    IntroductionPurposeandGoals

    Thispaperisintendedtobearesourceforpublicsafetypractitionerswhoaremakingdecisionswithregardto

    procurementforpublicsafetycomputersystemsthathave,ormayinthefuturehave,informationsharingrequirements

    withothersystems.ThegoalistohelpensureRFPsmeetfederalgrantrequirementsandnationalbestpracticesfor

    informationsharing,andtoprovidehelpinunderstandingthetechnologystandardsandhowtheyrelatetoproduct

    selection.TheNationalInformationExchangeModel(NIEM),whichismostoftenincludedinU.S.DepartmentofJustice

    (DOJ)and

    U.S.

    Department

    of

    Homeland

    Security

    (DHS)

    grant

    requirements,

    is

    anational

    approach

    and

    common

    vocabularyforinformationexchange.

    WhoShouldReadThisPaper?

    PractitionersassociatedwithmanagementoroversightofgrantsreferencingNIEM,RFPdevelopmentandevaluation,or

    selectionofapublicsafetysoftwaresystemthatcontainsarequirementforinformationsharingwithothersystems.The

    followingassumptionsaremadewithregardtothereadersknowledgelevel:

    NIEMConformanceRequirementsfromDOJandDHSGrantsDuetothetrendtowardenablingcollaborationamongpublicsafetyagenciesthroughtheeffectiveuseoftechnology,

    DOJandDHShaverecentlyaddedNIEMconformancerequirementsinthelanguageforgrantsrelatedtoinformation

    sharing.Someexamplesofthisare:

    wellasOfficeofJusticePrograms(OJP),DepartmentofJustice(DOJ),andDepartmentofHomelandSecurity(DHS)

    grantconformanceguidelines,requireagenciestousetheGJXDM/NIEM,asappropriate,whenconnecting

    disparateinformationsystemsinordertopromoteinteroperability.

    Tosupportpublicsafetyandjusticeinformationsharing,OJPrequiresthegranteetousetheNationalInformation

    ExchangeModelspecificationsandguidelinesforthisparticulargrant.

    Oftentheserequirementscanseemtobevagueorconfusing.Thegoalofthispaperistoreduceconfusionbyexplaining

    NIEMconformance,andhowNIEMcanhelpwithanyinformationsharingproject,whetherrequiredbyfederalgrantsor

    localpolicy,

    or

    not.

    NIEMConformanceAllstakeholdersmustunderstandandbeabletoarticulateNIEMconformancefromahighlevelespeciallyifyouare

    applyingfororhavesecuredafederalgrant.Acommonmisunderstandingisthatentiresystemsorsoftwarepackages

    canbeNIEMconformantthisisnotthecase.DataexchangesareNIEMconformant,meaningthestructureofdataasit

    movesfromonesystemtoanothermustbeconsistentsothatthesystemonthereceivingsidecanunderstandand

    interpretthedataasneeded.

    TheproperdefinitionofNIEMconformanceisonethatonlyapersonwithatechnicalbackgroundwilltrulyfullygrasp,

    butfor

    reference,

    the

    technical

    rules

    for

    conformance

    are

    below:

    1. NIEMXMLschemasconformtotheNIEMNamingandDesignRules(NDR).Aschemaisatechnicaldefinitiondocumentthatdescribesthestructureandcontentoftheinformationbeingexchanged.

    2. NIEMXMLinstancesconformbycorrectlyvalidatingtoNIEMconformingXMLschemas,withadditional

    conformancerulesspecifiedbytheNIEMNDR.AninstanceisanXMLfileschemacontainingactualdatainthe

    structureofitsassociatedXMLschema(s).

    3. NIEMInformationExchangePackageDocumentation(IEPD)conformstotheNIEMIEPDSpecification,which

    requiresthatXMLschemasandinstancesareNIEMconforming.AnIEPDisaspecificationthatdefinesan

    informationexchange.

    It

    serves

    as

    the

    metadata

    for

    an

    information

    exchange

    and

    can

    be

    leveraged

    when

    implementingexchanges.

    WhatmostprojectmanagersandpublicsafetyleadersshouldknowisthatbeingNIEMconformantmeansfollowingthe

    rulesandguidelinesthatNIEMhasestablishedwhendevelopingthosedatainterfacesbetweensystems.When

    assessingRFPresponsesorgrantcompliance,thisistheimportantfactortoremember:dataexchangesconformto

    NIEMsystemsanddatabasesdonot.ThisisalsoanimportanttestforserviceproviderswhoclaimtobeNIEM

    conformantintheirproducts.Withthisinformation,youcanproperlytesttheirlevelofconformancebydiscussinghow

    theirsystemsimportandexportdata,andwhetheritdoessousingastandardNIEMinterface,orIEPD.1

    ComplianceversusConformance TheNIEMprogramdoesnotdefinecompliancebecausethetermimpliesenforcement

    and

    the

    existence

    of

    an

    official

    certification

    process

    that

    verifies

    compliance

    or

    level

    of

    compliance.

    However,incommonusagethesetermsareoftenmisused,andmayincorrectlyimplythesamemeaning.These

    twotermshavedifferentmeaningsandshouldnotbeusedinterchangeably.

    Conformancehasnothingtodowithsystemsecurity.

    Conformancehasnothingtodowiththebusinessrulesastowhenanexchangeshouldoccur.

    NIEMexchangesarebuiltusingXMLstandards.TobeNIEMconformantitisnotsufficientforanexchangetobe

    XMLcompliant.Thisisanimportantdistinctionwhenevaluatingpotentialsolutions.

    Systems,tools,ordatabasesmayhavecapabilitiesthatspecificallysupportthedevelopmentofNIEM

    conformingIEPDsortheymaybepartofadevelopmentenvironmentthatspecificallysupportsthe

    implementationand/ortestingandvalidationofNIEMconformingIEPDs.Theycannot,inthemselves,be

    positionedor

    thought

    to

    be

    NIEM

    conformant.

    Asystemmayalsoprovidethecapabilitytogenerate,sendandreceive,and/orprocessNIEMconforming

    exchanges.ThesetoolsorsystemsarenotconsideredNIEMconforming,butsincetheydosupport

    conformance,theyareconsideredNIEMawareorNIEMsupporting.

    RequestforProposalsWhatNeedstobeIncluded?WhenwritinganRFPitisimportanttoclearlydefineunderwhatcircumstances,andtowhichpartners,thesharingof

    datawillneedtooccuroncethesystemisinoperation.Toooften,referencestoexchangesarenothingmorethana

    onelinestatementindicatingtheneedforoneormoreexchanges.Serviceprovidersoftenseethefollowingvagueand

    ambiguous

    language

    in

    RFPs:

    WewantthenewCADtotalktotheexistingRMS.

    WewantthenewCADtointerfacetoXYZAlarmCompany(ormyexistingpropertymodule,orathirdpartys

    RMS,etc.)

    WewantthenewCAD(orRMS)tobeabletosharedatawithoursurroundingcounties.

    Wewanttobeabletoseecallsonotheragenciesmobiledevices.

    Itisveryimportanttoknowwhatexchangesyouneed,whatinformationyouwanttoshare(incomingoroutgoing),and

    whattheinformationexchangemustdowhenitarrivesatitsdestination.TakingtimetodothiswhencraftingyourRFP

    willreducepossibleconfusionandambiguityfortherespondingserviceproviders,which,inturn,willresultinamore

    detailedandaccurateRFPresponse.Further,themorethoroughlyyourexchangesaredefined,thebettertheservice

    providerscanidentifystandarddataexchangesversuscustomexchanges.Thisdirectlyimpactsthelevelofeffortand

    thecost(price)ofyournewsystemsdataexchanges.Ambiguousrequirementsentailriskfortheserviceprovider,andincreasedriskmeansincreasedcostassociatedwiththatportionoftheproject.Lastly,detailedspecificationsshould

    certainlybecompletedwhendetailingthestatementofwork(SOW)thatsupportsyourcontractwiththeservice

    provider.

    AfundamentalgoalofNIEMistheconceptofreuse.WhenanRFPrequiresdataexchange,reuseofexistingNIEM

    definedexchanges(IEPDs)shouldfirstbepursued.Thisinvolvesidentifyingtheinformationexchangesneededandthen

    researchingtodetermineifoneormoreNIEMIEPDsalreadyexists.TheIEPDClearinghouseisoneresourcetolocate

    existingIEPDsthatareavailable:www.it.ojp.gov/framesets/iepdclearinghousenoClose.htm.Othersourcesmaybe

    foundthroughwww.niem.gov.

    relevanceofexistingexchangesisnotsomethingthatiseasilyevaluated,itmaybevaluabletoincludeareferenceinthe

    security.Today,theIJISInstituterepresentstheleadingcompaniesservingtheseandotherrelatedsectors.TheIJIS

    Instituteprovidesassistancetogovernmentagenciesbybringingindustrytothetableinaconstructiverole,and

    continuingtodrivetowardachievinghighregardforthecompaniesthatarededicatedtohelpingthepublicsectorfind

    highvaluesolutions.TheIJISInstituteisfundedthroughacombinationofFederalgrants,industrycontributions,and

    partnershipagreements.
