Do you communicate effectively? Are those that communicate to you responding to your communication effectively and timely? If the answer is no to either question, what happens next? Your problem solving in your office, at home or within your organization fails to some degree. What you do next to rectify the concern, will determine how successful you are in any of the three. Will you wait for someone else to change the outcome or will you help in correcting the way the communication is being communicated and received?

In my last article, I spoke of E-Career training. When writing your KSA’s you should always use the STAR format (Situation, Task, Action, Result) to address your KSA’s. Keep each scenario you are writing, short, precise to what happened, what you needed to do, what you did and the final result of it. Always use words that end in “ed” like resulted, saved, reduced, corrected, to show and explain your results in the best light. I’ve conducted many review Boards and the one thing you don’t want is to read a story. The examiner of your profile should only take about 5 minutes to read it. Each office you are referring to should have one or two items that you accomplished there listed under that offices accomplishment also in the STAR format. We will have this training at our State Convention. If you know of someone trying to move up, give them a hand. If they are not a member sign them up. If you don’t have the time to help, get someone else to help them.

SOV, CSV, FDB: Have you verified your workloads, staffing earned, daily earned and your Facility Database information to insure your office data is correct. If it isn’t, correct what you can and contact Operations to fix what isn’t. Take a moment to analyze your office and insure every function within it is being given the proper credit. If you are not making your budget, are you exploring

different schedules that will be more efficient? If you are still not making it, then what is wrong? Once you figure that out, go through the proper operational channels to fix it. These fixes don’t happen overnight whether it affects your NPA or not. If all else fails, get your District Coordinator involved and they will help you by tapping their resources.

If we are visibly helping, training and involved at the District level our members will know that we are working on their concerns and that we will pursue the action needed until it is resolved. The more we are noticed, the more members we attract to a healthy organization.

Legislation this year is strongly on the forefront of attacking benefits that we have. I know by the time you read this, some of us will be embarking to Washington to address our Representatives. You don’t have to go but attendance is encouraged as we use these visits to ward off attempts to take away our benefits. You can call your Representatives at home and meet with them to address their individual concerns or the concerns of the organization as long as you use Bob Levi’s talking

points for the organization. We can all help in many ways including writing letters to your Representatives. One voice is usually dismissed or ignored, many voices make them nervous and usually gets a reaction.

Bylaws will be addressed again at the State Convention to clean up some areas. I have not received any input or suggestions towards this. Please look them over and send me your suggestions. Most concerns have to do with fixing the alternate years and the VP positions being job specific. This part of the Convention will go much smoother if we talk through these beforehand.

Spring Swings will be coming soon. I would like to see more attend and possibly some new faces. Start seeking your coverage now. The dates will be forthcoming.

Hello fellow UPMA members. I hope everyone had a wonderful holiday with family and friends. Winter is still

ever present in the Southern Tier. Mother Nature has been teasing us with up and down temperatures, high volumes of snow, and rising creeks and streams. Safety has been our first priority during this trying time. Late carriers, unfinished routes and customer safety in all our facilities. We may struggle and work long hours but trust me when I say “we will succeed in safety, customer service and postal pride.

As your Executive VP, I am focusing on our membership. We have two types of members: Active – come to our meetings, conventions, legislative conferences and assist where needed, and then we have our Inactive – want to

be a member but they don’t want to participate. Please take a moment and think about which type of member you are. I only ask because our organization needs “active” members. If we are going to succeed and move forward (like we do as Postmasters and Supervisors in our offices) we all need to participate and grow our membership.

In the coming year, my plan is to take one/two days per month and try to visit as many members and non-members as possible. I want to know what your goals are and what you need as members. I am here to try and answer any questions you may have. Please do not hesitate to email or call me with any questions or concerns. Let us do together what we can not do alone.

Why Give to UPMA PAC?First of all, Political Action Campaign is the term used

to collect funds from members to have our voice heard in Congress. The representatives that are sent to speak for us, incur costs that need to be covered as a result of that important duty. UPMA PAC covers campaign costs and re-elects proven allies.

