BULLETIN BOARD

WILDFIRE RISK

The risk of wildfires has always been a concern in our woodland environment. The recent ice storm has presented us with unprecedented challenges. The amount of trees and large branches that fell during the storm has resulted in flammable forest litter and ladder fuels that greatly exacerbates our fire risk. Add to that equation the fact that EVERYBODY will be burning brush to clean up after the storm and the need to be really vigilant becomes apparent. First, please adhere to the seven steps the Division of Forestry requires: 1. Obtain a burn permit- This will prevent the Fire Dept. from responding needlessly to a controlled burn. 2. Notify your neighbors 3. Keep water and equipment handy 4. Establish a firebreak - Forestry recommends a 4 foot wide break scraped down to mineral soil. 5. Watch the weather- Early morning when the winds are calm is the ideal time. 6. Control the fire 7. Stay with your fire. Leave no fire unattended. Be reminded that reckless burning, leaving a fire near woodland unattended, or setting a fire at certain times without a burn permit are all misdemeanors. Should your fire escape and burn the property of another, of course there would be civil liabilities. As it becomes warmer and drier these risks will increase. Probably one of the most common mistakes one could make is setting fire to a large, existing brush pile. The chances of this burning hotter than anticipated and spreading is great. The preferred method is to establish a safe burn site, start with a small fire and feed it so it can be controlled. Please keep in mind that the Firewise Committee has equipment available that you may borrow, should you plan to burn. Primarily, these are fire rakes and portable water extinguishers. Even if you are burning near a water source a firebrand could start a fire a distance beyond that water source. In that case the extinguisher can effectively deal with that problem. Aggressive initial actions can be the difference between a small fire or a large one out of control. Call myself or the office and I will arrange to get that equipment to you. It is easy to use and could make a big difference should your fire get away from you (which has happened to most of us at one time or another). We have supplied a stack of Division of Forestry pamphlets, "Safe Debris Burning" , which are at the office. Please pick one up and have it on hand this summer. REPORT FROM THE

ENGLAND-ICY COVE PROPOSAL REVIEW COMMITTEE

On March 24th, The England Cove/Icy Cove Proposal Review Committee held the scheduled meeting to summarize the results of their review for the residents of the Cove. Due to the light attendance at the meeting, the committee decided to provide this written summary for the newsletter. Back in early December of last year, the Board of Directors (BOD) established this committee to review a proposal from Smith Lake Forestry to the North American Zoological Foundation (NAZF), the non-profit that owns the land in both of the coves. The committee members included Al Singleton (co-chair), Chuck Knarr (co-chair), Deborah Ledbetter, Debbi Clark and Elton Warren. This review was required because the deed restrictions for the land in both coves require Cumberland Cove Property Owners Association (CCPOA) approval for any use of that land. The Smith Lake proposal offered to purchase the timber on the approximately 2,225 acres of NAZF property. They would use a selective timber harvest of trees that were over 14 inches in diameter and use the proceeds to purchase the property. When the harvest was complete, they would deed the property to the CCPOA. The proposal was worded to be attractive to the POA. It included provisions for 10 park/natural areas. It said there would be no clear cutting, no cost to the CCPOA, no access to the land through the Cove, and stated that the work would protect Cove land values and aesthetics. Additionally, the Cove would get three percent of the timber profits, not to exceed $200,000. The work would take approximately 12 to 36 months to complete and when payments to NAZF were satisfied, the land would be given to the CCPOA. The committee's review process consisted of research into forest health, forest management, and timber sales. They met with multiple people who dealt with forest management on a regular basis. The committee got expert education and advice from each of them. The first expert interview was with Michael McCord of the TN Wildlife Resources Agency (TWRA). The committee learned that both coves are basically mono-culture forests that could benefit from active management. To do that would require development of a Forest Management Plan that typically covers a span of around 100 years. It defines when, where and how timber is harvested during that period to maintain a healthy forest. The next step would be to enlist the services of a consulting forester (CF) to execute the plan. The committee then met with Ben Myers, a CF from Panther Creek Forestry in McMinnville. They learned that the CF helps landowners prepare and implement a timber harvest plan. The CF will prepare bid packages, evaluate bids, recommend which bid to accept and administer the contract after it is awarded to insure timber company compliance. CF services are typically paid for as a percent of the revenue from the timber harvest. The final interview was with James Dale and Guy Zimmerman of the TN Division of Forestry. James is Assistant Director of the Cumberland District. Guy is the Area Forester for Putnam, Jackson and White counties. The discussion focused on several subjects including best practices for forest preservation and timber harvesting, the complexities of contracting with timber companies, and the pitfalls and consequences of mismanagement.

