My name is Winona LaDuke. I am the Executive Director of the White Earth Land Recovery Project, the Parent Organization of Niijii Broadcasting and Niijii Radio. Niijii in Ojibwe means friend. We felt it was the ideal name for a radio station that will help build healthy community connections. Over the past decade, our friends and community have cultivated the idea of creating an independent media platform for the White Earth Reservation and surrounding region. Niijii Radio hopes to create and provide content that will help local and regional cultures to flourish by encouraging innovative ideas, providing community-based education and promoting diversity.

By creating healthy civil discourse, Niijii Radio will encourage community dialogue, information sharing and understanding. Coverage will include content such as local and national news, community events, community sports, language and history. Broadcast content will be driven by listeners from their own voice and through their own reflection. Please become a friend and member of Niijii Radio by donating to this very important initiative.

Timeline

This Fundraising Campaign will launch the

Niijii Radio Initiative in April 2011.

In Phase One of our initiative, Niijii Radio

will launch its website including an Internet

-based news services for its listeners in May

2011.

In Phase Two of the online initiative, to

meet the diverse needs of its listeners, Niijii

Radio will start providing live streaming

internet content as early as June 2011.

Phase Three will set the goal of launching a

fully operational Federal Communications

Commission (FCC) licensed community-

based radio station to serve the White

Earth Reservation and surrounding

communities as well as the world through

its livestream capacity by August 2011.

We have an amazing opportunity here at White Earth. In October 2010, Niijii Radio was awarded a Public Telecommunications Facilities Program (PTFP) grant of $466,389. Niijii Radio still needs to match this grant by raising $155,464 through private and in-kind donations. Donations will also cover the additional equipment needed to start broadcasting and operational support.

The White Earth Land Recovery Project (WELRP), founded in 1989, is a multi-issue non-profit Native American organization based on the White Earth Indian Reservation in Minnesota. It is a twenty-two year old non-profit organization with extensive experience in the arena of sustainable development. In particular, we work to restore rural food production methods, value-added economies and renewable energy. Our approach to systemic change is honed with almost two decades of experience, and today we are one of the largest reservation-based non-profit organizations nationally. Niijii Radio will be a subdivision of WELRP with its own Board of Directors and guided by FCC rules and regulations.

The goals of NIIJII (Friend) Radio are:

• To create and maintain media and production capability for radio and web-based news and information featuring local events, history and language for listeners to enhance connection to community;

• To help those in the tribal and rural community gain access to information in order to pro-mote public safety, education and economic development;

• To create training programs for volunteers to gain experience in broadcasting, web design and information systems which will build capacity for community-based broadcasting;

• To provide off-reservation friends and listeners access to local information via live streaming capability as well as internet-based news and information;

• To promote environmental issues and sustainable communities through radio and online web-based discussion and programming;

• And to support life-long learning across the generations by providing educational content.

Providing Access

The White Earth Land Recovery Project feels

it is critical that greater access to information

be made available in tribal and rural areas to

promote a healthy and engaged community.

In 2004, the Federal Communications

Commission (FCC) noted, “By virtually any

measure, communities on tribal lands have

historically had less access to telecommunica-

tions services than any other segment of the

population.” Sadly, tribal and rural peoples

living in the United States lag far behind in

accessing what is readily available to most of

the population through basic landline

telephones or broadband access. The White

Earth Reservation has several tribal villages

that are isolated and faced with limited access

to resources that mirrors the digital landscape

nationally.

Niijii Radio will help to significantly address

this still critical digital divide.

Enhancing Diversity

Radio programming is recognized for

complementing the oral traditions of many

tribal and rural societies. For the White

Earth Band of Chippewa (Anishinaabe),

language and tradition was passed through

oral history and cultural practices.

The primary aim of this project is to pro-

vide the Anishinaabe listener linguistically

appropriate and culturally-based content

resulting in the preservation, maintenance

and revitalization of culture and language.

Through Niijii Radio’s efforts, generations

of culturally-based knowledge and educa-

tion will be shared enhancing diversity.

Niijii Radio will highlight and explore the

uniquely beautiful communities on White

Earth and the surrounding regions, helping

to promote understanding, as well as

awareness, benefitting everyone.

Economic Development

the grander goals of social and economic

stability and prosperity through increased

Niijii Radio is strongly committed to fostering the arts through a versatile and distinctive range of broadcasting and new media services. By making arts and culture visible, available and accessible, Niijii Radio will begin to forge links between local artists as well as the wider artistic and cultural community. Becoming a cultural institution in the White Earth area and supporter of the arts, Niijii Radio will highlight the talents of local and regional writers, musicians, directors, composers, designers, performing artists, film and video makers, producers and others involved in creating art and music.

