NIGERIA CONTENT DEVELOPMENT POLICY
It is DETAGULF GLOBAL SERVICES LIMITED NCD Policy to comply with the Nigeria Content Directive of the FEDERAL REPULBLIC OF NIGERIA on local content., materials, suppliers and manpower from Nigeria and to make use of services and facilities professional or otherwise which are rendered by Nigerians or companies incorporated in Nigeria, except when after proper research, such services/facilities are not available in Nigeria.
To fully comply with the NCD directive, DETAGULF GLOBAL SERVICES LIMITED shall domicile all engineering activities in-country as well as location of the project management team (PTM) and project procurement centre (PPC) in-country and carrying out in-country maintenance of tools and equipments.
show commitment in meeting with the Nigerian Content targets of the Federal Government of Nigeria of achieving 45% and 70% Nigerian Content by year 2006 and 2010 respectively. In terms of total monetary expenditures through the deliberate utilization of Nigerian human and material resources without sacrificing Safety, health and environmental standards.

1.0 GeneralDetaGulf Global Services Limited shall maintain the Nigerian Content Plan throughout its services. This Plan shall document all aspects of Company’s strategy for achieving the minimum commitment to Nigerian Content in accordance with the policy and the Nigerian Content strategyhereunder. The Plan shall include as details as following:
The Specific proposal is to domicile and be a corporate citizen, prioritize and maximize the use of Nigeria labour, goods and services, and equipment;
2.0 Scope Of Work:
The WORK to be performed shall include the provision of all necessary personnel, materials and equipment to carry out third party inspection services on a call-off or contract basis as directed by client. This shall include but not be limited to the following:
LIFTING EQUIPMENT INSPECTION, QA/QC AND NDT SERVICES
The number personnel deployed as directed by client shall carry out the following works:
Inspection & certification of Crane, Forklift, Runway beam, Jacks, Chain blocks, Slings, Shackles, Cargo basket and Transit containers, etc.
We carry out MPI, LPI, UT, and all Non-Destructive Test on equipment.
Inspection & certification of tubular goods, Casing, Drill pipes and Bottom hole assembly..
We are Federal Ministry of Labour and Productivity (Factories Act) certified.
We are ASNT-API certified.
We are suppliers of original Shackles and Bulldogs.
We have Competent, Certified and Experience QA/QC Inspectors.
We carry out Radiographic Inspection and Firm interpretation.
We have modern calibrated Equipment including 20-120 tons Telemetric Load cell with good safe distance from load.
We operate a high profile database which tracks Inspection Certificate and alert our Client when their equipment is due for certification.
We run short courses for Inspectors, Riggers and Operational staff on the “Safe Used of Lifting Equipment”.
We train Inspectors and others for LEEA examination and other recertifications.
We supply Crane, Lifting Equipment and personnel’s.

The leadership of Nigerian Content Development and implementation is made up of a NCD Committee headed by the Managing Director, with Financial, Commercial, Procurement, Community Development and QHSES Managers as members and NCD, Nigerian Content Development Manager as Secretary. They are committed to the day-to-day management of Nigerian Content
3.1 Nigerian Content Development (NCD) Committee
The prime function, of the NCD committee is to consult, advise and act as a two –way channel of
communication through which suggestions can flow from employees to management and vice
versa. It does not take any responsibility from the Department Supervisor for safety practices, but
is left to assist local management in the forming and implementation of Local Content Policies and
continuously keeping these under review. The ultimate objective is to improve the quality of
Nigerian workforce and promote make in Nigeria goods.
3.2 The Managing Director
The Managing Director has the overall and final responsibility, for NCD matters in the company;
The Managing Director is responsible for:
Reviewing the company’s NCD policy and Organization at regular intervals.
Maintaining contact with outside specialist’s bodies and laying down the Company’s
arrangements for NCD
Keeping informed of all changes in legislation, statutory regulations or codes of practices
likely to affect the Company and to indicate how these changes are to be implemented and
monitored through the company.
Receiving from the Operations Manager, and the field and Project Manager all relevant
information’s concerning Incidents within the Base/Field and any recommendations
considered appropriate.
Maintaining up-to-date of all records and other related documents in ordinary manner and
ensuring that all major injuries, notified accidents and dangerous occurrence are recorded
and notified in accordance with legal requirements.
Ensuring that staffs are fully informed and conversant with requirements concerning NCD
rules and regulations and controls expected of them.
Ensuring that all equipment purchased in Company comply with all NCD requirements. He
is to be advised by the Executive Operations when problems exist with meeting safety
requirements on existing equipment.

