Heerema installs locally designed & built offshore platform A significant heavy lift event which was undertaken, offshore Trinidad and Tobago, is the installation of the “Serrette” Platform (built 2010) for bp Trinidad and Tobago. This platform was 100% designed and built locally at La Brea, south Trinidad. It is not often a Deepwater Construction Vessel (DCV) like Heerema’s “Balder” with its gigantic twin cranes which are capable of a tandem lift of 6,300 t (6,945 short tons) visits our small island to do this type of work. We welcome the crew during their visit to our country and look forward to feature more photos of this milestone in our upcoming May 2010 e-newsletter. Trinidad & Tobago signs Maritime Treaty The Prime Minister of Grenada, the Honourable Tillman Thomas recently journeyed to Port of Spain on April 21, 2010 to undertake a signing ceremony on the Delimitation of Marine and Submarine Areas. This ceremony was held at the Diplomatic Centre, St. Ann’s. TRINIDAD & TOBAGO COAST GUARD WELCOME CEREMONY The Welcome Ceremony of the Trinidad and Tobago Coast Guard for Six (6) Fast Patrol Craft (FPCs) was held on February 27, 2010 at the Coast Guard Headquarters, located at Staubles Bay, Chaguaramas at 1600 Hrs.

KEPPEL NEW SHIPBUILDING YARD IN BRAZIL Keppel Offshore & Marine Ltd (Keppel O&M), through its wholly-owned Brazilian subsidiary, Navegantes Maritime Construction and Services, has entered into an agreement with Brazil’s TWB Group to acquire the Estaleiro TWB shipyard in Navegantes, Santa Catarina. This acquisition is subject to the fulfillment of certain conditions by the TWB Group.

This 7.6 hectare shipyard will be operated by Keppel O&M’s specialised shipbuilding arm, Keppel Singmarine. It has a 300-metre long waterfront and is equipped with a slipway, pipe and hull shops and an outfitting quay. Keppel O&M’s total investment in the yard, including further capital expenditure to upgrade and modernise the facility, will be in the region of about US$50 million. Mr. Chow Yew Yuen, President (the Americas) of Keppel O&M, said, “Our latest acquisition reinforces Keppel O&M’s Near Market, Near Customer strategy, and complements our BrasFELS yard in Angra dos Reis in offering a slew of comprehensive solutions for Brazil’s offshore oil and gas sector. “Petrobras has announced plans to charter some 147 locally-built Offshore Support Vessels over the next five years, with at least 70% of the work on each newbuild to be carried out within the country. Through this new facility, we will bring our specialised shipbuilding expertise to the doorsteps of Brazil’s offshore field development market to help satisfy the demand for robust support vessels.” To be named Keppel Singmarine Brasil, the new yard will focus on the construction of Offshore Support Vessels such as Anchor Handling Tug Supply vessels, Platform Supply Vessels, Oil Recovery Support Vessels and harbour tugs, among others. It will also be equipped to undertake the fabrication of offshore modules, which will be an added advantage for Keppel to support the execution of major projects at the BrasFELS yard.

The modernisation programme planned for Keppel Singmarine Brasil will include upgrading the existing slipway, as well as constructing a new slipway, a wharf, heavy lift gantry cranes and pipe and hull shops fitted with modern machinery and equipment. Keppel’s new yard is expected to be operational by the second half of 2010. At full capacity, it is estimated to be able to complete an average of eight vessels a year. “Keppel Singmarine Brasil is set to offer a one-stop solution for customised vessels, backed by our proven proprietary technology and engineering capabilities. I am confident that we have a compelling proposition for ship owners operating in Brazil, which will poise us to capture new opportunities and meet Brazil’s high local content requirements,” Mr Chow added. The municipality of Navegantes, where Keppel Singmarine Brasil is based, is an hour’s flight from the city of Sao Paulo. The shipyard is located 110km north of Florianopolis, the capital city of Santa Catarina, and is 15 minutes by car to the Navegantes airport. It is also in proximity of supporting marine industries in the Navegantes and Itajai areas. The above acquisition is not expected to have any material impact on the net tangible assets and earnings per share of Keppel Corporation Limited for the current financial year.

