From the Chair's Desk

As 2013 winds down, it is important toreview the work of the Africa Section in thelast one year and make projections for the

future.In the year under review, key achievements, in linewith IFLA Key Initiatives and Africa SectionStrategic Plan (2012-2014) were made. Some ofthe highlights in 2013 include:

The African Library Summit with thetheme: “The Horizon and Beyond” was held at theUniversity of South Africa (UNISA), Muckleneuk,South Africa from 2-5 July, 2013 with about 300participants. The main outcome of the Summit wasthe launching of three new LIS Networks in Africa:African Public Library Network (APLN);Conference of African National Librarians (CANL);and African Library and Information Associationsand Institutions (AfLIA).

The Namibia Library Symposium held 7-9October in Windhoek, Namibia

The Bill & Melinda Gates Foundation GlobalLibraries Africa Engagement Plan

As we move confidently into 2014, I am convincedbeyond reasonable doubt that the Library andInformation Science (LIS) sector in Africa will look“beyond access” to re-positioning itself as a criticalpartner in national development agenda. Some ofthe key questions that should engage our minds onhow to achieve this include: How can the LIS sectordeploy ICTs in our operations to improve thequality of service that we provide and contributemeaningfully to national development? Learningfrom best practices around the world, how do weengage better with book vendors and bookpublishers in order to deploy eBooks and eLendingservices? How do we popularize eLibraries tocomplement traditional library services? Whatrole did libraries play in the attainment of theMillennium Development Goals and other globaldevelopment agenda and how can we improve onthese in the post-2015 African DevelopmentAgenda? How do we take advantage of the Africanoral tradition to document our IndigenousKnowledge? How can our public/communitylibraries extend their services to benefit theunderserved and disadvantaged people more? Arelibraries still in the forefront of promoting areading culture?

These are a few of the many questions that weshould strive to answer in 2014 and do better thanwe did in previous years. I am aware that manylibraries are working in partnership with relevantagencies to deal with some of these issues. I haveno doubt in my mind that we have what it takes: thewill, the intellect and the 'can do' spirit of theAfrican.

Colleagues, all hands must be on deck to make2014 better than others! We have already startedwith right steps in the right direction but mustmove beyond the rhetoric! This is a wakeup call toaction!!!

I look forward to working with you all more closely.Happy New Year!

The 2013 World Library and InformationC o n g r e s s a t t r a c t e d o v e r 3 . 5 0 0participants from 120 countries. The

conference was organised into 224 CongressSessions, 130 Poster sessions as well asnumerous workshops, seminars, meetings andexhibitions.IFLA Africa Section held a number of side eventswhich include:

Over 150 participants attended the AfricaSection Open Forum with the theme “FutureAfrican Libraries: Innovation and Creativity”held during the Singapore conference. TheForum featured two paper presentations: Dr.

Victoria Okojie, Registrar/CEO, LRCN and Mr.Dele Omotoso, Director, Professional Services,LRCN made a joint presentation on “Educationand Training of Information Professionals: theCollaborative Role of the Librarians' RegistrationCouncil of Nigeria”.

The second paper on “Collaborative Innovations:Making Libraries Relevant in Society” was jointlypresented by Agbenyo, Stephen John, Executive

Director, Savana Signatures and Aaron Kuwornu,Regional Director, Northern Region, GhanaLibrary Authority.

The papers generated interesting discussions.At the end of the Session, many librariansexpressed interest in exploring the LRCN modelto urge governments to establish and fundregulatory agencies in the Library andInformation Sector as obtains in otherprofessions.

Two meetings of IFLA Africa Section StandingCommittee held on Sunday, 18 August andWednesday, 21 August and were chaired by DrVictoria Okojie.

