14 April, people’s deputies of Ukraine voted for the new composition of the Cabinet of Ministers of Ukraine and re-elected Yurii Stets as the Minister of information policy of Ukraine by 239 votes.

20 April, the Cabinet of Ministers of Ukraine appointed Emine Dzhaparova to the post of the First Deputy Minister information policy of Ukraine.

Yurii Stets: “Regardless of changes in the Government, being in office or not, even as an information volunteer, I will do work with my team by clearly carrying out all items on the strategic directions of MIP activity”.

Emine Dzhaparova: “I will continue to carry out the Crimea direction of activity. Also, the protection of human rights, the European integration, and public functions of the Ministry will be added to my duties”.

In the draft operating plan of the new Action Plan of the Cabinet of Ministers of Ukraine the three key reforms are assigned to the Ministry of information policy of Ukraine:

■ Information reintegration of the East, South and Crimea

■ The government communication reform

■ The reform of the international broadcasting and popularization of Ukraine in the world

The following decisions were adopted at the initiative of MIP:

■ Change the order of remuneration of specialists in public relations and the media - from now they will not be treated as such, who perform the service functions

■ After the public discussion, the changes were made to the list of journalists, who were included in the sanctions list

MIP is constantly monitoring the situation in Ukraine on violations of the rights and freedoms of journalists, as well as the basic right of every person to freedom of speech and expression. Any attempt to restrict freedom of speech in Ukraine, to exert pressure on journalists caused an immediate legal and political response.

During the reporting period, MIP appealed to the law enforcement bodies and international human rights organizations regarding the attack on “Konotop TV studio”, the injuries of the Director of the Poltava TV channel “Ltava”, searches and detentions of journalists in the Crimea, the attacks on shooting crew of the Odessa “Seventh channel”, the block of the “Crimea.Realities” project website in Russia etc.

Yurii Stets: “Every case of violent actions over journalists we track 24 hours a day. The freedom of speech and the protection of the rights of journalists’ activity are priority in the work of the Ministry. We will take control over the course of developments; the results of the investigation should be covered in the media as soon as possible.

The Cabinet of Ministers of Ukraine adopted the resolution which provided for the financial support of the Crimean Tatar channel “ATR”. According to the resolution, the financial support is available for the payment of satellite services and part of the debt for services, which were formed since February 2014, the rental and purchase of TV equipment, rental of premises, payments for the use and acquisition of copyright.

10 March 2016 at the meeting of the government, the Minister of information policy of Ukraine Yurii Stets initiated the proposal on the allocation of funds. After joint work with the Ministry of social policy of Ukraine, the resolution was re-submitted to the government meeting and was unanimously supported.

Yurii Stets: “I hope that such assistance will support the existence of the world’s only Crimean Tatar TV channel “ATR”, which timely and objectively delivers the news and tells about the history, music and culture of the Crimean Tatars”.

Protection of freedom of speech



7 June, a press conference with the participation of Yurii Stets - the Minister of information policy of Ukraine, Zurab Alasania - Director General of the National broadcasting company of Ukraine and Yurii Artemenko - Chairman of the National Council on television and radio broadcasting of Ukraine was held.

The Ministry of information policy, in accordance with its obligations, declared its intention to pass the frequencies of the “BTB” TV channel to the National Council on television and radio broadcasting of Ukraine for allocation according to the results of a competition.

A week later, at the next meeting of the National Council on television and radio broadcasting “BTB” licenses were transferred for further participation in competition.

The Ministry of information policy of Ukraine supports the transfer of these licenses to the “Culture” channel.

Reform of the media space



An important project of Advisor to the Minister on information warfare Dmytro Zolotukhin is the approximation of work standards of the Ukrainian media with the best European practices through training in verification tools and search of information in open sources - Open Source Intelligence.

For the second quarter of 2016, more than 185 journalists and activists from different regions of Ukraine were involved in the project. In general, 21 training in 19 cities from the launch of the project took place: Kherson, Zhytomyr, Rivne, Lviv, Ivano-Frankivsk, Chernihiv and other cities. More than 800 specialists in the field of media took training in OSINT Academy.

10 June, the Ministry of information policy of Ukraine held a conference #UA_IS “The establishment of information society in Ukraine: the state, the society, the private sector”, by which key priorities of state information policy were determined.The conference was opened by the Minister of information policy Yurii Stets, the Chairman of the Verkhovna Rada Committee on freedom of speech and information policy Victoria Syumar, and the deputy head of the Presidential Administration of Ukraine Rostyslav Pavlenko.

At the conference #UA_IS “The establishment of information society in Ukraine: the state, the society, the private sector”, the Student Council under MIP presented the information map of Europe, which contains information about agencies in Europe that are engaged in the development of information policy and analysis of their activity.

Valerii Kopiika, director of the Institute of International Relations of Taras Shevchenko National University of Kyiv: “It is a response to the expert discus-sion regarding the nature of information policy, whether it threatens freedom of expression and the media development. This map shows that all of our neighbors in some way have created government bodies at various levels, which took care of the establishment of strategic communications, cyber se-curity and counteractions in the media sphere”.




