Island Park Community Association December 2017 Introducing Cpl. Benoit Lécuyer A new, refreshed team of RCMP officers has been keeping an eye on IPD. Led by Cpl. Benoit Lécuyer, several residents have noted the increased presence on the street. Blitzes were held the entire first week of school in September and the RCMP presence has increased overall. Have you got a suggestion for date/time/ location for the RCMP to blitz? Let us know! Trac Calming The IPCA, NCC, City and RCMP met in November to continue discussions on finding some solutions to calm the traffic on our street. We posted an old 1996 traffic calming plan on our website with a view to seeing what has been done and what can be done in the future. We also shared the data from our traffic survey that ran last spring. Since that 1996 plan, traffic calming has included building the “gateway” sculptures and cairns along the street, eliminating the sweeper lanes from Carling, adding additional signage about no commercial traffic, painting bike lanes, and installing a signal light at Iona. Next: a speedboard at the QW off-ramp and hopefully at least three more elsewhere on the street, plus sorting out something to help pedestrians cross the street at Clearview. Our Post Covenant World The NCC covenants that govern the look and feel of our street and protect our unique 11 metre setbacks expire in 2020. The Board sent a request to the City to look at zoning tools that would protect

the character of street, including Heritage Conservation District (HCD), with a second option being Heritage Overlay. After much discussion and two meetings with the City, we have been offered Area Specific Zoning that can be implemented through a simple motion at the City’s Planning Committee, hopefully before the 2018 election. This zoning would protect the setbacks and the streetscape that we are all familiar with, once the covenants roll over and expire. Going forward, HCD and Overlay are something our residents and the City need more time to review to determine what we do and do

not want, and what the City can provide. We will alert you when the motion for the zoning will come before Planning Committee.

Pumpkins Everywhere!The night after Halloween was a dark and rainy night, as pumpkins lined the Byron path

starting at Island Park Drive. Neighbours delivered their

pumpkins to the path for one last night of spookiness, before

being collected and composted!

Thai Embassy

As you may be aware, the Royal Thai Embassy at 180 IPD has

requested a change in zoning that would allow it to replace the existing residence with an office building. The embassy, defined as a diplomatic mission, means it can use a residential building to conduct certain business functions. But the key word here is residence: the mission must still

be a residence.

At a meeting early this fall with Councillor Leiper and a representative from the IPCA, it was made clear residents do not want an office building on the street and they do not want the zoning changed for just one site. So far,

the Embassy has not yet put their zoning change request to the City Planning Committee . . . stay tuned.

Historical Nugget The Tutor-Gothic Peruvian ambassador’s residence at 539 IPD is one of the oldest houses on the street. It was built in 1928 for Stafford Kirkpatrick by renowned Ottawa

architect Werner Noffke. It is reported that a teacher and a group of 20 students from Britain had been promised a place to live in Ottawa during the war; however, the arrangement apparently fell through. A group of influential Ottawans arranged to house them at 539 IPD, which was empty at the time. Renowned photographer Malak Karsh took a picture of the children on the bannister in the house. The Peruvian embassy purchased the property not long after the war and apparently the photo is still displayed in the residence.
