Purpose
The purpose of this document is to describe the �etwork Reconfiguration Procedure
(�RP) applicable for �ode B reparenting under the same ROC in the UMTS network,
without interruption of service on the existing R�C.

the timing depends on too many heterogeneous parameters (hardware configuration,

Purpose
• �o intra R�C reparenting is supported by the current procedure.
• �o inter ROC reparenting is supported by the current procedure.
• This procedure does not cover the GSM �etwork Elements impact.
• Manufacturer parameter setting is out of scope in the procedure. As Manufacturer
parameters can be different on the target R�C than on the source one, contact your
local engineering in order to set them accordingly.
• The procedure focuses on UTRA� �Es: R�C and �odeB. Core �etwork
reconfiguration is out of the scope in this document.
• Iso DHCP configuration.
• Frequencies used are not modified.
• �eighboring cell managed by other ROC is out of the scope in this document.
• �o modifications should be done on the source, Target, R�Cs and their associated
MO (Managed Object) through WMS GUI, WICL from the beginning of the �RP
(export CM XML file from main server, sheet 1) until the end of the procedure.
• The partial reverse is not supported. The reverse is made for all the � �odeB(s). Due
to this limitation it is recommended to choose �, the number of �odeBs as small as
possible.
Remarks relating to National Roaming Management:
Be careful to avoid any Cell Reparenting (which is defined as a neighboring cell of an
access network of a second operator) to a target R�C belonging to the same operator with
a PLM�ID different from the one of the source R�C: this destination R�C could belong
to a shared coverage areas that will forbid access to this cell for the second operator.

Prerequisites
Purpose
The �odeB reparenting �RP described in this document applies if all the following
conditions are verified:
• The �etwork and the OMC are up and running without any problem. (Alarm, OMC
MIB State, Synchronization State, etc.).
• The ItF-R interface between WMS and the source and target R�Cs are up and
running.
• The same WMS Main Server hosts the source and target R�Cs
• The Itf-B interface:
– For the iBTS: The Itf-B interface between WMS and the �odeB is implemented
via the R�C I�ode in both source and target configurations for all involved
�odeB(s). See the corresponding picture in chapter General description.
– For the OneBTS: The Itf interface links the WMS to the IuB Backbone. See
corresponding picture in chapter General description.
• The source and target R�Cs share the same system version.
• Intra-ROC Inter-MainServer(Cluster) �odeB reparenting: in the ROC if the
Source and the Target R�C are not homed by the same MainServer (ClusterId
are not the Same), prior to the execution of the �RP the related BTS Equipment
and its associated Site (if exists) must have been re-homed from the source
R�C's MainServer(Cluster1) to the Target R�C's MainServer(Cluster2). See
document [R14].
• BTS Equipment software version is not modified.
• The LAC, RAC, SAC of the �odeB(s) must be well declared at Core �etwork side.
• In case of reparenting of a BTS1 in Drop & Insert (initially configured in Drop &
Insert or not) as dropped or dropping of another BTS2 which already exist on the
Target R�C, the BTS2 on the target R�C must be already configured in Drop &
Insert (See document [R3]).

Purpose
The following figure presents an overview of the algorithm to be applied in order to
provide the OMC team with the relevant data set required to reparent � �odeB(s).
The procedure that follows is derived from the preceding figure, and gathers all the main
steps and notes, which need to be followed to reparent a �odeB.

• OneBTS backplane may require updating if new Vlan Ids have been used for the
transport network to connect to the target R�C.

Sheet 1 - Reverse Engineering
Purpose
This topic ensures that an up-to-date view of the current network configuration is
available.
Presentation
This step details how to proceed with WPS and the main server to import a view of the
current network configuration into WPS if the WPS view is not up-to-date.
This step is recommended when a problem has occurred. You can bypass it if you are sure
that your WPS view is synchronized with the network. In this case, please go to the next
step.
Once the CM XML export is performed, no "on line" modifications can take place on the
target �E(s) until the end of the overall procedure in order to guarantee that the initial
view, on which the procedure is based, is synchronous with the Main server MIB.
Input parameters

Initial status
WPS and WMS are installed and ready to be used. The template files are uploaded.
Step Duration
Step duration depends on the number of �E available on the network. Example: for a
network with 7 R�C, 860 BTSEquipments and 2540 Cells, durations are the following:
• Action 1: less than 20 minutes
• Action 2: less than 10 minutes

