In the month of June, Commissioner for Industry Antonio Tajani invited Minister Jens B. Frederiksen to Rome. The visit became a reality at the end of August 2012. A visit to the European Space Research Institute (ESRIN) in Frascati outside of Rome was arranged, where Jens B. Frederiksen met with representatives from ESA/ESRIN, who briefed about opportunities and cooperation within satellite systems. ESA/ESRIN cooperates with a wide range of international players in satellite monitoring etc. The possibility for cooperation with the Government of Greenland was raised and discussion about the existing collaboration via Danish institutions was pointed

out.

In Rome, Pragmata Institute had arranged a series of meetings with representatives from the industry as well as senior advisers for the Government of Italy. During these meetings, Jens B. Frederiksen briefed about the development in Greenland, especially within industry and climate, including raw materials. The energy companies in particular were interested in a possible cooperation, and there will be arranged a visit to Nuuk by Pragmata’s network in November. Already, there are

created contacts between interested companies and the Government, where from the Italian side, there are hopes for more informational meetings and networking, that can contribute to create a future cooperation for the benefit of the needs for development for all parties.

Greenland Meets the OCT Minister of the French Government12th of September 2012, Premier Kuupik V. Kleist met with the French minister responsible for Overseas Countries and Territories, Victorin Lurel in Paris.

The meeting took place as a part of the preparations towards the OCT-EU high-level meeting in Ilulissat during 25th-27th of September 2012, hosted by Greenland as the Chair of the Overseas Countries and Territories Association to the EU.

For Kuupik V. Kleist, it has been of great importance to meet with all 4 EU member states (United Kingdom, The Netherlands, France and Denmark) ministers responsible for OCT policy. This has been in the light of one of the prominent priorities throughout the Greenlandic chairmanship, which was political visibility. The meeting between Victorin Lurel and Kuupik V. Kleist was the first, as France after the presidential elections in May 2012 has formed a new government.

During the meeting, the participation of France at the OCT-EU high-level meeting was discussed, along with the question of the proposal for a new OCT decision. Furthermore, OCT Chair Kuupik V. Kleist informed the French minister about the Greenland Chairmanship program, which has been focusing on green growth within the areas of education, innovation and research.

France has 6 overseas countries and territories, including Saint-Pierre-et-Miquelon. At the ministerial in Ilulissat, Saint-Pierre-et-Miquelon acquired the chairmanship for the Overseas Countries and Territories Association from Greenland. Additionally, the OCT association is led by a representative from New Caledonia. Therefore, France has important interests to attend to.

The networking meeting became a reality on the recommendation of Commissioner Antonio Tajani, whom during his visit to Nuuk had noticed a need to make the potential of raw materials visible. Furthermore, it was an opportunity for authorities and licence holders to provide the EU Member States with information on the latest development and potential in raw materials in Greenland.

As representatives for the Commission,  Mattia Pellegrini and Theodore Saramandis opened the meeting. Afterwards, head of representation Lida S. Lennert gave a presentation of Greenland, as an introduction to the subject.

There were about 40 registered participants from companies in oil industry, heavy industry, motor industry, industrial unions and scientists. Additionally, three licence holders for exploration in Greenland were invited as speakers, namely NunaMinerals A/S, Hudson Resources INC and Tanbreez A/S, who all gave a good insight to the different activities and possibilities in Greenland. From the EU, EuroGeoSurveys presented Europe’s needs for a production in raw materials and cooperation with Greenland in the future.

The presentations brought along a debate and a series of questions about everything from the industrial, scientific and political aspects of the extraction of raw materials. Mattia Pellegrini from DG ENTR concluded at the end of the meeting, that it was a good beginning of the networks

and frames, which were needed for the development of a future collaboration with Greenlandic authorities and companies. He expressed his wishes to continue the meeting on an annual basis.

After the meeting with the industry, representatives from both the EU Commission, Greenland and Denmark held the first follow-up meeting about the Letter of Intent between Greenland and the EU, after the parties signed it in June 2012.

The protocol will become effective from January 1st 2013 and will apply until December 31st 2015. The Greenlandic Government, European Parliament and the Ministerial Council of the EU have all approved the result of the negotiation.

In her speech, Lida S. Lennert emphasized, that the protocol is a win-win agreement for the satisfaction of all parties, after the protracted negotiations. The parties have made an effort to set the quotas in line with the biological recommendations and it was also stressed, that it was a strong message to put out. During this year, Greenland has had visits from both Commissioner of fisheries Maria Damanaki and Vice-

president in the EU Commission Antonio Tajani, which were also mentioned in her speech. “These visits underline how important it is to Greenland, that our interests are managed, and that the development has gone from a plain fisheries agreement to a Partnerships Agreement in the field of education, to a future cooperation on the area of raw materials”, Lida S. Lennert concluded.

Besides Lida S. Lennert, the Danish EU ambassador Jonas Bering Liisberg signed on behalf of Denmark, and EU ambassador George Zodiates from the Cyprus presidency signed on behalf of the Council.

New Protocol to the Fisheries Partnership Agreement between Greenland and EU Signed

18th of September 2012, Minister Counsellor Lida S. Lennert from the Greenland Representation in Brussels signed the new fisheries protocol on behalf of the Government of Greenland. The venue of the signing ceremony was held at the Council.

OCT Ministerial and OCT-EU Forum 2012

The 11th OCT Ministerial and OCT-EU Forum was held from 24th to 28th of September 2012 in Ilulissat, Greenland.

In 2012 Greenland hosted the OCT Chairmanship and focused on political visibility and dialogue, along with green growth with the slogan: “How cool is GREEN?”. The chairmanship year was concluded at the meeting, the results presented and handed over to Saint-Pierre-et-Miquelon, who is OCT Chair for the year of 2013.

Monday 24th of September – arrival at IlulissatThe OCT delegations were welcomed to Ilulissat by happy schoolchildren, who were waving with flags. After being accommodated at the hotels, the

frame for the following thematic event to the Ilulissat Icefjord was set by a lecture from professor Minik Rosing with the title: “A Young Nation Build on Ancient Land”. Herein he got on to the history of Greenland, geology and the possibilities of creating growth of the impacts of climate change. Afterwards was the boat trip to Ilulissat Icefjord, which is elected as one of UNESCO’s World Heritage Sites. The sailing trip was a great success and many pictures were taken of the icebergs!

Tuesday 25th of September – the 11th OCT Ministerial meetingGreenland initiated the meeting by member of the Greenlandic government Jens B. Frederiksen, who on behalf of Kuupik V. Kleist, presented the activities during the Greenlandic Chairmanship. ExCo President Chloé Calvignac spoke of the activities during the year and of the cooperation with DG DEVCO. Jacob Isbosethsen presented the PWP 3 report on environment and climate change, and Lida S. Lennert presented the “How Cool is GREEN?” brochure and political visibility on behalf of Greenland.

Hereafter, as something entirely new, a panel discussion with the OCT ministers was held. This was on the initiative of the Greenlandic chairmanship, as a part of the chairmanship’s priority, with the intent of promoting the political visibility and dialogue. Good discussions expressed many of the OCT’s opinions and views in relation to the on-going revision of the OCT decision. After the panel discussions, the assembly adopted the OCTA political declaration, budget and administrative resolution. The OCT chairmanship was handed over to Saint-Pierre-et-Miquelon and British Virgin Islands was elected vice-chair and is expected to take over the chairmanship in 2014. Questions

Wednesday 26th of September – first day of the OCT-EU ForumDeputy director general Marcus Cornaro from DG DEVCO opened the OCT-EU Forum 2012 on behalf of the EU Commission. Premier Kuppik V. Kleist also welcomed in his role of OCTA Chair 2012. He underlined, that the OCTs are pioneering countries in green growth and he presented the OCTA political declaration of 2012. Speeches were given by representatives from the Cyprus EU Presidency, the 4 Member States, the EU Parliament, the Parliament of Greenland and the Outermost Regions. Later that day, trilateral meetings between the Commission, OCTs and their respective Member States were held.

During the day, a short signing ceremony was also held. Marcus Cornaro and Kuupik V. Kleist signed the document regarding payment of budgetary aid for 2012 from the EU, as a part of the Partnership Agreement between Greenland and the EU. According to the signed agreement, the EU Commission will pay out an amount of about 27 mill. EUR. The agreement shall insure, that funds for the area of education will be allocated on the budget of the Self Government, including the special education strategy. The agreement is a part of the Partnership Agreement, that Greenland agreed with the EU in 2007 and which has a validity including 2013.

In the evening, a lecture with one of the invited experts, Senior Economist at OECD in Paris, Tomasz Kozluk took place. He presented OECD’s “Green Growth – OECD Strategy” and explained the importance of green growth, where he came with examples of how OECD’s strategy on green growth has worked in practise.

Thursday 27th of September – second day of the OCT-EU ForumOn the second day of the Forum, the heads of delegations had the opportunity to put forward their reactions towards the proposal for a new OAD. Furthermore Theodore Saramandis and José Valente from the Commission presented the proposal in further details. Flavia Palanza from the European Investment Bank informed about the possibilities for the OCTs. Stéphane Artano, Saint-Pierre-et-Miquelon concluded the OCT-EU Forum as incoming Chairman. Saint-Pierre-et-Miquelon will during their chairmanship emphasize three key words: competitiveness, dialogue and capacity building.

In the evening a big gala dinner with entertainment was arranged for the participants, as a way to end the entire stay. The entertainment started with a display of Inuit Games. Afterwards, the guests enjoyed a menu with Greenlandic specialities. After the dinner, there was a show of dancers in their national dress, who danced kalattuut (traditional dance). Premier Kuupik V. Kleist sang a few songs, before it was time to sing good night and some went on to some of the igloos.

The conference, which was held for the third year in a row, was held in the days of 3th – 5th October 2012, in Oranjestad, Aruba. This year’s theme was “Smart and Sustainable” and it therefore had a full section about new, smart and green technologies. The aim of the conference is to make Aruba leading in green energy, but the aim is just as much to establish an international forum to transfer knowledge and new technologies in green energy.

On this background, energy director from Nukissiorfiit A/S, Henrik Estrup from Greenland participated. Nukissiorfiit had been invited to the conference via TCF funding by the EU, which covered all costs to travel, hotels and conference fees for 2 participants from each OCT. NAP-NEWS has in this context talked to Henrik Estrup about his experiences from the conference.

“It was very interesting and exiting to participate in the conference, which besides the technical content also created the opportunity to form contacts with other energy producers from other OCT-countries, who faces many of the same challenges as we do in Nukissiorfiit. We are happy about, that we without cost for Nukissiorfiit, have had this chance to participate in this conference and we look forward to extend the cooperation and exchange experiences with energy producers in other OCTs in the future.” Henrik Estrup says.

Nukissiorfiit had the opportunity to hear about the development in a series of subjects, including:

Arctic Futures Symposium 2012

The Greenland R epresentat ion in Br ussels participated in the conference Arctic Futures Symposium 2012: “Promoting Knowledge, Responsibility and Engagement in the Arctic”, which was held in the days of 4th and 5th October 2012 in the European Union Committee of the Regions, Brussels. The organizers were the International Polar Foundation in cooperation with the Prince Albert II of Monaco Foundation, European External Action Service (EEAS), EU Commission and the EU Committee of the Regions.

The purpose of the conference was to gather decision-makers from both the Arctic and the EU, scientists, representatives from the industry, representatives from indigenous peoples and also academics, to engage them in a discussion and dialogue about the future of the Arctic.

Among the participants were HSH Prince Albert II of Monaco and Commissioner of fisheries Maria Damanaki. From Greenland attended Inuuteq Holm Olsen, Deputy Foreign Minister of Greenland, Alfred Jakobsen, ICC Greenland and Jens Boye, Royal Arctic Line.

In the panels was a good and lively debate, characterized by the discussion on scientific research in the Arctic as a basis for actions and decisions. An interesting debate also took place about the future explorations of natural resources and raw materials in the Arctic, along with the opportunities within maritime transport in line with the melting of the ice.

Claire Chrétien has for two years been the technical assistant to OCTA. In relation to the closing of her contract, we have asked her some questions about her work and experiences as the technical assistant to OCTA.

Claire has a background in political science/international relations and has been working on EU development programmes since 2006, first as a trainee for former DG RELEX then working for consultancy firms in the UK and Belgium, before taking the position of Technical Assistant to OCTA in September 2010.

How has it been to work for OCTA and what kind of work did you do there?My main task as TA to OCTA was the coordination of the association’s activities, in close collaboration with the President of the ExCo, OCTA members and the leaders of the various working groups on each of the thematic areas of interest to OCTA. In particular, my role was to support OCTA in the implementation of

EDF funds from the Commission, which includes preparing technical documents (programming documents, terms of reference, budgets) and overseeing the implementation of contracts.

What has been your greatest experience with OCTA?The annual Ministerial Conference and EU-OCT Forum are the most intensive but also memorable moments. During my two-year term with OCTA I had the opportunity to attend three EU-OCT Forums, in New Caledonia, Brussels and Greenland, and each has been the occasion to meet and exchange with representatives from all OCTs.

Your experiences at the trip to Ilulissat? The local Greenlandic hospitality and scenery were truly fantastic and I will keep extraordinary memories of the icebergs, sledge dogs and traditional games. I also really

enjoyed the experience sleeping in an igloo by the Icefjord!

What are you working with now?I work on a project to support the Western Balkans Investment Framework, an EC-funded facility blending loans and grants to finance strategic investments in the region. Certainly not as exotic as the OCTs, but I look forward to the new challenges and experiences it will bring!

As the long-term technical assistance to OCTA (a.k.a the bureau) is finally about to start, I would like to thank in particular ExCo members for their excellent collaboration and wish them and the new team every success in serving OCTs’ interests.

Lunch at Grand PlaceEvery second year in August the centre of Grand Place in Brussels is turned into one big carpet of flowers. Thousands of live flowers form a pattern after a specific theme. This year the theme was Africa and the flower carpet thus took form of different patterns from the tribes in Ethiopia, Congo, Nigeria, Botswana and Cameroun.

The Greenland Representation in Brussels was Friday August 17th 2012 on a small lunch outing to see the colourful flower carpet. It was a warm and sunny day with many people on Grand Place who of course were there to see the spectacular flower carpet. The representation could enjoy a sandwich with a view of the carpet and the beautiful buildings that surround Grand Place, before it was time to head back to the office.