Think of giving to PAC as you would to invest in something of importance to you, such as a college fund, a bond for a child ,or a retirement fund.

Giving to PAC is made very easy for you!E-PAC is an electronic process that takes an amount

In this issue you will find the finalized 2017 budget with all income and expenses by line item, and beginning and ending balances for all accounts. Our total account balances for the beginning of the year were $215,927.05. We ended the year at $208,044.19 which amounts to a $7882.86

decrease. NY State continues to be financially sound. Based on this, we are again continuing to offer many incentives to our members in 2018. The incentives include the following; Washington DC in February, The NY State convention in June, held in Lake George this year, and the National convention in July, which will be held in Reno, Nevada. Please take advantage of any or all of these incentives and continue to, or become more involved in UPMA. The 2018 budget will be printed in the next issue.

2018 – What a Year it can Be!It’s hard for me to believe that 2017 has gone and

2018 is here. If you are reading this then you have made it through another holiday season. For those of us that are still working, this is quite an accomplishment. You should be proud of yourself.

This brings me to this publication. We print the Empire State Publication 8 times a year for you. It is to encourage, enlighten and support you. Therefore, as I said last issue, I need each of you to contribute. If your office is running smoothly, you probably don’t realize that you are managing well in spite of all the challenges. Share with others how you are succeeding. It might not seem like a big deal to you, but maybe someone else can take your “formula” for success and apply it in their office, making it better for them and their employees. It might be a daily checklist you use or how you keep track of the many monthly, quarterly, semi-annually or yearly tasks

we must complete. Some of us have been with the Postal Service and managing for a long time. However, there are many new Postmasters, Supervisors and managers who have only been with the Postal Service for a few years. As we did when we first became a manager, they will need a lot of support to become their very best. We need each other. So please submit a word of advice or an article that will benefit your fellow managers. Please use [email protected] to submit pictures and/or articles.

At the end of January, I will be visiting the Postmaster Essentials class in Syracuse to recruit new members. Then in February I will be off to the Legislative Advocacy Days in Washington, DC.

If you have never been on Capital Hill to meet with your representatives, why don’t you come and join in the fun.

The United Postmasters and Managers of America (UPMA) resulted from the merger of the National Association of Postmasters of the U.S. (NAPUS) and the National League of Postmasters (LEAGUE).

UPMA represents the manag-ers-in-charge of the approxi-mately 26,000 post offices of the nation and other postal managers who work in postal facilities. UPMA members are in the frontline to ensure the high quality mail services that Americans expect and demand. UPMA comprises 26,000 active and retired postmasters and postal man-agers.

UPMA is led by co-presidents,

Anthony Leonardi, Postmas-ter of Mims, FL, and Sean Acord, Postmaster of Lewisburg, WV.

The UPMA Government Rela-tions Department serves as the primary link between UPMA members and govern-mental policy-makers. Bob Levi, a thirty-five year Capitol Hill veteran who has worked for Congress and two differ-ent postal employee organi-zations, heads up the depart-ment. Edmund Carley, post-master of Lincoln, IL, serves as the organization’s Legisla-tive-Political Chair. Each state designates a Legisla-tive-Political Chairs; however some states designate two chairs.

Who is UPMA?

UPMA’s 2018 Legislative Agenda

At the beginning of each year, UPMA builds its legislative agenda in order to effectively advocate for the interest of its members and the mailing pub-lic.

1. Postal Viability — The US Postal Service is the most visi-ble and respected agency of the federal government. The postal sector of the national economy accounts for about 9% of the US gross domestic product and supports 9 million jobs. UPMA supports moving HR 756 though the legislative process, as the measure pro-vides the core elements of postal sustainability.

2. Universal Postal Service — Our nation’s constitution and 250 years’ of experience is the bedrock of our universal mail

3. Postmaster and Manager Protection — UPMA members participate in legally defined health and retirement pro-grams. These earned benefit programs are essential to the health and retirement securi-ty of our active and retired members. As a result, UPMA urges Congress to safeguard these programs.