Having received all relevant reports, theStanding Committee discussed the IFLAStrategic Plan for 2013-2015. Key achievementsby the Section also discussed were the successfulhosting of the Africa Library Summit in Pretoriain July, 2013 and the Mid-Term meeting of theSection held in Abuja, Nigeria in February, 2013.Members at the meeting were encouraged toattend the IFLA WLIC 2015 which will take placein Cape Town, South Africa.

A Poster on “Emerging Initiatives in AfricanLibraries” was presented by the Africa Sectionduring the IFLA WLIC in Singapore. The aim ofthe Poster was to showcase the new innovationsand initiatives in African libraries. Such as theAfrican Library Summit (ALS); African Library

and Information Associations and Institutions(AfLIA); International Conference on AfricanDigital Libraries and Archives (ICADLA); eIFL-PLIP projects and Arid Land InformationNetwork. Over 300 participants visited the Standin the course of the two days.

The IFLA Trend Report and IFLA Library werepresented at the conference. The Trend Reportidentifies five high level trends shaping theinformation society as; new technologies; accessto education; privacy; civic engagement andtransformation. The Report urges libraries andlibrarians to re-position their services in order tomaximise the impact of these trends.

The IFLA Library is a selection of resources tohelp librarians understand where libraries fitinto a changing society.

The IFLA library pulls together IFLA's digitalresources in a convenient single online locationfor ease of accessibility, searching and browsing.

Five librarians from Africa were among thetwelve emerging global leaders selected as thefirst set of Associates for the IFLA InternationalLeaders Programme (ILP) who met for thesecond time during the IFLA 2013 WLIC. The ILPis a two-year (2012-2014) programme designedto increase the cohort of leaders who caneffectively represent the wider library sector inthe international arena, and to develop leaderswithin IFLA. It was designed for people who havebeen identified as leaders in their own right. Theinaugural meeting held in Helsinki, Finland inAugust, 2012.

During the course of the Programme,participants are expected to undertake anumber of project tasks. The initial projectsfocussed on 5 main areas: Regional collaborationand advocacy; Libraries as agents ofdevelopment; Copyright exceptions andlimitations; Open Access and Access to digitalcontent. The ILP Associates selected from Africaare:

· Dr Victoria Okojie (Nigeria· Mrs. Kgomotso Radijeng (Botswana· Dr. Rosemary Shafack (Cameroon)· Ms. Dina Youssef (Egypt)· Dr. Sarah Kaddu (Uganda)Two Counsellors were also appointed fromAfrica: Dr. Helena Asamoah-Hassan (Ghana) andJacinta Were (Kenya).

The IFLA Africa Section Standing Committeedeveloped a two-year Strategic Action Planexpected to serve as a Road Map for the Sectionfrom 2012 to 2014. The plan was ratified at theIFLA WLIC, 2013 and its implementation hassince commenced.

Three Networks were launched during theAfrican Library Summit held at the University ofSouth Africa, Muckleneuk, Pretoria from 2-5 July,2013.

The networks are: African Public LibraryNetwork (APLN) coordinated by GertrudeMulindwa, National Librarian, National Libraryof Uganda; Conference of African NationalLibrarians (CANL) coordinated by John Tsebe,National Librarian, National Library of SouthAfrica; and the African Library and InformationAssociation and Institutions (AfLIA) with Dr.Helena Asamoah-Hassan, University Librarian,Kwame Nkrumah University of Science andTechnology, Ghana as President.

Other members of AfLIA committee areValentina Bannerman, Secretary; Shawky Salem,North African Representative; Jacinta Were, EastAfrica Representative; Alim Garga, Central AfricaRepresentative; John Tsebe, Southern Africanrepresentative while Cecile Coulibaly representsWest Africa. Aissa Aisak represents Portuguese-speaking Africa. Dr. Buhle Mbambo-Thata andDr. Victoria Okojie were co-opted into theCommittee as Business Managers.AfLIA was heralded in a beautiful, culturallyappropriate “Harambee”; a Kenya ceremony towelcome new born babies where everybodywith good wishes for the baby is encouraged todrop a token gift. African librarians at theSummit did this with style and panache.

