NEW VISA APPLICATION PROCEDURE PR CHINA
With effect from 16.12.2019, the Chinese consular authorities have significantly tightened the regulations for applying for a visa for the People's Republic of China.
As before, an online visa application form must be completed and submitted via the Internet portal of the Chinese immigration authorities. The automatically generated PDF document must be printed out completely and signed by the applicant twice in the original.
In addition, each visa applicant, regardless of the category of visa applied for, must appear personally for capture of his biometric data (fingerprints of all 10 fingers and digital photograph) at the Chinese Visa Application Service Center (CVASC) responsible for his place of residence as part of the application procedure.
Exceptions apply to persons under 14 and over 70 years of age, persons who suffer from mutilation in the finger area and diplomats.
Visa Dienst Bonn will continue to support you throughout the entire application process and will take care of all necessary steps for you in the future:
Preparation of the online visa application form
Upload of the biometric passport photo according to specific specifications
Preliminary examination of your application documents for completeness
Arrangement of your personal date for the recording of fingerprints in CVASC
Personal support by our employees on the day of your appointment in CVASC for fingerprint capture
Preferential application at specific agency counters
Payment of all consular fees by our service team
Collection of the passport incl. visa and examination of the visa issued
Return to the passport holder or any desired address by courier service
Note: Applicants whose biometric data have already been recorded in a CVASC using the new application procedure can in future send their passport including the new biometric visa together with all necessary application documents to the responsible service office of Visa Dienst Bonn using the previously known procedure. In case of any doubt, please contact our responsible service team.
This comprehensive full service helps you reliably from start to finish through the complicated application procedure, saves you a lot of time and thus maximizes efficiency.
Here you will find comprehensive information and all additional forms you need for the new visa application procedure via the Visa Dienst Bonn. The fees for our full service are 189,- EUR plus VAT. The consular and CVASC fees of 125,45 EUR (for non-German applicants on request) are in addition.
Please note that the introduction of the new procedure by the Visa Application Center may result in delays in the application process, which are beyond our control. Please submit your visa application as early as possible.
We are in daily dialogue with the CVASC's in Germany with the aim of further optimizing the application process for our customers. It is expected that the implementation of the new application procedure by the Visa Application Centers will result in further changes, which we will communicate immediately on our websites.

Visa application procedure PR China via Visa Dienst Bonn
Enclosed you will receive a questionnaire for the preparation of the online visa application form in German language. On the basis of the data you provide in the questionnaire, we will handle the online application for you via the Internet portal of the Chinese Immigration Authority, digitisation and upload of the passport photo, the appointment for capture of your biometric data in the Chinese Visa Application Service Center (CVASC) as well as the printout of the application confirmation, the application form and the appointment confirmation.
In order to apply for your visa smoothly and quickly, please proceed as follows:
1) Please first complete and sign the enclosed declaration of consent for the transfer of personal data to a third country according to EU-DSGVO, the power of attorney for the CVASC and our order form.
2) Please complete the enclosed questionnaire for applying for a visa for the People's Republic of China in full and confirm by your signature that all details have been provided correctly and truthfully and that you accept the terms and conditions for online application by Visa Dienst Bonn. Applicants who do not have sufficient German language skills can alternatively complete the online application form at www.visaforchina.org in English and send the fully completed printout of the automatically generated PDF document together with all application documents to our responsible service office. Please choose the appropriate CVASC, corresponding to your place of residence, in this case.
3) Please have a current biometric passport photo taken according to the guidelines of the Chinese consulates (please send the photo together with all application documents to Visa Dienst Bonn). Please note the current passport photo guidelines of the Chinese consulates on the attached information sheet. The passport photo must not be older than 6 months and must be taken against a white background. If necessary, please take the information sheet with you to your photographer, who can create your passport photo in the prescribed format on the basis of the graphics.
4) Please check your original passport to ensure that it is valid for at least 6 months beyond the end of your intended stay in China and that it has at least two opposite, completely free and undamaged visa pages. Your passport must not be damaged; pages 2-3 for official endorsements may only contain official remarks & no visas of other states.
5) Non-German EU citizens should enclose a copy of their current registration confirmation (not older than 3 months); citizens of other countries should also enclose a copy (front and back) of their residence permit valid for at least another 6 months.
6) Please compile all further documents required for the visa application according to the visa category applied for (e.g. travel booking confirmation, flight and hotel booking confirmation, itinerary, invitation and secondment letters, copies of previous China visas as well as entry / exit stamps, passport copy, etc.) and send the complete original documents to the service office of Visa Dienst Bonn responsible for your place of residence (see chart on the following page!). Please use the enclosed checklist!
7) Upon receipt of the application documents in our service office, the documents are checked for completeness by our employees. After creating and successfully submitting your online application form to the Chinese authorities, our service team will book an appointment with the Chinese Visa Application Center based on the attached appointment form. Please enter in the appointment form on which days you would like to make your personal appointment for the visa application if possible. If none of the dates you have requested is available, our service team will contact you for individual coordination. The written appointment confirmation will be sent to you by email; please bring the printout of the confirmation with you to your appointment in the Visa Application Center! You will find further information on how to make an appointment for you in the CVASC in the enclosed information sheets "Making an Appointment" and "In the Chinese Visa Application Center".
Our service staff will meet you personally at the CVASC on the day of the booked appointment, hand over your prepared visa application package and accompany you through the entire application process including fingerprint capture. Once you have submitted your application and entered your biometric data in CVASC, you will receive a payment slip which you hand over to our service staff; afterwards you can leave the Visa Application Center and return home or continue your journey.
The Visa Dienst Bonn service team will take care of paying the visa application fees, picking up your passport and returning it by overnight courier to a location of your choice.
Important note: Applicants with current or former citizenship of some countries (e.g. Turkey, Iran, Iraq, Libya, Syria, Yemen, the CIS states and the Maghreb states) as well as applicants with a specific professional background (e.g. journalists & media representatives, church representatives, employees of publishing houses) are subject to special regulations. If necessary, please inform yourself in advance at our responsible service office.

