Dear Mr. Armstrong:

Our office is currently in the process of updating all active pipeline right-of-way (ROW) grant descriptions that do not indicate the express purpose of a pipeline ROW grant in accordance with 43 USC 1334 (e), which states in part that "Pipeline rights-of-way may be granted by the Secretary for the transportation of oil, natural gas, sulfur, or other minerals," due to the current legal descriptions omitting the requirement of transportation.

Therefore, in order to have complete and uniform legal descriptions, the Pipeline Section performed a company-wide review of Williams Gulf Coast Gathering Company's ROW legal descriptions and the subsequent descriptions have been updated as follows:

Right-of-wav No. OCS-G09348 (PSN 8249)

"Pipeline Right-of-way (ROW) OCS-G09348 is a 200-foot wide and approximately 6.10 miles (32,217 feet) long corridor associated with the 8-inch Pipeline Segment No. (PSN) 8249. The purpose of the pipeline ROW-G09348 is to maintain and operate PSN 8249 and to transport gas/condensate originating at Platform A in Block 175, through Blocks 176 and 156, terminating at a 24-inch SSTI in Block 140, all located in the High Island Area. "

Right-of-wav No. OCS-G10103 (PSN 8477)

"Pipeline Right-of-way (ROW) OCS-G10103 is a 200-foot wide and approximately 18.75 miles (98,982 feet) long corridor associated with the 16-inch Pipeline Segment No. (PSN) 8477 and the Pipeline ROW accessory structure. Platform A, (Complex ID No. 10160-1) located in North Padre Island Area Block A42. The purpose of the pipeline ROW-G10103 is to maintain and operate PSN 8477 and to transport gas/condensate originating at Platform B in Mustang Island Area Block A31, through Blocks A34 and A33 in the Mustang Island Area, Blocks A9, Al 1, A26, and A29 in the North Padre Island Area, terminating at Platform A in North Padre Island Area Block A42."

"Pipeline Right-of-way (ROW) OCS-GI 1159 is a 200-foot wide and approximately 7.27 miles (38,386 feet) long corridor associated with the 16-inch Pipeline Segment No. (PSN) 12558. The purpose of the pipeline ROW-G 11159 is to maintain and operate PSN 12558 and to transport gas/condensate originating at a Flange in Block 823, through Blocks 815 and 816, terminating at the Federal/State line in Block 798, all located in the Mustang Island Area."

"Pipeline Right-of-way (ROW) OCS-GI 1741 is a 200-foot wide and approximately 15.69 miles (82,866 feet) long corridor associated with the 12-inch Pipeline Segment No. (PSN) 9026. The purpose of the pipeline ROW-G 11741 is to maintain and operate PSN 9026 and to transport gas/condensate originating at Platform A in Block 754, through Blocks 753, 752, 768, 769, 770 and 776, terminating at the Federal/State line in Block 775, all located in the Mustang Island Area."

"Pipeline Right-of-way (ROW) OCS-GI 1743 is a 200-foot wide and approximately 10.01 miles (52,852 feet) long corridor associated with the 12-inch Pipeline Segment No. (PSN) 9028. The purpose ofthe pipeline ROW-G 11743 is to maintain and operate PSN 9028 and to transport gas and condensate originating at a Cap in Block 491, through Blocks 492, 476, 475, and 450, terminating at a 16-inch SSTI in Block 451, all located in the Brazos Area."

Right-of-wav No. OCS-G 11744 (PSN 9029)

"Pipeline Right-of-way (ROW) OCS-GI 1744 is a 200-foot wide and approximately .06 mile (333 feet) long corridor associated with the 6-inch Pipeline Segment No. (PSN) 9208. The purpose of the pipeline ROW-G 11744 is to maintain and operate PSN 9208 and to transport gas/condensate originating at Platform A, terminating at a 12-inch SSTI, all located in Brazos Area Block 491."

Right-of-wav No. OCS-G 12312 (PSN 9105)

"Pipeline Right-of-way (ROW) OCS-G 12312 is a 200-foot wide and approximately 12.27 miles (64,795 feet) long corridor associated with the 16-inch Pipeline Segment No. (PSN) 9105. The purpose of the pipeline ROW-G 12312 is to maintain and operate PSN 9105 and to transport gas/condensate originating at Platform A in Block 868, through Blocks 855, 846, 835 and 836, terminating at a 16-inch SSTI in Block 823, all located in the Mustang Island Area."

"Pipeline Right-of-way (ROW) OCS-G 12337 is a 200-foot wide and approximately 4.9 miles (25,872 feet) long corridor associated with the 12-inch Pipeline Segment No. (PSN) 9166. The purpose of the pipeline ROW-G 12337 is to maintain and operate PSN 9166 and to transport gas/condensate originating at Platform A in Block 379, through Block 380, terminating at a Cap in Block 394, all located in the Galveston Area."

"Pipeline Right-of-way (ROW) OCS-G 12370 is a 200-foot wide and approximately 2.27 miles (11,967 feet) long corridor associated with the 12-inch Pipeline Segment No. (PSN) 9300. The purpose of the pipeline ROW-G 12370 is to maintain and operate PSN 9300 and to transport gas/condensate originating at a Cap in Block 139, terminating at a 16-inch SSTI in Block 109, all located in the High Island Area."

"Pipeline Right-of-way (ROW) OCS-G16028 is a 200-foot wide and approximately 12.02 miles (63,450 feet) long corridor associated with the 6-inch Pipeline Segment No. (PSN) 10971. The purpose ofthe pipeline ROW-G 16028 is to maintain and operale PSN 10971 and to transport gas/condensate originating at Platform A in Block A34, through Blocks A35, 424, 389, and 390, terminating at a 16-inch SSTI in Block 391, all located in the Galveston Area."

"Pipeline Right-of-way (ROW) OCS-G 17734 is a 200-foot wide and approximately .05 mile (284 feet) long corridor associaled wilh the 6-inch Pipeline Segment No. (PSN) 11390. The purpose of the pipeline ROW-G 17734 is to maintain and operate PSN 11390 and to transport gas/condensate originating at Platform D, terminating at a 6-inch SSTI, all located in Eugene Island Area Block 105."

"Pipeline Right-of-way (ROW) OCS-G21287 is a 200-foot wide and approximately 2.67 miles (14,114 feet) long corridor associated with the 12-inch Pipeline Segment No. (PSN) 12330. The purpose of the pipeline ROW-G2I287 is to maintain and operate PSN 12330 and to transport gas/condensate originating at Platform A in Block 61 and terminating at a 16-inch SSTI in Block 62, all located in the West Cameron Area."
