We are pleased to hand out the 3rd and the 4th issue of the Newsletter of the Lithuania-Poland-Russia ENPI Cross-border

Cooperation Programme 2007-2013, which presents a general overview of the Programme implementation.

In this issue you will fi nd information regarding Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 Second

Annual Programme Conference, which was held in Kaliningrad on the 23rd September 2011. There is also an insightful

interview with Mr Leszek Żukowski , the Head of the Joint Technical Secretariat (JTS), on the issue of CBC Programmes.

We have also prepared a brief information about the 4th Forum of European Funds, which took place on 5-7th of May

2011 in Warsaw, Poland. The Forum is an annual event organized by the Ministry of regional Development of Poland to

familiarize the public with the EU funded programmes. The Lithuania-Poland-Russia ENPI CBC Programme 2007-2013

was also present.

Traditionally in a section “Getting to know the Programme Regions”, we bring to your attention another remarkable place

within the Programme area – the city of Klaipeda. We hope that our article will inspire you visit this beautiful region!

Working Meeting in DruskininkaiThe Working meeting of the Lithuania-Poland-Russia ENPI CBC

Programme 2007-2013 was held on April 12-13, 2011 in Druski-

ninkai (Lithuania). The meeting was opened by Mr Gediminas

Česonis, Head of the Regional Development Unit of the Regio-

nal Policy Department of the Ministry of Interior of the Republic

of Lithuania, and chaired by Ms Iwona Brol, Head of the Territo-

rial Cooperation Department of the Ministry of Regional Develop-

ment of Poland, which acts as the Joint Managing Authority

of the Programme.

Representatives of the Ministry of Regional Development and the Ministry of Foreign Affairs of the Russian Federation

as well as the Government of the Kaliningrad Region and representatives of the Joint Technical Secretariat of Lithuania-

Poland-Russia ENPI CBC Programme 2007-2013 also participated in the meeting.

The meeting was devoted to discussing current Programme issues such as: evaluation of projects submitted

within the 1st Call for Proposals; preparation of the 2nd Call for Proposals and the establishment of JTS Branch

Offi ces.

Interview with Mr Leszek Żukowski, Head of JTS

How can you characterize the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 and the cooperation within it?

This is a very challenging Programme, fi rst of all in terms of signifi cant fi nancial contri-

bution from the EU side as well as the Russian side. The total Programme budget is

more than 176 000 000 Euro, where the fi nancial contribution of the Russian Federa-

tion is about 44 000 000 Euro. Two member states and one partner country work

in close cooperation in order to implement the Programme. And it is quite deman-

ding to fi nd a common solution when deciding on fundamental issues and also

minor aspects relating to the implementation of the Programme. I believe

that the stimulating cooperation will bring success to the implementation

of the Programme in the nearest future.

This Programme is a very good opportunity for potential benefi ciaries to promote

economic and social development on both sides of the border by working in tight

cooperation to address common challenges and common problems of participating

eligible regions. Programme priorities, types of eligible institutions, eligible area and size of projects’ budget provide

possibility for numerous various institutions to apply for projects nearly in all social and economic sectors.

The Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 is one of several Cross-Bor-der Cooperation Programmes operating in the Eastern Europe. How would you distinguish the Programme from the others? The Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 is based on the experience gained during the imple-

mentation of the Neighbourhood Programme Lithuania-Poland-Kaliningrad Region of the Russian Federation INTER-

REG IIIA/Tacis CBC 2004-2006. Projects implemented in the previous programming period as well as partnerships

established represent an excellent basis for further cooperation. Our Programme is the biggest Programme among

all Cross-Border Cooperation programmes implemented within the European Neighbourhood and Partnership Instru-

ment with the Russian Federation.

What role, in your opinion, the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 can play in order to make the region more developed?The cross-border cooperation concentrates on the common challenges of the neighbouring regions and aims at making

the regions more competitive and attractive. In our Programme both the cooperation with the Kaliningrad Region

of the Russian Federation as well as promotion of social and economic development of the Kaliningrad Region

and border regions of Lithuania and Poland are of utmost importance. The Programme will seek that projects selected

for implementation are of highest local or regional importance, or improve possibility for cooperation between the regions

and address their main developmental challenges. High attention will be given to the initiatives that remove develop-

ment barriers, make borders more effi cient, improve transport communications and facilitate tourism in the Programme

area.