4. Postmaster and Manager Retirement Equity — The Gov-ernment Pension Offset

(GPO)and Windfall Elimination Provision (WEP) victimize many UPMA members who retired under the Civil Service Retire-ment System (CSRS), by reduc-ing their Social Security bene-fits. UPMA supports S 915 and HR 1205, legislation to repeal GPO and WEP.

5. Fiscal Year 2019 Budget — UPMA strongly believes that its members sought not be a cash-cow to reduce the budget defi-cit — a deficit that was greatly increased in Fiscal Year 2018. Consequently, UPMA strongly opposes budget cuts that would increase employee con-tributions to federal retirement or destabilize retirement pro-grams, or change the federal health program premium em-ployee contribution formula.

3rd District NewsBy the time everyone is reading this, I will have

marked another notch of my never-ending notches toward retirement, which means another birthday has rolled on by.

Retirement is still far off for me, and many of you out there. Let’s hope we are all finding ways to cope with what is going on in our lives and with our jobs.

Plans are in full swing (pun intended) for 3rd District’s Spring Swing meeting. This year’s meeting will be held at the Comfort Suites in Cicero, off I-81 exit 30, on March 28th. The hours will be 10am to 3pm, to try to accommodate the drive for most attendees. We have

used this venue before with good results with attendance and accessibility.

Please come to the meeting so that we can brainstorm about what you need UPMA to do for you, your job, and how we can utilize the 3rd District position and funds to make events for you and your family a part of this organization.

I always tell my Postal team, I have four offices, I can’t help you if you don’t tell me.

Communication is crucial in everything. Let’s start communicating with UPMA, so we can all see results.

William Henry Hotel in an Adirondack chair looking at beautiful Lake George and enjoying a nice gentle, warm breeze. Mark your calendars, get your vacation planned and come to the NYS UPMA State Convention in beautiful Lake George, New York on Wednesday, May 30 through Sunday, June 3. Postal Service Binds Us and the NationThe U.S. Postal Service Mission statement: The Postal

Service shall have as its basic function the obligation to provide postal services to bind the Nation together through the personal, education, literary and business correspondence of the people”

As employees and managers of the Postal Service we have a bond with each other and the people we serve so I shouldn’t be surprised about the story I am about to tell you. There is a disabled Vet that I had befriended that worked for my husband before my husband passed away. We have remained friends over the years. He doesn’t have family so he spends his holidays and BBQs with my family. Unfortunately, he had a run of bad luck. He drove himself to the hospital because he was experiencing weakness in his leg and was having difficulty standing. He was admitted and it was discovered that he had a mini stroke the week before and another one just days before he was admitted. He spent some time there and was recovering well. A couple of weeks later he was driving to the V.A. hospital for his follow up visit. He was involved in an auto accident that totaled his car. The part of NY State that we live in is hard to get around without a vehicle. This Vet certainly didn’t have the funds for a new car.

I was at home one evening thinking of ways I could help this Vet. Unfortunately, I didn’t have the ability to help him out financially. I then thought to myself maybe I could reach out through Facebook for help. If you are like any Postal Manager and UPMA member so many of your FB friends are fellow employees. So I began to write. I told my fellow FB friends of this Vets plight and asked if they had a cheap car or a car that didn’t need much money to get on the road or maybe a car they would like to donate? By the next morning I had many comments and people letting me know they would keep their eye out for me. I then received a message from Dave Disharoon a retired Postmaster and lead UPMA Adverse Action Counselor from the Atlanta, GA area. He asked, “Would you

come to Atlanta for a car? He had a car that he wanted to donate. I said yes. Wayne Francis, UPMA’s National Vice President, from North Carolina messaged me and told me that he lived about 5 hours from Atlanta but that he and his wife Shayne, UPMA Auxiliary President would pick up the car in Atlanta and drive it north to meet me somewhere along the way. I should not have been surprised but I couldn’t believe that I was going to have a car for this Vet. This Vet has done handyman jobs for a small local Religious Community to make ends meet and when they heard of his plight they contacted me and told me they had frequent flyer miles that they wanted to give me so I could fly down to Atlanta. It was all coming together.