Application period and costs
Please allow sufficient time to apply for your China visa. It is recommended to send the complete application documents 6-8 weeks before the start of the journey to the responsible service office of the Visa Service. In particular, the introduction of fingerprint capture is expected to cause considerable delays. Only after your fingerprints have been recorded does the consular processing time of 4 embassy working days begin until we can pick up your passport incl. visa.
The service fee for our comprehensive full service is EUR 189.00 per person plus VAT. Please see our current price list at http://www.visum.de/leistungen-und-preise/preise.php for any additional services you may require. In addition, there are visa application fees for the Chinese consulate and the Visa Application Center; these currently amount to EUR 125.45 for German citizens and citizens of the Schengen states (as of Dec. 2019). These fees will be paid by us for you upon application and will be shown separately on our invoice.
The information is subject to changes in entry and visa regulations as well as consular fees by the Chinese authorities. These fees, as well as our service fees, are non-refundable in the event that your visa application is rejected.
Legal issues
Please note that Visa Dienst Bonn cannot accept any liability for visa categories incorrectly selected by the applicant, incomplete or incorrect information, the consequences of non-appearance on the appointment date without prior cancellation, late submission of the application documents or other non-compliance with Chinese entry and visa regulations.
The decision to grant an appointment, grant or refuse a visa, visa category, validity period, number of entries, processing times and fees, as well as any additional documents or the visa interview required by the consulate is subject exclusively to the Chinese consular authorities. Therefore the Visa Dienst Bonn cannot guarantee a successful and timely application.
The visa issued does not automatically entitle the holder to enter the PRC; it only allows the holder to travel to a Chinese border checkpoint. The final decision about your entry to China will be made by the immigration officer on duty at the point of entry; here you may be questioned again about your purpose of travel and asked to present your travel documents.
Visa and entry regulations can change at short notice without the responsible authorities informing us; therefore the Visa Dienst Bonn cannot assume any warranty for information provided.

Section 1 (Purpose of Data Processing): In order to perform its mandate to procure a visa and/or electronic travel authorization (ESTA, ETA, eVisa, etc.)