Could you present upcoming steps for ensuring the success of the Programme?Currently we are preparing to the third meeting of the Evaluation Committee of the Programme, in order to select projects

recommended for fi nancing to the Joint Monitoring Committee (JMC). After the JMC approves the list of recommended

projects, we will start to prepare grant contracts for successful applicants. In parallel second call for proposals will be

announced. The launching of the second call for proposals is planned for the 4th quarter of 2011. The new applicants

and those, who did not succeed during the 1st call for proposals, will have opportunity to submit applications.

One more event which is tremendously signifi cant for the Programme successful implementation is opening of Program-

me’s Branch Offi ces in Vilnius, Olsztyn and Kaliningrad which is also planned for the 4th quarter of the year 2011. The

preparation of the Tender Dossier and other relevant documents is being fi nalized. It is envisaged to have all 3 Branch

Offi ces operational by the 4th quarter of 2011.

Finally, anything more you would like to add? Maybe some message to the future appli-cants?Speaking about the next call, I would ask applicants to identify new project ideas that will be aiming at the development

of the eligible regions and which, in their turn, will result in implementation of sustainable projects in close cooperation

between the project partners.

When preparing project applications, applicants should form a team consisting of knowledgeable persons representing

all potential partners. Besides developing feasible schedule, planning realistic expenditure and competently describing

the Action, applicants should study in details the Programme requirements and pay attention to the use of English

to make sure that all what is meant by the project team will be understandable for assessors.

IV Forum of European Funds - European „Power of Changes”

The 4th Forum of European Funds took place on 5-7 May 2011 in Warsaw, Poland. The Forum, a perio-

dical event organized for the fourth time by the Ministry of Regional Development of Poland, was held

under the slogan "Power of Changes - Festival of European Funds”.

The Inauguration Ceremony of the Forum during which the winners of the competition Eurolider 2011

and the laureates of the 4th edition of "Poland Even More Beautiful! 7 Miracles of European Funds” were presented,

was held on 5th May. The Forum was addressed for those who would like to get more information on the European

funds in Poland.

Nearly 100 stands had been prepared by institutions involved in imple-

mentation of European Funds to present funding opportunities. Guests

could try their chances to win prizes in many contests, learn more

on projects and benefi ciaries who had successfully used the EU

assistance within various fi elds of socio-economic life.

The Lithuania-Poland-Russia ENPI CBC Programme 2007-2013

was also present at the event along with other transborder and trans-

national EU programmes. Programme stand proved to be popular

among visitors and attracted considerable attention. Both children

and adults could participate in competitions and test their knowledge

about European Union and European Funds. Each participant received

a gift or a consolation prize (Programme gadgets).

The meeting of the representatives of Polish and Russian Ministries of Regional Development

28 June, 2011 the meeting of the minister deputy of Ministry of Regional Development Marceli Niezgoda, Republic

of Poland and the minister deputy of Ministry of Regional Development Maksim Travnikov, the Russian Federation.

The meeting was dedicated to the current issues within the Programme of Cross-border Cooperation Lithuania-Poland-

Russia 2007-2013.

The minister deputies agreed that the further implementa-

tion of the Programme is possible only under the condition

of mutual compromise and joint efforts. Mr Niezgoda emphasized

the necessity to initiate the projects contracting procedure and hence

facilitate the cooperation between Lithuanian, Polish and Russian

cross-border regions.

Second Annual Programme Conference

The second Annual Conference of the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013 took place in Kaliningrad (Russian Federation) at Radisson Hotel, on September 23rd, 2011. More than 250 participants from different EU countries and Russian Federation gathered in order to receive practical information about the Lithuania-Poland-Russia Programme and the 1st call for proposals.

The Conference’s goal was to inform local authorities, regional institutions and the public eye about the progress

in implementation of the Programme, as well as planned activities and opportunities offered by the Programme.

The meeting also served as a forum for a discussion about the future cooperation in the cross-border area.

The key speakers of the Conference were: Mr Maxim Travnikov, Deputy Minister for Regional Develop-

ment of the Russia Federation; Mr Marceli Niezgoda, Undersecretary of State of the Ministry

of Regional Development the Republic of Poland; Mr Sigitas Šiupšinskas, Vice Minister of the Ministry of the Interior

of the Republic of Lithuania and Mr Marcus Cornaro, Director, Europe, Southern Mediterranean, Middle-East and

Neighbourhood Policy, EuropeAid Co-operation Offi ce, European Commission.

