i-HOP attended ‘Maternal Incarceration’ an event hosted by the MAMSIE (Mapping Maternal
Subjectivities, Identities and Ethics) network in collaboration with Clinks. The purposes of the event
were to identify key challenges for mothers in prison, examine work already mitigating these

the proceedings, set the scene. She illustrated the incompatibility of early motherhood and
imprisonment; that normal things associated with becoming a mother such as being made to feel
special, celebrating and having some allowances made for you, are prohibited in prison. New
mothers in prison are only allowed six weeks off work or education, as opposed to the year to which
mums in the community are entitled.
The first speaker was Naomi Delap, Director of Birth Companions. The organisation began with a
group of antenatal teachers who came together in support of women in HMP Holloway who had no
one to accompany them during child birth. 20 years later in 2016, following David Cameron’s high
profile acknowledgement of the needs of women in prison, the Birth Companions Charter was
launched. It highlights and aims to standardise good practice in prisons order to ensure the safety
and wellbeing of women and their babies. The hope is that there will be a prison service order for
perinatal women. This early intervention approach would improve outcomes for women and
children and create future savings to the public purse.
In a similar vein, the following presentation from Laura Abbott (ex-midwife, lecturer and doctorate
student at the University of Hertfordshire) focused on her research of pregnant women in
prisons.100 babies are born in prison each year and only 50% of mothers and babies able to stay
together. 80% of mothers in prison have mental health problems and many have experienced
domestic abuse. Laura went on to share the varied experiences of mothers in prison; one woman hid
her pregnancy for fear of other women’s reactions and intentions.
Another, like many women, found out she was pregnant upon reception into prison. She felt
very uncertain about what would happen during the birth, who would be there, whether she would
be alone, if she could breast feed and who would care for her baby. Another participant was only
able to breast feed for three weeks before she was separated from her child upon being sentenced
to prison. Laura stressed the emotional turmoil experienced by women recently separated from
their babies when they are locked up in their cells for most of the day due to not being enrolled in
prison education or work scheme. Despite all this, Laura’s research highlights perinatal women’s
appreciation of small acts of kindness and understanding from prison officers.
The third speaker was Anastasia Chamberlen from Warwick University who had also conducted
research in women’s’ prisons. Her talk focused on the subjective embodied experience of
imprisonment to explore the intersection between gender and punishment. Motherhood arose in
her research within various themes, one being self-harm. Anna noted that women sometimes begin
self-harming in prison as a result of being separated from family and then have to hide the scars
from their children and families during visits or upon release. This harsh reality was corroborated by
those in the audience who had lived and worked in female prisons. Mirroring the sentiments
of Laura's presentation, Anna stressed that mothers in prison are often “more vulnerable than
criminal”.

Lucy Baldwin (ex-probation officer, lecturer in criminology and author of Mothering Justice) gave a
more child-focused presentation. She began by reminding us that an estimated 18,000 children are
separated from imprisoned mothers each year and asserted that in general, women’s sentences are
unfair on children. During one prison visit Lucy observed a child fall over and a mother who
was prevented from physically comforting them. For older children, not having a Mum around can
mean a lack of crucial life advice and for some children having a grandmother go to prison can be
detrimental. Lucy reminded us that motherhood can be simultaneously the most poignant and most
judged aspect of a woman’s identity.
Anne Fox later highlighted that not recognising this is a missed opportunity for reducing reoffending,
failing the women, families and wider criminal justice system. Lucy recalled a research participant
who was a proud mother of five whose probation officer had never asked her about her relationship
with her children. The event attendees agreed that high quality contact between mothers in prison
and their children is needed for effective reintegration back into family life upon release. The
audience learned of Ireland’s good practice; mothers’ prison sentences can be deferred if deemed
harmful to children. Mothers are also given free stamps and six minutes of phone credit per day in
order to maintain family ties.
The last speaker was ex-barrister Shona Minson from the Centre for Criminology at the University of
Cambridge. Her research looked from a children’s rights perspective at imprisoned primary carers in
England and Wales. Shona noted the harms to children when a mother is imprisoned including poor
educational experiences, lowered wellbeing, stigma and discrimination. Each aspect of the parent
and child relationship is regulated by the prison which can be at odds with the best interests of the
child. Visits may only be possible during school hours and attending may be a lengthy and costly
process, taxi fares are not covered by the Assisted Prison Visits Scheme causing young people and
families to face costly journeys from the train or bus station to the prison gates as these routes are
not commonly covered by public transport, and some children may not even be allowed contact
with their mother at all.
“Every aspect of children’s lives”, Shona stressed, “is affected in the immediate and long term”.
Despite these negative impacts, children are often not asked about how they are affected. A 16 year
old participant in Shona’s study laughed when asked how he felt about his mum going to prison as
no one had ever talked to him about this before.
Discussions at the event recognised that prisons are struggling due to austerity. Important points
were made about staff shortages leading to untrained prison officers making assessments about the
health and labour status of women in their care. There was also recognition of the ‘emotion work’
needed from prison officers working with perinatal women.