I booked a flight to Atlanta. Dave Disharoon picked me up at the airport and drove me to his small town an hour outside Atlanta. I had breakfast and was on my way north with the vehicle. The UPMA Postal Community and our community had come together to make a difference in someone’s life. I am so proud to be part of both.

The Downstate ProspectiveFirst, I need to correct last issues article. In that article,

I wrote that the Retiree’s auction would be on Thursday evening May 31. That was incorrect. The Retiree’s auction to benefit both our Chapters scholarships will be held on Friday evening June 1, 2018. It is requested that all attending the UPMA NYS Convention bring an item to be auctioned off that evening. As stated in my last article one man’s trash is not another man’s treasure. It is an auction not a yard sale.

We all have made it to another new year. Chanukah, Christmas and New Year’s Day are behind us. All the candles, lights, and decorations have been carefully packed away for next year. Once again, the United States Postal Service has served the citizens of this nation with the best delivery service in the entire world. I thank you and all Postal employees for a job well done.

As most of you know the next item on our list of things to do is to visit Capitol Hill the last days in February. In doing such a great job day after day delivering the nations mail; doing it in all kinds of weather and adverse conditions, it makes it a pleasure to visit our

representatives in Washington D.C. and present our case for the pay and benefits you deserve. You can rest assured your voice will be heard. You can help by emailing, calling and visiting your representative after we make our visit in D.C. You will find on both the National website and NYS website the information you need to present to your representative. No voice goes unheard but many voices make the difference.

Lastly, I want to suggest to all who plan to make the trip to the NYS Convention. Think about running for office. If you go on the website you will see what positions are up for election. It is true that a newly elected officer is a busy officer. As far as the Retirees, the office of President and Sectary/Treasure will be up for election. I also will be needing to fill the several positions on the Auxiliary Board. Give it some thought. As I was driving home after New Years from helping my daughter move out of her apartment and into her new home, I was reflecting on what was a wonderful holiday season. However, there were a few bumps in the road of life. On Christmas Day, right after we had all opened our presents, we lost power for 7 1/2 hours. Needless to say, this put our ham dinner in serious jeopardy. Fortunately, we did not have to push the panic button as we live close to my sister-in-law’s home and we’ve had a plan for years that if any of us lost power, we would just go to the other house. We simply packed up the food and cooked our meal there. On a slightly more serious note, just before New Year’s Day, my seemingly indestructible 19-year-old son was hospitalized for two days as the result of a kidney stone with an accompanying infection. The good news - he’s on the road to recovery. The bad news - his hospitalization resulted in his missing out on going to lineman’s school for the winter term. (He was supposed to leave for Tennessee the day he was hospitalized.) At the end of the day, he will still be going, just a little later than he had planned.

You might be saying “What could this possibly have to do with UPMA?” The simple answer is that things happen that you have planned for and things happen that are unplanned. If you have a plan for when your employees call in, be it calling in your PTF or contacting a local PM or your POOM for assistance, it lessens the impact of the absence. If you maintain a calendar of due

dates for reports such as scheduled employee training, mail box collection tests, or scheduled maintenance on your postal vehicles, you can avoid getting those nastygram emails. Voila! Your calendar has just become your plan. When more serious issues arise that are unexpected, you can still have a plan. What is your plan if the floor stock count after the holidays comes up $3000.00 short? There are things that you should be doing regularly that provide the basis for a plan such as (but obviously not limited to) a record of clerk and main stock counts, transfers, and yes, even an up-to-date key and alarm code inventory. If a surprise event overwhelms you, knowing who to reach out to is an integral part of any plan. Whether it is an experienced postmaster or an Adverse Action representative, having people you trust on speed dial is essential to any plan. In the event of an incapacitating health issue, do you have a plan for someone to feed your pets, watch the kids, make sure the heat is on in your home, etc?

