to the post of Extension Officer, class III (Pancliayat)/ Taluka Panclrayat Officer in the Panchayat Service.namely :-
1. Sbort title, commencement and extent :-(l) These rutes may be catled the Extension Officer,Class III (Panchayat)/Taluka.Panchal'at Officer, Departmental Examination Rules, 2009.
(2) They shall ct'irne into force on the date of their publication inthe afficial Gazette.
2. Delinitions :-ln tlrese rules unless thc context othenrise requires.-
(a) "Appendix" means the appenrlix appended to these rules:

(c) "Examiuation" means the departmental examination prescribed under these rules:

(3) If the specified period erpires before the date of cornniencerrent of the examination in r.'hich a
candidate irad his last chance. in such cases, sr-rch period shall be deenred to have been extended upto rite dateof the declaration of the resrrlt of the examination so held.
(4) \\1here a person does not seek perntission to appear in the examination or aftcr granting sLrch

6. 9. Holding of the Bxaminations:-(1) The exarnination shall be held by tl,e Gujarat PanchayatService Selection Board, twice in the .v-ear;
(2) The Board shall publish a notice regarding tlre date of comnrencement of tl-re examination,detailed programme and venue on the notice board of the Board and also send it to all District DevelopmentOfficers for necessary action.
(3) After receipt of the notice from tlie Board under sub-rule (2), the District Development Officershall communicate it to all concerned employees and therealter cornmunicate the names and particulars ofpersons who are required to appear at the examination, in accordance with these rules and wish to appear atthe examination, strictlv according to their seniority.
10. Application for admission to the examination:- (1) A candidate u,ho intends to appear attheexamination shall send his application the Board in tire frorn specified in Appendix A, through the DistrictDevelopment Officer concerned at least sixty days before the date of the commencement of the examination.if the applicant subsequently decides not to appear at tl're examination for rvhich his name has heen enlistedby the Board, he shall give intimatiorr to the Secretary of the Board through the Districl Developrnent Officerconcemed at least thirty days before the date of conrrnencement of the. examination. In tlie event of anyperson failing to appear at an examinatiorr after having been enlisted his uame as a candidate for appearingthere at. but r.vithout intimation of the rvithdrarval of his candidature for the examination in time as aforesaid,he shall be deemed to have lost one chance to pass the examination.
Provided that the district Development Officer nrav condone the failure of intimation as aforesaidand the consequences arising there 1iom i1'he is satistled that tire person had lailed to give intimation withintirne for reasons beyorrd his control.
(2) The Board sl-rall admit the candidate to the examination on the ground of a cerlificate eligibilitygiven bv the district Development officer concerned that thev are eligible to appear at the examination.
- 11. Svttabus fcr the examination :-The svllabus for the exantination shall be as specified inApperrdix B.
12. Standard of passing the examination :-(1) The standard for passing the examination shall befifty percent of the total marks assigned to each paper.
(2) A candidate shall be aliowed to answerthe papers of all the sub.jects rvitli the help of textbookso1'the subject. such as bare Acts, ruies, text ,'vitlrout any colnmentaries or case lau,s and the manuals issuedunder the Act published by the Government of Gujarat.
(3) The unsuccessful candidate u,lto obtain 600% rnarks or lnore. in anv one or more papers, shall beexempted from appearing in that or. as the case rray be. those papers. in the subsequeut examinations.
(1) A person having exemption in paper I or II or ill or IV or V, under tlre old rules, shall be. entitled to claim exemption in Paper I or lI or III or IV or V. respectivell,under these rules.
13. Appointment of Examiner and Conduct of Examina{icn :-The Board shall decide alln-latters relat;ng to the appointment of examiners and conduct of examination in accordance rvith the ordersissued by the goverrrment in this regard.
14. Intimation of Exarnination :-Tl're intirnation regarding place and programrne of theexamination shall be commutticated in tirne by the Secretary of the hoard to the concerned candidate throughtlie cottcerned district Developmer:t Ol'ficcr.'ihe districr Developnrerrt O{'llcer shall place tlre details of placeand programme on the notice board.
15. Declaration of result of the examination :-The board shall declare the result of tl-reexamination in the Official Gazette and communicate the sante to the Governnrent and the DistrictDeveloprrrent Olficer.

