Dear Reader, It is with great pride, we present you the 1st volume of ‘NINAD’ Newsletter of the Institute of this year. The first quarter this year had various activities which included the Indian Republic day function on 26 th January at the institute, with the participation of Deaf persons from Mauritius and ended with the ‘Hackathon Finale on 30 th and 31 st March 2018 at Bhopal. I am glad to say that our institute was a part of organizing team of ‘Smart India Hackathon – 2018’ at Sagar Institute of Research and Technology (SIRT) in Bhopal, which received a great media publicity and participation of young energetic innovators from various institutes in the country. In North East of India, we had also conducted a regional workshop on 27 th and 28 th March at Imphal, on ‘rehabilitation of persons with disabilities’, which was inaugurated by Smt Nemcha Kipgen, Hon’ble Manipur Social Welfare and Cooperation Minister. At the beginning of this year, AYJNISHD(D) has made efforts with a vision to stand out from other National Institutes with varied activities, benefiting persons with speech and hearing disabilities and train students all around the year. In the last quarter, Institute had done a commendable job in initiating many innovative activities, towards awareness on RPWD Act 2016, CRE program for teachers, sports and games competition for students and staff of the institute. We had the DDRS meeting along with all the Heads of the Departments for modification of the scheme, Inter-Media Publicity Coordination Committee (IMPCC) meeting and the visit of Shri S.K.Srivastava, RCI-Member Secretary, New Delhi. Relying on the last year’s successful completion of online admissions, in this academic year also we are continuing with the online admissions to various courses for the year 2018-19. The details are available at http://aliyavarjung.epravesh.com/. I would like you as a reader to encourage more youth to take up the challenging professional courses offered at our institute, to promote rehabilitation of persons with disabilities. The Gazette of India notification on the guidelines for the purpose of assessing the extent of specified disability in a person, included under the Rights of Persons with Disabilities Act, 2016 (49 of 2016) issued on 4 th January is an impetus to implement the RPWD Act in the right spirit. So far 1080 Cochlear Implant (CI) surgeries have been done across India under ADIP scheme of Govt., of India and Corporate Social Responsibility (CSR) funds. Dear Reader,It is with great pride, we present you the 1st volume of ‘NINAD’Newsletter of the Institute of this year. The first quarter this yearhad various activities which included the Indian Republic dayfunction on 26th January at the institute, with the participation ofDeaf persons from Mauritius and ended with the ‘HackathonFinale on 30th and 31st March 2018 at Bhopal. I am glad to saythat our institute was a part of organizing team of ‘Smart IndiaHackathon – 2018’ at Sagar Institute of Research and Technology(SIRT) in Bhopal, which received a great media publicity andparticipation of young energetic innovators from various institutesin the country. Smart India Hackathon – 2018, Grand Finaleis an exercise to develop software in variousareas including software including one whichwill enhance empowerment of persons withdisabilities.

Shri Thaawar Chand Gehlot HonourableUnion Minister of Social Justice andEmpowerment gave away Awards to winningteams at Grand finale of Smart IndiaHackathon 2018 at Bhopal on 31st March2018.Smart India Hackathon was a 36-hournon-stop software product developmentcompetition, where problems are posed totechnology students for innovative solutions.It was the world biggest Hacakthon event.Students at different nodal centres in Indiasolved the various problems statement givenby various ministries of Govt. of India.Almost250 students of around 40 teams from variouscolleges including IIT’s and NIT’s participatedin this event to create different App’s and WebPortal as a remedial solution forNationalNational Commission for Protectionof Chi ld Rights (NCPCR) Ministry.

AYJNISHD(D) & SMART INDIAHACKATHON – 2018 GRANDFINALEAYJNISH(D) was a part of organising theSmart India Hackathon – 2018 grand finaleat Bhopal. The event was ogranised by AllIndia Council of Technical Education(AICTE) under the aegis of Ministry ofHuman Resources and Development andin collaboration with i4c, MyGov, PersistentSystems and Rambhau Mhalgi Prabodhiniorganised Smart India Hackathon – 2018.

