EBL/KMD/Tech-1/2013-14-289-95 dated 18.04.2013 have intimated that one no. df/d t relay installed on 132 kV Kunihar-Barotiwala Ckt-I on 07.04. 2013 at 220/132/33 kV Kunihar Sub-station was set on 0.13 hz/sec. As per NRPC Protection Phil osophy it should have been set on 0.1 Hz/sec. In the 87th OCC meeting, representative of HPSEB Ltd. had intimated that the order will be placed wi thin a week for procurement of df/dt relay for replacement of df/dt relay installed on 132 kV Kunih ar-Barotiwala Ckt-I and that the final position shall be intimated in the next OCC meeting. In 88th OCC meeting held on 21 st June, 2013 representative of HPSEB ltd. intimated that the Order will be placed within a week. (iii) HVPNL may inform status of replacement of UFRS found defective during inspection at Panipat, Badshahpur and Narela. (iv) RRVPNL may inform status of c onversion of RLSS t ype UFRS to Flat UFRs. In the 87th OCC meeting, representative of RRVPNL had intimated that the RLSS type feature has been withdra wn from 07 nos. UFRs and the s ame was bein g withdrawn from the remaining 03 nos. UFRs.

(v) In the 84th OCC meeting it was decided that All SLDCs will procure 10% spare UFRs and df/dt relays so as to replace defective ones quickl y. If a deficiency is observed in operation of U FR or df/dt relay during inspection, corrective action shall be taken w ithin 15 days. This decision of OC C has been concurred by NRPC in its 28 th meeting held on 26 th April, 2013. In the 85th OCC meeting, representatives of PSTCL and RRVPNL had intimated that 10% spare UFRs w ere being procured . Members may intimate progress in this regard. In the 87th OCC meeting, representative of RRVPNL had intimated that the tender for procurement of 10% UFRs as spares shall be finalized by July, 2013. In this meeting, representative of RVPNL maintained the same status. The Representative of UPPTCL had intimated that this is par t of regular procurement process.

SE (O), NRPC informed that the i ssue was also dis cussed in 88th OCC meeting held on 21st June, 2013. He req uested the utilities to expedite the pending action to on the issue.

5. Voltage collapse relay and associated software SE(O), NRPC stated that in the 19th meeting of PSC, NRLDC was requested to look into the utility of the voltage coll apse relay a nd associated software from the point of additional input for system oper ation. It was further decided that the issue would be taken up in next PSC meeting. NRLDC was requested to inform their considered opinion on this issue. In the 20 th PSC meeting, representa tive of NRL DC had stated that the issue will be discusse d with WRLDC and opinion s o formed will be convey ed later. NRPC requested NRLDC to form their opinion within 3 weeks and convey the same to NRPC Secretariat.

6. Directions issued by CEA for ensuring secure and reliable Grid operation SE(O), NRPC stated that a meeting was taken by Chairperson, CEA on 31.05.2013, wherein following certain dec ision were taken for ensuring secur e and reliable grid operation. He briefed the sub-committ ee about the directions pertaining to protection related aspects.

Members were of the view that immediat e action required are being taken care by the utilities. Further the formation of committee by RPC and consequent root cause analysis will takes about a weeks’ time. It is becaus e the num bers of protection expert in the region are few and they are already preoccupied with their own work. Committee opined that at least one week ti me is required to suggest remedial measures. Further, Members opined that it would not be possible to hold the meetings twice a month. It was agr eed that during summer months, when grid operates in critical condition, PSC could be held on monthly basis.
