Welcome to the Family Resource Guide of the NYC Region NYS Office of Mental
Health. We are committed to providing the best care possible for the children
and families that we serve within the five boroughs of NYC. We offer many
services and supports within the community to strengthen our children and
families. If you are having problems identifying services or need help advocating
for your child please feel free to contact one of our city wide parent advisors

There are nine family resource Centers located throughout the five boroughs of
NYC. These Resource Centers are run by family members that have children with
behavioral and mental health or other disabilities. The resource Centers are
staffed by family and youth advocates who run support groups, parenting and
anger management classes and other activities that can assist in providing
support to your family. For more information please feel free to reach out to any
of the FRC’s in your community.

Community Residences
Community Residences provide a supervised, therapeutic environment for six to eight children
or adolescents, between the ages of 5 and 18 years, that includes structured daily living
activities, problem solving skills development and caring adult interactions. These residences
are located in the community and are in all five boroughs. The programs are OMH licensed
and run by nonprofit organizations with OMH field office staff monitoring to insure that the
programs meet licensing and regulatory requirements.

Home & Community Based Waiver Services
Home and Community Based Waiver Services were developed to enable children with a
diagnosis of serious emotional and behavioral needs to remain at home or in the community
with individualized services for themselves and their families. These services include
individualized care coordination, crisis response services, intensive in home services, respite,
family support services and skill building services. All referrals for the home and community
based waiver must be made through Children’s CSPOA 1-888-277-6258.

NYC Intensive Case Management Services for Children & Youth
The intensive case management program is designed to assist seriously emotionally disturbed
children and youth and their families in the community. A specially trained case manager will
develop a comprehensive service plan to assess and coordinate supports and services to help
the child live at home and stay in the community. The case manager will work very closely
with the child’s school and other professionals to insure that the needs of the child and family
are being addressed. Referrals for Intensive Case Management are made through Children’s

Residential Treatment Facilities
When a child is identified has having a significant mental health challenge with multiple
hospitalizations and the child cannot be maintained in a community or home based setting Residential
treatment may be more appropriate. Referrals should be sent to the regional field office for review by
the (PACC) Pre- Admission Certification Committee. The PACC determines whether RTF level of care is
appropriate for the child. The coordinator notifies the referral source about the PACC decision and, if
accepted, the child and care giver should tour the residential program

The RTF level of care is considered a short term residential intervention, not a placement. The expected
length of stay is 3-9 months.
