Bollinger Hills Homeowners Association

The process of revising these documents took a few years,

and we are pleased to report that the final revisions are

complete and ready for your vote. If you haven’t already done

so, please read through the literature that was mailed to you in

January and return the Voting Ballot to the HOA by February

20th. If you don’t have the time to read through all the

material, a short summarization of the main changes was

provided with the documents.

Your Vote is Needed! We need at least 50% votes (50% +1)

to adopt these revisions. If we don’t receive your vote, we’ll

have to turn to alternative methods to obtain your vote.

Voting is as easy as 1 2 3 ...

1) Simply cast your vote on the yellow BALLOT sheet.

2) Enclose it in the yellow SECRET BALLOT envelope.

3) Place it in the pre-addressed / pre-paid envelope provided

and mail by Feb. 20th.

Remember to include your Name, Signature, and Address.

You can also drop it off in the Ballot Box at 309 Mare Lane

until Feb. 27th; Votes will be counted that same evening. For

On a lighter note, the winners of the 2012 Bollinger Hills An-

nual Holiday Lighting Contest have been chosen. Our devot-

ed judges cruised the neighborhood on the evening of De-

cember 21st to admire the impressive holiday lights dis-

played in Bollinger Hills. Thank you to those who took the

time to decorate their homes and show their holiday spirit.

As usual, there were many homes worth recognition. Check

out the selected final winners on Page 3 of the Newsletter .

If you do not see your home listed, try again next year. We

love to add new contenders to the list of winners!

BOLLINGER HILLS REVISED CC&R’S AND BYLAWS

In January, all Homeowners received a large envelope with many documents to review before you vote.

We encourage you to read them carefully.

Those of us who have worked on the revisions have lived in Bollinger Hills for a sum total of over 100 years, and every

one of us is a homeowner with a strong interest in the quality of this neighborhood. We have worked countless hours

for several years to revise them. We have discussed almost every sentence on every page in meetings and with our

lawyer at Hughes, Gill, Cochrane P.C. We believe we have improved and simplified the Covenants, Conditions and

Restrictions therein.

With that said, we need 50%+1 votes to adopt these new documents to manage your association. Please mark your

ballot and mail it to us before February 20, 2013 or deliver them before February 27, 2013 at 6:00pm when we will

count the votes. If we do not have the number of votes necessary to achieve a quorum, we will need to extend the

process and go to additional costs to obtain the required number of votes.

Please vote as follows:

Mark your ballot for both the bylaws and CC&R’s as FOR or AGAINST with an “X” in the boxes provided -

Place the ballot in the smaller envelope. (Do not mark anything else on the ballot and do not mark any-

thing on the small envelope).

Place the smaller envelope into the larger envelope that is addressed to Bollinger Hills.

Print your name, sign your name, and print the address of the voting home in Bollinger Hills on the larger

addressed envelope.

Mail the larger envelope to Bollinger Hills before February 20, 2013 (address is on the envelope) or hand deliver it to

309 Mare Lane before February 27, 2013 (place it in the container/box on the front porch) . You can also bring it to

the meeting for counting the votes on February 27, 2013 between 6pm and 8pm.

The Winter Thaw – Things to Do in Your Garden

Here is What To Do - or What Not To Do - to get your yard back in order after the weather warms:

Do’s

Continue to cover frost sensitive plants before a predicted freeze.

Inspect your irrigation system thoroughly the first time you turn it on this season.

Repair your irrigation system right away to avoid leakage, geysers and water waste.

Prune frost damage from your plants and replace dead plants in March when soil and air temperatures are warmer, and plants

are actively growing.

Apply organic fertilizer to your lawn, trees, shrubs and perennials to help them wake up in the spring.

Rake dead limbs and leaves from your garden to allow soil to breathe more easily and warm more quickly in the spring.

Inspect your lawn for bare or brown patches and spread a layer of topsoil and overseed on the spots.

Don’ts

Turn your sprinklers on during a freeze.

Prune frost damaged plants until the active growing season. Premature pruning can result in weaker

new tender plant growth that will not survive even a minor frost.

Leave standing water and leaves in fountains and ponds since this will breed mosquitoes.

By keeping your yards in tip-top shape, you protect your investment and keep up the value of your

property. Late winter/early spring is a fun time to get outside and give your garden a wake-up facelift.

This past winter delivered an exceptional number of freez-

ing nights. On many mornings, green lawns were trans-

formed into frosty, white carpets, and rooftops looked like

gingerbread houses with white icing. Frost also settled on

plants, which may have caused damage to the cellular

structure of some leaves and citrus fruits and placed

stress on newly planted trees, shrubs and perennials.

