European Mobility Week (EMW) takes place each year from 16 - 22 September. EMW is a European wide initiative which aims to promote a shift towards sustainable urban transport in place of over-reliance on the use of cars.

Each annual EMW event is based on a specific theme. ‘Choose. Change. Combine.’ has been selected as the theme for 2015. Each journey is different, but too often we rely on the same mode of transport, regardless of whether it’s best suited to the task. Reflexi...vely, we may hop into our car, even though cycling or public transport may be the more efficient choice.

This year’s theme of multimodality encourages people to think about the range of transport options available, and to choose the right mode when travelling. It invites people to combine ways of getting around, which can often lead to a quicker and more pleasant journey.

Through making clever choices about the type of transport we use, we can save money, improve our health and help the environment – all it takes is a willingness to try something new.

EMW also incorporates “Car Free Day” on Tuesday 22 September

So, what do you plan to do differently during EMW?

Tell us what you're doing........Monaghan Co Co may be able to help! – contact Carol Lambe for more info.  [email protected]

________________________Law Corner________________________ We were asked recently by a group whether a community venue which is running a dance needs to apply for a dance licence. And if they were running dance lessons in a community centre, would they need a licence. So we asked a solicitor, and here’s the definitive answer.  Community Centres take note! As defined in the Public Dance Halls Act 1935:

"place" means a building (including part of a building), yard, garden, or other

enclosed place, whether roofed or not roofed and whether the enclosure and the roofing (if any) are permanent or temporary.

"public dancing" means dancing which is open to the public and in which persons present are entitled to participate actively.  Does a community centre need a licence if it is running a dance?Yes because it is a place and public dancing is carried on at it as it is open to members of the public. Therefore a licence is needed strictly speaking.A dance licence is issued by the courts. Therefore it requires an application to the courts. A solicitor is best placed to handle this.

Page 6: Newsletter Sept 11th 2015 - WordPress.com …  · Web viewTin ; Whistle Classes; on Wednesday 9th September in Cassandra Hand Centre . In order to accommodate pupils we would appreciate

You can get a licence either for each event, or for a number of events at the one time, for as long as a year in advance.  The latter cuts down on cost, but you have to know the dates you’re applying for, and are restricted to running the dances on those dates. Normally hotels etc. apply for a number of nights at a time such as for discos etc. to cut down on costs of applications. Otherwise it can make an application each time beforehand which is a bit cumbersome and costly. Who applies for the licence – the venue or the dance organiser? The venue is responsible for this.   What about dance classes?Dance classes are restricted to those who have paid to be taught and an argument could be made that it is not within the definition of “public dancing” therefore I do not believe a licence is necessary. ___________________________________________