There was a general agreement amongst speakers and attendees for the need for significant
reduction in imprisoning primary caregiving mothers. Comments centred on putting an end to
disruptive short prison sentences for women and increasing community programmes, as
recommended by Baroness Jean Corston 10 years ago in her seminal review of the female secure
estate. i-HOP’s take on this event centers on a few things; a belief that people can change and in the
legitimacy of parenthood regardless of gender or imprisonment. With these sentiments in mind we
can work towards improving the wellbeing and outcomes for the children of imprisoned parents.

Mental Health Recovery and Employment Service (Birmingham)
NHS ARDEN AND GREATER EAST MIDLANDS
Mental Health Recovery and Employment services will be combined and provided under one
contract as part of an integrated service, which will enable services to work in a co-ordinated
fashion.
Whilst a number of definitions of Recovery are available the definition provided by the Centre for
Mental Health is used for the purpose of this specification. A revised or alternative local definition
may be adopted going forward:
Agency - gaining a sense of control over one's life and one's illness. Finding personal meaning - an
identity which incorporates illness, but retains a positive sense of self.
Opportunity - building a life beyond illness. Using non-mental health agencies, informal supports and
natural social networks to achieve integration and social inclusion.
Hope - believing that one can still pursue one's own hopes and dreams, even with the continuing
presence of illness. Not settling for less, i.e. the reduced expectations of others
Whilst the principles of recovery should inform all parts of the mental health system the Recovery
and Employment Service will offer a range of practical support to assist individuals with serious
mental illness (SMI) on their journey of recovery. This specification details two core service elements
(Recovery Centres and Individual Placement Support). Whilst these elements are set out separately
it is anticipated that they will be provided in an integrated and aligned manner.
(A) The Recovery Centre offer will be aligned to the four newly created integrated community
mental health services in Birmingham for adults over 25 Birmingham and Solihull Mental Health NHS
Foundation Trust (BSMHFT) and the Forward Thinking Birmingham (FTB) community hubs. The
service will offer a 1:1 recovery support planning to include a Personal Health Budget (PHB) function
and recovery focused activities based on a Recovery College model and supports the development of
peer-led support networks and groups.
The service will use Recovering Quality of Life (ReQoL) assessment framework to monitor individual's
recovery. The brokerage function involves the 1:1 personal support aspect of the service supporting
people to plan how their budget could be effectively spent to meet their desired outcomes.
(B) A full fidelity Individual Placement Support Service for individuals aged over 18 to be integrated
into community mental health services within Birmingham and Solihull Mental Health NHS
Foundation Trust (BSMHFT) and Forward Thinking Birmingham (FTB) hubs, partly based on an
outcomes based contracting model which will be used to link funding to the achievement of

The duration of the contract is 3 years with a 2 year extension option (maximum 5 years). The
contract value over a 3 year period is expected to be circa £5,248,363.01, but may increase to
£5,372,972.09 subject to achievement of CQUIN targets. Should extension option be activated and
CQUIN targets achieved then over 5 years maximum contract value could be circa £8,954,953.48.