As a result of these interviews, the committee learned about forest and wildlife stewardship, the pros and cons of the different methods of timber harvest, and the best practices for timber sales and how to administer the associated contracts. The lessons learned included: the need for clearly defined forest management objectives, the need to enlist a TN State Forester to help develop a forest management plan, the need to hire a CF to implement the plan, the need to do a site survey on foot with the CF, the need to define a timber harvest plan consistent with overall management objectives, and the requirement to insure any timber company contract can be terminated if there is any deviation from the contract terms. The committee concluded the Smith Lake proposal was not consistent with the lessons learned. Based on all they learned, the committee met with the POA Board to review the three options: accept the Smith Lake proposal, make a counter proposal consistent with the lessons learned, or do nothing and enforce the existing restrictions on use of the land in the two coves. The final recommendation had to consider the impacts on Cove residents, the POA Board responsibilities, and the legal and tax implications. Accepting the Smith Lake proposal was not acceptable for the stated reasons and for the fact that the Cove would have no control over the timber harvesting operation. The second option would be incredibly difficult for the POA Board to manage due to the complexity and long term of the commitment. The consensus of the committee was to do nothing and enforce the existing restrictions on the land. That recommendation was accepted by the POA Board and the committee was retired.

NEW BUDGET COMMITTEE The new Chairman of the Budget Committee as appointed by the President of the POA in consultation with the Board of Directors is Chuck Knarr. This is a very important committee and we need residents with some kind of financial background or experience on the committee. There is a form on the Cumberland Cove POA website to fill out if you would like to be considered for this committee. You may also pick up a form at the Welcome Center. All permanent resident members of the POA can apply. The deadline to turn in your form is 1pm, Friday, April 17, 2015 at the Welcome Center.

ATTENTION ALL VETERANS

Last Memorial Day picnic, a DVD was running, with pictures of some our veterans living in the Cove. Nancy and John Snope put this together and would like to increase the number of pictures this coming year. Please, if you are a veteran, and have a picture of yourself in uniform, get the picture to the office, or directly to Nancy and John, to be included in the DVD for the 2015 Memorial Day picnic. BOX TOPS FOR EDUCATION

Since this program started in 1996 and to 2011, schools have earned over 200 million dollars. Individual schools can earn up to $60,000. Box Tops for Education are located on over 100 products that we use daily. Some of the products are: Kleenex, Scott Tissue, Cheerios, and Ziploc just to name a few. A complete list can be found on the website Box Tops for Education. I collect the box tops for Uffelman Elementary School. Anyone who would like to help me collect the box tops can leave them at the Welcome Center. Thank you, Debbie Melgar.

RV SOCIAL CLUB

The first outing of the RV Social Club has been scheduled for April 16th - April 19th at the Spring Lake RV Resort in Crossville, TN. Checkin date is Thursday, 4/16/2015 and checkout date is Sunday, 4/19/2015 but early arrival / late departure dates are available. The daily rate will be $27 per day unless you prefer to be located closer to the lake for $30 per day. It is a group of your neighbors who have volunteered to help others in the Cove who are in need of some assistance due to age, illness, injury, or other life events during which they could use a helping hand. We have people who are willing to: Cook a meal Cut a tree which may be blocking your driveway Clean up your yard Grocery shop Take you to a doctor’s appointment Run other errands There also are a number of items which we can loan out to residents in the Cove s.a. walkers, canes, and shower chairs. Currently accepts CHOICES members and private pay clients. Services include home delivered meals, Lifeline personal emergency response system, personal care, in-home respite (temporary relief for full time caregiver), assistance with errands and shopping, medication reminders, prescription pick up, minor home modifications, light housekeeping, grocery delivery and more.

