Foreword前言

The UK and China face many similar challenges in delivering high quality, safe and cost- effective care for citizens. With this in mind and against a backdrop of the UK-China “Golden Era” of close international relations, we are delighted to bring to China a delegation of senior Chief Executives from the British National Health Service. The delegation members are keen to share their unrivalled experience of delivering services in the most integrated healthcare system in the world.

In September 2015, the Chinese Vice-Premier Liu Yandong and NHFPC Minister Li Bin visited the UK and discussed UK-China health policy cooperation with Britain’s Secretary of State for Health, Jeremy Hunt. That visit prompted a formal agreement to increase UK-China collaboration in several areas of health policy, including primary care, and we are delighted that the Chair of The Royal College of General Practitioners is part of our delegation.

In 2013, the UK Government signalled its ambition to foster strong international partnerships by establishing Healthcare UK, which is a joint initiative of the Department of Health, UK Trade & Investment (UKTI) and NHS England. Healthcare UK, as a UK government body, has signed an MOU with the International Health Exchange and Co-operation Centre of the Ministry of Health which aims to encourage collaboration between British and Chinese healthcare organisations. This visit is the latest expression of that collaboration.

商讨英中卫生健康政策方面的合作前景。这次访问直接促成英中双方

达成正式协议，在包括基层医疗在内的诸多医疗政策领域展开合作。非

常荣幸的是，英国皇家全科医师学会（RCGP）的主席也加入了此次

代表团。

2013 年，英国政府推动英国卫生部、英国贸易投资总署以及 NHS 英

格兰三大部门共同创设英国医疗局（Healthcare UK），以大力加强国

际合作。作为英国政府机构，英国医疗局已与中国国家卫生计生委国

际交流与合作中心（IHECC）签订备忘录，鼓励英中两国卫生医疗机

构间的合作。本次访问就是这一合作的最新成果。

Alder Hey Children’s Hospital has a proud and successful history going back over 100 years. Based in Liverpool England, Alder Hey is one of only a small number of NHS hospitals providing a comprehensive range of specialist services exclusively for children and young people.

We are one of Europe’s busiest children’s hospitals, providing care for over 275,000 patients each year. We work on a world stage, and are recognised and respected internationally. Alder Hey is a designated major trauma centre and Centre of Excellence for muscular dystrophy, childhood lupus, arthritis, Behcet’s disease, cancer, spinal, heart and brain conditions, epilepsy, head and facial surgery.

The new Alder Hey in the Park opened in September 2015. Alder Hey in the Park is a campus which includes a children’s hospital and research and innovation institutes. Through it we can bring together excellent care, technology and design to provide the best possible healing environment for children and their families.

Alder Hey also provides a range of high quality paediatric services to more than 30 partner hospitals across the UK, under the ‘AlderHey@’ brand. As part of our International Child Health Development programme, our clinical staff travel to countries around the world, treating children and sharing their expertise with local professionals, such as in Pakistan, Malawi, Nepal and India.

Alder Hey is keen to establish services in China with the right partner. Their offer includes, but is not limited to: expert support on hospital design and build, professional support for hospital management (including governance and patient safety), support and expertise in paediatric education, training and research, telehealth and telecare.

Central and North West London NHS Foundation Trust (CNWL) is one of the largest trusts in the UK, providing integrated and high quality care for people with a wide range of physical and mental health needs. CNWL provides more than 300 different health services across 150 sites, as well as in the community, with nearly 7,000 staff. With over 100 first languages spoken in the diverse communities CNWL serves, they have developed an interpreting service and are well placed to meet not only language requirements but also to understand different cultural issues.

CNWL engages with many organisations around the world including the UN and WHO, and areas ranging from the Middle East, Africa (where we have a permanent link with Tanzania), and Asia. For China more specifically we run a clinical observation programme for senior doctors and nurses (with the Zhejiang province), and are engaged in policy development work covering integrated health and social care for the elderly in conjunction with the National Health and Family Planning Commission (NHFPC) and the Ministry of Civil Affairs.