The second Annual Conference was offi cially opened by Ms Alla Ivanova, Minister, Head of Agency for International

Affairs and Regional Cooperation of the Government of the Kaliningrad Region.

of Cross-Border Cooperation, Head of Unit for Intergovernmental

gic Coordination Division of the Regional Policy Department of the Ministry of the Interior of the Republic of Lithuania;

Mr Petri HAAPALAINEN, Senior Offi cer of the Regional Development Unit, Ministry of Employment and

the Economy of Finland, Ms Arina ANDREIČIKA, Director of Development Instruments Department

of the Ministry of Environmental Protection and Regional Development of Latvia and Ms Päivi EKHDAL, Programme

Director of the Kolarctic ENPI CBC Programme, Regional Council of Lapland. During Round Table concerning LSPs the

speakers were: Ms Małgorzata Kowalewska, Head of the Department of Projects Financed from the European Funds

of the Municipality Offi ce in Sopot; Mr Emelin Anatoly Vasiljevich, representing Road Department of the Kaliningrad

Regional Government and Mr Gediminas Česonis, representing the Lithuanian project.

During Round Table concerning Programme implementation, the speakers were: Mr Leszek Żukowski, the

Head of the Joint Technical Secretariat of the LT-PL-RU ENPI CBC Programme 2007-2013; Ms Marina Kisly-

ak, Project Manager of the LT-PL-RU ENPI CBC Programme 2007-2013; Mr Darius Kontvainis, Project

Manager of the LT-PL-RU ENPI CBC Programme 2007-2013 and Mr Andrzej Gawron, representing Ministry

of Regional Development of the Republic of Poland.

The participants had an opportunity to learn more about the results of the 1st Call for Proposals, Large Stage

Projects (LSPs), Branch Offi ces of the Joint Technical Secretariat and the further activities to be implemented

in the Programme and their indicative schedule.

Minister Marceli Niezgoda has highlighted that a major

advantage of the cross border cooperation is that it enables

to maintain good relations on the regional as well as local level.

Cross border projects perfectly indicate the practical dimension

of the cooperation within Europe. Programme budget, which has

surpassed the amount of 176 million Euro easily allows to imple-

ment project from all areas of the everyday life - stated Minister M.

Niezgoda at the press briefi ng, organized during Conference.

The Conference was coordinated with the VII Annual International Conference “Cross-Border Cooperation: the Russian

Federation, European Union and Norway”, and was aiming at creating appropriate conditions for dialogue over the full

range of issues concerning the regional development of the territories on the both sides of the EU – Russian border.

The evaluation process of applications submitted under the 1st Call for Proposals.

Evaluation process is a complicated and time-consuming process due to many involved actors and numerous evalu-

ation stages, described in the Programme document, Practical Guide to Contract procedures for EU external actions

and other related documents.

1.Main actors involved, their roles and responsibilitiesJoint Monitoring Committee (JMC) – in the context of the evaluation process the main task of the JMC is to decide on

the evaluation criteria for project proposals and to take the fi nal decision on the projects to be approved and the amounts

to be granted to them. The JMC includes representatives of national authorities responsible for the implementation

of the Programme, regional authorities from the programme eligible area and representatives of the civil society.

Evaluation Committee (EVC) is responsible for the whole evaluation process. The work of the EVC is regulated by

the provisions of the Rules of Procedure of the EVC, which were approved by the JMC. EVC consists of: 3 Voting members, representing each Programme country, Chairperson (a non-voting member), who is responsible for coordi-

nating the evaluation process; Secretary (a non-voting member) and non-voting Observers. Each person participating

in the EVC work is appointed by the JMC.

Assessors assist to the Evaluation Committee. The pool of assessors is composed of: i) the JTS employees and ii)

external assessors selected via an open call for external assessors, which was announced on the Programme website

and communicated to national authorities in Lithuania, Poland and Russia involved in the Programme implementation.

The fi nal pool of assessors was approved by the JMC.

2.Stages of the evaluation process In accordance with the provisions of the Programme document the fi rst step of the evaluation, which is the opening

session and the administrative and eligibility check, is carried out by the JTS under the supervision of the EVC Chair-

person.

All proposals delivered to the JTS are opened and numbered during the opening session. During the opening session

it is checked whether the submission deadline has been respected. If the deadline is not respected, the application is

automatically rejected and withdrawn from further evaluation.

The administrative and eligibility check is performed only by the JTS employees (acting as assessors) and appro-

ved by the EVC. Only those proposals that meet the deadline are subject to the administrative and eligibility check.