The idea for AfLIA was muted during the AfricaLibrary Summit in 2011 and the InterimExecutive Committee was elected during theIFLA Africa Section Standing Committee Mid-Term meeting held in Abuja, Nigeria in February,2013. AfLIA Secretariat headquarters is in Accra,Ghana.

The Advisory Group of the Bill and Melinda GatesFoundation Global Libraries (GL) Committee forAfrica has finalized the strategy document thatwill position public libraries in Africa as lifelongpartners to development of communities and thecontinent. The strategy document is known asAfrica Engagement Plan (AEP).

The Group met in Kampala, Uganda from 16 – 17October, 2013 to consider the recommendationsof the draft AEP focusing on sub-strategies andactivities to be prioritized; geographic strategyand approach and funding and partnershipmodalities.

Chair of IFLA Africa Section and Registrar/CEO,Librarians' Registration Council of Nigeria, DrVictoria Okojie who participated in the meetingsaid the AEP will be made public as soon as it isapproved by the Board of the Bill and MelindaGates Foundation.

The draft document provided four (4) keystrategies for the development of public librarieson the continent. The strategies include:Research and Innovation; Training andLeadership; Impact, Advocacy and Policy; andBuilding the African Library Community ofPractice.

The document also contains details of the impactthe various strategies would deliver on the LISsector in the continent. For example, theResearch and Innovation strategy would resultin support for some strategically positionedlibraries to obtain the necessary digitalplatforms and ICT infrastructure to provideaccess to information for its user communities.

It would also include digitization of localhistory/oral tradition and culture; and othernational treasures that are in print form only.Another expected outcome is establishingcommunity/youth digital information centres;and establishing a research fund for libraries,among others.

The Gates GL Advisory Group first met inWindhoek, Namibia from 29 – 31 May, 2013where the initial draft plan was developed.

The Namibian Library Symposium held from7 – 9 October, at the Safari Hotel and ConferenceCentre in Windhoek, Namibia. The Symposiumwas organized by the Namibia Library andInformation Council in collaboration with theMinistry of Education; the Namibia Library andArchives Services (NLAS); libraries of theUniversity of Namibia; Polytechnic of Namibiaa nd t h e N a m ib i a I n st i t u te o f P u b l i cAdministration and Managem ent . TheSymposium focused on the IFLA President'stheme (2013-2015): “Strong Libraries, StrongSocieties”. LIS leaders in Africa were on hand towelcome the IFLA President to the continent andto engage with colleagues and policy-makersfrom across Africa and overseas to discuss howlibraries can power development.

The Chair of IFLA, Africa Section, Dr Victoria Okojieparticipated in the 2013 edition of Beyond AccessAfrica Conference as well as the ICTD Conferenceheld from 4 – 8 December, 2013 at the University ofCape Town, South Africa. Beyond Access is a globalmovement of people and organizations that workto promote libraries as centres of economic andsocial change. The Movement believes that in

health, youth, gender, economic development andcountless other areas, libraries around the worldhelp improve people's lives and strengthen theircommunities.57 participants registered for the conference. DrOkojie participated under Friends of BeyondAccess category at the instance of the InternationalResearch and Exchange (IREX). Friends of BeyondAccess are a special group of development

Four new Standing Committee Members havejoined the Africa Section team. They are: UjalaSatgoor (South Africa), President, Library andInformation Science Association of South Africa(LIASA); Rachel More (South Africa), DeputyNational Librarian, National Library of SouthAfrica; Nthabiseng Kotsokoane (South Africa),Chief Librarian, Monash University, South Africaand Bongiwe Magocha (Botswana), Head LibraryServices, Botswana Accountancy College,Botswana.

Chair of IFLA Africa Section, Dr Victoria Okojiewelcomed the new members to the fold andcharged them to deploy their wealth ofexperience in promoting LIS sector on thecontinent.