4-5 April, in Tbilisi, Georgia, the NATO-Georgia Public Diplomacy Forum 2016 : Contemporary challenges and prospects in the region took place.

The Forum was attended by Advisor to the Minister on strategic communications Alina Frolova and Advisor to the Minister on implementation of the “Open government” program Ivetta Delikatnaya. An

important part of the Forum was the exchange of experience between participants from different countries with similar challenges. During the discussion, the attention was given to the existing practices of communication with citizens on the temporarily occupied territories in Georgia, Ukraine, Moldova, to approaches, that governments are implementing in building policy in communication with national minorities, and also, what are the latest trends in countering the Russian propaganda.




4-6 April, the Spring NATO Academy “Strategic communications in the conditions of hybrid war” was held at the Taras Shevchenko National University of Kyiv.

The event was attended by representatives of the Ministry of information policy of Ukraine - Deputy Minister Artem Bidenko and Tetiana Popova, and also Advisors to the Minister Alina Frolova, Ivetta Delikatnaya, and Dmytro Zolotukhin.

The main topics at the conference were the features of government communications of Ukraine, the NATO’s experience in providing effective strategic communications, the experience and possibilities of strategic communications in the framework of countering the Russian propaganda and the definition of common features of communications during the period of hybrid war.




6 May in Riga, Deputy Minister of information policy of Ukraine Tetiana Popova made a presentation on “NGOs and the media in a hybrid war. The Ukrainian experience 2 years after the invasion of Russia”.

Tetiana Popova during her report delivered a welcoming speech and spoke about the cooperation of the Ministry of information policy of Ukraine with non-governmental organizations and journalists in countering the hybrid war.

Tetiana Popova: “The launch under MIP the “Embedded Journalism” program, the renewal of broadcasting of TV and radio channels in the East and South of Ukraine, the release of new newspapers for the residents of Donbas, Kherson and Crimea, the proper use of means of strategic communication – all of these are the tools of the hybrid war resistance; they promote truthful coverage in the media”.




In May, a round table meeting, dedicated to the preservation of the specialty “Communication” in the “List of disciplines and specialties for getting a higher education”, which was approved by the resolution KMU, took place. Representatives of the Ministry of information policy of Ukraine, heads of relevant departments of the main universities of the country, representatives of organizations in the sphere of mass communications took part in the discussion.Participants of the conference have also discussed

possible ways of implementation of specialty “Communication” as an independent field of knowledge.

28 April, conference #peremoha2 was held: presentation and evaluation of preliminary results of the government communication reform, demonstration of research papers of coaches, who participate in the governmental reform program for employees of the communication departments.




During the reporting period, Advisor to the Minister of information policy on government communications Ivetta Delikatnaya delivered two lectures on the future of communications to students of the Kyiv National University of technologies and design and the Kyiv National economic University.

Also, presentation of the Concept of government communication reform took place, which is under the responsibility of the Ministry. In June, the draft of the government communication reform was presented to the Public Council under MIP, followed by a discussion.




22 April 2016 at the news agency “Ukrinform”, a presentation of the book “Glossary of terms of strategic communications” was held; the authors of which are Tetiana Popova, Deputy Minister of information policy of Ukraine and Volodymyr Lipkan, chairman of the supervisory board, doctor of legal Sciences.

The dictionary is the Ukraine’s first edition, in which the phenomenon of strategic communications is viewed from the standpoint of system approach and modern information and communication strategies. It contains basic concepts and terms that are used in the field of strategic communications.

Also, in April and May, Tetiana Popova presented the “Glossary of terms of strategic communications” in Kharkiv and Odesa to students of journalism and sociology studies, and to the public.

According to the MIP action plan in 2016, one of the strategic directions of activity is development of the Strategy for information reintegration temporarily uncontrolled territories in the East of Ukraine and territories adjacent to ATO zone.

The Ministry develops the Strategy on the basis of analysis of the analytical documents developed by the Institute for Strategic Studies, the Donetsk military-civil administration, and the researches of KIIS, “GFK Ukraine” and other research companies.

12 April 2016, representatives of NBCU, MoD, SSU, the Donetsk military-civil administration, representatives of the StratCom Donbas Recovery Agency gathered at the third working meeting in the Ministry of information policy of Ukraine to discuss the proposals to the Strategy. 23 June 2016, the Strategy for information reintegration of Donbas was presented to the Expert Council under MIP.

Information reintegration of the East of Ukraine



Since 21 May 2016, the newspaper “Special issue for the residents of Donbas” changed the name to “Donetskaya Pravda”. This print media is produced jointly with the “People’s Army” of the Ministry of defense of Ukraine. Target audience is residents of Donbas. Circulation is 30 000 of copies.