Development Of Armed Forces Training Packages For LA Members And Staff

The Armed Forces Covenant is a promise from the Nation that those who serve or have served in the
armed forces, and their families, are treated fairly. For communities, the Armed Forces Covenant is a
promise of mutual support between a civilian community and it’s local armed forces community.
The WLGA has recently received funding from the MOD Covenant Fund, under the Strengthening
Local Government Delivery of the Covenant Priority, to fund a national project to support the
successful delivery of the Armed Forces Covenant at a local, regional and all-Wales level to achieve
improved outcomes for the Armed Forces Community. It will develop a number of resources for use
by local authorities to help increase understanding, improve consistency of message and avoid
duplication in delivering Covenant commitments.
Four regions in Wales have also received funding from the MOD Covenant Fund and this national
project will compliment the work being undertaken by local authorities regionally and will need to
link appropriately
The objective of this piece of work is to help raise awareness of the Armed Forces Covenant and
issues affecting the Armed Forces Community by:
Developing training packages available in different formats and including trainer notes which
are aimed at different audiences namely: elected members, local authority frontline staff,
and local authority departmental leads; and
Providing 4 ‘Train the Trainers’ sessions across Wales to support the roll-out of training

Dynamic Purchasing System for the TRAC 11-24 Programme
Collaborative project
TRAC 11-24 is a collaborative project supported by the European Social Fund through the Welsh
Govt. TRAC 11-24 aims to support participants aged 11-24 yrs identified as being most at risk of
becoming NEET (Not in Education Employment or Training). The vulnerable factors could include low
attendance, behavioural issues, low attainment, and other well-being factors.
TRAC will provide dedicated support to address these factors and develop skills to re-engage with
education. Participants aged 11-16 only (Key Stage 3 and 4) will be able to access an alternative
training provision. There are no restrictions on types of training that are available to participants as
it depends individual needs of participants.
The training provisions cannot be fully stipulated at this time.Once the specific training requirements
have been established for a participant or group of participants, the TRAC local teams (within each
Local Authority) will organise the appropriate training on behalf of participants.

Rent Smart Wales Training Provider - Prior information notice
The City of Cardiff Council
Rent Smart Wales is responsible for implementation of Part 1 of the Housing (Wales) Act 2014. The
purpose of the legislation is to require private landlords to register and either become licensed or
appoint another person/company to hold the licence on their behalf. Part of the licensing
requirements require licence holders to have completed approved training. This training provides
landlords or agents that manage properties in Wales with relevant, up-to-date information and
professional development opportunities in order to successfully manage tenancies within the law.
It is essential that the training provider will have the relevant qualifications and experience of the
private rented sector to deliver training across the whole of Wales. Rent Smart Wales will require a
competent training provider to deliver course material confidently and engagingly in order to
positively engage with landlords and agents. Paramount is the ability of the trainer to quickly gain
the respect of delegates, which will require a good understanding of the pressures and challenges
facing landlords and agents.

Forestry Commission Media Training Contract
This contract will cover the whole of England, requiring travel to district offices across the country to
deliver the necessary training package.
Objectives
We would like to ensure that Forestry Commission spokespeople;
Are confident speaking to the media proactively [radio/broadcast/phone]
Are more comfortable managing a response to a contentious issue
Have tools and techniques that enable them to lead and steer media conversations
Understand the basic workings of the media and its impact
Forest Enterprise England districts have different needs for media training, so we would require the
training to be flexible.
We need the option to select a tailored media awareness course and a tailored spokesperson
course which will focus on practical training for media interviews. Issues covered in training will span
people, wildlife and timber and trainers will need to accommodate the varied messages.
The spokesperson course will need to;
Interview course candidates and pose difficult questions on a relevant subject matter to
them
Allow them to practice on camera interviews, which can be watched back and analysed
Give participants tips and tools for speaking on camera and managing challenging media
questions
Explain the basic workings of the media and how to speak to a journalist
Explain Forestry Commission protocol for when media contact you directly
Deliver the course in a judgement free environment
Participants will need to leave the course knowing what to expect for a media interview and
feel more confident in handling a media interview, equipped with the background
knowledge of a media environment