UCHRA Public Transit System Door to Door Services Public Transit System’s goal is to provide affordable, safe, dependable public transportation for all 14 counties while providing door-to-door, zone, and non-emergency transportation service. Vans are available with equipment to serve persons with disabilities. Everyone can ride! Hours of Operation are Monday-Friday from 6:00am-6:00pm. Reservations for a trip are made on a first-come, first-serve basis. Customers should call their local office to schedule a trip at least 48 hours, in advance. Requests made less than 48 hours in advance will be considered based on available space. Local trips are $1.00 each way and $1.00 for each additional stop. For just $1.00 one way we can take you to different parts of your county depending upon the day of the week, like seen in the map below. Fares outside of designated local area are based on miles traveled and will be charged accordingly. Scheduling is available M-F 8am-4:30pm. APRIL ACTIVITIES FOR RESIDENTS

ACTIVITIES COMMITTEE The Activities Committee meets on the third Thursday of each month, 10:00am at the Welcome Center. Our next meeting will be April 16th. The Appreciation Pancake Breakfast and Blood Drive on March 14th was a huge success and very much appreciated by everyone who helped our community after the ice storm. The Mystery Dinner, “Chinese Take-Out” on March 28th was a FUN evening of delicious food and entertainment! Mark your calendars for the Memorial Day Celebration on May 25th. The charity for this year will be The Currahee Charitable Funds Program. 100% of our donation will go to the fund chosen with not one penny spent in administration costs. See the attached article for more information. Any Cove resident who is a veteran and did not have their photo displayed last year but would like their photo displayed this year during the Memorial Day celebration are to drop off their photo at the Welcome Center or email them to Nancy Snope at [email protected] by May 15th. CUMBERLAND COVE BOOK CLUB

The CC Book Club will meet on Tuesday, April 21st , at 10am at the Welcome Center. The book will be “The Paris Wife”, by Paula McLaine. Jeanne Bevan will lead the discussion. DINING OUT BUNCH The Dining Out Bunch meets the third week of every month. The restaurant choice, day of week and time are chosen by the host and/or hostess for that particular month. Everyone is welcome! It can be lunch, a late lunch or dinner. The decision is made by the host based on restaurant capability. BUNCO We will only be playing Bunco once in the month of April. Play will begin at 1:00pm in the Welcome Center on April 9th. This could possibly be the last Bunco session played. After three years of chairing this activity, Karen and Martha are stepping down. Hopefully, someone else will step up and take the reins and this activity can continue. LATE BLOOMERS (COVE GARDENERS)

The Cumberland Cove Late Bloomers will meet on the 29th of April at the Welcome Center at 10:30am. Our speaker will be Guy Zimmerman of the Cookeville Division of Forestry. I had asked him to speak to us concerning the damage to our woods and the devastation to the wild life. He gladly welcomed the invitation, so I think it is imperative that we hear all he has to say. Please make every effort to attend this meeting as the devastation from the ice storm touched on all of us one way or another. The previously scheduled clean-up day on April 11 has been cancelled. Early warning: The Late Bloomers will sponsor a plant & yard sale on Saturday, May 9th , at the Welcome Center, starting at 8:00am. Spaces are $5.00. Please email or phone if you would like a table (we only have 18 tables, so you might like to bring your own). Start getting your items ready now. The Late Bloomers will have plants for inside and out, for a wonderfully low price, and will also have terrariums and fairy gardens for sale. We will serve coffee and donuts. PARKS & TRAILS

A Note From The Parks and Trails Committee: Our trails suffered significant damage in the recent ice storm. Stillhouse Park and Overlook Park (at the end of Falls Rd) have the worst damage. The trails at those two parks are not usable because there are many large trees and branches across them. The trail down to Bridge Creek has a couple of very large trees across it. The trails at Eagle Flight, however, are in pretty good shape. I have not gone down into Icy Cove yet. It appears that there is far less damage down in the coves. In summary, our trails are mostly unusable except for Eagle Flight, which is oddly fine – just a couple of limbs on the way to the overlook. We are going to cancel the guided hikes until further notice. Over the next several months, the trails committee’s priority will be supporting the roads committee and clearing the tree debris from our roadways. As a result, the trails will not be cleared until the road work is complete. We recommend that residents not use the trails until we can make them safe. Please remember that even if a trail appears clear, there are many large broken limbs still dangling high up in the trees. As of this writing, those limbs are still falling unpredictably and without warning. The roads committee will be organizing work days in the months ahead. We can use any help you can provide, even if it’s just bringing water and snacks or standing guard to watch for passing cars. Brad Beatty