The newspaper is distributed in ATO zone. Thus, MIP, attracting funds from non-governmental organizations, is implementing projects aimed at the restoration of access to the Ukrainian broadcasting in the occupied territories.

“Special issue for the residents of Donbas” is a joint project of the Ministry of defense of Ukraine, the information agency “OSTROV”, the internet editions “Novosti Donbassa”, “Realnaya hazeta” and the website “Horod Kramatorsk”.




27 April 2016, the interdepartmental meeting regarding the admission campaign for graduates from the Ukrainian uncontrolled territories in Donetsk and Luhansk regions, and temporarily occupied Crimea

headed by the Minister of education and science of Ukraine Lilia Hrynevych with the participation of Deputy Minister of information policy of Ukraine Tetiana Popova was held.

At the meeting, the participants considered the issues of organization of crossing the dividing lines of ATO zone, the process of granting of high school diploma, the peculiarities of admission campaign for children living on uncontrolled territories of Donbas

and the occupied Crimea. They also discussed further opportunities of access to higher education for residents of Donbas and Crimea.

Tetiana Popova: “MIP is ready to provide all necessary information support to MES, but first we are waiting for the updated conditions for the receipt of high school diploma and of admission to universities in Ukraine for children from the temporarily occupied territories”.




3 June 2016, a press conference on information support of additional possibilities of admission to higher educational establishments, of taking the state final examination, and of receiving government-issued documents on complete higher education for persons living in ATO area or on the temporarily occupied territory of Crimea was held in the information agency “Ukrinform”.

Tetiana Popova informed that information materials on additional possibilities of receiving the Ukrainian certificate and of entering higher and technical educational establishments for school leavers from Donbas and Crimea had been worked out under the support of MIP; they will be published in newspapers “Donetska Pravda” (“Donetsk truth”), “Krymske Slovo” (“Crimean word”) and in social networks, containing description of the procedure of receiving the Ukrainian certificate and of joining universities and technical educational establishments for school leavers from Donbas and Crimea in 2016. In addition, “Open Politics Fund” has made a TV and radio ad to be launched in the cities of Donbas and Crimea.




9 June, at the news agency “Ukrinform”, a press conference on presentation of «Cafard» film by Jan Bultheel to commemorate the events of the First World War took place with the participation

of Deputy Minister of information policy of Ukraine Tetiana Popova and representatives of the Embassy of Belgium in Ukraine.

In June, the «Cafard» film was shown in Odesa, Kherson, Zaporizhia, Dnipropetrovsk, Kramatorsk, and Sievierodonetsk. In addition, an exhibition that demonstrates historical facts on which the film is based was conducted.




In general, as at May 2016:

June 15, a joint briefing of the Deputy Minister of information policy Tetiana Popova, people’s Deputy of Ukraine Oleksandr Brygynets, a member of the National Council of Television and Radio Broadcasting of Ukraine Sergiy Kostynskyi took place.

At the briefing, the activity results of the Commission on ensuring stable operation of national television and radio broadcasting in ATO zone and plans for the second half of 2016 (according to the results of a joint trip to ATO zone with the people’s deputies of Ukraine) were presented.

Tetiana Popova reported on 55 installed transmitters in ATO area, which had increased by 27% the total number of TV transmitters that are installed in ATO area on the territory controlled by Ukraine. The Deputy Minister presented the plans of the Ministry of information policy of Ukraine for 2016 in ATO zone.




31 March, three radio transmitters were commissioned in the test mode near the contact line in ATO zone. Thereby, residents of the nearby regions have gained access to Hromadske radio with the programs of “Kyiv-Donbas” on such waves:

95,7 FM - Avdiivka, Pisky, Vodyane, Opytne;

95,3 FM - Krasnohorlivka, Mariinka and Petrovsky district of Donetsk;

90 FM - near Novotoshkivske.

Tetiana Popova: “Taking into account that millions of people deprived of the opportunity to obtain information from independent media in the occupied areas of Donetsk and Luhansk regions, Hromadske radio with the programs of “Kyiv-Donbas” will become the quality information alternative to the propagandist media of the Kremlin”.




26 May 2016, pursuant to the decision of the Commission on ensuring stable operation of national television and radio broadcasting under MIP, analog TV transmitters for broadcast of television programs “12 TVK” on the First National TV channel and “30 TVK” on Donetsk regional state broadcasting company were transferred from Avdiivka to Ocheretyno of Donetsk region.

30 May 2016 in Luhansk region, radio FM transmitter on the frequency of 89,3 MHz for the broadcasting of radio “Pulse” in Stanytsia Luhanska was put into effect, which allowed to expand broadcasting of the Ukrainian radio programs on this territory.

Transmitting equipment was installed pursuant to the decision of the Commission on ensuring stable operation of national television and radio broadcasting under the Ministry of information policy of Ukraine.




6 and 7 June, the Committee of the Verkhovna Rada of Ukraine on freedom of expression and information policy held a visiting meeting in the Donetsk and Luhansk regions (Lysychansk and Kramatorsk).

