SCOPE OF THE PROJECT

The main objective of the tender is to find a suitable solution provider (hereinafter referred

as the Contractor) to enter into a turnkey contract with NITTTR (hereinafter referred as

the Customer) who can

1. Conceive the requirements as per the bill of material and provide the design for

meeting the Audio and Video and requirements, with state of the art technology

available in the market for the facility.

2. Procurement of Equipment/components as per the specified BOM from the

original manufacturers/suppliers.

3. Effectively plan and control the project management and to execute the turnkey

Project with the specified Equipment/components within the stipulated time frame

of 90 days, to the best satisfying performance, as accepted by the Department.

4. Demonstrate the performance of audio, video, control systems as planned and

specified in this tender document.

5. Maintain and upkeep the facilities to the best performance for which the

contractor shall have a direct local service center at Tamilnadu with adequate

manpower

Functionality of Work: Auditorium:

1. Two front large format display, two rear large format display and one stage

monitor to view the presentation and camera content.

2. One video input in the podium

3. Three cameras to record the lecture as well as audience content

4. Two numbers of gooseneck microphone, two nos. of wireless handheld and lapel

microphone

5. Control system to control the AV equipment through iPad

Guidelines

All the audio, video equipment’s need to be integrated in Auditorium. Control system has

to be operated from a touch panel which is the main user interface. The layout of the

touch panel should be simple and understandable to User.

Evaluation Criteria The bidders will be evaluated based on technical competence, capabilities and commercial viability. Evaluation committee of NITTTR will arrive at the successful bidder after evaluating and giving appropriate weightage for: 1. Eligibility, Technical Compliance 2. Commercial viability.

Important Guidelines

1. The bid will be submitted in two parts a. Technical Bid b. Commercial BID

2. Vendors qualified in technical bid will be considered for commercial bid opening. 3. Bidders shall quote any one brand & one model in the technical & commercial bid. 4. Any misrepresentation of the technical compliance will lead to rejection of the tender. 5. For meeting the specification, bidders are not permitted to change the model after

Quoting. 6. Post the tender if the committee insists on any clarification, the clarification shall be

given for the quoted models only. 7. Bidders shall not quote any models that is likely to be discontinued in next 1 years. 8. Bidder shall mention separately the basic price, Customs duty, insurance &

transportation tax etc. in the commercial bid.

Annexure –II

Eligibility Criteria

1. Bidder must have executed minimum 1 no. of work of value not less than 150 Lakhs or 2 No’s of works of value not less than 100 Lakhs with state / central government / PSU / Education institution during the last 2 years 2016-2017 & 2017-2018. Purchase Order copy along with completion certificate from the client shall be submitted in this regard

2. Bidder should have their registered office in Tamilnadu for consideration of service

support.

3. Bidder should submit the OEM authorization letter for product being offered in the mentioned format.

4. Bidder should oblige the SLA of quarterly visit during the warranty period

5. The party quoting should be an OEM or Authorized dealers/System Integrator

6. Bidder shall furnish letter of authorization and warranty support from the principal

company, if the product quoted is a third party product. Vendors are free to give authorization or support letter in the principal company format, provided it should clearly mention about the case specific authorization & warranty support.

7. Bidder not submitting the Manufacturer Authorization Form (MAF) from OEM will be liable

to rejected from tender.

8. Bidder should furnish detailed Specification sheet or Technical literature of each item being offered and should quote for the same product being offered

9. NSIC certificate can be produced for the exemption of EMD and tender fee.

10. Bidder should provide minimum three-year warranty for total solutions.

11. Bidder shall quote only the products complied with the specification attached and if any

violation found, tender can be rejected. Any false submission of information or false interpretation of specifications will automatically disqualify the bidder.

12. The Bidder shall have trained & certified engineers from the respective manufacturer

considered in the tender.

13. The bidding firm need to have a registered local office in Tamilnadu with minimum 5 years operation as on dated 31.03.2018 financial year. Credentials showing the above shall be submitted along with the bidding.

14. The bidder should have a permanent service facility in Tamilnadu headed by a Qualified

Engineer; Address, Phone nos. have to be given also hierarchy of escalation. Documentary proof for the same has to be provided.


15. PAN, GST Registration Details to be provided.

16. Procurement of equipment’s/components as per the specified BOM from the original

manufacturers/suppliers

17. The Bidder shall have a full-fledged trained team with a registered office in India.

18. The bidder should preferably be ISO 9001:2008 certified organization.


Annexure III

GENERAL TERMS AND CONDITIONS

Please read carefully the general terms and conditions of supplying stores and submit your offer complying the terms as mentioned hereunder.

Important dates: Last date of submission of sealed bids: 20th December, 2018 at 3.00 PM Date of opening of the technical bids: 20th December, 2018 at 3.30 PM

Place of submission of sealed bids and opening of technical bids: Office of NITTTR Chennai, 1st Floor, Main Building, NITTTR, Taramani, Chennai.