Dr Okojie equally commended the outgoneStanding Committee members whose tenure ofoffice ended in 2013. They are: Ms. NaomiHaasbroek (South Africa); Dr. James Daniel(Nigeria); Ayanda Lebele (Botswana); ShawkySalem (Egypt); and Margaret Tarpley (Nigeria).

Cameroon Library Association (ABADAM)together with more than 60 Institutions(Editors, Libraries, e.t.c) took part in the 1edition of YAOUNDE BOOK FAIR from 5-7December 2013. The theme of the Fair was:'BOOK', Instrument of peace and development.'The Ministry of Art and Culture accompanied bythe Ministry of Labor and Social Security and theVice Chancellor of the University of Bueaparticipated in the opening Ceremony.ABADCAM stand was handled by the President of

the Association in collaboration with a teamcomposed mainly of two young membersnamely: Mrs. YENGONG NCHANJI Yvonne(Emerging Leader African Library SummitPretoria 2013) and Mr. FOSSO Arnold Noël (1Position 2011 batch, Cameroon Library School).The stand projected pictures of BSLA,Prospectus, and Tee shirts.

On 11 December, 2013, the Botswana LibraryAssociation (BLA) met with the stakeholders ofthe library and information science sector in theCountry. The meeting which took place inGaborone, Botswana had the representatives ofthe Reader s Association; Writer's Associations;Office of Botswana Vision 2016; PublishersA s so c ia t i o n ; U niver s i ty o f B o ts wa n aDepartment of Library and InformationServices; University of Botswana LibraryServices and The Botswana Library Consortiumin attendance. Stakeholders were invited at themeeting to be given an update of the BLAperformance in recent times. The meeting alsoprovided the Association the opportunity toreceive input from stakeholders on how toimprove the BLA services and on the preparationfor the BLA annual review meeting which alsoheld in December 2013.

GHANA Holds Library Week

opportunity to showcase their resources,facilities and services through differentprograms to the community and to organizereading clinics.The Association with the active support of theGhana Library Authority, the Ghana BookDevelopment Council and some book publishersnamely, Adwinsa Publishers, Afram Publicationsand Unimax Publishers made the week'scelebration a success. Before the week'scelebration, the Association organized a one dayTrainer of Trainers workshop for librarians onhow to organize effective Reading Clinics. Each ofthe 10 regions had 2 representatives for thetraining and at the end were presented withassorted reading materials donated bypublishers for the library and information weekin their respective regions.The celebration started on the 7 October 2013with a national launch in Accra. Regionallaunches were done simultaneously with acommon message read by President of the Ghana

Library Association, Dr. Perpetua Dadzie andAssociation's Regional Representatives. Thesecond day was devoted to Television and RadioTalk shows across the regions by members of theAssociation. The third, fourth and fifth days werefor the Reading Clinics. The aim of the readingclinics was to help pupils improve their readingskills and to help them enjoy reading for fun.The celebration started on the 7 October 2013with a national launch in Accra. The Nigeria Library Association has signed aMemorandum of Understanding with the PolishLibrary Association for capacity building oflibrarians in the two associations. The MOUinvolves sponsorship by Ambassador (Dr) SamJimba (the first Librarian to be appointed anAmbassador in Nigeria) of one young Nigerianlibrarian to visit Poland and for a Polish librarian toparticipate in the national conference of the NLA.The first set of beneficiaries of this collaborationwas Mr. Abraham Etebu from Nigeria and Ms. EwaKobierska-Maciuszko from Poland.

