Gary McBride, San Bernardino County CEO, said the good news is that hospitalizations in the

county dropped 73 percent since peaking in July. The disappointing news is that the county

won’t be moving to the red tier, which would have allowed more businesses to open.

Corwin Porter, the county’s public health director, said the positivity rate is declining and is at

5.7 percent. But the daily case rate, after a decline, began to rise and is now at 7.7 per 100,000

population. To move to the red tier, the case rate needs to fall between 4 and 7.

To meet the criteria, the county needs to test approximately 1,000 more people per day. County

officials met with state public health officials to discuss a regional approach since San

Bernardino County is the largest in the state and nation. The state officials said thank you, but

didn’t give any indication there would be any change to the framework, according to Leonard

Hernandez, county COO.

It’s very frustrating, said Curt Hagman, board of supervisors chair. The only thing a county or

city can regulate is the businesses, Hagman said. Yet the transmission is due to family and

friend gatherings. There is no way to control family gatherings, he said.

San Bernardino County, which includes Big Bear Valley, will remain in the purple tier for at least

another two weeks. A county must demonstrate sustainability in the new tier for two weeks prior

to moving. It could be Oct. 13 before San Bernardino County sees red, said Michael Perry,

interim CEO of Visit Big Bear.

It becomes a frightening thing for restaurants in Big Bear, Perry said. With cooler weather, even

moving to the red tier only allows restaurants to seat at 25 percent capacity inside. Big Bear and

some of the rural communities are isolated, and it just doesn’t make sense to impose the same

restrictions, Perry said. He is concerned as restaurants in communities where it’s been warm,

the fall and winter temperatures there will be ideal for outdoor dining, while Big Bear will be

seeing snowfall.

We have maybe 30 days to figure it out, Perry said.

County officials are ready to push back in some way. The governor keeps talking about science

and data, but there doesn’t seem to be any in some decisions, Hagman said. Supervisor Robert

Lovingood said it’s time to ask state legislators representing the county areas to join in a letter

to press for considerations.

What are the consequences of not following the rules, Hagman said. Some funding may be at

risk, but it’s taxpayer money given by the feds to the state to give back to the county taxpayers,

he said. Some counties are reaching out to the federal government asking for the COVID

World-renowned landscape architect and artist Walter Hood will design and construct the

December 2 Memorial to honor the 14 lives that were lost during the Dec. 2, 2015 terrorist attack in

San Bernardino, the survivors of the attack, and the heroic actions of local �rst responders.

“We are honored and excited to have an artist of Mr. Hood’s caliber design this memorial,” said

Board of Supervisors Vice Chair Josie Gonzales, who chairs the Memorial Committee. “In his

conceptualization and proposal presentation of the project he showed such humble respect for our

process, for our families and our employees. The committee members look forward to walking

through the process, to �nalize the details of the design.”

Hood presented the “Curtain of Courage” design to the Memorial Committee, which will be a

structure comprised of mesh panels made of bronze and steel that are cast with different color glass

pieces. The panels simulate the curvature of a curtain and are situated around sitting areas to

create a place of healing and re�ection by evoking an image of a prism’s eternal sparkle.

“The board greatly anticipates the completion of the December 2 Memorial in memory of the

employees who died and those who survived the horrible attack on our county,” said Board of

Supervisors Chairman Curt Hagman. “The memorial will serve as a place for all of us to join the

families of those impacted in remembering, grieving and honoring the courageous acts of our

employees and the community on that day.”

Hood is the creative director of Hood Design Studio in Oakland and is a professor at the University

of California, Berkeley. He received the 2017 Academy of Arts and Letters Architecture Award, the

2019 Knight Public Spaces Fellowship, and the 2019 MacArthur Fellowship.

In April 2018, Hood gave a TED Talk on how urban spaces can preserve history and build

community.