Client/Applicant and to transfer it to the destination country’s official consular missions in Germany, respectively to the relevant destination country’s consular/immigration authorities in a third country, also outside of the European Union (EU). The data will be processed in the country in which the data
importer (in this case, the relevant consular mission or consular/immigration authority of a third country) is established.
The embassies and consulates of third countries (also outside the EU) and their servants function as representatives of, inter alia, the
consular/immigration authorities of their respective home country on the territory of the respective host country. Pursuant to Articles 22 and 31 of the
Vienna Convention on Consular Relations (VCCR), these embassies/consulates enjoy special protection and may in certain cases not be subject to the
adjudication of the host country, respectively to applicable EU law. This means that the personal data provided for visa-application purposes will in
effect be processed in the country represented by a consular mission in Germany or in the EU, even if said mission is actually located on the territory of
Germany or of the EU.
The consular mission or immigration authority of the third country becomes involved due to the fact that Visa Dienst Bonn GmbH & Co. KG/VISA.de is
not able to fulfill the Applicant/Client’s mandate by issuing a visa/electronic travel authorization itself, but rather functions exclusively as the Applicant’s authorized agent and middleman vis-à-vis the consular mission/immigration authority of the destination country (third country).
Section 2 (Special Categories of Data Meriting Higher Protection): In order to fulfill the mandate, it may become necessary, depending on the current
regulations governing visa applications for the destination country, to transfer categories of personal data meriting higher protection to the respective
consular mission, respectively immigration authority. Depending on the specific data required to fulfill the mandate, this may include personal data that
reveals racial or ethnic origin, political opinions, religious or philosophical beliefs or trade union membership, and may also include biometric data and
suchlike in certain cases. When it comes to the present mandate for the procurement of a visa and/or electronic travel authorization, it may in some
cases be necessary to transfer such personal data to the destination country’s consular mission, respectively consular/immigration authority, for
purposes of fulfilling the mandate.
Section 3 (Adequacy Decision): It is possible that the European Commission has not yet issued an “adequacy decision” within the meaning of Article 45 paragraphs 1 and 3 of the General Data Protection Regulation of the European Union (EU GDPR) for the country in which the consular/immigration
authority is established, respectively for the country represented by a consular mission in Germany, and in which the personal data will be processed.
This means that the European Commission has not yet positively certified that the level of data protection in place in that specific country corresponds
to the European Union standard on the basis of the EU GDPR.
Section 4 (Appropriate Safeguards): The EU GDPR stipulates so-called “appropriate safeguards” as a precondition for transferring data to a third country
or to an international organization (Article 46 paragraphs 2 and 3 of the EU GDPR). It is possible that appropriate safeguards may not be in place for the
aforementioned destination country.
Section 5 (Possible Risks): Potential risks in connection with the aforementioned paragraphs that can currently not be excluded for the Applicant/Client
particularly include the following:
- Your personal data could potentially be forwarded by the consular/immigration authority of the destination country to other third parties for purposes
above and beyond the originally intended purpose of fulfilling the mandate.
- You may be unable to sustainably assert, respectively enforce, your rights to access vis-a-vis the relevant consular/immigration authority.
- There could be an increased probability that your data cannot be processed correctly because the organizational measures in place for the protection
of personal data do not fully meet the requirements of the EU GDPR in terms of quantity or quality.
Section 6 (Consent / Revocation): I hereby expressly consent to having my personal data, including special categories of data that merit higher protection
(see Section 2) within the meaning of Article 9 paragraph 1 of the EU GDPR, transferred to consular/immigration authorities/consular missions located in
the above-referenced destination country, respectively to those which represent said country in Germany or in the European Union, for purposes of
performing the service which I have requested under the mandate.
I understand that I can revoke this declaration of consent at any time by issuing a corresponding declaration to the data controller: Visa Dienst Bonn
GmbH & Co. KG/VISUM.de, Koernerstrasse 28, 53175 Bonn, Germany, Tel.: +49(0)228-367990, Fax: +49(0)228-3679936. Such revocation will not affect
the legality of any processing that has already occurred on the basis of my consent up to the time of revocation. In this case, Visa Dienst Bonn GmbH &
Co. KG/VISUM.de will be unable to fulfill the main contractual agreement (mandate) and will therefore be entitled to refuse to conclude said agreement
with me, respectively to terminate it with immediate effect.

According to the current visa application regulations of the People's Republic of China, each visa applicant must appear personally for biometric data capture (fingerprints of all 10 fingers and digital photo) at the Chinese Visa Application Service Center (CVASC) responsible for his/her place of residence as part of the application procedure. Exceptions apply to persons under 14 and over 70 years of age, persons with restrictions in the finger area and diplomats. As part of the online application process for a Chinese visa, Visa Dienst Bonn will arrange the necessary appointment for you in advance at one of the Chinese Visa Application Centers listed below.
The number of available appointments per day is limited. Please note that, depending on the CVASC load, extended deadlines may be expected. Please submit your visa application early, but at the earliest 8 weeks before the start of your journey. A short-term application is only possible after prior consultation with us.

After checking your documents, preparing and successfully submitting your online application form to the Chinese authorities, our service team will book an appointment for you at the Chinese Visa Application Service Center based on the information you provide in the attached appointment form.

