MEETING MINUTES

June 28, 2017 A meeting of the New River/Mount Rogers Workforce Development Board was held on June 28, 2017 at the Wytheville Meeting Center. Those in attendance were as follows: Board Members Guest Greg Adkins Robin Meadows John Garner, CLEO Chair Karen Akers Mike Miller Joe Hale (CLEO Board) Pam Allison John Overton Joe Guthrie (CLEO Board) CB Andrews, Jr Robert Pierce John Matthews Howard Bartholomay Kevin Semones Beckie Cox Carol Blankenship Mike Steele Diane Gray Shirley Carlson Lynn White, Chair Robyn Lee Jeff Dunnack Darrell Blankenship (Alternate) Beth Carico Joe Ferrell Jimmy Smith (Alternate) Melanie Fleenor Mary Ann Gilmer Randall Rose Jared Iroler Staff Brenda Rigney Melinda Leland Marty Holliday Brenda Sutherland Josh Lewis Ronnie Martin David Manley Timothy McVey Beverly Burke Mandy Archer Della Wheeler Conaway Haskins Eric Bucey 1st Vice Chair Miller facilitated the meeting due to the late arrival of Chair White. 1st Vice Chair Miller called the meeting to order at 10:02 a.m. The roll was called and a quorum was present. Ms. Meadows made the motion to approve the agenda as presented. Mr. Ferrell seconded the motion, and the motion passed unanimously. Ms. Leland made a motion to approve the Consent Agenda as noted. Mr. Dunnack seconded the motion, and the motion passed unanimously. 1st Vice Chair Miller asked if anyone in the audience wished to address the Board during the public comment period. There was none. Moving on with the agenda, 1st Vice Chair Miller called for Committee reports:

• Budget & Administration – Ms. Holliday informed the Board that the PY’17 Draft Budget was completed. There was more than a 10% cut in WIOA formula funds for PY’17 with some areas receiving a 20% cut in PY’17 funding. Ms. Holliday reviewed the individual line items of the budget. A brief discussion followed. Mr. Overton made a motion to approve the PY’17 Draft Budget as presented. Mr. Ferrell seconded the motion and the motion passed unanimously.

Board members were asked to complete the Financial Disclosure Statement and return to Ms. Holliday as soon as possible.

• Nomination Committee – Ms. Leland submitted the following nominations for Board

Officers and the Executive Committee for PY’17: Chair, Mike Miller 1st Vice-Chair, Joe Ferrell 2nd Vice-Chair, Robin Meadows Howard Bartholomay Tim McVey Jeff Dunnack Lynn White

Mr. Ferrell made a motion to accept the nominations as submitted with a second from Mr. Iroler. The motion passed unanimously.

Chair White arrived and proceeded with the remainder of the meeting.

• One-Stop Operations & Delivery System Committee – Ms. Blankenship, Committee Chair, presented the Board with the funding recommendations from the committee for PY’17 for the Adult and DLW programs and the One-Stop Operator. Ms. Blankenship made the motion to approve the recommendations of the committee for PY17 Adult, DLW and One-Stop Operator funding. Mr. Overton seconded the motion and the motion passed with Ms. Gilmer and Mr. Blankenship abstaining.

• Youth Committee - Mr. Adkins, Committee Chair, presented the Board with the

committee’s funding recommendation for PY’17 Youth program. Mr. Adkins made the motion to approve the committee’s recommendation for the PY’17 Youth funding allocations. Ms. Akers seconded the motion and the motion passed, with Ms. Gilmer and Mr. Blankenship abstaining.

• Strategic Planning – Ms. Holliday informed the Board that the Strategic Plan has been

approved by the State and is in place through PY’19 with expected yearly updates. A brief discussion followed.

Mr. Garner, Chair of the Consortium Board, gave the Consortium Board update. Mr. Garner stated that the last Consortium Board meeting was held in Giles County which included tours of the Giles County Technical Center and Lhoist mines with lunch provided by the county. The meeting was very enlightening and eye opening. Mr. Garner thanked the staff for all their hard work and stated that the Consortium Agreement has now been approved by all jurisdictions with Board Certification documents having been sent. He also stated that a revised Fiscal Agent Agreement with the NRV Regional Commission has been approved. Ms. Holliday updated the Board on Staff activities since their last meeting and reviewed the executive summary. Ms. Holliday spoke on the activities with the GoVA in Region 2 being very active. Ms. Holliday proceeded to highlight the work being done on the Podcasts.

Mr. Blankenship gave the One-Stop Operator Report. Ms. Holliday informed the Board about other reports that are located in the packet for review. A special program was presented with a panel discussion on Entrepreneurship Econsystem and it’s Connectivity to the Workforce System. This panel discussion was designed to help regional Workforce Development Board (WDB) members and stakeholders deepen their understanding of local entrepreneurial ecosystems to better serve businesses and workers. Moderator: Conaway Haskins, Extension Specialist, Virginia Cooperative Extension at Virginia Tech, Panelists: Mandy Archer, Director, Blue Ridge Crossroads SBDC, Eric Bucey, Executive Director, Beans & Rice Inc. and Robyn Lee, Entrepreneurship Program Coordinator, UVA-Wise The 2017 WDB meeting schedule was reviewed with Board members noting that the next WDB meeting is scheduled for August 23, 2017 at the Wytheville Meeting Center beginning at 10:00 AM. Ms. Holliday discussed the Travel Voucher that each Board member must complete and sign if they want to be reimbursed for their travel. Financial Thru June, 2017, our Program Operators have expended 85% of available contract funding for all programs. Under WIOA 45% of Adult/DLW funds expended have been for required training activities. 80% of WIOA Youth program funds have been expended on Out of School Youth with 24% expended on Work Experience activities as defined under WIOA. All expenditures are exceeding current WIOA and State program spending requirements.