The purpose of the meeting is the consideration of the complex issues related to ensuring access for the population of Donetsk and Luhansk regions to information resources of the Ukrainian TV and radio companies, print media, Internet websites. In addition to the deputies, a meeting of the Committee was attended by Deputy Minister Tetiana Popova, Advisor Oleksandr Brygynets and Volodymyr Filonenko,

who demonstrated the launch of construction of the TV tower on Karachun mountain. According to the results of the visiting session, comprehensive proposals were worked out to the Parliament, the Government, and other competent public authorities regarding the immediate solution of urgent problems of information security in the region, financial and technical support to a quality distribution of analog and digital signal of Ukrainian radio and television.




Kurakhove

Kurakhove is located in the rear of Mariinka and actually exposed to information bombardment by the invaders: it is easy to catch some of the occupation TV channels in the air. It is also easy to catch and several Ukrainian broadcasters, but it is necessary to reconfigure the antenna. The city has 2 developed network - cable TV and IPTV. However, not all aspire to watch the Ukrainian television and reconfigure their antennas.

Dmytrivka

In Dmytrivka, an access to the Ukrainian media is available to all: majority of people have installed satellite antennas, others have terrestrial antennas which are catching the signal of several Ukrainian TV channels. After the implementation of MIP initiative, which is the construction of the TV tower in the Luhansk region, the whole Luhansk region, as well as the occupied territories will gain an access to terrestrial broadcasting.

Facade

This is a name of the AFU position, which locates nearest to the occupied Luhansk on the right bank of the Sievierskyi Donets river. This position protects a single undamaged vehicle bridge suitable for passage, although it is blocked, but it can connect free Luhansk region with its occupied part. The AFU

unit is in position in the valley of the river between two hills, so the TV signal gets in here with problems. If the separatist TV channels are still possible to find, due to a significant height of Luhansk tower, the Ukrainian essential TV channels are extremely difficult to catch.

When by the end of this year, as it is planned, a new 180-metre television tower will be constructed, the Ukrainian TV will be available here through the air. Meanwhile, fighters have to listen the Ukrainian radio.




Contract line

On a checkpoint, which is the nearest to Donetsk from Avdiivka side, Ukrainian soldiers have the opportunity to “catch” “5 Kanal” and “1 + 1”. In addition, our military men are using more and more frequently individual gadgets (tablets, smartphones) for watching Ukrainian TV channels, which almost every military can afford after a substantial wage increases.

Zolote

A small part of a mining town Zolote is under the occupation of the Russian troops. However, local residents have no problems with the Ukrainian television signal, as in all mining towns of Donbas significant part of the population lives in apartment buildings, what makes it easier to ensure with a cable television. Residents of one-decker houses install satellite antennas. Local residents report, that they mainly watch “1 + 1”, “Inter”, TRK “Ukraina”, “5 Kanal”. The younger generation uses the Internet and IP-TV, which are available here without any problems.




Stanytsia Luhanska

Information problems of this city are caused by the fact that there is a lowland separated from the Ukrainian transmitters with a high slope, and television and radio signal was and is served from the occupied Luhansk. At the same time, finally, an essential Ukrainian radio “Pulse” was launched in Stanytsia Luhanska, despite the attempts of invaders to suppress its activity. Also, the mobile Internet is available, and outdoor speakers with Ukrainian radio and Ukrainian music are active.

Novoaidar

Novoaidar of Luhansk region is the center of the district with the longest part of the dividing line on its territory. According to the monitoring results, the following conclusions are made: in general, the reception of the Ukrainian TV channels in the city has been improved; however, there are still some problems. Some channels (for example, “1 + 1”) are broadcasted in normal quality, but the other (for example, “The First National”) in bad quality. The signal of a regional channel “LOT” remains unstable. The problem will be solved by the new TV tower, which is planned to be constructed by the end of the year.




For the period from April to June of the current year, the First Deputy Minister of information policy of Ukraine Emine Dzhaparova participated in 13 press conferences devoted to the problems of information reintegration of Crimea.

The main themes that were raised at these events were: human rights protection in the Crimea, criminal actions of the occupation troops against the Crimean Tatars, education for resettlers from the peninsula.

Information reintegration of Crimea

Emine Dzhaparova: “In the face of political repressions and massacres, when every Ukrainian patriot in the Crimea may become a victim of the occupation riots, the key issue is alternative information. After all, the media, controlled by Russia, working on the picture of “well-being and equality of the peoples in the Russian Crimea” all over the world, creating a distorted informa-tion reality. Therefore, the active coverage of the Crimean topic abroad is guarantee of safety of the Crimean Tatars under occupation”.



8 April, a press-conference “The Crimea: the informational ghetto. The appeal of the Crimean Tatar journalists to Ukrainian and foreign colleagues” took place at the news agency “Ukrinform”. The

preparation of the address was realized within the framework of MIP communication campaign on the occasion of the Day of the Crimean Tatar Journalism. “ATR” TV channel became a partner of the event.