CATERPILLAR DEVELOPING SOLUTIONS TO IMPROVE EMISSIONS

FOR CAT® 3500 SERIES MARINE ENGINES As a marine engine manufacturer for more than six decades, Caterpillar has long been a champion of technological innovation. The company has heavily invested in engine development and proprietary technologies to meet exhaust emissions requirements around the world without sacrificing engine performance to continue meeting customer needs.

With thousands of engines still in operation that were produced before emissions regulations were in effect, Caterpillar Marine Power Systems and Caterpillar Emissions Solutions have been working for nearly two years to design engine retrofit kits. These kits will allow customers to upgrade Mechanical Unit Injector (MUI) engines to reduce emissions to Environmental Protection Agency (EPA) regulated levels. The EPA is now focusing on unregulated or prior-tier engines through the Marine Remanufacture Program.

Caterpillar is announcing plans to launch a series of kits to upgrade MUI engines to either EPA Tier 1 emissions level or EPA Tier 2 emissions level. Through an overhaul, the kits will allow marine engine operators of Cat® MUI engines to comply with the EPA Marine Remanufacturing Program. “Caterpillar has been recognized for years as the most reliable engine manufacturer in the industry,” says P. Jaime Tetrault, Product Support Director for Caterpillar Marine Power Systems. “This means that our customers are using engines day in and day out for decades with market leading quality and durability. While this is a great value to the customer, Caterpillar is committed to ensuring that customers have the opportunity to continue their reliable operations, comply with regulatory requirements, and reduce their overall environmental footprint.” Testing of the engine retrofit kits has been taking place throughout the United States supported in part by government grants. This money has supported three private marine operators in the overhaul, upgrade, and testing of their engines all in verification of emissions reductions. The vessel operators have reported positive responses to the engines by reducing smoke and emissions output with positive impacts on vessel performance.

“Despite the variety of technologies which could be used to affect the requisite reductions in particulate matter, Caterpillar believes the engine retrofit option will prove most beneficial to our customers,” notes Terry Sears, Caterpillar Emissions Solutions Product Manager. “By upgrading a mechanical engine to an electronic engine, the operator will gain smoother operation, easier diagnostics, and improved fuel economy above and beyond reducing emissions. The ease of installation is also another win because the entire retrofit can be accomplished in hull without major modification of the design or structure of the vessel.” Retrofit kits will be available through the Cat global dealer network beginning later in 2010. The development of the upgrade kits underscores the focus from Caterpillar on helping customers reach their sustainable development goals. Caterpillar Marine Power Systems has long been a leader in environmental issues, allowing customers to focus on business progress.

From the very beginning of the movie you are swept into a very plausible scenario: Russian rebels have captured nuclear missile silos and are threatening to launch at the U.S. The USS Alabama has been deployed to launch a preemptive strike against Russia. Denzel Washington gives the best performance of his career as Lieutenant Commander Hunter. His character's by-the-book style is at direct odds with Captain Ramsey's (Gene Hackman) old-school ways. The result is an incredible clash of wills that results in mutiny and the near destruction of the world in a nuclear holocaust. The tension is thick in this drama, and the movie has emotional moments and moments of extreme joy. You will be on the edge of your seat rooting for either Capt. Ramsey or Commander Hunter throughout the movie. This is a must-see movie!

Bahamas pays its 2010 contribution to IMO budget - April 26, 2010

His Excellency Mr. Paul Farquharson, QPM, High Commissioner and Permanent Representative of the Commonwealth of the Bahamas to the International Maritime Organization has presented (on 7 April 2010) a cheque for £1,377,596 to the Secretary-General of the International Maritime Organization (IMO), to settle in full the assessed budget contribution to IMO of the Government of the Bahamas for 2010. Mr. Farquharson was accompanied by Commodore Davy F. Rolle, Managing Director and Chief Executive Officer, the Bahamas Maritime Authority and Ms Judith Francis, Maritime Attaché and Alternate Permanent Representative of the Commonwealth of the Bahamas to IMO.