The visa issued does not automatically entitle the holder to enter the PRC; it only allows the holder to travel to a Chinese border checkpoint. Section 1: General provisions
The following General Terms & Conditions (GTCs) form the legal basis for the performance of our services. Your awarding us the contract for the provision of services to you
constitutes your acknowledgement of our GTCs. Deviating or supplemental agreements as well as collateral arrangements will be valid only insofar as we confirm them in writing.
Our GTCs will be the only ones applicable to our contractual relationship; no other terms & conditions will be incorporated into the contractual agreement, even if we fail to
expressly object to them.
Section 2: Services
(1) We offer for-charge services to facilitate the procurement of visas, electronic travel authorizations, and legalizations of documents. Activities that require an official license,
particularly the provision of legal advice, will not form not part of the contractually agreed subject manner and will not be performed by us under any circumstances.
(2) If you have not given us any specific instructions, we will be entitled to structure our performance at our reasonably exercised discretion while making due allowance for your
interests. In particular, we will be free to choose the manner, route, and means of forwarding your documents, assuming you did not give us any specific forwarding instructions
when awarding the contract to us. As a general rule, we will dispatch documents as insured letters/parcels via the carrier UPS, whose general terms & conditions of carriage will
apply. We are entitled to outsource the fulfillment of your contract to third parties, either as a whole or in part.
Section 3: Prices
(1) The remuneration payable for our services is governed by our respectively applicable tariffs. Third-party services, visa fees, and consular fees as well as third-party shipping
costs will be reimbursed based on the fee schedules in effect at the time the application was filed, even if no express terms were agreed in this regard. Unless otherwise agreed,
the remuneration for our services as well as all other fees to be advanced out of pocket by us will be payable to us when the contract is awarded to us (prepayment). If we have
expressly waived this prepayment, we are entitled to send your documents back to you on a cash-on-delivery basis at our case-by-case discretion.
(2) Since our sole obligation is to render our services and since we assume no warranty for the attainment of any specific result in whatever form, your payment obligation will
remain in effect even if your application for a visa, respectively for an electronic travel authorization, or for the legalization of documents fails to be approved by the authorities.
Our prices are non-binding and subject to change at any time.
Section 4: Liability
(1) It goes without saying that decisions regarding the approval or refusal of an application for a visa, respectively electronic travel authorization, or for a legalization of documents
is the exclusive preserve of the respective destination country’s competent authorities, respectively diplomatic missions. For this reason, we do not assume any liability
whatsoever for the eventual success of a given application procedure. Likewise, we assume no liability for any information provided.
(2) Our services, particularly our express services and last-minute services, will be limited to selecting the most effective, expeditious – but also secure – means of forwarding your
documents while also taking specific measures to help ensure expedited processing by the respective destination country’s authorities, respectively diplomatic missions. Thus, we
assume no liability or warranty whatsoever for compliance with any deadlines, regardless of the importance these may have for the contract you have awarded to us. We
therefore urge you not to confirm your travel plans until you have obtained valid travel documents.
(3) If we or any of our vicarious agents engage in culpable conduct in rendering our services, particularly in organizing and executing the dispatch, respectively return dispatch, of
your documents and/or passport(s), our liability will be limited to cases of willful intent and gross negligence. Furthermore, we accept to be held liable for breaches by simple
negligence of cardinal contractual obligations. “Cardinal contractual obligations” are ones the breach of which would imperil attainment of the contractually agreed purpose, or
ones the fulfillment of which you normally can trust will be complied with and which are indispensable to the proper implementation of the contractual agreement. However, our
liability in such cases will be limited to the damage that would have been foreseeable and typical for the nature of the agreement involved. In all other regards, we will assume no
liability whatsoever for simply negligent breaches of any other obligations besides the ones specified in the foregoing sentences.
(5) In cases involving breaches by simple negligence of cardinal contractual obligations, liability for financial damage will be limited to 800.00 Euros, given that this limit represents
the maximum damages that typically arise in this context. We will assume no further-reaching liability.
(6) The foregoing limitations of liability will not apply to cases of injury to life, limb or health.
(7) If our services are obviously and apparently defective, you must report the relevant defect in writing within two weeks of receiving your documents, respectively of your
becoming aware of the defect. Once this reporting deadline expires, you will no longer be able to lodge a complaint for the defect. Any and all claims against us, regardless of
their legal grounds, shall become statute-barred six months after you receive your documents, respectively become aware of any circumstances giving rise to liability on our part.
Section 5: Cancellation of the contract
(1) If you cancel the contract awarded to us – which must be done in writing – we will charge you for the costs that have accrued up to the time of cancellation plus a pro-rated
portion of the remuneration.
Section 6: Data processing
(1) Our enterprise offers for-charge services in connection with the application and procurement process for entry visas, electronic travel authorizations, and document
legalizations, in which it acts as the applicant’s agent vis-à-vis the diplomatic missions of foreign countries in Germany, respectively vis-à-vis the consular/immigration authorities
of the respective destination country.
The nature of the aforementioned services makes it absolutely necessary for us to collect and process the applicant’s personal data and to transfer it to the consular and
immigration authorities of third countries outside of the EU while acting as agent on behalf of the applicant. In rendering the service(s) regarding which a contract has been
awarded to us, we will collect, use, and process the personal data of the client/applicant within the framework of the applicable statutory regulations and exclusively for purposes
of performing the contract. This will apply in particular also to our transfer of such personal data to the official consular missions and consular/immigration authorities of third
countries outside the EU as part of the visa-application/document-legalization contract awarded to us by the client/applicant.
(2) By virtue of affixing his/her signature to the Contract Form and to the Declaration of Consent Form provided by Dienst Bonn GmbH & Co. KG, the client/applicant expressly
authorizes VISUM.de/Visa Dienst Bonn GmbH & Co. KG to collect, process, use, and transfer his/her personal data and to transfer these data to the competent consular
authorities, respectively immigration authorities, of the respective destination country (third country), whether in paper form or electronic form, insofar as this serves the
exclusive purpose of implementing the contract awarded to us.
(3) By virtue of signing our Mandate Form, the client/applicant acknowledges our Privacy Policy (available at www.visum.de), our General Instructions and Information on Data
Privacy, as well as the present GTCs.
Section 7: Miscellaneous
Any agreements or collateral arrangements that amend and/or supplement the present General Terms & Conditions must be agreed in writing in order to be valid. The same shall
apply to any modification of the present requirement as to the written form.
Section 8: Online dispute resolution as per Article 14 paragraph 1 of the EU Regulation on Consumer Online Dispute Resolution (ODR) & consumer dispute resolution & information
as per Section 36 of the Verbraucherstreitbeilegungsgesetz (VSBG, Act on Alternative Dispute Resolution in Consumer Matters)