CNWL can offer a range of services to international partners, including accredited undergraduate and postgraduate medical training (in conjunction with Imperial College), observerships ranging from 2 weeks to 3 months, and consultancy and operational support on design and implementation of practical solutions in areas such as infrastructure, clinical models, workforce, leadership skills, governance and IT, including telehealth.

Founded in 1901, The Christie is Europe’s largest single site cancer centre, treating more than 44,000 patients a year, and was the first UK centre to be officially accredited, by the Organisation of European Cancer Institutes, as a comprehensive cancer centre.

As a pioneer in the treatment and research of cancer, The Christie is proud to provide world class care to its patients and offers a range of services. These include radiotherapy, in one of the world’s largest radiotherapy departments, proton beam therapy, from the UK’s first Proton Beam Therapy Unit, and chemotherapy, in the UK’s largest chemotherapy unit. They also provide highly specialist surgery for complex and rare cancers along with a wide range of support and diagnostic services, with survival rates amongst the highest in the country and infection rates the lowest in the UK.

The Christie’s focus and size enables them to work with International partners to uniquely deliver effective and efficient specialist care offering patients worldwide the best possible outcomes using research.

The Christie’s expertise is prominent across the globe, with many of their professors leading their field. It is this skill and expertise with which they are able to offer, as part of Christie Global, assistance to other healthcare sectors, across all continents, to progress and develop their services to improve care to patients. Mersey Care was established in April 2001 as a specialist provider of adult mental health, addiction and learning disability services in Cheshire and Merseyside. Mersey Care provides specialist mental health services in North West England and beyond to a diverse and multi-lingual population. Our services are delivered from 30 sites, with approximately 4,200 staff and 678 inpatient beds. We are passionate about mental health, wellbeing and delivering the best possible services for the people we serve.

We provide specialist inpatient and community mental health, learning disabilities, substance misuse psychiatry and acquired brain injury services. We also provide secure and forensic mental health services for the North West of England, the West Midlands and Wales. We are one of only three trusts in England and Wales that provide these services. In addition, we have a proven track record in sharing good practice and innovation overseas, including advising the Turkish Government on our mental health services and improving the quality and diagnosis of mental health patients in the Mogadishu area of Somalia through improving the knowledge and expertise of local staff. Our global efforts have been covered by the international media.

As a Trust, we also have a programme raising dementia awareness with the local communities, which includes elderly members of the Somali and Chinese communities and their carers. That initiative includes appointing two multi-lingual dementia champions, who are managed by the Chinese Community Care Development Association, to work alongside the community.

Mersey Care is a leading mental health trust based in the UK, but with an international reputation. We have won awards for our ‘No Force First’ initiative, which aims to eliminate restrictive intervention on our inpatient services, unless absolutely necessary. Our new £25m hospital, Clock View, has also won awards for its design, which was done in conjunction with our service users, while our leading dementia services are nationally recognised for their innovation.

Northumbria Healthcare NHS Foundation Trust is one of the UK’s top performing trusts. They employ 9,500 staff and deliver hospital, community health and adult social care services to more than 500,000 people across urban and rural areas in the north-east of England. In June 2015 the trust opened England’s first specialist emergency care hospital.

As a teaching trust they work with local universities to train hundreds of doctors, nurses and allied healthcare professionals each year. They are also one of only 8 organisations across the NHS to be selected as a ‘vanguard’ to lead the NHS on the development of new models of integrated primary and acute care.

Northumbria Healthcare already has several successful international partnerships, including one of 17 years with Kilimanjaro Christian Medical Centre in Tanzania, focused on teaching and training, including the development of surgical telementoring. They are also supporting the University of Ghana and the Ministry of Health to train undergraduate students and provide operational support for the introduction of occupational therapy as a new service for Ghana.

In combination with Northumbria University, Northumbria Healthcare can offer academic study and clinical practice to provide unique, bespoke and innovative healthcare education and training for doctors, nurses and healthcare professionals. Royal Brompton & Harefield Hospitals NHS Foundation Trust is a partnership of two specialist hospitals which are known throughout the world for their expertise, standard of care and research success. As a specialist trust they only provide treatment for people with heart and lung disease. This means their doctors, nurses and other healthcare staff are experts in their chosen field, and many move to the Royal Brompton and Harefield hospitals from throughout the UK, Europe and beyond, so they can develop their particular skills even further. Carrying out some of the most complicated surgery, and offering some of the most sophisticated treatment that is available anywhere in the world and treating patients from all over the UK and around the globe.

As a large post-graduate teaching centre they can offer the very best care, 24 hours a day, with the benefit of on-site support services uncommon in other hospitals. These include top rated intensive care units, specialist diagnostic facilities and access to Royal Brompton and Harefield Hospitals’ cardiovascular and respiratory biomedical research units, including the renowned Sir Magdi Yacoub Heart Research Centre.

Their hospitals undertake 187,000 outpatient appointments and nearly 34,000 inpatient stays a year: a testament to the experience and expertise of their healthcare team.

They have a small but growing number of patients from China who choose to visit their hospitals as they specialise in complex cases, which often cannot be treated in the patient’s country of residence.

The Royal College of General Practitioners (RCGP) is a charity, professional membership organisation and the licensing body for family medicine in the UK and an international accreditation body for family medicine examinations. Founded in 1952 in London, it is the largest of the UK medical royal colleges, with over 52,000 members globally, and is a registered charity.

RCGP is a distinct delivery organisation with operational autonomy to advise and support UK and international governments, policy makers, education providers and State authorities in a professionally independent manner. They advocate the need to recognise family medicine as a medical specialism, promoting its values and its central role in supporting an inter-professional approach to achieving universal health coverage.

RCGP currently have more than 30 international projects and partnerships, enjoying long term relationships with China, specifically through an MOU with Zhejiang Health and Family Planning Commission (formerly Health Bureau) and sustained links with the Shanghai Municipal Health Bureau over a number of years.

RCGP can support the development of a bespoke, all -encompassing Family Medicine Centre of Excellence, whose responsibility it will be to drive up the standards of family medicine in China. Five key areas of support that RCGP can offer through a Family Medicine centre of Excellence are: membership support, family medicine, policy development, assessment (setting and maintaining quality standards), growing a faculty of medical educators and continuing professional development.

Their clinical services are delivered from two of London’s best known teaching hospitals, Guy’s Hospital and St Thomas’ Hospital, where the Evelina London Children’s Hospital is also located.

They provide an integrated community care service for the residents of Lambeth and Southwark, the London Boroughs that they serve. They are part of King’s Health Partners, one of only seven academic health sciences centres in the UK. They are pioneers in health research, provide high quality teaching and education, and have a workforce of the highest calibre in national and international healthcare.

Howard was appointed to lead the establishment of Healthcare UK in January 2013. He is a highly-qualified healthcare management professional with over 40 years’ experience of public and private sector healthcare throughout the UK and in more than 70 countries worldwide, advising on health services management and strategic health sector reform. He spent the first ten years of his management career working in London Teaching Hospitals before taking up senior international appointments with major British companies. He first visited China in 1978 looking at the organisation of health services and has been a regular visitor ever since.

Professor Rory Shaw was appointed in 2013 as Medical Director of Healthcare UK. Professor Shaw has been a medical director in the NHS for over 15 years, latterly at North West London Hospitals Trust, and previously at Royal Berkshire Foundation Trust and Hammersmith Hospitals Trust. He has also held national roles as non-executive of the NHS Litigation Authority and previously as the first Chairman of the National Patient Safety Agency. He is a consultant respiratory physician and has a personal Chair at Imperial College.

Ian Cranshaw co-ordinates activity for China within Healthcare UK, to facilitate partnerships between UK organisations and healthcare providers from China. Ian has extensive experience of assisting UK enterprises and has previously lived and worked in Beijing, Singapore and in the Middle East.

Rebecca Wareham joined Healthcare UK in 2014 as Senior NHS Advisor, within the NHS International Development Team. Rebecca’s role includes working with NHS organisations to help them shape their international offer, supporting them to develop an international strategy and identify suitable overseas opportunities and partners. Prior to Healthcare UK, Rebecca’s career was with the NHS, first in communications and engagement, and then in strategy and business planning.