Sheet 2a - iBTS Reparenting
Purpose
This activity provides the steps to reparent an iBTS from a source R�C to a target R�C,
from WPS perspective.
During this reparenting procedure, two features are configured:
• Alcap
This feature tracks the implementation of Alcap for the management of the AAL2
connections on the Iub interface (as specified by 3GPP) instead of the partially
proprietary solution.
• Hybrid Iub
This feature introduces support for a hybrid transport (IP & ATM) Iub interface
through a software upgrade and the addition of two (1+1) 4ptGigE Cards on the R�C.
Both features can be activated through the Iub wizard. For more information, see
document [R3] - "Iub Creation".
To parent a new OneBTS, see sheet 2b or 2c- OneBTS Reparenting.
Input parameters
All design parameters regarding the iBTS need to be provided to the Application
Engineer by the �etwork Designers. The design parameters required are:
• Cell planning information
• Topological information
• Relevant parameters values written in WPS templates

Sheet 2b - OneBTS (ATM) Reparenting
Purpose
The procedure details how to parent an ATM OneBTS to an existing R�C with WPS.
This feature can be activated through the Iub wizard. For more information, see document
[R3] Alcatel-Lucent 9352 Provisioning System - User Guide, ��-20500-036.
In this case the OneBTS bears only ATM protocol. So no IP link is available on this
equipment. OneBTS requires specific templates.
Input parameters

Performing checks before reparenting
Purpose
This procedure verifies that:
• The network and the OMC are up and running without any problem. (Alarm, OMC
MIB State, Synchronization State, etc.)
• Calls can be achieved on the impacted �odeB
• Calls can be achieved on the target R�C
• The �odeB is ready to be reparented.
This procedure must be repeated for each impacted �odeB.
This procedure is a recommendation and is not mandatory if all the states given by the
checks described above are well known.
Actions
Following operations may be performed:
• Check that no impacting Alarm exist (See documents [R5] and [R9])
• Perform an audit of the impacted R�C (See document [R5])
• Perform calls on the impacted R�Cs. Especially perform a call on the impacted
�odeB(s)'s Cells

Change I&C parameters
Purpose
This activity modifies I&C parameters of the BTS.
For example, if DHCP configuration is not used, the IP address of the BTS has to be
changed. It is performed by using:
• The LMT for Alcatel-Lucent 9313 Micro �odeB and 9314 Pico �odeB.(See
document [R12])
• The TIL for all other BTS (See document [R6]).
�ote: For any questions concerning the DHCP activation or configuration, refer to the
documents [R15] or [R16]:

Purpose
These activities update the transmission network in order to move the connection of the
�odeB(s) from the source R�C to the target R�C.
Especially if a Point of Concentration �ode (POC, �AM) is used. It might be
reconfigured in order to correctly re-direct the IuB to the target R�C.

Reconfiguration activation in WMS
Purpose
This step activates the reparented �odeB(s) so that they can start providing wireless
services again. It is performed on the WMS server using Access Module GUIs.
The activation is performed through "Activation Manager" mechanism in order to avoid
any interruption of service on the other �odeB(s) of the R�Cs.
At this step, on site activities should have been completed in order to resume BTS
Equipment supervision.
Input parameters
The IP address of the BTS must be known (I&C parameters)
The workorder (CM XML) file <Filename>.xwo is available in a folder
(/<Result_folder>) of the main server as described in document [R5].
Initial status
The I&C parameters of the BTS Equipment(s) and the Transmission �etwork are up to
date.
Parameters at Core �etwork Side are synchronized with the potential reconfigurations.
The �etwork and the OMC are up and running without any problem. (Alarm, OMC MIB
State, Synchronization State, etc.).
All the workorder (CM XML) files from /<Result_folder> directory generated by WPS
have been transferred to a /<Result_folder> Main Server directory as described in
document [R5].

Overview
If the BTS Equipment, in final configuration, does not manage to open the OAM
connection, it will go back to the initial configuration to re-establish a connection with the
OMC. In this case, a reverse operation described below is to be done.
The reverse operation is also required when the activation step has not been successfully
completed or if the operator wants to retrieve the initial configuration.
Input parameters
• The data mandatory for reverse operation (See /<Result_folder> folder) must be
available.
• The used workorder (CM XML) file will be found under this latter folder only

If the Status is "Completed with errors": terminate
the session and check the R�Cs Alarms:
If the Critical Alarm "Cnode internal synchronization
error" exists, the R�C(s) must be built on-line in order
to restore its initial configuration. Contact your local
support and if really required launch the Build On-line
on the impacted R�C(s) (See document [R5]).
Final Status
WMS, source R�C, and target R�C are back to their initial state.
The neighboring plan goes back to the initial configuration.

PM impact
If I&C modifications are performed Chapter“Change I&C parameters” (p. 5-3) in order to
change the IP address, the BTS should be reset (in order to connect BTS to OMC-B). As a
consequence, the BTS Performance counter history is cleared. This implies that the PM
System cannot get the BTS counters related to the latest period before IP change (for
more details see Chapter "How to retrieve counters further to an �odeB IP address
change" in document [R11]).
The reparented �odeB(s) is managed by the PM system.
FM impact
The procedure ensures the correct declaration of the reparented �odeB(s) with respect to
FM management.