According to Emine Dzhaparova, the 10th of April, the Day of the Crimean Tatar Journalism, can no longer be regarded as a holiday in the occupied Crimea since there is no freedom of speech.




21 April, at the news agency “Ukrinform” a presentation of the first in Ukraine Guidebook on a nonviolent struggle against the occupation, developed by NGO “Center for Strategic Research” was conducted.

According to the First Deputy Minister of information policy of Emine Dzhaparova, the nonviolent resistance against the occupation is an effective mechanism to impede the actions of the occupation authorities.

Emine Dzhaparova: “Among the goals of civil resistance is the delegitimi-zation of the invaders: we have to show that they are strangers to the local population; to increase the cost of occupation for the aggressor by creating instability in the political, economic, or social spheres; to raise international attention to Ukraine, which is key issue from the sanctions point of view; to promote democratic practices in Ukraine that will contribute to the deepening of democratic processes in the society”.




25 April, at the news agency “Ukrinform” was held a presentation of a new newspaper “Krymske slovo” (“The Crimean word”) with participation of Deputy Minister of information policy of Ukraine

Tetiana Popova, managing editor of “Narodna armia” (“People’s Army”) Natalia Tkachuk, the Crimean journalist of “Crimea.Realities” Oleksandr Jankowskyi and chief-editor of “QHA” Guyana Yuksel.

The target audience of the newspaper is the inhabitants of the Crimea and Kherson region. The circulation is 20000 copies of the newspaper on

8 sheets. The newspaper “Krymske slovo” (“The Crimean word”) is a joint project of the Ministry of defense of Ukraine, journalists of the editions as “QHA”, “Crimea.Realities”, and “Kherson Online”. The Ministry of information policy supports this project. The newspaper contains basic information for those who are unable constantly to access the Internet, to watch television or to collect information from the radio. The newspaper aims to reflect what is happening with Ukrainian citizens.




5 May 2016, at the news agency “Ukrinform”, the First Deputy Minister of information policy Emine Dzhaparova presented the communication campaign “On 18 May we all are the Crimean Tatars” to the anniversary of the Crimean Tatars genocide – the deportation on 18 May 1944.

The campaign of 2016 is to be held under the slogan “I have survived the genocide”. Its purpose is to inform Ukrainians and the world community about the tragedy of the deportation, which the Crimean Tatars had survived in 1944. More than 500 pieces of outdoor advertising were placed, and thematic video materials were aired on national and regional TV channels.




10 May, “Radio Vesti” and the Ministry of information policy have launched a project “Crimea. People under decommunization”. Every day from 10 to 14 May, in the air of radio station will appear commercials with stories about historical names of the Crimean towns and villages. Listeners will learn about villages as Ulakly, Ortalan, Katyrsha-Saray, Sheikh-Coy and Cocos.

Emine Dzhaparova: “After the occupation of the Crimea Ukraine has rein-vented the Crimean Tatars for itself. Earlier, the Ukrainian society had a lot of phobias regarding the Crimean Tatar separatism, land squatting, etc., which were disseminated by officials and the media. Now there is a request to find out who the Crimean Tatars really are. The fact that they are patriots is al-ready known by Ukrainians. Now there is a request for the language, culture, history and life of the people. The “Crimea. People under decommunization” project aims to meet such requests”.




The Ministry of information policy of Ukraine supported the Ukrainian singer and composer Jamala (Susanna Dzhamaladinova) during the preparations for the “Eurovision-2016” song contest.

Emine Dzhaparova: “Participation of Ukrainian singer at the “Eurovi-sion-2016” song contest is the best communication campaign for intro-duction of the indigenous people of Crimea to Europe”




12 May, the members of the Student Council under the Ministry of information policy of Ukraine held the campaign to show their support for the singer at the Eurovision song contest.

During the campaign for the gathered representatives of both Ukrainian and foreign media, the students shared their impressions about the song and urged the world to vote for our Jamala. So, the students demonstrated that the singer has strong support in our country, particularly among young people. Moreover, they held in their hands the symbol of the Eurovision song contest with the inscription #VoiceOfUnity. This is the name of a campaign, which was earlier launched by the students in social networks. The flash mob lasted about a month. Hundreds of students made photos with the hashtag #VoiceOfUnity and posted photos in social networks.




16 May, the First Deputy Minister of information policy of Ukraine Emine Dzhaparova took part in a panel discussion “Preventing a new tragedy: the situation of the Crimean Tatars in Crimea”, which was held at the research Center of the Atlantic Council in Washington.

An important part of the event was a documentary film, which in detail describes the life of the Crimean Tatars in Crimea today, and which was created with the support of the Ministry of information policy of Ukraine.