Section 9: Severability
If any clause of the present General Terms & Conditions should be invalid, this shall not affect the validity of the remaining contractual provisions.

(3) Recipients or categories of recipients who will become privy to the data
As a general rule, we do no transfer any of our customers’ personal data to third parties, unless such a transfer is absolutely
required by statutory regulations or for purposes of implementing a contract awarded to us. In this, case, the data subject will be
notified accordingly insofar as he/she has not already been informed.
(4) Transfers of data to third countries
The data will not be transferred to countries outside the EU, respectively the EEA (third countries), unless the affected applicant
(data subject) has consented to the transfer.
(5) Retention period for personal data
As a general rule, we will erase the data once the purpose for which they were collected no longer applies (e.g. when the
corresponding contractual relationship comes to an end), unless such erasure is contravened by a statutory retention period. If
erasure is not possible (e.g. when the data are stored in an electronic archiving system), they will be made unavailable to prevent
any further processing thereof. The specific retention periods, respectively erasure deadlines, applicable to customer data will
depend on the type of data involved. In accordance with Article 30 of the GDPR, we maintain an exact list of all the categories and
types of data we process in an electronic record of all our processing activities; we will readily provide this to the data subject
upon his/her request.
In accordance with Article 17 paragraph 3 lit. e) of the GDPR, we will however refrain from erasing any data that we may require
in order to establish, exercise or defend our legal claims (e.g. declarations of consent).
(6) Your right of access, rectification, erasure, and restriction of processing
You have the right to obtain information at any time about any personal data of yours which are being stored by us. Likewise, you
also have the right to have your data rectified, blocked or erased (leaving aside the required data storage serving to fulfill the
transaction).
To ensure that a data block can be duly maintained at all times, the data in question will have to be maintained in a blocked file
for control purposes. You can also request the erasure of the data insofar as they are not subject to a statutory retention period.
Insofar as such a retention obligation applies, we will block your data at your request.
(7) Declarations of consent
You may make modifications or revoke a declaration of consent with effect for the future by providing us with a corresponding
notification. A revocation will not affect the legality of any processing already performed on the basis of your consent up to the
time of revocation.
(8) Provision of personal data
In order to enable us to implement the contract awarded to us, the client, respectively the affected applicant (data subject), is
under obligation to provide personal data in the scope required for such implementation. In this context, it is incumbent on the
client to provide the contractor, respectively the controller, only with as much data as needed to fulfill the contractual agreement
(data minimization principle).
(9) Right to lodge a complaint with the Supervisory Authority
You have the right to consult with the competent Supervisory Authority for Data Protection for information about your rights
under the Bundesdatenschutzgesetz (BDSG, Federal Data Protection Act) and under other data protection statutes, including the
EU General Data Protection Regulation (GDPR). The Supervisory Authority also serves as the contact point for any complaints
regarding the processing of personal data. The competent Supervisory Authority for North-Rhine Westphalia is:
