57th NMML Annual ConferenceAlbuquerque Convention Center • August 27-29, 2014

Welcome back to Albuquerque! We are honored to be hosting the New Mexico Municipal League’s Annual Conference once again! Located in the heart of the Land of Enchantment, at 5,100 feet above sea level, Albuquerque boasts 310 days of sunshine annually and a variety of cultural, culinary and entertainment options.

Albuquerque is a great center for innovation, making it a positive location for this year’s New Mexico Municipal League Conference. The Mayor of Albuquerque, Richard J. Berry, has set his sights on education and creating a stronger workforce in New Mexico through initiatives like Innovate ABQ. This program is in the process of turning Downtown Albuquerque into a high tech research district through public private-partnerships. The city is working on creating an environment where entrepreneurs are enabled, facilitated, and encouraged to create jobs while local universities and businesses help provide hands-on training in the field. Through the exchange of innovative ideas like these, the conference will propel New Mexico into the future, making the state a national leader in effective education and a healthy business structure, both improving the quality of life for all.

While here, take the time to enjoy the city and take in some of the sights and sounds that you may only encounter in a city this vibrant. Explore new restaurants, shop at one of our 3,000 shops and galleries, visit the museums, or connect with nature with a hike in the Sandia foothills or the Rio Grande Bosque. Experience a place where the modern city skyline is set against the backdrop of the ancient cultures of the Southwest colored with hot air balloons.

So join us in Albuquerque for the 2014 NMML Annual Conference; fun activities, great educational and networking opportunities, reconnect with old friends, make some new friends, and return home invigorated, full of new ideas to bring back to your municipality.

Welcome to Albuquerque

Community ProjectTuesday, August 26th, 10:30 am – 3:00 pm

This year’s community project will take us to Mandy’s Farm which provides Residential, Supported Employment, and Day Services to individuals with disabilities. Located on a four-acre farm in the South Valley equipped with a fully-operating barn, organic garden, greenhouse, orchard, and full-size indoor therapeutic pool, Mandy’s Farm helps individuals explore opportunities to advance their education, employment, life skills, health, and well-being. Their services are designed to help individuals identify, develop, and achieve their goals. For more on Mandy’s Farm programs, go to their website at http://mandysfarm.org/

Volunteers play an essential role at Mandy’s Farm. From general maintenance to special events, there is always a need for a few extra hands. Getting involved through volunteer work is a great way to give to this wonderful organization, as volunteers are one of the most valuable resources they have. When people put their own time and loving energy into projects at the Farm, it is appreciated, and you can make a difference. Set across three properties and comprising of more than six acres of land, maintenance at the Farm is a continuous process, which is predominantly dependent on volunteer hours. Here are some of the projects that always need help: • Quarter-acre garden needs watering, weeding, harvesting, seeding and planting • Stables need mucking, sweeping • Property needs weeding, mowing, weed wacking, pruning, and general cleaning • Flower beds need weeding, cleaning, and more flowers! • Special events need organization, phone banking, and volunteer recruiting We plan to have a picnic lunch with a few of the residents (lunch will be provided). Please bring your grubby clothes and work/gardening gloves and meet me in the lobby of the Downtown Hyatt Hotel at 10:30 a.m., August 26. We will carpool over to the facility, and engage in some very meaningful and helpful work. Don’t forget to register for this project along with your conference registration (see page 8). Elected officials will receive one credit towards their Certified Municipal Official (CMO) certification or re-certification. Hope to see you all there. – Randy Van Vleck, NMML General Counsel

Delegate Golf OutingTuesday, August 26th, 11:00 am

Enjoy a golf outing at Albuquerque’s West Side newly renovated Ladera Golf Course. Surrounding Ladera are beautiful views of the Sandia Mountains to the east and the volcanoes to the west. Ladera measures 7,060 yards from the championship tees, 6,618 from the regulation tees with a Par 72, and 5,966 yards from the women’s tee, which also has a Par 72. The course also includes a 9-hole Executive Course that stretches 2,053 yards from the men’s tees, and 1,852 yards from the women’s tees. The Executive 9-hole course has a moderate to advanced challenge level and is favored by beginners, seniors, and junior

golfers. The long course is uniquely designed in natural terrain, nestled at the foot of the volcanoes. Ladera is a challenging city-owned course, with the longest playing yardage of any of the other city courses. It is located at 3401 Ladera Drive on Albuquerque’s West Side (near Coors and I-40). The outing will take place on Tuesday, August 26, 2014. To facilitate the 12:30 pm shotgun start, the number of players will be limited and teams will be determined by blind draw. Your Golf Outing registration includes lunch at the course restaurant at 11:00 am and participants will be accepted on a first-come first-served basis with preference given to full conference registrants. Register early to secure your spot in this outing! Please use the enclosed registration form included in this brochure (see page 8).

The run starts at 7:00 am and will take us through Tingley Beach and Bosque trails, even to the Rio Grande River! This event will be held rain or shine, concluding with a quick breakfast on-site. Evening Social - Albuquerque MuseumWednesday, August 27th, 6:00 – 8:00 pm

This year, our Welcome Reception will be held at the Albuquerque Museum where you will enjoy several exhibits, live music, hors d’oeuvres, beverages and conversation with friends. Whether in the outdoor amphitheater, the courtyard, or the many indoor spaces and exhibits, this gem of a venue is bound to have something for you! The Albuquerque Museum has served as the city’s cultural center since 1967. Located in the heart of Old Town, the Museum maintains a reputation for being one of the leading institutions for art, history and culture in the Southwest. Today, through the

support of the City of Albuquerque Cultural Services Department and the Albuquerque Museum Foundation, the Museum continues to celebrate the rich culture of the people, history and art through local, regional, national and international exhibitions. Featured during our Annual Conference will be the Tom Golden Collection of Christo and Jeanne-Claude. This traveling exhibition is a unique collection of works of art by renowned artists. The collection includes original drawings, sculptures, collages and photographs capturing the versatility, longevity and international scope of the duo’s extensive career. Bring out your bolo ties and learn about their history!!! Another great exhibit will be the “Native American Bolo Ties: Vintage and Contemporary Artistry”. Here you will enjoy a fun-filled exploration of the intriguing history of the bolo tie, New Mexico’s official state neckwear. Organized by the Heard Museum in Phoenix, Arizona, the exhibition traces the history of the bolo tie back to 19th-century scarf slides and slide necklaces. The bolo tie we know of today emerged in the 1940s as a challenge to traditional neckwear.

Evening Social - Route 66 - Albuquerque Convention CenterThursday, August 28th, 6:00 PM - Midnight

Our host city conference planning committee has planned a great Route 66 theme evening of dining, dancing and entertainment in the newly remodeled Convention Center Ballroom. No driving, no busses… the Convention Center is right across the street from our headquarter hotel, the Hyatt Regency, adjacent to the DoubleTree Hotel with underground access to the Convention Center, and just a block away from the Hotel Andaluz. If we are lucky, the remodel will be complete and we will have an outdoor balcony with great views of west Albuquerque and the Civic Plaza right outside the ballroom. Keep your fingers crossed!

Entertainment begins with the 50s and 60s acoustic duo “Lenin and McCarthy”, followed by the variety six piece R&B and Horn section band “Pleasure Pilots” (pictured).

Albuquerque Convention Center

The New Mexico Municipal League is proud to be one of the very first groups to get to enjoy the newly renovated Albuquerque Convention Center. The overall project completion is scheduled for October 1st, but most of the work is already done in the West complex where our conference will take place. From a new facade, an added balcony, a fire place in the lobby, new color scheme, and much, much more, the renovated convention center will already be an amazing sight by August.