As a Schedule 3 (“Light Touch”) service the Contracting authorities with the need for Apprenticeship
Training can decide how to procure via the Dynamic Purchasing system, either by further
competition with a split of quality and price or by further competition by price only. This will be
determined by each named authority as the need arises. The numbers, volumes and types of
Apprentices will vary from Authority to Authority.
Estimate Levy figures for each Authority per annum are as follows: Please note that these figures are
estimates of the total levy each organisation will pay and are not an indication of actual spend.

APPRENTICESHIP TRAINING PROVISION – REPUBLICATION
Leeds City Council
The procurement of Training Provision to a 2 Year Framework Agreement to enable delivery of
Apprenticeship training at Leeds.
Lot 1 – Business Administration
Business Administration within the Council is a significant service function with a regular turnover.
The resource is centrally managed but allocated across services. We have had recent success in this
area with 91% of apprentices successfully completing and either moving on to further study or
employment and we would look to continue this good work. We require provision of Level 2 and 3 in
Business administration from a provider with excellent achievement levels.
Lot 2 – Construction
Traditionally Leeds Building Services have recruited apprentices to resource their workforce at the
entry level. These start with a 14 month QCF apprenticeship which covers a range of trades which
are generally completed prior to staff electing a preferred trade apprenticeship. Learners then go on
to specialise in a given Trade apprenticeships at Levels 2 and 3 and these may increase in future
(frameworks/standards include those in carpentry, plumbing, electro-technical, plastering and
painting and decorating).
Training Providers should have good quality provision for practical elements of the apprenticeship in
a location within easy reach of Leeds. This lot also covers the business needs of our Highways service
that currently require delivery of Construction Operations & Civil Engineering, also Intermediate and
advanced Civil Engineering and may extend to further highways related skills at a future date.
Following the practical vain of this lot our Fleet service requires delivery of Heavy Vehicle
Maintenance and Repair, Level 2 & 3 which should likewise have suitable practical provision.
Lot 3 – Customer service
Our customer service provision across the Council is large scale covering our call centre, community
hubs and libraries and other service areas that come into contact with community or visitors. It is
hoped that in time, apprenticeships may form the entry route to roles across the service. However at

this time commitment is ring fenced to the contact centre where core customer service skills are
required to deliver a first point of contact service. Apprenticeships will provide the building blocks
for career progression and aid retention in a fast moving field. Customer Service Level 2 and 3 is
required for this Lot.
Lot 4 – Health & Social Care
Training and development within Adult Social Care has been a solid provision for some years and
more recently apprenticeships are featuring highly as a main form of entry level recruitment.
One of our priorities is to upskill our current workforce and deliver transformational roles through
apprenticeships, we will also provide Apprenticeship support to Private, Independent, and Third
Sector Social Care organisations. In the short to medium term we want to deliver the new
apprenticeship standards from Level 2 to Level 5 in Health and Social Care. In addition to this we are
looking for a training provider who will be able to deliver higher level degree apprenticeships.
This lot is also looking for strong provision for Children’s Services with a wide range of current and
future requirements covering courses between Level 2 and 7 in a range of Children and Young
People’s standards, including level 4 and level 5 ‘working with children and young people,’ childcare,
Early Years Educators (in future we may consider standards in Occupational Therapy once these are
approved and ready for delivery). Our Children and Families service are also keen to develop and
adopt new and higher level standards including a level 7 apprenticeship in leadership and
management.
Lot 5 – ICT
Digital skills are an ever growing area. As a Council we have employed a proportion of entry level ICT
posts as apprenticeships over the last few years, focusing mainly on Microsoft and networking skills.
In a bid to develop our apprenticeship offer we are also seeking to convert ICT degree courses that
we have supported and as such would be looking for a provider that could cover both the Level 2/3
and also higher degree level ICT courses.
Lot 6 – Legal
Our Legal services are keen to provide a clear progression pathway for a career in Legal within the
Council. This will involve Legal apprenticeships which will include Level 3 para legal up to Level 6.
Professional Legal accreditation must be achieved at the outcome of the apprenticeship.
Lot 7 - Sport & Leisure
Sport and Active Recreation have an active training ethos and are keen to develop their staff where
ever they see the potential. Training providers would be expected to deliver the breadth of sports &
recreational related apprenticeships including leisure operations, leisure duty manager, Personal
Training, gym instruction and Activity Leadership. Training must be delivered flexibly and be mindful
of shift patterns.