1. Tenders complying the Institute requirement as detailed in the Tender document are to be submitted in the Company’s / Firm’s letterhead neatly printed/typed and duly signed by the authorized person with the seal of the bidder. All envelopes containing the tender should be properly sealed. Separate envelopes should be used for technical and price bids and indication to their effect may please be superscribed on the envelope.

a. Rate: The rate quoted must be inclusive of installation and all admissible taxes. The quote is to be submitted in the format of Price Bid as per Annexure-VIII. All the charges like installation charges etc. as applicable must be shown separately. The stores are required to be dispatched on F.O.R. NITTTR, Chennai. The risk of damage or loss in transit if any, will be that of the suppliers. Manufacturer’s price list, technical product brochures, samples, catalogue wherever applicable, should invariably be submitted.

b. GST: Must be shown separately. Note: NITTTR Chennai is eligible for concession GST of 5%. Govt. Notification No.45/2017 Central Tax (Rate) dt. 14.11.2017

c. Way Bill: This will be issued only on request of the vendor after submitting tax invoice and other necessary details of the waybill.

2. Delivery Period: The stores are required to be delivered / dispatched within 4 to 6

weeks of the purchase order and Installation should be completed within two weeks from supply from the date. No mobilization advance is payable against the purchase order.

3. Payment terms :90% of the payment shall be made after successful installation and

commissioning duly certified by the concerned Committee Members. Balance 10% amount be retained as security deposit. However, bidder can produce the Performance Bank Guarantee for the remaining amount minus EMD value of Rs1,68,000.00. Bidder can issue the PBG from any scheduled bank. Validity of the same should for 3 years plus 2 months from PO date In the event of failure to deliver the stores beyond the specified date, liquidated damages @ 1% per month or part thereof in response of the value of stores will be deducted, subject to a maximum of 5%; alternatively, the order will be cancelled and the undelivered stores purchased from elsewhere at the risk and expense of the vendor.


4. Quality & specification of stores: The stores offered should be of best quality

available, unless otherwise specified, conforming strictly to the National/International specifications. The Institute reserves the right to reject such stores if found unacceptable on these grounds. The guarantee and warranty offered be specifically mentioned.

5. Period of validity: The quotation shall remain valid for acceptance for at

least 90 days from the date of opening.

6. Tender fee: An amount of Rs. 1000.00 (Rupees one thousand only) as tender fee (non-refundable) is to be paid. The payment shall be made by Demand Draft from any Nationalized/Commercial Bank and paid in favor of “The Director, NITTTR, Chennai”, payable at Chennai. Bids without the tender fee will not be accepted. This should be enclosed separately in an envelope and stapled with the technical bid document.

7. Earnest Money Deposit (EMD): An amount of Rs.1,68,000/- (Rupees One Lakh sixty-eight thousand only) in the form of Demand Draft be enclosed along with the technical bid. The EMD shall be from any Scheduled Bank and to be drawn in favor of “The Director, NITTTR, Chennai”, payable at Chennai. The validity of the EMD should be 3 (Three) months from the date of the issue. Any bid without the EMD will not be considered. This will be refunded to the unsuccessful bidders once the process of technical and price bid opening is complete. No interest is payable on refunds. EMD shall be forfeited if the selected vendor accepts the supply order, but is unable to execute the same. EMD should be enclosed separately in an envelope and stapled with the technical bid document.

8. The bidders should have presence in India with one of their offices in Tamil Nadu

particularly in Chennai, until completion of the Contract.

9. The bidder must quote for all the item / services mentioned in the tender. Part/incomplete quotes shall be summarily rejected.

10. Civil structure work, Conduit, raceway, wireless access point for wireless presenter

under client scope

11. Only the OEM or their dealers authorized for products relevant to the bid are permitted to participate the bid.

12. Guarantee / Warranty: 3 years’ comprehensive onsite warranty from the date of successful installation and commissioning of the system.

13. Rejection of offers: The Institute reserves the right to ignore or reject any offer including the lowest without assigning any reason. The Institute does not bind itself to accept the lowest offer.

14. Dispute: In case of any dispute, the matter shall be settled mutually, failing which the

decision of the Director, NITTTR Chennai shall be final and binding,


15. All tenders are to be submitted or handed over to the Office of the Director, NITTTR, Chennai. The bids (Technical and Price Bids) once submitted shall be the property of the Institute and shall not be returned to the bidder in future.

16. The person/officer signing the tender/bid documents should be delegated with an appropriate authority.

17. Opening of Price Bids: The Price Bid(s) of only those bidder(s) who are found technically qualified will be opened and the same will be opened before the technically qualified bidder(s). The date of opening of price bids will be informed separately.

18. Tenderer or his/her authorized representative (with proper authorization for opening of technical bids and also for opening of the price bids) may choose to be present at the time of opening of Technical Bids / Price Bids.

19. IMPORTANT

a. A bid submitted with false information will not only be rejected but also the OEM/vendor

will be debarred from participation in future tendering process.

b. Submission of tender through Fax/ email will not be accepted.

c. The OEMs/Vendors need to submit a certificate during the opening of technical bids that they are not currently debarred or blacklisted in NITTTR Chennai for any supplies, products or services or at present in any national organization or educational Institute / University.

d. In case of any dispute, the decision of the Director of this Institute shall be final and

binding on the bidders.

f. In case the due date of submission and opening of tender is a holiday, the same will

be taken up on the next working day with the timing remaining unaltered. Please note that the Institute remains closed during the Saturdays and Sundays and all specified Government holidays.

Note: If the material supplied or the finished work is not found acceptable, the manufacturer shall arrange for the replacement of materials required for re- executing the work as per the contract.