Niijii Radio will provide a forum to support and encourage collaboration with local artists, performers, composers and film makers to develop works designed for presentation on its radio station and internet forums. To promote culturally unique art and music in the area, Niijii Radio will develop programming that examines Indigenous arts and culture from an indigenous perspective including interviews, stories, poems, oral history, music and documentaries. Niijii Radio will promote local and regional music within the genres appealing to its audience. It is committed to new and emerging music and artists by helping create live music recordings, as well as discovering and developing local and regional music and talent.

For Niijii Radio, the balance between broadcasting and specialized broadcasting programs is important. Niijii Radio understands that as a tribal, local, regional and national broadcaster and major cultural organization, its central objective will be to extend the range of ideas and experiences available to contribute to the expression of values within its community. Niijii Radio programming and services will help preserve, maintain and revitalize language and cultural practices surrounding generations of local artists and musicians in the area. As such, Niijii Radio hopes to become a primary cultural institution by developing, cultivating, promoting and disseminating diverse educational and cultural programming.

Providing Equal Access to Information

The Federal Communications Commission (FCC), as recently as March 2011, painted a harrowing portrait of digital connectivity in Indian country.

According to FCC Commissioner Mignon Clyburn, in a public statement for Policies to Promote Rural Radio Service, on most tribal lands, landline

telephone service extends to only 68 percent of households compared to a national rate of 98 percent, which highlights the importance of radio

transmission of news and information to rural tribal areas. Studies show that less than 10% of residents on tribal lands have access to terrestrial

broadband networks. Public radio is even more scarce on tribal lands as Clyburn notes, “Of the 13,000 radio stations facilities in the nation, only 0.3

percent belong to recognized tribes”. To further outline the critical importance of developing communication infrastructure on tribal lands, Loris

Taylor, President of Native Public Media notes that, “Native public radio is local radio. It reaches vast stretches of tribal lands that still hold pockets

of villages and isolated homes. When trouble comes in the form of flash floods, wildfire, tornadoes or other matters of public safety, native radio is

the first and often only information source." Providing public radio to tribal nations is still critical for helping rural communities gain access to

information in order to promote public safety, education and the economic development. Niijii Radio will play an important role on the White Earth

reservation by providing listeners with equal access to information.

In any community, it is important to provide access to information that meets the standards for emergency broadcasting in times of need. Those

living in tribal and rural areas can easily access radio when needing information concerning local emergencies, such as tornadoes or harsh winter

conditions. For residents living on White Earth and the surrounding region, radio becomes the one free means of communication that can be

accessed instantly and easily when an emergency occurs. By providing access to information through radio and internet, Niijii Radio will make it

possible for listeners to have access to information which plays a vital role in times of emergencies.

Niijii Radio believes that its role is important in providing access to local and regional information and services, irrespective of their listeners ability to

pay. Niijii Radio feels that it is more important than ever to create pathways to information in the new digital environment with the convergence of

diverse media platforms, economies and technologies. In today’s digital age, it is important to utilize new technology for greater purposes by creating

pathways to a healthy informed community. Niijii Radio has a commitment to lifelong learning, fairness, accuracy, honesty, substance, credibility,

purpose and respect for the people who use our services. As a minority-owned public station, Niijii Radio will be one of 34 American Indian run

radio stations in the nation with another 33 tribally run radio stations being planned. Niijii Radio will be the only American Indian run radio station

located on the White Earth Reservation.

Match Funds

The number one focus for this fundraising

campaign is to meet the Public Telecommuni-

cations Facilities Program (PTFP) fundraising

match required for the grant received in

support of Niijii Radio. In October 2010,

Niijii Radio was awarded a PTFP grant of

The costs for equipment is a major item and

will be the required match for the grant re-

ceived. Equipment includes: (1) Servers; (2)

Data Storage; (3)Data Backup; (4) Computers;

(5)Software Licenses; (6) Studio Software;

(7) Security Equipment; (8) Security Software;

(9) Network Switches; and (10) Network

Routers.

Personnel

To adequately support Niijii Radio, three full-time staff are needed and will be supported through your donations: a station manager; program manager; and a marketing manager.

Office Supplies

To help cover Niijii Radio’s needs, office supplies are general supplies needed for any organization, such as tape, staples, pencils and includes printing.

Operating Expenses

Operating expenses for Niijii Radio are critical and include rental fees, office studio electrical, antenna electrical, links to towers, heating, telephones, internet, membership dues, affiliation fees, tower leases, electrical maintenance and insurance costs.

Other Expenses

The Federal Communications Commission (FCC) requires Niijii Radio to have appropri-ate signage 59 to highlight the initiative.

Sustainability

Niijii Radio working with local, state, and na-tional radio organizations has developed a plan for success drawing upon volunteers, partners and collaborations. In sum, friends and neighbors working together for success.

Overall Budget

The total first year budget for Niijii Radio is estimated at $516,475.