Although less developed the Council are considering extending their offer in more of the Leisure and
arts areas including libraries, museums and theatres, we would be interested in providers who could
cover the breadth of this lot.
Lot 8 - Professional Support services
This lot covers the range of support services functions and associated apprenticeship training (those
that fall outside of ICT and Legal specialisms). This will include apprenticeship equivalents to
professional qualifications including Finance, HR, and Projects & Procurement including
accreditations to; AAT, CIPFA, CIPD, CIPS and APMP. Standards & Frameworks will range from Level 2
to 7 and cover AAT 2-4, and professional Accountant Level 7, when released. Also required are HR
standards levels 3 to 7, as and when these are available for delivery.
For our Projects & Procurement Unit the business requires Project Management and Public Sector
Commercial and Professional Level 4 standard. Accreditations to professional bodies must be
achieved at the outcome of the qualification.
Lot 9 - Leadership & Management
Leadership and management training has traditionally been provided across services and across
levels to fill skills gaps and develop rising talent. In the past this has been supported through training
and development budgets. With part of the budget now dedicated to pay the apprenticeship levy it
is important that where possible Leadership and management apprenticeships are utilised instead of
traditional routes. The Council is keen to provide a solid career progression through Leadership &
Management and so requires delivery of Levels 3 to 6.
Lot 10 - Facilities & Services
We have a number of other front line services that lend themselves very well to recruiting
apprentices these incorporate manual services such as Parks, including; Land based studies with our
Parks and Countryside service, delivery required in frameworks/standards covering Horticulture,
Land Based Engineering and General Gardening Operations. Our Housing Service are also keen to
provide a clear career pathway within the service and to initially provide introductory numbers of
apprenticeships to support this. These will include Level 2 standard Housing Property Management
Assistant, Level 3 Housing Property Management, in time Level 4 in Senior Housing Property
Management and possibly Level 6 Housing qualifications in the future.
Lot 11 - Schools
Schools in Leeds are specifically looking for high quality education based apprenticeships that enable
them to benefit from the levy fund in their sector. These would naturally include Schools Business
Director/Manager, Early Years practitioner, various support roles (eg Technicians, Caretaking,
Catering, Administration) and once developed, Teaching Assistant and Teacher apprenticeships.

Training Providers bidding for this lot should be comfortable to deliver in a flexible way that may
accommodate schools working together in clusters and alliances.
NEW STANDARDS & COURSES
As the legislation is new, and there are gaps in available standards in some business delivery areas,
training providers who tender for this contract should outline how they will engage in discussions to
assist the Council to develop new standards and courses where relevant. This will include training
designed to upskill current employees as well as new recruits. Where courses already exist the
Council requires that there is scope to negotiate on course content to ensure the most appropriate
course is being delivered for our business needs. Tenders are expected to outline how possible this
might be.
END POINT ASSESSMENT
It is expected that under the Framework contract, the successful Training providers will be
responsible for arranging end point assessment for the courses they are commissioned to teach. It is
necessary that this is an independent organisation so that all apprentices following the same
standard are assessed consistently. The end point assessor must be signed up to the register for
apprentice assessment organisations.