Qatar Hosts IFLA First RegionalConference

UNISA Library hosts UNZALISA team

IFLA held its first Regional Conference in theArab Region in cooperation with the ArabFederation of Library Associations andInformation (AFLI) and the Qatar Ministry ofCulture, Arts and Heritage (Public LibrariesDepartment) on the role of National libraries andAssociations in supporting free access toinformation according to copyright laws.Participants were National Library AssociationPresidents and Directors of National Librariesfrom all over the Arab Region. The Director, IFLACentre for Arabic Speaking Libraries. DinaYoussef said the main aim of the gathering was tointroduce and raise awareness on the role oflibraries and library associations in advocatingthe issue of copyright limitations for librariesand archives. The keynote speaker at theconference was Dr Winston Tabb, Chair, IFLADelegation to WIPO and Dean of Universitylibraries, Archives and Museums, John Hopkins.

The University of South Africa (UNISA) Libraryhosted a delegation from the University ofZambia Library and Information StudiesAssociation (UNZALISA) from 3 to 6 December2013. The objectives of UNZALISA's study tourincluded efforts to expose their students to a

broader understanding of the role of a librarianbeyond arranging books in shelves – but arealisation that librarians are at the centre ofinformation provision, preservation, andtechnology. “We also want to help studentscreate networks and links with librarians at aninternational level for future collaboration,” saidRaymond Sikanyika, tour organiser and librarianat Copperbelt University.“An opportunity to share information and ideason the continent is always exciting,” said UnisaLibrary Services Executive Director, Dr BuhleMbambo-Thata as she welcomed the guests.“What does a good library look like on theAfrican continent?” asked Mbambo –Thata. Inher presentation, she focused on efforts at theUNISA Library such as the AirPAC technology –which reduces the library website/catalogue tofit on a mobile device, therefore not limiting thestudent's access (journal articles and other e-resources) to a traditional PC; College Teams –various teams of specialists who includepersonal librarians, collection developers andsearch librarians to focus on specialisedstudents' needs in specific UNISA colleges; andmobile libraries – buses equipped with booksand technologies to service students who do nothave a 'walk in branch' at reach. She highlightedthe importance of understanding how an ODLlibrary works – reaching students with as muchresources without them having the need tophysically walk into a branch.

The delegation also visited UNISA Libraryassociates and partners such as the NationalHistory Museum, the National Library of SouthAfrica, the Tshwane Public Library and SABINET,in order to gain further understanding of thevarious information fields. Sikanyika said thatthe trip was important for them “to promote thelibrarian's profession by exposing students tointernational librarians in the region, because itis currently a profession looked down upon.”

IFLA's successful Building Strong LibraryAssociations (BSLA) programme will beexpanded through a series of convening andprojects at the regional level in Africa, Asia andOceania, and Latin America and the Caribbeanfrom 2014. The BSLA programme consists of atraining package and case studies on libraryassociation development; mentoring and adviceon forming partnerships; an online platform forinteractive learning and materials; and impactassessment. Between 2010 and 2012 IFLAdelivered the BSLA programme in 6 countries(Botswana, Cameroon, Lebanon, Lithuania,Peru, Ukraine) and BSLA-related activities thatreached a further 30 countries across the world.A report on the impact of the programme waspublished in 2012 and can be downloaded from:

Over the next three years until 2016, IFLA willbuild on the success of the programme anddeliver convening at the regional level whereparticipants will be encouraged to thinkstrategically about needs across the region, andin their own countries.

The African L ib rary and Inform ationAssociation, Ghana Library Association andKwame Nkrumah University of Science andTechnology, Kumasi will host the Africaconvening from 11-14 February 2014 in Kumasi,Ghana. The convening follows the IFLA AfricaSection Standing Committee's Mid-Termmeeting from 7-10 February, 2014. Over 35participants are expected to attend the BSLAworkshop.

Nigeria will play host to Monika Elbert, SeniorPolicy Advisor, eIFL in March, 2014. Monika will

also visit Ethiopia by May 2014.

The call is open to public and communitylibraries in developing and transition countries.It aims to spark development of innovativelibrary projects that use technology in new andcreative ways to serve the needs of children andyouth.

Applicants may submit proposals for up toUS$20,000.