Be it life or work, planning for the expected and the unexpected makes good sense. Don’t be afraid to discuss your plans with friends and colleagues. They may help you identify an area of short-sightedness that you can correct before you need to put your plan into operation. Make it your goal for your foresight to be 20/20. Also after an event, review and reflect on how effective your plan was - maybe a tweak is in order?

Retired and HappyAs you read this the Holiday season is over and we

are in the process of getting ready for the New Year. On December 6, 2017, the first district held a holiday party which was well attended. I was happy to see some old friends that I have not seen in many moons.

I will be going to Washington DC for the UPMA 2018 Legislative Summit Feb 26-27 with fellow Postmasters in an effort to reach out to our representatives regarding our concerns. Mike Silvestri and I made a visit to our Congressman Thomas Suozzi’s local office on 1/10 to discuss our issue and make contacts for our visit to Washington.

I will be attending the Connecticut State Convention April 5-7 as UPMA Postmaster Retired Area 2 Representative.

Our New York State UPMA Convention will be held May 30- June 3 in Lake George.

We have a new editor for “In the Mailbox”, the official retiree publication/newsletter that is printed and mailed bi-monthly and also posted on the UPMA web site. This past August ended with Alan and I camping with my daughter’s family at Gettysburg National Park and attending our granddaughter’s convocation at Gettysburg College. It was a wonderful week, but ended with Alan not feeling very well. He went to the doctor on Sept. 8 and was sent

for an abdominal scan. On Sept. 12, he was hospitalized for an endoscopy and diagnosed with a very aggressive metastatic cancer in his liver. Three short weeks later the good Lord called him home. He was at home and in home hospice care. The people in this group were the best! And New York UPMA made a memorial donation in Alan’s name to this group. I thank you one and all!

Alan and I were married for over 55 years – very happy years that have helped me through these last two months. Nearly 200 of my Postmaster family and friends sent condolences with notes about Alan – memories of him at golf outings, fishing at Shelter Island, fun times in state and national hospitality rooms, and just thoughts about him. I read them all and shared many with my children. Thank you all for your many cards, phone calls and emails. I plan to see you at Lake George in June.

UPMA NATIONAL AUXILIARY The National Auxiliary to the United Postmasters and

Managers of America was established with the common goal to help the Postmasters, Managers and Supervisors.

Treasurer Josie Oakes.The Auxiliary supports, promotes, and protects

their concerns, while providing their spouse, family, and/or friends, with an organization of friendship and fellowship. Sharing concerns, building good public relations for the Postal Service, generating new ideas, having fun together all make our work more interesting, worthwhile, and rewarding.

Membership in the Auxiliary consists of UPMA Members or family of UPMA, to include spouses, sons, daughters, fathers, mothers or grandchildren. Associate Members are any persons supportive of the UPMA, including in-laws, nieces, nephews, employees of USPS and their family members, and special friends of UPMA. B.R.A.T.S. are auxiliary members between the ages of 6 and 21. “B.R.A.T.S. stands for Bringing Real Attributes to Society”.

The support of the UPMA Auxiliary and your State Branch Auxiliary to UPMA is invaluable. We make the Auxiliary a family supported UPMA organization. Postmasters, Managers and Supervisors need all the

support they can get on postal concerns. The Auxiliary members can rally community support, promote postal concerns, and keep in touch with Congressional Representatives on Postal issues.

Behind the scenes, the Auxiliary works to ensure that UPMA functions run smoothly and that a good time is had by all. Your Chapter may host the hospitality room at your annual State Convention, provides an evening of entertainment, maybe host a luncheon or picnic supper for the active UPMA and their families. Some of these activities might include putting on skits, planning tours, shopping, or just plain relaxing together. By becoming a member of your Auxiliary, you will learn about our organization, and how we support UPMA. Most importantly, you will make new friends and be sharing great fun and fellowship.