Emine Dzhaparova: “This video is a part of my personal pain, not just a film, which refers to the violation of human rights and the occupation of Crimea. This is my people’s pain, who now lives there under the current circumstances. If we continue to turn a blind eye and remain si-lent, this tragedy can happen to anyone. Meanwhile, Russia continues to take away hope from the Crimeans and Ukrainians that Crimea ever again becomes Ukrainian. The Russian strat-egy aims to keep the population in a climate of constant fear. The idea lays in the fact that any Crimean Tatar individual, not necessarily politically active, should understand that he or she could be the next victim. The Russian media trying to convince everyone that the Crimean peo-ple are happy, but it is not true. For today, it is dangerous to be a Crimean Tatar in Crimea”.




19 May, a presentation of the “Toponymy of Crimea” map, organized by the Ministry of information policy of Ukraine, was held at the national news agency “Ukrinform”.

According to Vakhtang Kipiani, the initiator of the project, a journalist and chief editor of the website “Istorychna pravda” (“Historical truth”), the idea of creating this map came to him right after the occupation of Crimea in 2014.

Vakhtang Kipiani: “The key idea was to show the toponymy in its constant time, in particular, to show how it looked in the XX century. The names of the cities on the map are historical, and it is possible to see the coat of arms and anthem of the Crimean Tatar people, which symbolize the unity”.




25 May, at the news agency “Ukrinform”, the Ministry of information policy of Ukraine held a presentation of the international youth forum “Future of Crimea” and the launch of a new youth platform “Future of the Crimea”.

The First Deputy Minister of information policy of Ukraine Emine Dzhaparova said that the Forum will become another communication platform regarding the Crimea, which should attract the attention of the public and the media that will guarantee the presence of the theme of the Crimea in Ukrainian and global information discourse.




2 June, at the “Ukrinform” was held a presentation of the broadcasting results of the “Vatan sedası” radio, which has become a joint project of the Ministry of information policy and the First channel of “Ukrainske radio” (“Ukrainian radio”).

According to the First Deputy Minister of information policy of Ukraine Emine Dzhaparova, the project became part of the campaign “Crimea is Ukraine”, which main aim is the consolidation of Ukrainian public opinion concerning the Crimea, as well as information reintegration of the occupied peninsula.

Emine Dzhaparova: “The program “Vatan sedası” is about stories of ordinary people who moved from the Crimea, most of whom are ideological resettlers. The challenge lies in the fact that they are in a situation of breaking bonds with Homeland. They need some platforms to feel a connection with their culture, language, the Crimea”.




15 June, the First Deputy Minister of information policy of Ukraine Emine Dzhaparova participated in parliamentary hearings on the topic: “The strategy of reintegration of temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol in Ukraine: issues of concern, ways, methods, and means”.

Emine Dzhaparova: “Information reintegration of the Crimea is a strategic direction of the Minis-try. As part of its implementation, two important documents with a clear action plan were drawn up. The first document is the Strategy for broadcasting development in Kherson oblast and or-ganization of broadcasting in the Crimea, the second one is the Strategy of information policy on reintegration of displaced persons. By the end of the year, the Ministry will develop a strategy on information reintegration of Crimea”.




21 June, at the “Ukrinform” a press-conference “The Crimean Tatar Resource Center on the repressions in the Crimea: problems and prospects” took place.

In the framework of the event, the activities and work results of the public organization “The Crimean Tatar Resource Center”, as well as a presentation of a booklet in Russian and English “Political Prisoners of Crimea”, “Missing and dead people during the period of the occupation of Crimea” were presented.




23 June, the First Deputy Minister of information policy Emine Dzhaparova took part in panel discussion “The Crimean Tatar autonomy within Ukraine. How the new Crimea should look like?”

The event discussed the future status of the Crimea as a national authority, through the implementation of the rights of the Crimean Tatar people to self-determination. Emine Dzhaparova said that the theme of the Crimean Tatar autonomy in public-political discourse regarding the de-occupation of Crimea requires determining of how this will be put on paper within a legal framework.




24 June, at the news agency “Ukrinform” a press-conference devoted to the Day of the Crimean Tatar national flag (Bayraq künü) with a participation of the first Deputy Minister Emine Dzhaparova.

On the occasion of the Day of the Crimean Tatar national flag (Bayraq künü), the Ministry of information policy of Ukraine has launched an information campaign “Two flags is one country”, which is designed to attract the attention of the Ukrainian society and the international community to the national symbol the Crimean Tatar people.

In the framework of the campaign, more than 150 pieces of outdoor advertising were placed, and videos materials devoted to the Day of the Crimean Tatar national flag were aired.

14 June 2016, Deputy Minister of information policy of Ukraine Tetiana Popova participated in a scientific-practical conference “Lessons of a hybrid war: the military aspects”.

The conference participants discussed the issues of potential risks and threats to the national security of Ukraine and priority measures for their counteraction.

25 April 2016, the international broadcasting TV channel of Ukraine “UA | TV” became available to subscribers of the platform “Avios”, which provides IPTV services in about one hundred towns and cities of Poland (Warsaw, Krakow, Szczecin, Gdynia, Wroclaw, Lublin, Poznan, Torun and others).