(5) of section 227 rcadwith section 2'14 of the Gujarat Panchayats Act, 1993 (Guj. l8 of 1993) and in
supersession of the existing rulcs.made in this regard the Government of Gujarat hereby makes the
following ruIes, for regulating the conditions of service of persons appointed to the post of Deputy
Chitnis in the Panchayat Service, namcly:-
1. Short title, coinmencement and extent:- (1) These rules may be called the Deputy
Chitnis (Panchayat Service),-Deparlmental Examination Rules, 2002.
(2) They shall come into force at once.
2. Definitions :- In these niles unless the context otherwise requires:-
(a)..Appendix,,meanStheappendixappendedtotheserules;
(b) "Board" means the Gujarat Panchayat Service Selection Board :
(c) "Direct Recruit" means a person appointed to the post of Deputy Chitnis
(Panchayat Service) otherwise than by promotion from a lower post;
(d) "Er.amination" means the departmental examination prescribed under these
rules;

' (0 "specified Chances" means the number of chances specified in rule 5 in whicha person is required to pass the examination;
' (g) i'Specified Period" means the period Specified in these rules within which a
: person is required to pass the examination.
3. Requirement of passing of the Examination :- (l) Subr;ect to the provisions of these
ru lcs: -
(a) every direct recruit, appointed to the posl of Deputy Chitnis (Panchayat Ser-vice) after commencement of these rules, shall be required ro pass the cxamination dur-ing probation period, within specified chances; ', :
(b) a direct rccruit, appointed before commencem.ri of these rules and who has
not passed the departmental examination held under the old rules, shall be required topass the examination within spccified chances:
(c) a person who, before the commencement of these rule s, is appointed bV_pryry-o-
tign te the post of Deputy Chitnis (Panchayat Service), and has not passed theDepartmental Examination helri under the old rules, shall, unless he has been e.xemptedlrom passing such examinalion under these rules be required to pass the examtnationwithin specified chances from the date of his completing five years' continuous senicefrom the date of promotion, or from the date of co.mmencement of these ruJes. whicheveris latcr.
(2) If the specified period expires before the date of commencement cf the examination inwhich a candidate had'his last chance, in'such cases, such perioci shall be cieerned to have been ex-tended upto the date of the declaration of the result oi the eiamination so held.
(3) If the direct recruit fails to pass the examination rvithin the specified period, such speci-fied period may, if in the opinion of the Government, his services were otherwise satisfactory, be ;exiended to one year to enable him to pass the examination in not more than specified chances, includ-ing the chances exhausted eariier. l
,' (4) Where a person does not se,ek permission to appear in the examinaiion or after grantingsuch'ptrrnission, he does not appear in the exarnination held after commencement of these rules, he

(5) A person appoinied to the post of Deputy Chirnis (Panchayat Service) other than by directrecrultment shall not be entitled to appear at the examination, if any, prescribed for Senior Clerks{Panchayat Service)- or has bccn cxonpted f'rom passing such examinafion.
4. Exenrption :- A person rvho has passed the deparlmental eramination heid under the oldrules or who rvas exempied from passing such examination under the provisions of the old rules, shallbe exemptcd from passrng the examination under these rules.
5. Specilied chances : (l) Aperson shall be required to pass the examination in threesuccessi-re chances (four succcssive chances in case of persons belonging to Scheduled Castes orScheduled'I'ribes or Socially and,Educationally Backward Classes).

by Government in this behalf, is salisfied that he could not pass the examination, at rvhich he had hi.slast chance, for the reasons beyond his control or that he failed to pass such eximinatlon, by a verv.narrow margin of marks, the Staie Govemment or such qffiper authonsed by Covernment in rhrsbehalf may, after recording reasons in writing, give him two more chance to appear at the examinationon payment of the fee payable under rule 7:
Provided further that a direct recruit passing the examination jn aclditional chance. shall nor br,given seniority over those who were junior to him but had passed the examination earlier than hrm.
(2) If a person appointed to a post of Deputy Chitnis (Panchayat Service) by promotipr,before commencement o[ these rules fails to pass the examination within the specifiedTEffis. hcshall, subject to the provisions of rule 9, be reverted to his originalpost.
(3) Every person who does not pass the examination shall-not be eligible for promotion tothe highcr post subject to rhe provisions rule 9 and eligible and foi..,rfir,rirtG;n'tn".J" u,Dy.Chi. until he passes the examination.
7. Additional chances to appear in the examination : Where a person other than a directrecruit, has failed-to pass the examination within rhe specified chances he shall, notwithstanding suchfailure, be eligible to appear at any tirne in such examination on payment of examination fees as may

Provisional Promotion : {f a qualified person is not available for promotion to a post ofDeputy Chitnis (Panchayat Service) and it becomes expedient to fill the post in public interest, anunqualified person belonging to th: cadre of Senior Clerk who has not exhausted specified chances topass the examination may be promoted io officiate as Oeputf ChitniJ lfanchayat Service) subject tothc conriition that he shati be ieverted on the date olthe avaiiability of a qualified person fbr promo-tion or on his failure to pass the examination within the specifiedperiod and chances, whichever eventoccurs earlier:
Provided that from the date of commencement of these rules, such unqualified person shail notbe granted increments in ttie'time scale for the post from u hich he was promoted:
Provided further that the increments withheld under first provrso shall be released from thedate of passing the examination but n9 an-9ars shall be paid for the increments so wirhheld.
Note.: '"The date of passing the examination" means the date immediately following the dateon which thc examination ended.
Explanation : In this rule "qualified person" means a Deputy Chitnis who has passed theexarnir."-tion or a person'who is exempted from passing the said exarrrination ancl the expression "anunqualified person" shall be construed accordingly. ,