In addition, irrigation systems may have experienced some

damage due to water freezing, which expanded and caused

emitters and lines to pop and break. With the freezing weath-

er, you most likely experienced more plant loss and irrigation

breakage than you have had in a while.

“The Need for Speed”: Speed Control that is.

It has been noted that the traffic on Morgan Drive is sometimes far above

the posted speed limit. It is mostly noticeable in the morning as people are

racing off to school and/or work and also in the afternoon as they return.

Some folks on Morgan Drive have a difficult time backing out of their own driveway due to the fast-

approaching cars. This poses a danger to everyone involved.

Here are some ways you can help keep our streets a safe place:

Watch your speed AT ALL TIMES. The posted Speed Limit is 25 mph.

If you have a Teen that drives, please mention this article and remind them about driving within the speed limit.

Be courteous to other drivers. Remember, most of these people are your neighbors.

Give yourself extra time. The 1 or 2 minutes you save by driving over the speed limit through our residential

streets is NOT worth the potential harm it could cause to others as well as yourself.

CC&R and Bylaws Revisions: In January all homeowners received documents in which

to vote for the revised CC&R’s and Bylaws. Please remember to send in your Voting Ballot by the dead-

lines. Mail your completed Ballot by February 20, 2013 in the pre-addressed envelope provided OR

hand-deliver it to 309 Mare Lane by February 27th, at which time the votes will be counted.

PLEASE VOTE. We are counting on you to return your ballot.

Financial Summary as of 01/31/2013

The above is a list of investments. Cash balances are invested in treasury bills and notes, money market funds and

certificates of deposit to eliminate all capital risk. We fully fund our reserves each year to maintain cash for capital im-

provements and major repairs.

Dues are due on the first day of each January and July. They are delinquent on the 31st of each of those months as

stated in the COLLECTION POLICY. It is important that each homeowner pay his/her dues promptly to enable our As-

sociation to continue providing service at low cost and to avoid charges for untimely payments.

Each year all 538 homeowners pay a total of $258,240 to manage the association and maintain the facilities in Bollinger

Hills. We need the funds to cover expenses of the association and to provide for repair, replacement and capital im-

provements in the neighborhood. If you would like to have input regarding where these funds are used, please contact

the Board of Directors in writing at P.O. Box 449 San Ramon, CA 94583 or send an e-mail to them through the ‘HOW

TO CONTACT US’ link on the BHHOA website at www.bollingerhills.org. You can also send your comments to me at

the same address, Attention: Terry Cunningham or e-mail me at: [email protected].

We continue to look for ways to save your funds by developing systems where savings can be made without sacrificing

your enjoyment of our neighborhood. We are sending out the Newsletter and Budgets by e-mail. Victor has reduced

the costs of lifeguards at the pool by reducing the number of lifeguards during cooler weather. This year I would like to

find a less expensive way for you to pay dues. We have revised our CC&R’s and Bylaws after 12+ years to bring them

into compliance with state laws. You can help save money by voting for adoption of those documents. If we do not get

enough votes, we will need to extend the voting period and work to obtain votes from those who have not sent in their

ballots. If they are not approved, we will need to spend additional funds to obtain reasons for the NO votes, revise the

documents and re-submit them to you for approval. PLEASE VOTE.

If you have an idea for cost savings or improvement for the association, please forward your ideas to me to review with

the Board to see if we can implement them.

To the Residents of Bollinger Hills,

My name is Henry Perezalonso. I am writing this letter on behalf myself, my wife Christine and daughters, Ava (6), and Addison (4).

We are very interested in purchasing a home in your neighborhood. We currently live in San Jose, and for almost a year I have been

commuting to work at the Town of Danville.

Over the past year we have spent a lot of time in the San Ramon Valley and through our frequent visits have learned what this valley

has to offer our family. There is a great sense of community, people are friendly and care about where they live. We are not a family

who wants to simply live in a neighborhood; we want to be a neighbor.

We are an active family, I am a Marine Corps Veteran working in recreation and Christine is a junior high school teacher. We are

both very involved through our church, daughter’s school and our local youth sports leagues. We want to give our girls a good life

through the community we live in, so we don’t want to settle on moving just anywhere. We have chosen Bollinger Hills because we

love the area and we want to be close to our family who live and also love it there.

This isn’t a real estate form letter trying to drum up business or a scam. This is a family, the Perezalonso family, who wants very

much to live in your area. We also throw a great Oktoberfest, complete with lederhosen, bratwurst, käsespätzle and Spaten. So if

you’re considering selling your home or if you know anyone who is, please let us know. We would love the opportunity to purchase a

home in Bollinger Hills.