The “Korbank Media Cyfrowe Sp. z o.o.” is owner and operator of the platform, which operates in the telecommunications market since 1992. The “Korbank” has also included “UA | TV” to its local digital network in the Lower Silesian Voivodeship (Wroclaw, Radom, Brzeg Dolny).




In May, the Ukrainian international broadcasting TV channel “UA | TV” became available to the residents of the capital of Bulgaria - Sofia. From now on, subscribers of the digital package of the “Net TV” network can watch the news from Ukraine. At the same time, the “Rimex” company (Vratsa, in the Northwest of the country) has started to rebroadcast the Ukrainian TV channel in a digital package.

In addition, “UA | TV” has appeared in the list of news channels at national OTT platform “Invivo” and cable operator “Net TV Cable” (Pernik).




In early April, the Latvian campaign “Baltcom” has included the international broadcasting channel of Ukraine “UA | TV” into “Digital TV” and “Interactive TV” packages.

The “Baltcom” was founded in 1991 and for 25 years has become one of the leading providers of electronic communication in Latvia. Today, the company provides its services throughout all Latvia.




In early May, the “UA | TV” channel became available to subscribers of the nationwide cable operator in Estonia “Telset”. The Ukrainian channel is included in the package of digital television “DigiTV”.

The company “Telset” was founded in 1991; it provides services in the field of telecommunications in the capital of Estonia - Tallinn, as well as in the cities of Narva, Maardu, Kohtla-Jarve, Sillamae, Haapsalu, Johvi, Keila, Lihula, Viimsi.




Lyudmyla Berezovska, director general of “UA | TV”: “An ambitious goal has been set in front of us: to implement the provisions of the Law “On inter-national broadcasting system of Ukraine” within the shortest possible time; to restart the “UA | TV” channel in a new format; to show a new quality of Ukrainian international broadcasting. I would like to speak about two indica-tors already in the first half of the year: a noticeable audience increase and, at the same time, the loyalty of this audience, interest in these programs, in this team, in this information”

18 May, a new information project - menu topic “Crimea” was launched on the website of the Ukrainian national news agency “Ukrinform”.

The aim of the project is to expand the scope of informing of the Ukrainian citizens and the world community about the situation in Crimea, which is now under the Russian occupation. The project “Ukrinform - Crimea” is intended to show what steps the government is implementing for the return of Crimea back to Ukraine and for its information reintegration.




5 April 2016, the Minister of Information Policy of Ukraine Yurii Stets held a meeting with the Ambassador Extraordinary and Plenipotentiary of the Republic of Cyprus in Ukraine Vassos Chamberlen. During the meeting, they discussed the situation relating to the inclusion of the international broadcasting channel “UA|TV” into the cable and hotel networks of Cyprus, as well as potential joint image projects, which would strengthen cooperation between the countries.

Promotion of Ukraine and its values in the world

Yurii Stets: “We are ready to initiate the organization of press tours to different countries of the world from the Ukrainian side. We are ready at short notice to organize professional teams, which would create quality content about our partners - primarily content for Ukrainian TV channels. Of course, this should be a two-way cooperation because we are interested in that Ukrainian international broadcasting received maximum support”.



1 April 2016, a meeting of the Minister of information policy of Ukraine Yurii Stets with the Ambassador Extraordinary and Plenipotentiary of Greece to Ukraine Vassilis Papadopoulos took place.

During the meeting, the sides discussed issues of expansion of cooperation between countries in the direction of the tourist and cultural appeal, including the broadcast of “UA|TV” channel in Greece.

Yurii Stets: “I am sure, that representatives of the tourist sector, the media and the governments of both countries will find opportunities for cooperation, in particular, in the development of the information space of the two states and promotion of their values when they will gather at one table of negotiations”.




In early May, the launch of the translation into the Ukrainian language of audio guides in tour buses within the framework of the project “Guide UA” took place in Vilnius.

In two weeks, at the news agency “Ukrinform” the project was presented at a press conference devoted to the support of the Ukrainian language abroad, which was organized by the team project “Guide

UA” and the Ministry of information policy of Ukraine.

The aim of the project is not only the placement of the Ukrainian language translations in tourist routes abroad but the marking transport with Ukrainian flags, where it is possible to listen to a guide in a native language. Maps with an explanation in the Ukrainian language are also available.




23 May, at the news agency “Ukrinform” was held a presentation of the world’s first “Kobzar” translated into Chinese. The event was organized by the National Museum of Taras Shevchenko, the NGO “Global Organization of Allied Leadership” and the Ministry of information policy of Ukraine.

During the event, a unique project called “Kobzar” in the dialogue of cultures “China-Ukraine” was presented. The Academy of painting and calligraphy jointly with the Chinese side in Beijing, represented by Vice President Mr. Alan Yu and the Embassy of Ukraine in China, came forward with an initiative to publish the first “Kobzar” in Chinese.




15 May 2016, the First Deputy Minister Emine Dzhaparova participated at the 15th session of the UN Permanent Forum on indigenous issues under the slogan “Indigenous peoples: conflict, peace and solutions” in New York.

The First Deputy on behalf of the representative body of the Crimean Tatars Majlis made a speech on the systemic and purposeful violations of the Crimean Tatars rights. The event “Indigenous people of Crimea are the Crimean Tatars: the ways of survival and protection of the rights” was held with the presentation of the video “We all are the Crimean Tatars”, in which the Crimean Tatars by themselves talk about the people of Crimea. Also, the event was followed by a discussion about the contemporary situation of the people under occupation and ways of rights protection of the people in Crimea.




1 June 2016, a meeting of the First Deputy Minister of information policy of Ukraine and experts of the George C. Marshall European Center for Security Studies was held at the Ministry of information policy of Ukraine. The First Deputy Minister Emine Dzhaparova told about the activity and strategic objectives of the Ministry, existing developments and action plan for 2016.

Emine Dzhaparova: “Among the important MIP activities is the establishment and development of the international broadcasting system of Ukraine, the renewal of broadcasting and the reintegration of the occupied territories, the strategic communication reform and the creation of StratCom system and the like. Each of these areas has appropriate results”.




28 April 2016, First Deputy Minister of information policy of Ukraine Emine Dzhaparova and Deputy Minister Tetiana Popova and Artem Bidenko met with the Ambassador Extraordinary and Plenipotentiary of Switzerland to Ukraine Guillaume Scheurer to discuss prospects of cooperation in information sphere.

Emine Dzhaparova: “Crimea is a priority in MIP activity. We are implementing the communication campaigns on the Crimean issue to consolidate public opinion concerning Crimea and on the necessity of returning the peninsula back”.

Tetiana Popova described the “Embedded journalism” program and projects concerning the integration of the East as an important element in communication with the world community.



The Minister of information policy of Ukraine Yurii Stets met with the Ambassador Extraordinary and Plenipotentiary of the French Republic in Ukraine Isabelle Dumont.

During the meeting, the sides discussed important issues in the field of information policy, existing threats to information security of the state, and stressed the need to reform media legislation of Ukraine

Isabelle Dumont: “France already has some experience in the development of the system of international broadcasting as a means of implementation of the state interests. I think that we will be able to establish cooperate in this sphere in the nearest future”.

25 April 2016, the First Deputy Minister Emine Dzhaparova met with a delegation of journalists from Romania who visited the Ministry of information policy of Ukraine with the purpose of studying the priorities of the Ministry, as well as the situation with freedom of speech in occupied Crimea and the East.

Emine Dzhaparova: “The Russian propaganda is trying to convince the world that human rights are respected on the peninsula, that the inhabitants of the Crimea unquestioningly support the “Russian reality”. Not only the Russian journalists but also, diplomats are used for this purpose. In such circumstances, the activity of international journalists in Ukraine and its occupied territories is a guarantee of access to objective information, as well as the protection against the propaganda of the aggressor”.



13 May 2016, a national discussion of experts on “How to protect Ukrainian exposers of corruption” organized by the anti-corruption organization Transparency International Ukraine was held in Kyiv.

Deputy Minister noted that the Ministry of information policy of Ukraine assists the Transparency International in this work and will continue to make all efforts so that corruption has become an overpassed bad habit.

Artem Bidenko: “The basis of corruption consists of three pillars: the prolonged imposition of a certain culture of public administration, a deficiency of effective punishment; a frank pledge. If the second element can be effectively overcome by legal mechanisms like regulatory acts, effective anti-corruption bodies, the collective conscious and the unconscious require comprehensive information campaigns - longstanding, effective and consistent”.




The Student Council under the Ministry of information policy of Ukraine was established; it is an advisory body composed of 12 students of specialty “international information” of the Institute of international relations of the Taras Shevchenko National University of Kyiv.

21 April, during a meeting with the head of the Ministry, the students discussed the priorities of the Student Council activity. The Minister of information policy of Ukraine Yurii Stets submitted to consideration and discussion the project of the Concept of popularization of Ukraine in the world and the promotion of the interests of Ukraine in the global information space to the students.

The student Council is an open body; students from other universities of Ukraine can become its members.

Yurii Stets: “Students will initiate cooperation with similar youth organizations in the information sphere in the countries of Europe. This will be the exchange of information through active youth that will yield results very soon”.




In the framework of the «Open government» program the Ministry of information policy of Ukraine has launched a monthly public reports:

■ Press conferences for Ukrainian and foreign media;

■ Establishment of cooperation with representatives of regional media in order to establish feedback;

■ Regular meetings with diplomatic representatives of foreign countries;

■ Coordination of the MIP’s actions with representatives of international non-governmental organizations, including the «Renaissance» International Fund;

■ Online informing of NGOs’ representatives;

■ Publication of reports on the mip.gov.ua official site.