The annual assessed budget of IMO (of £27,748,500 for 2010) is distributed amongst the Organization's 169 Member States and three Associate Members on the basis of a contribution formula which, broadly speaking, apportions 85% of the budget to the gross tonnage of ships registered in each Member State, as recorded by IHS Fairplay, and 15% according to capacity to pay. Bahamas has the world’s third largest merchant fleet by gross tonnage under its flag and its contribution represents around 4.9 per cent of the assessed budget for the Organization.

Jamaica: Security takes Centre Stage - April 23, 2010

Security matters took centre stage last week when the Maritime Authority of Jamaica joined forces with Canadian experts to develop a comprehensive national security strategy.

“Jamaica, being an island state depends on imports and exports by sea (up to 90 percent) and has to satisfy international maritime conventions that are in place, including security arrangements which are consistent with international rules and regulations,” Transport and Works Minister Michael Henry said.

A variety of Canadian representatives spoke on several key aspects of Canada's marine security regime, including the Marine and Ports Branch of the Royal Canadian Mounted Police. Officials from the Maritime Authority of Jamaica, the Port Authority of Jamaica, Port Security Corps, JDF Coast Guard, JCF Marine Operations and Jamaica Customs, together with a number of leading Jamaican maritime business leaders were all in attendance.

China’s 2010 Shipbuilding Activity Accounts for 41% - April 21, 2010

China’s shipbuilding orders have increased to 8.26 million dwt in first quarter of this year. China’s Ministry of Industry and Information Technology stated that in the period from January to March 2010 the country’s output of completed ships surged 128%. That now accounts for 41% of the world’s total. China's total shipbuilding orders amounted to 184.1 million dwt at the end of March, 2.2% less than at the end of 2009.

T&T, Grenada Sign Maritime Treaty - April 21, 2010

Prime Minister Patrick Manning and Grenada Prime Minister Tillman Thomas signed a maritime boundary delimitation treaty between the two countries at the Diplomatic Centre, St Ann’s, Trinidad.

A Joint Commission on Maritime Boundary Delimitation, which was established by the two governments, resumed discussions in March 2009.

The objective was to create a basis for the exploration and development of the marine resources in the maritime space as they pertain to Trinidad and Tobago and Grenada, a statement from the Office of the Prime Minister indictated. Negotiations on the matter have now been completed and today will mark the formal signing of the terms of agreement reached, the Office of the Prime Minister said.

MARAD Awards $14.7 Million in Grants to Help Shipyards - April 19, 2010

MARAD has announced $14.7 million in grant awards to help improve 17 small shipyards in some 16 shipbuilding states in the United States of America. The funds will help these shipyards become more competitive by purchasing modern equipment and training workers. “These grants will help modernize small shipyards and strengthen our economy by making sure we maintain the ability to build and repair ships in the United States,” said U.S. Transportation Secretary Ray LaHood.” “Small shipyards are an important part of our nation’s shipbuilding industry,” said David Matsuda, Acting Maritime Administrator. “Shipyards on both coasts, the Great Lakes and our inland waterways will be able to increase productivity and be more competitive as a result of these grants.” The grants, which are part of the Assistance to Small Shipyards program, will go to shipyards around the country that provide essential services to commercial and government ships. MARAD received over 160 grant applications requesting $180 million in assistance. The grants support a vital segment of the America’s maritime economy and promote long-term job creation and retention opportunities.

HEEREMA MARINE CONTRACTORS INSTALLS FIFTH LOCALLY

DESIGNED & BUILT OFFSHORE PLATFORM FOR BPTT BP Trinidad and Tobago’s fifth locally designed and constructed platform, “Serrette”, was successfully installed on April 21, 2010 by Deepwater Construction Vessel “Balder”

The “Serrette” platform is the fifth in a standardized programme of ‘clone’ normally unmanned installations (NUIs), preceded by “Cannonball”, “Mango”, “Cashima” and “Savonette” platforms.