Over his long career, Hood has designed public arts projects across the country including the Broad

Museum Plaza in downtown Los Angeles and Witness Walls in Nashville, Tennessee celebrating the

city’s Civil Rights Movement.

In February 2016, then-Board of Supervisors Chairman James Ramos appointed Gonzales to work

with county staff on assembling a committee to help build a memorial. The committee consists of

representatives from public safety, the departments of Behavioral Health, Public Health, Real Estate

Services, the County Administrative Of�ce and most importantly, representatives from the

Environmental Health Services division and family members of employees who died that day.

Two Fontana residents were among the victims of the attack.

The memorial will be located at the County Government Center campus at 385 N. Arrowhead

Avenue in San Bernardino. A groundbreaking ceremony will be held at the site on Dec. 2 at the �ve-

year anniversary of the attack.

A 32-year-old passenger was killed after the driver of a Chevrolet Suburban crashed

into a street sweeper vehicle in San Bernardino, authorities announced Thursday.

Ramon Arredondo, 35, of San Bernardino, was driving westbound on Baseline Street

at a high speed around 1�40 p.m. Wednesday when he crashed into a street sweeper

ahead of him just west of University Avenue, according to a news release from the

The speed at which Arredondo was driving, along with drugs, appear to have

factored in the crash, investigators said. 

Robert Black, 52, of Upland, was driving 3 mph westbound on Baseline Street while

spraying and sweeping the curb line when Arredondo’s SUV rear-ended him, police

said.

Arredondo was driving too fast for conditions and was unable to stop before striking

Black’s street sweeper, of�cials said, adding it’s unknown why Arredondo did not

pass the street sweeper safely and lawfully.

The front passenger of Arredondo’s vehicle was killed, while he and two other

passengers suffered non-life-threatening injuries and were transported to the

emergency room, of�cials said.

The collision is still under investigation and anyone with additional information is

asked to contact Detective Dan Acosta or Sergeant Jeff Harvey at 909-384-5792.

Trump Tests Positive for the CoronavirusThe presidents̓ result came after he spent months playing down the severity of the outbreak that has killed more than 207,000 in theUnited States and hours after insisting that “the end of the pandemic is in sight.”

WASHINGTON — President Trump revealed early Friday morning that he and the first lady, Melania Trump, had tested positive for thecoronavirus, throwing the nation’s leadership into uncertainty and escalating the crisis posed by a pandemic that has already killed morethan 207,000 Americans and devastated the economy.

Mr. Trump, who for months has played down the seriousness of the virus and hours earlier on Thursday night told an audience that “theend of the pandemic is in sight,” will quarantine in the White House for an unspecified period of time, forcing him to withdraw at leasttemporarily from the campaign trail only 32 days before the election on Nov. 3.

The dramatic disclosure came in a Twitter message just before 1 a.m. after a suspenseful evening following reports that Mr. Trump’s closeadviser Hope Hicks had tested positive. In her own tweet about 30 minutes later, Mrs. Trump wrote that the first couple were “feelinggood,” but the White House did not say whether they were experiencing symptoms. The president’s physician said he could carry out hisduties “without disruption” from the Executive Mansion.

“Tonight, @FLOTUS and I tested positive for COVID-19,” Mr. Trump tweeted. “We will begin our quarantine and recovery processimmediately. We will get through this TOGETHER!”

Mr. Trump’s positive test result posed immediate challenges for the future of his campaign against former Vice President Joseph R. BidenJr., the Democratic nominee, with barely a month until Election Day. Even if Mr. Trump, 74, remains asymptomatic, he will lose much of hisremaining time on the campaign trail. If he becomes sick, it could raise questions about whether he should remain on the ballot at all.

The White House did not say how long Mr. Trump would have to remain isolated, but it canceled his plans to fly to Florida for a campaignrally on Friday, stripping his public schedule for the day of everything except a midday telephone call “on Covid-19 support to vulnerableseniors.” Appearances at rallies in Wisconsin on Saturday and in Arizona on Monday also appear sure to be scrapped, and the next debate,scheduled for Oct. 15 in Miami, was left up in the air.