The administrative and eligibility check is made in compliance with the criteria mentioned in the administrative complian-

ce and the eligibility verifi cation grids that are part of the Guidelines for Grant Applicants. Each project proposal is exami-

ned independently by two JTS employees.

If criteria indicated in the Guidelines for Grant Applicants are not satisfi ed, the application is invited to submit clarifi ca-

tions. When the project does not meet the administrative and eligibility criteria, it is rejected. Proposals that satisfy these

criteria are subject to evaluation at further steps described below.

After the opening session, and the administrative and eligibility check the fi rst meeting of the Evaluation Committee

is organized in order to approve report from opening session and administrative and eligibility check. The report inclu-

des a list of projects which are recommended for further evaluation and a list of projects which are to be rejected with

the reasons for rejection. The decision is taken by all the EVC members unanimously.

Following the report the JTS (on behalf of the JMA) informs all applicants participating in the respective call for proposals

in writing whether their applications was submitted within deadline and fulfi lled the administrative and eligibility criteria.

Only the proposals that fulfi lled the administrative and eligibility criteria are subject to the quality assessment. The objec-

tive of the quality evaluation is to obtain a list of proposals recommended for funding within each of Programme priority

ranked according to the score attributed to them. In this step the quality of each application form is assessed against

the criteria defi ned in the Guidelines for Grant Applicants. Each application is evaluated by two assessors (internal and

external). The total score is the arithmetical average of scores given by the two assessors. When there is a signifi cant

difference (i.e. it means a difference of more than 20 points in the total score or when one of the thresholds is reached in

only one assessment or when one assessor recommended the project while the second rejected it) between the scores

awarded by the assessors, the Chairperson of the EVC asks the third assessor to perform assessment. This third asses-

sment is presented to the EVC members only for the information purpose in order to facilitate the decision of the EVC.

The second meeting of the Evaluation Committee is organized in order to approve report from quality assessment.

The EVC may decide to approve the ranking drawn up by the secretary on the basis of the assessors' grids and

comments. If the EVC does not accept the scores awarded by the assessors to a proposal, for example where there is

a signifi cant difference between the scores awarded by the assessors, the justifi cation of the decision must be given

in the evaluation report. In this situation the EVC is obliged to carry out a new evaluation of the proposal(s) concerned

(it must complete one collective evaluation grid). The ranking list will be amended on the basis of the scores from

the new evaluation, which replace those completed by the assessors. All such decisions must be recorded and fully

explained in the evaluation report. The fi nal evaluation report is signed by all EVC members and submitted to the JMC

for approval.

The fi nal decision is made by the JMC. Projects recommended for support are those that following the quality evalu-

ation received the minimum score envisaged for the whole project as well as for the required sections. No project propo-

sal failing to pass the quality evaluation thresholds may be approved for fi nancing. If the JMC decides not to follow all

or part of the recommendations of the EVC (a ranking list), it shall explain its decision in writing. The decision shall then

be sent via the JMA to the European Commission (EC) for prior approval. The EC communicates its opinion to the JMA

within 15 working days.

The JMC may approve the projects with recommendations giving a clear deadline for their fulfi llment. The JMC may

also establish a reserve list of projects, ranked by the score. If the applicant awarded a grant does not decide to follow

the recommendations of the JMC or decides not to implement the project, the support may be given to a reserve project

in accordance with the ranking list approved by the JMC (or otherwise if the JMC shall make a relevant decision during

approval of the reserve list).

Following the JMC decision on the grant award, the JTS (on behalf of the JMA) shall inform all applicants participating

in the respective call for proposals in writing whether their applications were approved for support or not.

Klaipėda cityKlaipėda is third biggest city in Lithuania, with a population of around 200,000 people.

Situated on the coast of the Baltic Sea Klaipėda, with its rich history, traditions, cultural life, unique architecture,

has become an outstanding tourism attraction centre. Moreover, the Curonian Spit, included in the UNESCO Heritage

List, charming and picturesque resorts, excellent recreational facilities and environs within the city’s outskirts offer unfor-

gettable and long-lasting impressions for those who visit these places.

Young, pushing, liberal, open, tolerant, bright, ambitious, and perhaps

a bit crazy – these are the words that are most often used to descri-

be the city of Klaipėda. There are many who try to unravel the mystery

of Klaipėda. How, in just a few short years, has Klaipeda been able

to transform itself from being a grey and undistinguished industrial port,

into one of the most attractive cities in the country, which is now rightly

known as the capital of western Lithuania.