It is one of the largest event participated by27 Union Ministries/Departments and 17State Governments. It was organised allover India on 30 th and 31st March, 2018.Smart India Hackathon – 2018 includes twoSub-editions, first one is Software editionwhich is a 36 hour software productdevelopment competition and the secondcompetition of Smart India Hackathon –2018, involves building of hardwaresolutions which will be held later this year.1296 teams across India participated withmore than 7000 participants in the SmartIndia Hackathon – 2018.Smart IndiaHackathon – 2018 was hosted by SagarInstitute of Research and Technology(SIRT), Bhopal. SIRT is among Topengineering colleges in MP MadhyaPradesh India. It is a part of Sagar Groupof Institutions which is also popularly calledas Sagar Group or SIRT College in Bhopal.

REPUBLIC DAY FUNCTION ATAYJNISHD(D)

This year the republic day function atAYJNISHD(D) on 26th January, hadinternational guests. The international guestswere from Mauritius. Prof. Dr Hookoomsingh,former Vice-Chancellor of Mauritius Universityand a Linguist was the chief guest of the republicday function. He was joined by a team of AdultDeaf and interpreters from Mauritius, Societyfor Welfare of the Disabled. The team of AdultDeaf from Mauritius visited the Institute on 25thJanuary 2018.

They were apprised about various activities ofthe institute, including the facilities for manpowerdevelopment, research and early interventionservices for persons with hearing impairment,by Dr A.K.Sinha, Director, AYJNISHD(D). All theguests were provided with the new diary of theinstitute as a token of appreciation.

CRE PROGRAM ON MANAGEMENT OFCHILDHOOD DISORDERS ATPUDUCHERRY

The Department of Clinical Psychology ofAYJNISHD(D) conducted a CRE on‘management of childhood disorders andbehaviour problems’ on 30th January to 1st

February 2018 at Satya Special School,Puducherry. The three days interactive CREprogramme was attended by 30 SpecialEducators and deliberated on various topics,videos and group work.

The CRE program was coordinated andconducted by Mrs U Pratibha, Lecturer & I/cDept. of Psychology, Dr SadhanaDeshmukh, Psychologist of AYJNISHD (D),Ms Bindu Modi, President and Psychologistof Satya Special School, Puducherry in SouthIndia. All the professionals were providedcertificates for their active participation.

CRE ON MANAGEMENT OFCHILDHOOD DISORDERS ANDBEHAVIOUR PROBLEMS ATPUDUCHERRY

The Department of Clinical Psychologyconducted a CRE program on “managementof childhood disorders and behaviourproblems” on 30th January to 1st February2018 at Satya Special School, Puducherry.The RCI approved CRE was attended by 30special educators as participants.

During the 3 days, CRE program varioustopics were deliberated and group workswere assigned to the participants. Mrs UPratibha, Lecturer & I/c Dept. of Psychology,Dr Sadhana Deshmukh, Psychologist,AYJNISHD (D), and Ms Bindu Modi,President and Psychologist of Satya SpecialSchool, Puducherry were resource persons.All the participants were also providedcertificates on completion of their training.

CRC BHOPAL AT GOVERNMENTDEVELOPMENT POLICIES EXPO

An exhibition stall of AYJNISHD (D), Mumbaiand CRC activities highlighting CochlearImplant Technology was organized in 5th

Government Development Policies Expoorganised by Bharti Media & Events Pvt. Ltd.,New Delhi at Labh Ganga Exhibition Ground,Indore from 9th to 11th February.Approximately 300 visitors visited at CRCexhibition staff and 1500 awareness materialsincluding AYJNISHD (D) Mumbai brochureswere distributed.

Information related to disability rehabilitation,assistive devices, Cochlear Implant,Rehabilitation Courses and GovernmentScheme such as ADIP were given during theexhibition.AWARENESS, TRAINING ANDDISTRIBUTION CAMP IN SC/STPOPULATED DISTRICTS OF MADHYAPRADESHThree awareness programs cum distributioncamps for the visually impaired beneficiarieswere organized by CRC Bhopal at Shahdol,Ujjain Hoshangabad and Dhar districts ofMadhya Pradesh on 18, 20, 22, & 28 March2018.Smart mobile phone with pre-loadedsoftware of talking and magnifiers wereprovided to 86 beneficiaries under ADIPscheme of Govt. of India. Training programfor usages and operation of these smartphones by visually impaired beneficiariesbelong to SC/STs was given by the expert ofSight Saver International, Bhopal.