Preparing and promoting a high quality workforce is Southwest Virginia’s ticket to attract jobs and investment to grow our communities. PROJECT UPDATE SUBMITTED BY

GOODWILL INDUSTRIES OF THE VALLEYS 8/16/17

Recruitment – Goodwill staff worked with Carilion New River Valley, Lewis Gale-Montgomery Regional Hospital, and various assisted living facilities to identify existing CNA candidates to assess and enroll into T2C to become Certified Medical Assistants. We identified 11 youth and adults to participate in the program. These individuals have completed the enrollment and assessment process. Because we had two individuals drop out, we are now working with the health care businesses to recruit two additional individuals to upskill from CNA to CMA to enter classes in the fall. Training – Fast Track Health Care is providing the CMA training. 9 individuals began general training in April and began the CMA portion of the training on May 8. Two people have dropped out. One individual left the class due to having to take care of a sick family member. One now needs night hours and we are trying to arrange a night class for this individual. Class participants are completing clinicals this month. We continue to have difficulty getting the night students into a class with the training provider. The class keeps getting postponed while the training provider recruits more students. The night class was supposed to be held in August, but now is postponed until September. Employer Engagement – As a result of the recruitment efforts for the program, we have strengthened relationships with Carilion, Lewis Gale, Med Express, and several assisted living facilities throughout the New River Valley. Enhanced Partnership with New River Community College – We are continuing discussion with New River Community College about expanding CMA training offerings in the New River Valley. These discussions will continue over the summer with the hope of creating a new training lab and CMA courses in the fall.

The Heart of Appalachia Collaborative Economic Transition Project, known as the Heart Project, is a new project through the Southwest Virginia Alliance for Manufacturing Center of Excellence (SVAM-CoE). Funded through a grant from the ARC, the Heart Project’s purpose is to connect businesses and manufacturers impacted by the fluctuations within the coal industry with new opportunities. Serving 16 counties and 3 cities in Southwest Virginia, the Heart Project is a partnership between SVAM-CoE and Southwest Virginia and New River/Mt. Rogers Workforce Development along with GENEDGE Alliance. Business Outreach and Targeted Technical Assistance are two of the key components of the program.

PROGRESS REPORT June 15-August 15, 2017 Phase One: Start up came to a close at the end of June, and we began full implementation July 1. We continue to use ProjectHub® as a project management tool for effective and efficient communications and collaborations both internally with project staff and externally with key partners. We also continue to focus on outreach and networking with businesses and partners. The Council for Adult and Experiential Learning (CAEL) and the Virginia Community College System (VCCS) started to work on the development of the Prior Learning Assessment System with the community colleges, and we are forging a partnership with Lord Fairfax Community College to build from and refine their present online portal. We have had a positive response in WDA 1, WDA 2, and WDA 3 with Mountain Empire CC, Southwest Virginia CC, Wytheville CC, New River CC, Virginia Western CC, and Jefferson School of Health Sciences and have had a number of enrollment events and more scheduled in the near future. Pathways to the American Dream is not a program but rather a systems-building project with the explicit intent of building a pipeline of skilled workers so reginal businesses can remain competitive and grow. As such, we are intending to enhance workforce development capacity through an education and training system that adapts quickly to the changing needs of businesses. Our goals are (1) to create a regional workforce strategy for sector partnerships in the Manufacturing, Healthcare, and Information Technology industries; (2) increase opportunities for unemployed, underemployed, and incumbent workers to develop their skills and earn credentials in high-demand occupations; (3) guide education and training partners in closing the gap between the skills needed by workers and the skills of the available workforce, expanding the affordability of workforce training and credentialing, and increasing the interest in technician, technologist, and trade-level positions to fill available and emerging jobs; (4) guide education and training partners in developing a system that awards academic credit applicable to the student’s certificate or degree program requirements to students who demonstrate competency through a Prior Learning Assessment system; and (5) provide research and best-practices so Virginia legislators can adopt policies for creating, sustaining, and scaling sector partnerships to generate innovative programming that closes skill gaps and leads to employment in technical and professional level demand occupations.

While we believe that the three key features of an online portal, Prior Learning Assessment system, and training that adapts quickly to the changing needs of businesses will, when brought to fruition, have a positive impact in the region, we think our greatest impact will be in wrangling the “Wild, Wild, West” of credentials and advocating for funding shifts to support higher training dollars for incumbent workers. We must constantly straddle the two worlds of Education and Business, and it takes effort to stay focused on our intended purpose, especially as it pertains to businesses being the driver of the talent-development system in the region. We have learned that we must do our homework on training programs and credentials—specifically whether or not the credential is recognized and valued by businesses. We’ve had to check to ensure that the training provider is accredited to offer the credential, we’ve had to dissect marketing materials to ascertain what credentials will culminate in the training, and we’ve also had to deconstruct course plans to see exactly what skills the participant will be learning and determine whether or not these skills are the ones valued by business and industry. Additionally, we’ve had to review all training options to see if there are other options for participants to get the same result in a more efficient timeframe. And lastly, we’ve had to learn how to ask the right questions to get at the answers needed for everyone to make informed decisions.
