NFPA Background!

♦  NFPA – voluntary consensus standards development organization!•  Accredited by American National Standards

Institute (ANSI)!•  Standards on wide range of fire & safety

related topics!•  Standards are used by accreditation agencies

(e.g., IFSAC, ProBoard) and certification agencies (DoD, State Training Agencies)!

•  NFPA 472 adopted by DHS and is the basis for HM training requirements!

Background!

♦  Committee membership must reflect the “community” and no element can be larger than 1/3 of the Committee!•  Consumers = 6 ! !• Labor = 1!•  Enforcers (E) = 11 ! !• Users (U) = 6!•  Manufacturers (M) = 1 !• R&T = 1!•  Special Experts (SE) = 8!•  Non-Voting Liaisons = 4!

Miller!

Committee Responsibilities!

1.   To make HM/WMD documents adaptable for ALL response disciplines. !

2.   To provide skill and competency-based process so AHJ can ensure responders are trained to perform expected tasks.!

3.   To provide a vehicle by which an AHJ can meet OSHA 1910.120 (q)(6).!•  “Training shall be based on the duties and

function to be performed by each responder of an emergency response organization.” !

Committee Sustainment Goals…!

♦ 2010 request from NBSCAB to improve HM certification process for Bomb Techs!

♦ “Why did Fire Guys write a Bomb Tech standard?” They didn’t!!•  FBI Hazardous Devices Operations Center!•  FBI/DoD Hazardous Devices School!•  NBSCAB!•  Military EOD!

Section 6.10 – Bomb Technician MSC !

NFPA 472 (2013) Revisions!

♦ Historical Requirement – all civilian Bomb Techs attending HDS must be OSHA HMTs!

♦ Upcoming Requirement!•  Students arrive at HDS with OSHA HMT and

NFPA 472 Operations Core with PPE MSC requirement (can be attained at Anniston)!

•  HDS would provide NFPA 472 MSC for Bomb Technicians as part of the curriculum for new Hazardous Devices Technicians!

Chapter 10 – Bomb Technician Chapter !

NFPA 472 (2013) Revisions!

♦ “MSC says we must work for the HM Guys!”!•  NFPA HMT or allied professional can only advise

on HM issues, not on explosive issues!♦ In summary, NFPA 472 provides the Bomb

Squad community the opportunity to define its best practices as taught by their accreditation entities.!

Chapter 10 – Bomb Technician Chapter !

NFPA 472 (2013) Revisions!

NFPA 472 (2017) Proposal!

Diving in Contaminated Water Environments MSC ♦ Dive professionals identified from several

areas of diving expertise, formed into a Working Group.

♦ 2012 – survey sent to WG to identify data as part of a task analysis to develop a new MSC for Contaminated Water Diving (next edition of NFPA 472).

♦ Covers divers and surface support ♦ Clarity to distinguish “emergency” vs.

“planned” dive operations ♦ No requirement for AHJ to meet

requirements beyond current level of equipment, procedures •  E.g., Helmets, Surface Supply, Water

Quality Sampling

Contaminated Diving MSC!

♦ ALS Responder Assigned to a Hazardous Materials Response Team!

♦ ALS Responder Assigned to Provide Clinical Interventions at a HM/WMD Incident!

♦ ALS Responder Assigned to Treatment of Smoke Inhalation Victims!

ALS Mission Specific Competencies!

NFPA 473 (2013) Revisions!

♦ Recommended Practice - establishes a common set of criteria for the organization, management and deployment of personnel, resources and programs for those public or private entities that are responsible for the HM/WMD emergency preparedness function.

RP for Responding to HM/WMD Incidents!

NFPA 475 Document!

♦ Professional Qualification Standard!♦ Provides Job Performance Requirements

(JPRs) for AWR, OPS-Core, OPS-MSC, HM Tech and IC!

♦ NFPA 472 – 1072 Relationship!

HM/WMD Emergency Response Personnel Professional Qualifications!

NFPA 1072 Document !

Organizational Based!♦ NFPA 472!♦ NFPA 600!♦ NFPA 921!♦ NFPA 1405!♦ NFPA 1670!

Individual-Based!♦ NFPA 1072!♦ NFPA 1081!♦ NFPA 1033!♦ NFPA 1005!♦ NFPA 1006!

ProQual Discussion

NFPA 1072 Task Group Process

♦ Included members of both NFPA 472 and 1001; meetings were open to all

♦ Developed initial draft JPRs based on NFPA 472 competencies

♦ Met weekly via online teleconference ♦ Updated drafts were distributed to

members after each meeting for comment

Structure of NFPA 1072

♦ Emphasizes job requirements (quals) at each level based on 472 APIE structure

♦ Analyzing the Incident – What are the AWR/OPS/Tech/IC responsibilities? In what order are they performed?

♦ JPRs are presented in performance order, using level-appropriate verbs.

♦ Qualifications are not repeated from JPR to JPR or level to level (i.e., may be similar JPRs with different perf. expectations).

NFPA 1072 Issues

Items of Note ♦ AWR and OPS: Presumed responders will be

working under the supervision/direction of a higher authority (SOPs, IC, HM Tech, etc.)

♦ HMT: Presumed HMT’s will be supervising Ops Mission-Specific, must know those skills

♦  IC: Presumed IC will be advised by HMT’s and/or other knowledgeable HM resources

Personal Protective Equipment ♦ AWR assumes no PPE as minimum stnd. ♦ OPS Core assumes responders will use PPE

issued by AHJ for routine duties; AHJ responsible for training

♦ Mission-Specific PPE assumes something “different” is being done/used because it is a HM incident (e.g., following a different doffing procedure while going through decon, or using CPC) and potential for exposure exists

NFPA 1072 Issues

NFPA 1072 Issues!

Control Functions ♦ Mission-Specific: no fire control JPR

(already addressed in NFPA 1001) ♦ HM Technician: 3 JPRs •  Product control •  Controlling non-bulk container leaks •  Overpacking, Nonbulk and Radioactive

Materials Packaging

NFPA 1072 Document !

Summary ♦ Short-Term: NFPA 472 will need to be

correlated to NFPA 1072 changes ♦ Long-Term: NFPA 472 will be the

“parent” document in the relationship ♦ Public comments are encouraged!

♦ Task Group formed to explore options to split the current HMT tasks to reflect field and operational realities!

♦ Three options proposed:!•  Creation of HMT-1 and HMT-2 (or comparable)!•  Creation of HazMat Specialist!•  Creation of HMT and HMT Specialties!

!

Background!

HM Technician Discussion!

♦  Define operational capability that every HMT should provide.!

♦  HMT might not be a HMRT member!♦  Analyze an incident involving up to 3

hazard classes!♦  Focus on TICs, TIMs and common day-to-

day response scenarios (i.e., flammable liquids, compressed gases, corrosives, oxidizers)!

HMT Core Principles!

HM Technician Discussion!

♦  Use of 4/5 gas meter, PID, colorimetric tubes, pH paper or equivalent, basic rad instrumentation!

♦  Not knowledgeable of CBRN materials and instrumentation!