AWARENESS PROGRAM FORANGANWADI WORKERS IN MADHYAPRADESH

An awareness program on ‘Identification andManagement of Children with Disabilities’ forAnganwadi workers of SC/ST populateddistricts of Madhya Pradesh (MP) wasconducted in Ganj Basoda, District Vidisha.

The program was conducted on on 28thMarch 2018. A total 56 Anganwadi workersattended the program and benefitted from theways of early identification of disabilities.

SHORT TERM TRAINING ON CROSSDISABILITY AND INCLUSION AT SRC

A short-term training programme on ‘CrossDisability and Inclusion’ was held on 1st

January 2018 for 34 parents of children withdisabilities (VI, HI, ID) co-ordinated byDr.K.Sridevi , Lecturer (Spl.Edn) ofSecunderabad Regional Centre (SRC). Theywere provided inputs on speci ficcharacteristics and needs of CWD(HI, VI, ID).

They were also provided inputs with referenceto the concept of inclusion, advantages ofinclusion, barriers to inclusion by DrChandrakala. Besides Dr K. Sridevidelivered a lecture on the role of parents,community, teachers in inclusive practices forchildren with disabilities. In her interactivelecture, She also discussed how the parentsand family members support the children withdisabilities, the parents, teacher, communityattitude towards the disabilities in inclusionprocess. Besides inputs with reference tonew ADIP scheme for children with hearingimpairment and for associated conditions forCWD. Mr.Ganesh, Vocational Counselorprovided information on various schemes andpolicies of the government of India, thatsupports the Inclusive education anddeliberated upon the vocational placementof children with disabilities.

Dr Gourishanker Patil, Lecturer SRC,provided inputs on speech intervention forchildren with different disabilities, the role ofparents in speech therapy, interventiontechniques for children with disabilities. All theparticipants have also issued certificate ofparticipation at the end of the trainingprogram.

SERD OF AYJNISHD (D) CONDUCTSWORKSHOP AT MANIPUR

Socio Economic Rehabilitation Departmentconducted workshop on ‘Rehabilitation ofPersons with Disabilities’ with special focus on‘Rights of Persons with Disabilities Act, 2016’in collaboration with the Office of the StateCommissioner for Persons with Disabilities,Manipur at Imphal on 27th-28th March 2018.

Speaking at the inaugural function Shri NemchaKipgen, Hon’ble Manipur Social Welfare andCooperation Minister, said that the benefits ofvarious welfare schemes launched by the stateGovernment and the union government for thedifferently-abled persons are yet to reach thepoor persons with disabilities in far-flung areasin the Northeastern region due to lack ofawareness about the schemes and theirimplementation.

She said that she would work in consultationwith the officials of the department and office ofthe Commissioner for Persons with Disabilitiesto initiate action towards framing of rules forRights of Persons with Disabilities Act, 2016 assoon as possible.Other diginitaries in theworkshop included the State Commissioner(Social Welfare) H Dileep Singh and StateCommissioner for Person with Disabilities DrRK Kumarjit Singh.

AYJNISHD(D) AT 105TH INDIAN SCIENCECONGRESS IN IMPHAL

Honourable Prime Minister Shri NarendraModi Inaugurated the Expo on 16 th March 2018at Imphal.

The Kolkata Regional Centre of AYJNISHD(D)participated in the Indian Science Congressat Imphal in Manipur. An Exhibition wasdisplayed in a stall with information on speechand hearing disabilities, during 105th IndianScience Congress – ‘Pride of India Expo’ from16th to 20th March 2018 at Manipur University,Imphal, Manipur. A large number of personsincluding students visited the exhibition andwere provided information on prevention,identification and intervention for persons withdisabilities

TRAINING PROGRAMME ON RESEARCHIN DISABILITY REHABILITATION

Two days short-term training programmeon‘Research in Disability Rehabilitation’ wasconducted on 8 th and 9th February forProfessionals & students of Audiology-Speech Language Pathology from DifferentInstitutions at AYJNISHD(D) SecunderabadRegional Centre, (SRC).

The participants of the training hailed fromHelen Keller Institute, and Sweekar Academyof Rehabilitation Sciences, Secunderabad. Atotal of 36 participants received on the handtraining in research in disability rehabilitation.

AWARENESS CUM ORIENTATION ONREVISED ADIP SCHEME

One day short-term training programme on‘Awareness cum Orientation on Revised ADIPscheme’ was conducted for 51 specialeducators, anganwadi teachers andprofessionals of Audiology-Speech Languagepathology from Different Institutions on 27th

February at AYJNISHD (D), Secunderabadregional centre.

DIAGNOSTIC AND HEARING AID FITMENTSERVICE CAMP IN ANDAMAN NICOBARISLANDSA diagnostic and hearing aid fitment servicecamp implementing the ADIP Scheme wasconducted at Port Blair of Andaman andNicobar Islands on 10 th & 11th February 2018,by Ali Yavar Jung National Institute of Speechand Hearing Disabilities (D), SecunderabadRegional Centre in association with All IndiaInstitute of Speech & Hearing (AIISH), Mysore,as part of their NSS Camp.

The state project officer, Sarva Siksha Abhiyan(SSA) was the local organizer. The fitmentservice was provided to the identified needypersons with hearing impairment. Theprogramme was organized at TeachersTraining Home (TTH), situated in the Junglighatarea of Port Blair. Total 106 Alps turbo digitalprogrammable BTE hearing aids weredistributed to 72 eligible beneficiaries withhearing impairment along with batteries. All thehearing aids were programmed using Hi-proand then counselled about the usage, care andmaintenance of hearing aid. the

GOVT OF INDIA NOTIFIES GUIDELINESFOR ASSESSING DISABILITIES

On 5th January 2018 Government of Indianotified the guidelines for assessing 8disabilities in exercise of powers conferredby Section 56 of the Rights of Persons withDisabilities Act, 2016 (49 of 2016), Theguidelines for assessment are for thefollowing specified disabilities in a personafter having considered therecommendations of the Ministry of Healthand Family Welfare namely:

1.Locomotor disability including cerebralpalsy, leprosy cured, dwarfism, acid attackvictims and

2.Muscular dystrophy;

3.Blindness and low-vision;

4.Deaf and hard of hearing and speech andlanguage disability;

5.Intellectual disability and specific learningdisabilities;

6.Mental illness;

7.Chronic neurological conditions;

8.Haemophilia, thalassemia and sickle celldisease; and

9.Multiple disabilities.

The said guidelines for the purpose ofassessing disabilities will now supersede theguidelines for evaluation of variousdisabilities and procedure for certificationvide Government of India, Ministry of SocialJustice and Empowerment notificationnumber 16-18/97-NI I. dated the 1st June2001 and the guidelines for evaluation and

assessment of mental illness and procedureof certification vide Government of India,Ministry of Social Justice and Empowermentnotification number 16-18/97-NI dated the18th February 2002, except as respects thingsdone or omitted to be done before suchsupersession. It may be noted that in terms ofSection 57 of the Rights of the Persons withDisabilities Act, 2016 (49 of 2016), the StateGovernments or as the case may be, UnionTerritory Administrators shall designatepersons, having requisite qualifications andexperience, as certifying authorities, who shallbe competent to issue the certificate ofdisability and also, notify the jurisdiction withinwhich and the terms and conditions subjectto which, the certifying authority shall performits certification functions.The Director-Generalof Health Services, Ministry of Health andFamily Welfare, Government of India shall bethe final authority to decide upon cases whereany controversy or doubt arises in mattersrelating to the interpretation of the definitionsor classifications or evaluation procedureregarding the said guidelines, which areavai lable at: http://egazette.nic.in/WriteReadData/2018/181788.pdf

OUTREACH AND EXTENSIONSERVICES OF AYJNISHD(D)

The Outreach and Extension ServiceDepartment (OESD) of AYJNISHD(D)provided its services through diagnostic andfitment services at various remote areas ofthe country, to hearing impaired beneficiariesin Satara, Igatpuri, Pune in Maharashtra,Alinganj and Balaganj in UP, Bijapur andMysore in Karnataka and Kozhikode in Kerala.Among the 1246 registered cases 741 wereidentified and fitted with hearing aids underADIP Scheme of Government of India.