3.3 Nigerian Content Development Manager
In carrying out these responsibilities it is necessary to maintain close liaison with regulators,
vendors, Managers, Coordinators and key staff, etc to ensure that the requirements are met.
Carrying out periodic audits/inspection
Where the Director Operations or his designated authority considers any unusual purchase
or incident he shall stop process immediately, any job being carried out by our personnel in
such a point until he has passed the matter on to the managing Director for his immediate
action.
To advise on the drawing up and implementation of NCD systems of work and on the
provision and the use of appropriate source equipment and resources
To monitor that legal requirements affecting NCD are implemented.
To work in collaboration with the key Personnel to secure NCD training of
employees.
To investigate causes or likely of any incident and of circumstances leading to an incident
or near-misses, the complication of the necessary report, and the tendering advise to prevent
recurrence
To assist the Managing Director in ensuring that a systematic approach to
NCD matters is pursued within the Company, the Director Operation is directly responsible
to the managing Director for carrying out his various responsibilities.
Monitoring of suppliers to ensure compliance with NCD Management
Standards
Ensuring that regular NCD meetings and other related matters are held
and records/minutes kept.
Liaising directly with key Personnel with matters concerning Nigerian content, Quality,
Health, Safety and the Welfare of all the Company’s activities.
3.4 The NCD Officers/ Inspectors
The NCD Officer ensure that all employees in the Company are fully informed of the Company’s
NCD rules and given adequate instruction in the use and maintenance of sources of resources,

equipment, together with training NCD method of work. To enable this to be carried out
effectively, they must ensure that NCD procedures in the company are clearly writing for all to see
and NCD-training programmes and records are kept up to date. He is required to identify and
report areas of potential danger, and to ensure that adequate safeguards are provided and
maintained.
The NCD responsibility of the Officers and Inspectors are amplified below. They are:
To be responsible for the effective implementation of the company NCD policy.
To investigate all incidents reported to them, formally, to institute or report to the Director
Operations/NCD manager, action taken or required to be taken to make safe and/or to prevent a
reoccurrence of the incident.
To check that instructions and NCD practices are being followed in the method of workplace
of work and by the interest staff.
To institute or initiative, as appropriate, additional training, measures repairs or remedial
measures deemed to be necessary from investigation inspection of information obtained in the
course of the above duties.
To make them reasonably available to receive and discuss project NCD queries by employees
and findings during general meetings.
3.5 The Management/supervisors
Must fully familiarize themselves with the NCD policy.
Will ensure that all personnel are controlled, adequately trained and aware of the Strengths,
opportunities weaknesses, involved in the work they undertaken.
Will ensure that all employees who are under their control know what to do in the event of
incident.
Will develop safe working practices and by training and supervision, particularly in the
case of young and inexperience workers, ensure maximum safety or all controlled.
Will report and investigate accidents with a view to taking such measures as will prevent recurrence.

Our strength lies in knowledge of local market, association with applicable professional bodies and formulation of NCD directive, weakness is broken ties with some oversea affiliates and resources providers while opportunity exist in NCD for 100% share holding and record.
4.0 Nigerian Content Planning
4.1 Nigerian Content Knowledge / Technology Transfer PlanThe whole essence of the Local Content Policy is to deliberately encourage the growth of indigenous capacities in Oil & Gas industry.
The Nigerian Content, knowledge /technology transfer plan is aim at increasing of Nigerians in each project discipline / skill pool through training, exposure and certification thereby making them available for other major projects.
Effective ways of equipping staff for specialized functions or management responsibilities are recognized. Such techniques as placement with technical partners give participants the opportunity to learn by working alongside highly skilled colleague referred to on-the job training.
4.2 Nigerian Manpower Planning and Development
Because of the fast changes encountered in the industry, manpower resources development require an effective an individually structured solution, especially when new technology is expected to make a positive impact on the corporate aims and performance expectations.
The indigenous staff would have to work with the foreign partners to define requirements and development strategies by learning from the technical partners and proficient supervisor when applicable.
In relating corporate changes to new technologies, work procedures and manpower needs required proper planning and functional development strategies.
Planning includes motivating and training the work force to meet the requirement of the new technology and performance standard required. Key officials must be trained in technical and management skills needed to handled the high capital cost of assets, the trainings of which include-specifications writing, tender analysis, procurement, lifecycle costing, maintenance management system, information management, costing procedures, inspection routine planning, HSE, waste disposal, etc.
The mentorship program are provided as a manpower development and way to increase Nigerian participation experts/specialist engaged by us are made to work with our inspectors, supervisors, engineers / technicians and staff as supervisors so as to encourage the transfer of technology and

learning’s, so that at the end of the day our indigenous inspector, engineers/technicians are done and can efficiently perform their duties confidently.
4.3 Maximization of Indigenous Employment:
DetaGulf Ltd shall maximize local indigenous employment of worthy employment (Engineers, supervisors, skilled and unskilled workers)
During the recruitment exercise, DetaGulf Ltd shall give preference to Nigeria Labour.
DetaGulf Ltd shall during recruitment consult the council of certified Inspectors, registered Engineers Nigeria (COREN), Nigerian Society of Engineers (NSE) Nigerian Society of Safety professionals (NISP) Nigerian Institute of local Content (NILC) and other professional bodies and stakeholder to source for competent and capable Nigerians / engineers that can perform effectively.
DetaGulf Ltd shall invest in training to bridge the gaps between business needs and local capabilities relevant training in various third part inspection services, by use accomplished inspector and engineers.
4.4 Development of Indigenous Labour/Help Hands
During the contractual period DetaGulf Ltd shall first and foremost employ competent community based labour workforce, most often, this is mostly unskilled, therefore the next plan of action is transform this unskilled community workers to skilled workers during the project.
In order to maximize and increase the Nigerian Content in-country, DetaGulf Ltd shall: 1. Search for experience Nigerians and encourage partners/sub-contractors to engage them in
project execution positions 2. Increase the number of Nigerians in each project discipline / skill pool through training,
exposure and certification thus making them available for other major projects.
3. Planning for motivating and training the work force to meet new technology and performance standards are relating corporate change, new technologies, work procedures to manpower planning and development.

5.0 Sustainable Development Training Plan
In pursuing its Nigerian Content plan, we shall:Aid development of Nigerian companies in a sustainable and ethical manner. This will include the use of recourses to cushion communities we work in, fulfill our corporate responsibilities in the use of our 2.5% of profit annually to finance Graduate for oversea courses in relevant interest areas, appointment of a mentor in organization to guide and coach Nigerian owned companies in inspection services, general business management, quality management and HSE management.
5.1 Development of Nigerian Technology: Capacity Building in NCD.
Promoting the development of Nigerian companies by the transfer of technology from international companies will facilitate foreign investment in Nigerian.
This will involved the creation of research centres, training centres, fabrication facilities, equipment manufactures and overhaul facilities and such like. Through such facilities, the capacity building of indigenous companies can be realized.
6.0 Training Plan and Competence
Training and Development plans will cover the establishment of training facilities and externally accredited training programmes for the development of skills and competence amongst local labour hired for the work. The programmes shall cover all skills required for the work, specifically including inspections methods, NDT, auditing, engineering, design, procurement, logistics, fabrication, construction, inspection techniques, testing methods, commissioning and project management.

7.0 Harmonization of Standards
The Nigerian content development policy requires the deliberate utilization of Nigerian human and material resource without sacrificing quality, safety, health and environmental (QHSE) standards.
There exist plan to harmonize the following international Industrial standards in our NCD presentations.
We shall through liaison with Nigerian policy makers and their representatives contribute to unification with operation in Nigeria. The following are:
