Report on the platform of the competition
(Nha Trang airport area project)
To: The Khanh Hoa peoples committee
- Follow the instruction of Khanh Hoa people committee on the official
correspondent no 928/UBND dated 03/03/2011 relating to the planning the land in
Nha Trang airport in which the people committee made the decision to allow
Thanh Dong real estate investment JSC and the 319 one member ltd to cooperate
and make the plan for the sub-region of 1/2000 airport area and authorize the
Ministry of Construction to make decision on the competition and handover the
area map.
- On 16/3/2011, Ministry of Construction had the meeting with the above
companies to handover the area map of Nha Trang airport area and announced
other related information. After that the Ministry of Construction submit the
guideline of completion of this project to the Khanh Hoa peoples committee as
following:
1. Name of the project
There are two ideas to be proposed by the both companies.
The ministry of Construction proposed to chose the project:
- Project (1/2000): Nha Trang urban center of commerce, service and finance.
- Project (1/2000): Nha Trang center of urban area, commerce, service and
finance.
2. The Purpose and nature of the project
Based on the project before, The Nha Trang air port area is the military and civil
air port and now plan to be the Nha Trang s urban, commercial, servicing and
financing centers which will be able to be the Khanh Hoas center of political,
cultural, commercial, science and technology . This project will be the center of
sea travel, center to hold the important national as well as international events, this
also the center of economic, science and technology, education and training of the

this area, and play an important role in the national security mentioned in the
project.
3. Area to research to make the project.
The project with 238 ha, the area to research to make the project will bedetermined after unifying with the Ministry of Defense and specify in the period
of setting the project duties (in which the area of project can be 400ha to make
sure this project will be combined to be the whole system with the current center
and surrounding areas).
4. The Preparation of completion
To unify with the Ministry of Defense in order to specify the area of the project and
collect needed documents, schedule, information of architecture, and other projects
related to this projects area.

Completion process
In order to select 5 local and international companies/cooperators with strong
experience and profiles to compete with each other and after unifying with the two
companies, the Ministry of Construction agreed to invite 5 following companies:
1. PTW Australia Company
2. Nihon Sekkei Japan Company
3. Surbana Singapore Company

4. Vietnam Institute of urban and rural architecture planning (VIAP)
5. Hanoi Urban Planning Institute (HUPI)
Rules and regulations:
Language: Vietnamese
Unit of measurement: meter square and other unit following Vietnamese standards.
Drawing draft and explanation should focus on the idea of the project.
Encourage but not compulsory the model and filming.
To select the committee to chose and rating the proposals
- Tentative time of completion: May 2011

to make decision on setting up the committee
- The committee plan to have 15 members as following:

5. The detail of competition
- Invitation for competition:
The people committee sends the invitation for competition foe above 5 companies
to competitive
Tentative completion: May 2011
- Date of plan submission:
Within 60 days from the date of receiving the required documents
- Examiner
The committee to make the evaluate, rating all the project of the companies based
on the marking system within 10 days from the date of colleting full projects and
report and get the approval from the provincial committee of the party, Khanh
Hoas people committee.
Tentative completion: July 2011
- Result announcement and giving award
The people committee will have the announcement and give the award for
companies
Tentative completion: August 2011
- Finance for competition process
Both companies above proposed to cover all the expenses relating to the
competition process including to awards, support the project of competition and
other expenses relating to the competition process:
The plan of award:
+01 1st prize: 350 million VND

+01 2nd prize: 250 million VND
+01 3rd prize: 150 million VND
Supporting expenses for competition process: 50 million VND for each company
join the competition
Mentioned above is the draft of the completion process for project of Nha Trang
air port area, Ministry of Construction make the report and ask for the approval of
the Khanh Hoa people committee.
After the completion of competition, the selection the project will be evaluated by
the selection committee, by the evaluation of the people (may be open to get the
evaluation from the people), the practicability and other requirements related to
investment efficiency and actual situation
