General Rules to compile FORM C

Remember:

• compile FORM C Details • indicate the exact Work package • indicate actual cost for personnel costs

ATTENTION!!!!!!! MANAGEMENT OR RTD Scientific coordination of the project cannot be charged under "other activities" (they are not management). Costs related to project meetings (kick-off, periodic, final) should in principle be charged under RTD activities, since they are deemed to address scientific/research aspects of the project.

REMARKS TO THE FIRST REPORTING PERIOD – General questions

MANAGEMENT: General criteria

The expenses can never include what is commonly known as «scientific coordination…from Guidelines version 28/02/2011, »

About management some inconsistencies between CLIM-RUN Dow (wp10) and the EC FP7 general rules exist.

The question is: do we want to enter in endless controversy or just accept the new general rules?

The case of TEC

According to the EU Officers, TEC’s costs claimed in the first period are estimated and not actual

SME’s owner: the case of TEC

• Lump sum: the option between lump sum or flat rate can be made (and changed) up to the moment of the signature of the GA. It is not possible to change this decision.

• The decision made by TEC on the GA was the flat rate. The calculation method of the flat rate for owner is described in the guidelines.

Deviations from DoW

Considerable deviations from DOW (more PM needed than initially planned, subcontracting not indicated in DOW) have to be discussed with the project officer Claus Bruening BEFOREHAND.
