36th SEAMEO High Offi cials Meeting Held

VICE-MINISTERS, permanent secretaries and high-level education offi cials from the Southeast Asian countries met on 18 - 20 February 2014 at the Royal Orchid Sheraton Hotel, Bangkok, Thailand for the 36th

THE FIRST Southeast Asia Regional Standards for Science Teachers (SEARS-ST) workshop for the development of framework of practice for science teachers was held at RECSAM from 20 - 22 January 2014. This workshop was organised to provide a platform to discuss the key aspects of science teaching and the challenges of educating science teachers who will engage the next generation of students. The goal of SEARS-ST project is to document a set of standards which describes the skills and attributes that a science teacher in the SEAMEO region should attain in the 21st century. Two (2) fore ign consul tants, Dr. Mark Windale from the Centre for Science Education, Sheffi eld Hallam University and Associate Professor Dr. Lindsey Conner from the College of Education, University of Canterbury were invited to this workshop. The workshop was successfully conducted with input and comprehensive view obtained from local and foreign consultants through roundtable and expert groups’ discussions. It was an important step forward in the

over the opening ceremony on 19 February 2014 and addressed over a hundred education offi cials and representatives from 17 countries and 28 international organisations and specialist institutions. Representing RECSAM were Dr. Hj. Mohd. Johan bin Zakaria, Centre Director and Mr. Shamsul Azha B. Md. Yusuf, Deputy Director (Administration). The SEAMEO High Officials Meeting endorsed three projects which focused on Southeast Asia on the themes of pre-primary teacher development, intercultural dialogues, and learning metrics which were proposed by UNESCO and UNICEF to be implemented collaboratively with SEAMEO and also announced plans for the conduct of SEAMEO Congress in October 2014 and the commemoration of the organisation’s 50th anniversary in March 2015.

1st Workshop for the Development of Framework ofPractice for Science Teachers

development of a roadmap to support and develop teaching and learning for science teachers who face a challenging task of generating excellent science students in the 21st century. The outcome of the fi rst workshop was an outline of the framework that will set the scope and boundaries of draft SEARS-ST to be refi ned in the second workshop. A total of 26 participants including those coming from SEAMEO QITEP, local and regional experts from Bahagian Perkembangan Kurikulum, Kementerian Pendidikan Malaysia, Universiti Sains Malaysia, Universiti Pendidikan Sultan Idris, Institut Pendidikan Guru (Ipoh Tuanku Bainun and Ilmu Khas Campus), Universiti Malaysia Sabah, Universiti Teknologi Mara (UiTM) and Sekolah Menengah Kebangsaan Penang Free and RECSAM’s Specialists participated in this workshop. The second SEARS-ST workshop will be held from 16 - 18 June 2014 and SEAMEO education offi cers and consultants from UK and New Zealand will be invited to the workshop to review and revise the formulated framework.

JUDGING the 9th Regional Congress: Search for SEAMEO Young Scientists (SSYS) is a lot more complicated than watching mold grow on bread. The theme for this year’s 9th Regional Congress was “Disaster Risk Reduction for Sustainable Development”. The Congress was held at RECSAM, Penang, Malaysia from 3 - 7 March 2014 and was attended by 157 delegates and saw a participation of 92 students from nine (9) different countries across Southeast Asia.The event received 33 entries with 24 projects from the Science category and 9 from Mathematics. The participants presented their projects on the fi rst two days prior to the judging of their project exhibits on the third day. This year, Jairus Carlo F. Calpatura, Gio Mikhail R.Dela Torre, Justin Dohn G.Zamora, Kenneth Glen S.Ferrer and Michael Sigfrid Reyes, from the Philippines Science High School (Main Campus), Quezon City were awarded the Most Promising Young Scientist for the Science Category at the 9th Regional Congress: Search for SEAMEO Young Scientists (SSYS), for putting together the “Seismically Triggered Power Shut-Off System” device.Meanwhile for the Mathematics Category, top honours went to S. Naphat and Thanapat Juthavantana from Samsenwittayalai School, Bangkok, Thailand. Their project was “Application of Mathematical Model for Sluices Management”. All well-deserved winners were given recognition and received their awards from the Guest of Honour, Dr. Witaya Jeradechakul, Director of SEAMEO Secretariat based in Bangkok. In his closing remarks, Dr Witaya said that “Recent global calamities remind us the earth is becoming more vulnerable to disasters. We have to be mindful of sudden change of events and to be better prepared for emergencies, and this is best done through

education.” He also added that the biennial event has groomed many young talents in the Southeast Asian region.Dr. Hj. Mohd Johan Bin Zakaria, the Centre Director stressed that it is important to raise awareness among the younger generation on their role in building a resilient society against disaster.The panels of judges for Science category were: (i) Dr. Max Walsh (Chief Judge) Australian freelance education consultant based in Manila, Philippines; (ii) Professor Dr. Elwyn Thomas, International Education Consultant based in the United Kingdom and (iii) Mr. Takeshi Somukawa, Senior Volunteer of Japan International Cooperation Agency (JICA) based at RECSAM. The Mathematics entries were judged by a panel consisting of (i) Professor Mohan Chinnappan from University of South Australia in Adelaide and (ii) Dr. Ueno Ryoichi from Yayasan Pelajaran MARA (Malaysia-Japan Higher Education Program). The team of judges was impressed by the high standard of entries, and with so many excellent projects. It wasn't an easy feat! The judges were pleased with the standards of projects presented which as many judges acknowledged, had made it diffi cult for them to decide on the winner. The research projects were all evaluated on the following criterion mainly - winning points on originality/ingenuity, scientifi c and mathematical thought, research method and process, immediate benefi t to local community and educational, and commercial values to name a few. Opinion also played a role.The SSYS is a meeting platform for Southeast Asians young scientists and is considered an effective medium in promoting values and skills in science and mathematics, as well as character and motivation among the region's youth. The next SSYS Regional Congress will be held in 2016.

