The Port Hueneme Division, NavalSurface Warfare Center (PHD NSWC) isthe Navy’s premier in-service engineer-ing and logistics center. The Division hasbeen in existence for over 35 years andfocuses on the safe and effective opera-tion of warfare systems used on UnitedStates Navy ships, as well as ships ofseveral friendly nations.

Situated on the Southern Californiacoastline, midway between Los Angelesand Santa Barbara, PHD NSWC islocated at the Naval Construction BattalionCenter (NCBC) in the city of Port Hueneme.The Division is a tenant organization at the navalbase, with highly technical activities and dis-tinctly different objectives than those of theNCBC Seabee construction crews.

weapons to high-tech Tomahawk cruise missilesfired in the Persian Gulf and Kosovo, operatesafely for the fleet Sailor and are effective inhitting their mark.

At PHD NSWC combat systems are tested,upgraded, fine-tuned, and certified as ready forbattle. For instance, if a gun or missile systemmalfunctions, ship commanders contact theengineering and logistics troubleshooters at

PHD NSWC who simulate the problemusing computers and test equipment at thePort Hueneme site.

Additionally, much of theDivision’s work is done at sea.Civilian engineers and logisticianstravel around the world continuouslyto train Sailors who will operate thecombat systems onboard the Navy’ssurface ships.

Each year the council sponsors a one-dayGeneral Council Meeting with featured speakersrepresenting government and industry. Interestedfirms wishing to participate are welcome. Announce-ments of meetings will be made in the CommerceBusiness Daily and other appropriate media to ensureinterested firms have an opportunity to participate.

PHD NSWC Small Business OfficeThe command has established the PHD NSWC

Small Business Office (SBO) to help historicallyunderutilized businesses develop and grow, andcompete successfully on their own merits for a fairshare of PHD NSWC contracts and subcontracts. TheSmall Business Act establishes the placement of a fairproportion of government purchases and contractswith small business offices.

Boy Scouts visit the commandEach year, groups of Boy Scouts visit and tour

the command to learn what PHD NSWC does tosupport the fleet. Tours of the command’s facilities,such as the Self Defense Test Ship, the SurfaceWarfare Engineering Facility, and the VerticalLaunching Test Site give the boys information theycan use toward earning their Citizenship of theNation merit badge.

Combined Federal Campaign raisesgenerous donations

The Combined Federal Campaign (CFC)provides PHD NSWC employees with the opportu-nity to contribute to their favorite charity or organiza-tion. The donation is deducted from the employee’spaycheck and goes directly to a local or nationalcharity. The CFC program is widely used by com-mand employees who value the opportunity to offerassistance to others. PHD NSWC employees havepledged an average of $155,500 per year over thepast five years.

PHD NSWC/Industry Partnership CouncilThe PHD NSWC/Industry Partnership Council

was founded to provide effective avenues of communi-cation, cooperation and consultation between thecommand and private industry. The objective is toimprove the productivity of PHD NSWC contractorsand the quality of the end product for the mutualbenefit of government and industry.

Navy Gold Coast Small Business OpportunityConference

PHD NSWC is a co-sponsor of the Navy GoldCoast Small Business Opportunity Conference heldonce a year in the Oxnard and Ventura area. Theevent provides local area businesses with informationon working with the United States Government.Special seminars and guest speakers are also fea-tured. Approximately 250 small businesses partici-pate in the event annually.

The Division provides systems engineering,logistics, tests and evaluation, software engineer-ing and acquisition support to ensure that Navysurface warfighting systems are capable, ready,safe and affordable. PHD NSWC combinesengineering and logistics capabilities withexpertise from the private sector and feedbackfrom ships’ crews to increase reliability andreadiness of warfare systems deployed on aglobal scale.

The scope of PHD NSWC’s fleet supportkeeps the civilian and military workforce ofscientists, engineers, logisticians, computerspecialists, and administrative personnel chal-lenged and committed to the needs of ourSailors at sea.

Community tours board Navy shipsWhen word gets out that a Navy ship is coming

to Port Hueneme, the community comes to tour theship. Ship visits afford an opportunity for the publicto come aboard and see a naval ship in action. Shiptours also provide a way for citizens to see how someof their tax dollars are spent.