Klaipėda historyThe fi rst mention of Lithuania dates back to the mid-XIII century. The town Memel (now Klaipėda) was founded in 1252.

Klaipėda is a unique Lithuanian city by virtue of its colourful, turbulent and tragic history and also because the Old Town’s

architectural style is similar to many western European cities with which it had close links.

The history of the city dates back to the time when the Livonian Order built a castle called Memelburg. A town grew

around the castle close to where the waters of the Curonian Lagoon fl ow into the Baltic Sea.

Klaipėda is now Lithuania’s gateway to the world and the capital of the west of Lithuania. It is a vibrant and exciting city

in which to live and work. The City has its own university, which is a true scientifi c and cultural centre. The Lithuanian

Christian College has just celebrated its 10th anniversary and goes from strength to strength.

The seaport of Klaipėda is popular with investors and foreign partners because of its attractive and competitive condi-

tions to develop industry and promote small and medium businesses.

Klaipėda will become increasingly important because of its direct links with other European and world-wide ports

and because it is a sea transport centre, where regular shipping lines and fast modern motorway routes merge

together.

Tourism is becoming increasingly important to Klaipėda and its hinterland and major investments are being made

to promote it. The newly opened passenger cruise terminal, close to the City centre, will bring increased traffi c

to the area in the years to come.

Klaipėda has a population of around 200,000. It has direct motorway to Lithuania’s capital city Vilnius (310 km)

and to the second biggest Lithuanian city Kaunas (220 km).

Lithuanian cuisineThere are lots of restaurants and cafes around Klaipėda old town where you can taste Lithuanian national dishes.

All ethnographic regions have their own old recipes – soups which will warm up on a windy day, a lot of dishes made

from potatoes, white curd cheese, which is best with honey and brown rye-bread.

Everybody should try:

Cepelinai – consist of pork meat wrapped in a large potato pastry and covered in cream curd sauce,

Šaltibarščiai (cold beet soup) – it is usually served with potatoes, this is a delicious dish on hot summer days,

Kugelis – grated potato cake,

Bulviniai blynai – plain potato pancakes,

Švyturys – the most famous and popular Lithuanian beer.

Places to visit

Klaipėda Old TownIn Klaipėda Old town you will face the oldest buildings of the city,

dating from the middle of the 18th century. They are warehouses built

in the fachwerk style. This construction, infl uenced by Germanic culture,

has been used since the foundation of the City. This method of construc-

tion was especially suitable for the marshy soil as frame constructions

are lighter than the stone. Unfortunately, many of these buildings were

destroyed by fi re.

The tiny downtown houses and fachwerk-styled warehouses are being

used by various art organizations – writers, artists and photographers.

There you can fi nd small art galleries, museums, souvenir shops

and cozy cafes.

Lithuanian Maritime Museum, aquarium and dolphinarium

There are aquariums with the Lithuanian fresh water fi sh, with the fi sh from

the Baltic and tropical seas, prepared sea fauna expositions in the main

restored redut. The penguins, Baltic Sea seals, the North Sea lions have

found their living quarters in the outside pools at the aquarium building.

In the rampart casemats that served as a park storage places,

there is set up a historical exposition of Lithuanian navigation,

and on the ramparts, on the former guns spots – a collection of ancient

and modern anchors.

The Castle Museum In authentic 16-18th century chambers you can learn about the castle‘s and the town‘s development. You will see many

things: archaeological discoveries, historical documents, Klaipėda city stamps, and 17th century traditional clothing.

All of this is found on the castle grounds and down town. Here you will also fi nd the Renaissance symbol of Klaipėda,

which was discovered in the castle grounds: a golden ring with a pink diamond. There is also a model of the Klaipėda

castle and city of the late 17th century. In the 20-seat theater movies are shown about life in Klaipėda during Soviet

period. You are very welcome to visit one of the most modern museums of Lithuania.

Palanga, Amber museum (Distance from Klaipeda - 25 km)

Drive out to visit famous Amber Museum at Palanga (25 km) and learn about Baltic gold.

Curonian Spit(Distance from Klaipėda - Juodkrante with “Hill of Withches” 18 km, Nida

with Great Dune 50 km)

Cross by ferry to the Curonian Spit to discover the “Hill of Witches”,

the old fi shermen’s cottages at Nida and the Great Dune, with its magnifi -

cent panoramic view. Do not forget to pay a visit to the Maritime Museum

and Dolphinarium where you may observe live dolphin show

Curonian Spit is included in the UNESCO heritage list. Its charming