Talent Management Programme: Background
The London Leadership Academy (LLA) supports leadership development through Talent
Management (TM) by building the capability of local NHS organisations and creating a vibrant

Executive Development Programme Framework 2 – Business Growth Hub
The Business Growth Hub (BGH) wishes to appoint a panel of up to 10 service providers to enter into
a Framework Contract for the delivery of leadership development to owners, directors and senior
leaders that will develop their skills, knowledge and expertise to enable growth within their
business. The programme will target businesses that employ five or more staff and have the capacity
to create jobs and increase turnover/sales.
Programme delivery (12 hours of support element) is from August 2017 through to June 2018 with
an overall target to engage and support a minimum of 100 businesses.
The successful suppliers will be expected to deliver high quality training/development across Greater
Manchester. These suppliers will form part of a framework of providers and will be called off by the
BGH to work with named executives from eligible businesses.
Providers will be expected to identify and refer eligible business to BGH. Businesses will also be
referred to the programme from alternative sources. All businesses regardless of referral source will
be required to complete the application process and meet ERDF and growth criteria. Programme-
specific growth criteria include the creation of at least one full-time equivalent (36 hours per week
or more) job within six months of completing the programme.
A supplier is not guaranteed to be called off to work with a business, regardless of the referral
source.

The specific requirement is for:

It is envisaged that the provision will be delivered by one or more providers based in each area of
the city. These providers will have the capability, capacity, experience and a track record of
successful delivery of similar provision to a wide variety of learners within the specific context of the
locality/ies for which they submit a response. This will include experience of delivering in a variety of
community settings such as primary schools, libraries and community venues. It is essential that
providers have credibility within the areas they propose to deliver.
Providers need to satisfy the accompanying PQQ to be accepted onto the Sheffield City Council
Framework as a potential provider for the funding stream.
All potential providers must note that key performance indicators will be included in all contracts for
AEB provision which are issued as a result of this procurement.
They will, as a minimum, include expectations in terms of learner retention, achievement, pass, and
progression rates.

KCC procured an E-learning LMS and module content in 2012. We have now entered into the final
year of this contract so are required to re-tender for this provision through a market engagement
activity. KCC have been utilising the eLearning Learning Management System since April 2013.
Supported by CMT, eLearning is our default method of learning and development for KCC due to its
cost effectiveness. In the last 3 years we have moved from 65% of development being delivered
classroom based to 70% being delivered via eLearning, this had led to a per training cost reduction of
32%. KCC is seeking a primary solution provider with appropriate sub-contractor (s) to externally
host a solution that will:
- support the management, administration, communication and marketing of e-learning via two
channels to:
KCC’s workforce (1 Channel) – 9000 users
Private, voluntary and third sector organisations (2nd Channel) – 5000 users - provide a
gateway to an extensive range of pre-built, up to date, off-the shelf quality e-Learning
courses provided by the solution provider.
The LMS’ will be SCORM/API compliant and allow for existing authored/purchased content to be
uploaded and accessed by staff and other authorised users
host an e-learning platform to support e-Learning content added by Kent Council staff and

provide an authoring tool to enable KCC staff to author bespoke media rich e-Learning
content and re-purpose off-the shelf courses as required;

SCC DW Surrey Online School Tender

Surrey Online School (SOS) is part of Surrey County Council (SCC) education services and is relatively

Grants to Improve the Lives of Children (UK)
The DM Thomas Foundation for Young People supports registered charities that work to improve the
lives of disabled and sick children and young people by awarding grants for equipment, training, and
support.
Through the Foundation's Central Grants scheme, awards of a few hundred pounds and up to
£30,000 can be made, although the majority of grants will be under £10,000.
Examples of grants awarded in 2016 include:
£30,000 to Disability Challengers for a sensory room.
£21,033 to Drove Road Residential Centre for a new playground.
£2,932 to Ichthyosis Support Group ISG for residential activity camps for children affected by
the condition.

Funding for Community Energy Projects (UK)
Energy Supplier E.On, has announced that it has launched a new fund to help communities better
manage their energy consumption.
The Energising Communities Fund will provide grants of between £50 and £2,000 to support a range

Priority will be given to projects focused on reducing energy use an