The purpose of a ship visit is to undergo aCombat Systems Groom, which includes operational,maintenance, tactical and safety reviews of weaponsystems. (Not all ships visiting PHD NSWC allow forpublic touring due to tight schedules and timeconstraints.)

Recent ship visits open for public touringincluded: USS BUNKER HILL (CG 52), USS GARY(FFG 51), USS RENTZ (FFG 46), USS STETHEM(DDG 63) and USS VANDEGRIFT (FFG 48).

Contributions to the county’sblood bank

The command has partici-pated in the Ventura County BloodDrive Program since 1988. It isone of the largest contributors inVentura County according toUnited Blood Services. Thecommand contributes an averageof 500 pints of blood per year tothe county’s blood bank.

Donations to schools and communityorganizations

In 1998, the command signed an agreementwith the Ventura County Community College DistrictFoundation to donate underutilized electronicequipment to Oxnard College. Signifying the partner-ship, PHD NSWC recently donated 96 individualpieces of state-of-the-art engineering equipment tothe college’s new engineering laboratory.

PHD NSWC has also donated over 225 personalcomputers to local schools, colleges, and communityboys and girls clubs in the past four years. Theongoing donation of equipment is an example ofagencies crossing boundaries and partnering togetherto better educate our youth.

Tutorial programsPHD NSWC “partners” with local schools to

promote learning through its numerous tutorialprograms. Teaming with educational institutions helpsthe command become familiar with its neighbors andcontribute to the community, while providingopportunities for our youth.

The command provides tutorial representativesfrom PHD NSWC to local area schools, such as FredL. Williams elementary School and Hueneme HighSchool through the Navy Personal ExcellencePartnership Program. The program includestutoring, guest speakers, teleconferencing andmentoring.

Many employees serve as tutors in the Math-ematics, Engineering and Science AchievementProgram (MESA) at Channel Islands High School.This program is designed to encourage students fromminority populations to pursue careers in engineeringand science.

The Adopt a School Program at Frontier HighSchool provides a way for PHD NSWC personnel toreach out to students who may be at risk of droppingout of school. And the Schools on Request Programoffers educational services to local area schoolsincluding tours, guest speakers, tutors and mentors.

Student-employee opportunitiesPHD NSWC participates in the DoD Disabled

College Student Recruitment Program, whichprovides summer work activities for college studentswith disabilities. Several of the students in theprogram have continued their work by becoming full-time PHD NSWC employees. The Student AideProgram provides a flexible work schedule for highschool and college students who work at PHD NSWC,allowing them to attend classes and gain valuablework experience.

PHD NSWC is a productive naval activity committed to supporting the Navy’s surfacefleet, being a good neighbor, and providing a positive presence in Ventura County. Thefuture of our country depends on the development of our young people. Here are just afew of the educational institutions and programs supported by PHD NSWC.

Ventura County Science FairThe command participated in the Ventura

County Science Fair for the 27th year by honoringentrants with special awards and providingPHD NSWC engineers as volunteer judges for theannual event. The command’s Executive Officerpresented this year’s three winners with commandplaques and pens during a brief presentation held ateach of the student’s schools.

Pre-Engineering Academy PartnershipLast year, PHD NSWC and the Oxnard Union

High School District partnered together to create thePre-Engineering Academy Partnership, a pilotprogram designed to help local area high schoolstudents receive hands-on experience in math andphysical science through practical application at thecommand.

The annual program runs from March until Mayand includes two students from each of the fiveparticipating high schools. Students are selected onthe basis of their background, interest, achievement,and teacher recommendation. Students see what it islike to be an engineer and are able to integrate theirmath and science skills in a work environment.

School children learn at the VideoTeleconference Center

Over the years, local area students have “linked”with schools from other parts of the country to learnabout their culture or history through the PHD NSWCVideo Teleconference Center (VTC). One group ofsixth graders was taught the Hawaiian Hula Danceinteractively as they learned about Hawaii, whileanother group of school children took an interactivehistorical tour of Philadelphia.

The VTC is one of more than 300 sites on theDefense Commercial Telecommunications Networkproviding face-to-face interactive meetings withremote sites across the country. Currently,PHD NSWC is exploring ways for the VTC to beutilized by command personnel to pursue theireducational interests and training without losing timetraveling to school.