TWO CUSTOMISED COURSES for Science and Mathematics educators on “Enhancing Subjective Learning in the Secondary Science Classroom” and “Enhancing Subjective Learning in the Secondary Mathematics Classroom” were conducted by RECSAM from 10 - 28 February 2014 in Penang, Malaysia for thirty two (32) participants from Zambia. Sixteen (16) participants attended the Science group training under Mr. Dominador D. Mangao’s supervision while another sixteen (16) participants attended the Mathematics group training under Dr. Warabhorn Preechaporn’s supervision. Course participants were exposed to a

RECSAM recently conducted four (4) customised courses on “Enhancing 21st Century Pedagogical Content Knowledge and Skills for Secondary/Elementary Science and Mathematics Education” for a group of science and mathematics teachers/educators from Catholic Schools and Bansomdejchaopraya Rajabhat University in Thailand. A total of sixty one (61) participants attended these training courses which were facilitated by the Training Programme Specialists; Dr. Koay Suan See, Mr. Lee Shok Mee, Mr. Marmon A. Pagunsan and Dr. Chockalingam Annamalai from 17 March - 11 April 2014 at RECSAM. Through these training courses, participants gained better understanding on nature and process of 21st

wide range of topics covering research-based science teaching strategies, namely inquiry-based science learning and problem-based learning, constructivism as well as understanding of Lesson Study as a means to improve instructional practices in their schools. This three-week in-service training (INSET) for Zambian science teachers under the Strengthening Teachers’ Performance and Skills (STEPS) Project was made possible through the sponsorship of Japan International Cooperation Agency (JICA - Zambia Offi ce) and Ministry of Education, Science, Vocational Training and Early Education – Teacher Education and Specialised Services, Republic of Zambia in collaboration with RECSAM.

century teaching and learning. The course participants were also exposed to various nature and process of 21st century learning such as 21st century skills in thinking, ways of working, tools for working and skills for living in the world as well as basic skills to communicate in simple English with confidence. H.E. Mrs. Srirat Vathesatogkit, Consul-General of Thailand to Penang presented the certifi cates and transcripts to all course participants at the end of the courses, and thanked RECSAM for conducting these courses and added that these courses were an eye-opener where educators gained creative problem solving skills for the 21st century learning of Science and Mathematics.

A ONE-WEEK workshop for a group of Master’s Students from Rajabhat Maha Sarakham University, Thailand on “Science Teaching and Learning in the 21st Century” was conducted by RECSAM from 21 - 25 April 2014. The main objective of this workshop was to enhance the participants’ pedagogical and social skills in order to equip them to be more effective teachers of the 21st century classrooms. Through this workshop, course participants were exposed to (i) Scientifi c Inquiry, (ii) Higher Order Thinking Skills, (iii) Constructivism and Student-Centred Learning, (iv) Social Styles and (v) Active Teaching and Learning in Science. A total of twenty three (23) participants attended this training programme which was supervised by Dr. Koay Suan See, Specialist from Training Programme Division.

RECSAM recently conducted a workshop on “Flipped Classroom with Educational Technology” for a group of students from School of Educational Technology, Rajabhat Maha Sarakham University, Thailand on 24 & 25 April 2014. Dr. C. Annamalai, Specialist from Training Programme Division facilitated the training workshop. The workshop covered topics such as trends of ICT in Education, Blogs in Education and Integration of Games-Based Learning (GBL) and Simulations in Education. A total of forty (40) participants benefi ted from this training workshop.

Enhancing 21st Century Skills through Meaningful Science and Mathematics Learning

A 3-DAY training workshop on “Enhancing 21st Century Skills through Meaningful Science and Mathematics Learning” for students from Takpittayakhom School, Thailand was held at RECSAM from 16 - 18 April 2014. The main objective of this workshop was to enhance creative problem solving skills for the 21st century learning of Science and Mathematics among teachers / educators. Workshop participants were exposed to various meaningful Science and Mathematics learning hands-on activities such as; (i) Small Car Workshop and Car Racing: The Science Behind It, (ii) Science is Fun, and (iii) Exploring Mathematics through Origami, the 3-D straw models, and straw whistle. A 3-DAY workshop on “Fundamentals of Inquiry” was conducted by Mr. Mohd Kamal Kadri and Mr. Mohd Imran Arif Mohd Arif from Centre of Learning Department, Petrosains Malaysia from 5 - 7 February 2014. Workshop participants were exposed to the pedagogy and practice of science inquiry such as techniques of teaching hands-on science and ways to include inquiry in their own classrooms. During this 3-day workshop, participants also explored ways to support classroom teachers in moving from traditional teaching ways to a more inquiry-based approach where students take more responsibility for their learning. A total of fourty seven (47) teachers/educators attended this workshop.

DURING the monthly assembly on 14 February 2014, RECSAM took the opportunity to throw a Chinese New Year celebration for its staff. All Chinese colleagues were dressed in their best costumes and dished out oranges for wealth and good fortune. There were specially ordered cookies and the favourite was certainly the symbolic and mouth-watering “love letters” or “kuih kapit”. Everyone had a delightful feast and it was a great festive gathering to be remembered!