On April 21, 2010 bpTT’s “Serrette” platform was installed in Trinidad waters in the company’s east coast offshore acreage. The “Serrette” platform is located approximately 51 kilometres north of bpTT’s Mango development and represents the first development in the northern area of bpTT’s Columbus Basin acreage and has been equipped to enable future development opportunities in this area. “Serrette” is the company’s 13th offshore production platform and is the fifth of its kind, designed and constructed in Trinidad and Tobago.

This project was sanctioned in May 2009 and has a design capacity of one billion cubic feet per day (bcfd) and will deliver a peak production of 500 million standard cubic feet per day (mmscfd).

Fluor Daniel South America together with Summit, both based in Trinidad, was responsible for the engineering design of the platform and was built by the La Brea based Trinidad Offshore Fabricators Company (TOFCO). The jacket and topsides were installed by Heerema Marine Contractors Deepwater Construction Vessel (DCV) “Balder” (built 1978). The topsides weigh 1,081 tonnes while the jacket weighs 1,943 tonnes. Production is planned for the first quarter of 2011.

THE BRATT: BURCHETTE ROBERT ALLAN TRAINING TUG

The BRAtt project evolved from Ron Burchette’s training programs for tug operators using radio-remote controlled scale models. Why not build a model that is large enough for the operator and instructor to ride on and learn in the same space frame of reference as the boat?

docking tug masters without taking an expensive full-size ASD tugs off the job. The boat will be fitted with a fully operational Braden hawser winch forward with the tow line passing through a polished stainless-steel staple. The propulsion system on the BRAtt is scaled to proportionately represent the full size tugs. It begins with a pair of Cummins QSB5.9-230 HD engines, each delivering 225 hp at 2,600 rpm into engine mounted ZF280.1 gears with 1:1 ratios. To allow for further reduction below the engines 600 rpm idle, the gears have slipping clutches. Flexible Centa torsional couplings are installed between the engines and their gears. Additional flexible couplings are at either end of the drive shafts to reduce vibration and to accommodate any movement in the flexibly mounted engines. The Z-drives are Olympic Model HD3 with 2:1 reduction. The propellers are 25 3/4 inch stainless in stainless nozzles. Both the engines and the Z-drives are mounted with a five-degree angle upward to the stern. The 450 hp twin-engined tug is anticipated to deliver an 8000-pound bollard pull. Robert Allan Ltd.’s project manager Michael Burgess said, “We have tried to stay all aluminum for the piping and fittings. Where that is not practical, such as the staple on the bow, we have used stainless. The engine is isolated from the aluminum with stainless shims.” Among the many interesting and innovative features of the BRAtt are the four bollards built to also serve as lifting points for the 16-metric ton vessel. The wheelhouse will be fitted on resilient mounts to provide a lower ambient noise level in the training area. In operation there will be room for at most three people on the boat, but ideally just two. In addition to its training functions, the BRAtt can serve effectively as a real tug, doing smaller towing, docking and line-handling duties, and other harbor tasks such as boom deployment, The BRAtt will be unveiled at the International Tug & Salvage Conference in Vancouver in May 2010.

The BRAtt is a 25.6 ft by 11.8 ft aluminum-hulled training tug designed by Robert Allan Ltd, with the designer’s distinctive double-chine hull form. Under the counter of the broad stern the hull tucks in quickly providing good water flow over the twin azimuthing drives located aft in the ASD manner. Forward, a relatively deep bow is augmented by a skeg that makes this an escort capable tug. When complete later this spring, the little tug will be able to provide real water training to aspiring assist and

GORTT Signals Impending Acquisition of Caridoc Shipyard Prime Minister Patrick Manning recently delivered the feature address at the T&T Chamber of Industry and Commerce’s Annual General Meeting and Luncheon held at the Hyatt Regency Trinidad, Port-of-Spain on April 14, 2010.

Outlining some of the government’s upcoming plans, he mentioned the acquisition of the Caridoc Shipyard, located at Chaguaramas Bay for ship repairs and shipbuilding.