During late-night conversations, aides to Mr. Trump were discussing whether he should give an address to the nation on Friday from theWhite House or find some other way for him to reassure the public. But the aides were still in a state of shock as they absorbed the news,and there was no immediate word on how far the infection may have spread among senior White House officials, who generally do notwear masks in deference to the president’s disdain for them.

“The president and first lady are both well at this time, and they plan to remain at home within the White House during theirconvalescence,” Dr. Sean P. Conley, the White House physician, said in a statement, adding: “Rest assured I expect the president tocontinue carrying out his duties without disruption while recovering, and I will keep you updated on any future developments.”

Other aides to the president would not say whether he was experiencing symptoms, but people at the White House noticed that his voicesounded raspy on Thursday, although it was not clear that was abnormal for him, especially given the number of campaign rallies he hasbeen holding lately.

Even if Mr. Trump does not become seriously ill, the positive test could prove devastating to his political fortunes given his months ofplaying down the enormity of the pandemic even as the virus was still ravaging the country and killing about 1,000 Americans every day.He has repeatedly predicted the virus was “going to disappear,” asserted that it was under control and insisted that the country was“rounding the corner” to the end of the crisis. He has scorned the advice of scientists, saying they were mistaken about the severity of thesituation.

For months, Mr. Trump has refused to wear a mask in public on all but a few occasions and has repeatedly questioned their effectiveness.And as recently as Tuesday, at their opening debate, he mocked Mr. Biden for wearing one. “I don’t wear masks like him,” the presidentsaid, his voice dripping with derision. “Every time you see him, he’s got a mask.”

It was not immediately clear whether Mr. Trump might have been infected by the virus at the time of the debate with Mr. Biden, 77,although the two stood far across stage and never got within six feet of each other.

Trailing in the polls, the president in recent weeks has increasingly held crowded campaign events in defiance of public health guidelinesand sometimes state and local governments. When he accepted the nomination on the final day of the Republican National Convention, heinvited more than 1,000 supporters to the South Lawn of the White House and has held a number of rallies around the country since, oftenwith hundreds and even thousands of people jammed into tight spaces, many if not most without masks.

There is no one closer to Mr. Trump than Ms. Hicks, who returned to the White House this year after leaving her position ascommunications director in 2018, and on Wednesday traveled with the president on Air Force One to Minnesota. She began feeling sickaround the time of the campaign rally he held there, according to one person familiar with the events, and was quarantined on the returnflight to Washington, where she disembarked from the back entrance of the plane.

Her positive diagnosis came on Thursday, according to the person familiar with her case, but the White House made no announcementabout the situation, and Kayleigh McEnany, the White House press secretary, who had also been on the plane and exposed to Ms. Hicks,then held a briefing with reporters without mentioning it or wearing a mask.

Only after Bloomberg News reported Ms. Hicks’s condition did Mr. Trump confirm it during an appearance on Thursday night on SeanHannity’s show on Fox News, where he said he was waiting for his own test results.

The positive tests will undercut Mr. Trump’s effort to change the subject of the campaign away from a pandemic that polls show mostAmericans believe he has mishandled and onto political terrain he considers more favorable. The president has sought to focus voterattention instead on violence in cities, his Supreme Court nomination, mail-in ballots and Mr. Biden’s relationship with liberals.

Mr. Trump is the latest world leader to become infected. Prime Minister Boris Johnson of Britain was so sick that he had to be hospitalizedbefore later recovering. Prince Charles likewise contracted the virus, as have the leaders of Brazil, Honduras, Guatemala and Bolivia.

But the symbolism of an infected American president could rattle allies, as well as governors and business owners trying to assess whenand how to reopen or keep open shops, schools, parks, beaches, restaurants, factories and other workplaces. Eager to restore a semblanceof normal life before the election, Mr. Trump has dismissed health concerns to demand that schools reopen, college football resume playand businesses return to full operation.

In his eighth decade of life, Mr. Trump belongs to the age category deemed most vulnerable to the coronavirus. Eight out of every 10deaths attributed to it in the United States have been among those 65 and older. In private discussions, Mr. Trump has been fatalistic withassociates when talking about whether he or others would get sick from the virus, describing it as essentially a roll of the dice.

He has been resistant to permitting details of his health to be made public, raising questions about his overall condition. In November, hemade an unannounced trip to Walter Reed National Military Medical Center that prompted speculation that he had an undisclosed medicalailment, but the White House insisted that he simply underwent routine tests, without revealing what they were or what they showed.

But while Mr. Trump has been reported to have high cholesterol and tips the scale at 243 pounds, which is considered obese for his height,Dr. Conley, his physician, pronounced Mr. Trump in “very good health” last year after his last full medical checkup. And, unlike many ofthose who have succumbed to the virus, he will have the best medical care available.

A variety of people around Mr. Trump were previously infected by the virus, including most recently Robert C. O’Brien, his nationalsecurity adviser, who had a mild case before returning to work in August. Others infected include Kimberly Guilfoyle, his son’s girlfriend;a White House valet; Katie Miller, Vice President Mike Pence’s press secretary; as well as some Secret Service agents, campaign advanceworkers and a Marine in the president’s helicopter unit.

Herman Cain, a former Republican presidential candidate and political ally of Mr. Trump’s, died of the coronavirus in July after attendingthe president’s campaign rally in Tulsa, Okla., where Mr. Cain, like many in the arena, was seen not wearing a mask at least part of thetime.

Mr. Trump has repeatedly expressed confidence in public about his own health, saying he was not concerned about being exposed despitehis various close calls. “I’m on a stage that’s very far away, and, so, I’m not at all concerned,” he said last month, brushing off worriesabout crowded rallies.

Behind the scenes, though, the self-described germophobe was angry in the spring that his valet, who is among those who serve him food,had not been wearing a mask before testing positive, according to people in touch with him. Mr. Trump privately expressed irritation withpeople who got too close to him. According to the president, he began taking hydroxychloroquine, an anti-malaria drug, proactively aroundthis time and later said it caused no adverse effects.

While the coronavirus is much deadlier than the flu, the vast majority of people infected by it recover, especially if there is no underlyingcondition, but the threat climbs with age. If Mr. Trump becomes symptomatic, it could take him weeks to recover.

Under the 25th Amendment, a medically incapacitated president has the option of temporarily transferring power to the vice presidentand can reclaim his authority whenever he deems himself fit for duty.

Since the amendment was ratified in 1967, presidents have done so only three times. In 1985, President Ronald Reagan underwent acolonoscopy and briefly turned over power to Vice President George Bush, although he did not explicitly cite the amendment in doing so.President George W. Bush did invoke the amendment twice in temporarily turning over power to Vice President Dick Cheney duringcolonoscopies in 2002 and 2007.

There is a long history of presidents falling seriously ill while in office, including some afflicted during epidemics. George Washington wasfeared close to death amid an influenza epidemic during his second year, while Woodrow Wilson became sick during Paris peace talksafter World War I with what some specialists and historians believe was the influenza that ravaged the world from 1918 through 1920.

Four presidents have died in office of natural causes: William Henry Harrison, Zachary Taylor, Warren G. Harding and Franklin D.Roosevelt, while Wilson endured a debilitating stroke and Dwight D. Eisenhower had a heart attack in his first term and a stroke in hissecond. Four others were assassinated in office: Abraham Lincoln, James A. Garfield, William McKinley and John F. Kennedy.

But such health crises in the White House have been rarer in recent times. Since Reagan was shot in 1981, no president has been known toconfront a life-threatening condition while in office.
