“Truce or War?” Introduction Why do we do what we do? Why it is important? Here in the USA we have no government persecution; and little or no family persecution. But we live in a morally declining society. That redefinition of morality that started in the 60’s really seems to be winning the day—the idea that truth does not come from above, but from us, and each one can have a different truth, and don’t you dare push your truth on me because who’s to say your truth is better than mine. That’s our warfare. That’s what we fight against. I. PRESENT DIFFICULTY Examples of struggles of the society in which we live:

- Loss of sanctity of the Lord’s Day - Abortion - And, of course, the onslaught of the homosexual agenda which has taken the country by

storm.

More depressingly, it has even invaded the church. An illustration. Just eight days ago, on Thursday, June 19, the Presbyterian Church USA made a decision at their national conference. They are a liberal, mainline denomination. They voted by a 61% majority to allow their pastors to do gay marriages. Now this is a denomination with centuries of service to God. Now this did not happen overnight, but was the product of years of drift. In previous years they had allowed practicing gay church members (no repentance required), then gay clergy. Now this.

These things don’t just happen; they are the produce of gradual changes over time. The trickle which began in the 60’s became a mighty rushing river which seems to have swept

everything away. And what if the church, rather than being a force for God against it, instead gets swept away in it herself?

There is a lack of diligence to heed God’s Word. God warned the Israelites, through the mouth of Joshua, before they entered the promised land, to be careful: “…meditate on it [the book of the law] day and night, so that you may be careful to do everything written in it.” (Joshua 1:8). God knew the pressures and temptations they would face in idolatrous Canaan. They needed to counter that temptation with continual meditation on the truth, along with practical obedience. But when they entered the promised land, it wasn’t long until Canaanite idolatry pressed Israel into its mold.

God, in Joshua 1:8, had told the Israelites to “meditate and do.” The Israelites apparently didn’t do enough of either and therefore made themselves vulnerable to outside pressures. II. THE WAR FOR GOOD We need to work, to prepare, to fight. God says we are in warfare. As the Apostle Paul in Ephesians, “For our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms.” But war is hard! It is easier to pretend things are peaceful. We’d like to think that the world is good and getting better all the time, but that is not the case. Human nature, which has an overly optimistic view of itself, likes to think that human ingenuity will solve our problems without having any divine help. But the Bible says we need God’s help, and we need to mediate on his truth and put it into practice. This is not popular today. In our days and times, with people so distracted, and with lives so disrupted by the results of sin, we might be tempted to delay the work of deepening and discipleship until times get better; but times will not get better. We are tempted just to do patchwork until things calm down; but things never calm down. There are plenty of reasons to go shallow, but no good reason. C.S. Lewis, in the book, The Weight of Glory and Other Addresses, has a chapter called Learning in Wartime. In it (on pages 49-50) he gave an address to college students during WWII in England. Making the point that we should continue to ‘learn in wartime’, even during WWII, because it is always wartime living in this world and if we waiting for things to calm down and be just right, we would be waiting forever and never do it. Conclusion The time for deepening—mediating on God’s truth and doing it—is now. That is what Sunday School and Discipleship is all about. We live in hostile territory. Until Christ comes back it is always going to be wartime. Let’s just admit it, and let’s live like it. Meditate and do; make disciples; be a disciple.

B. Instructions to Students

1. Eligibility

The District Ministerial Studies Board (DMSB), a division of the Board of

Ministry, serves only students who are properly enrolled in the course of study.

Enrollment is open only to local ministers, local lay ministers and those described in

Manual paragraph 408.1, Sourcebook for Ministerial Development 438 and

ministers of music who qualify according to Manual paragraph 410.

2. Courses

The DMSB oversees the preparation of both elder and deacon candidates.

Ministers will not be ordained without having completed their respective courses.

They should also understand that ordination is by invitation of the District Board of

Ministry.

3. Modes of Study

The recommended mode of preparation for full-time Christian service is by

attending a Nazarene liberal arts college or university and, if possible, Nazarene

Theological Seminary in Kansas City, Missouri. Other modes include Nazarene

Bible College in Colorado Springs, Colorado, its online program, or one of its

satellite centers, and the online program from Northwest Nazarene University.

The courses required of the college/university students are listed in Manual

paragraph 424.3. The competency statements for ministerial education are listed in

Manual paragraph 424.3.

4. Regulations for Course of Study

1. There are 24 courses required for completion of the course of study.

2. Candidates are responsible for their education process and documentation and

evidence for course completion rests on the shoulders of the student. Proper

documentation and transcripts must be presented to DMSB in order for credit to be

granted.

3. Candidates should be prepared to appear for an interview each year as called

upon by the Board of Ministry or either of its subcommittees (Ministerial Studies

Board/Ministerial Credentials Board) at the time and place specified.

4. The Manual requires that each student complete a minimum of two courses per

year to maintain district license.

5. College/University Students

College/university students are responsible to submit to the DMSB

documentary evidence (official college transcript) of academic standing in harmony

with Manual 427.1m 427.4 and the SMD (Sourcebook for Ministerial Development)

439.26-439.30.

College/university students are reminded to plan their curriculum in

harmony with Manual 424.1, 424.3. Yearly updates should be submitted to the

DMSB by the student showing completed course work. The final transcript at

graduation will be evaluated by the DMSB, and requirements stated in the current

Manual will not be waived.

In Everything Give Thanks As Dinah and I have driven the roads across our great district from El Paso, Texas, to Farmington, New Mexico, from Broadview to Silver City, from Carlsbad to Las Alamos, and all parts in between, I have sensed the presence of God in all of our services. As the New Mexico district, we have responded to God’s great love for us through His son Jesus Christ by loving Him, loving each other, and loving the lost by reaching out to them with the good news of the gospel. I thank God for you, each of you, the delegates and friends attending this 101st district assembly, for your faithful service to our Lord Jesus Christ. I am especially thankful to Dr David Busic and his wife Christi for your presence in chairing this assembly. We look forward to working together with you these next two years.

I also am thankful for the presence of Reverend Ron and Carol Fay who is representing Point Loma Nazarene University and Dr Roger Hahn who will be with us tomorrow representing Nazarene Theological Seminary.

Thanking God For The Past Last year we celebrated our 100th district assembly. We are now in our 2nd century as a district. Last year we looked back at our history and we celebrated the victories that God has given us all across the New Mexico district. This year we will focus less on yesterday and focus more on today and tomorrow. As Paul said, “forgetting those things that are behind and looking to those things that lie ahead.”

Thank God For 2014 In many ways it’s been a good year, though there have been difficulties and challenges that we have faced in many of our churches. Some pastors have reported to me that the economy has resulted in lost jobs and people moving to other parts of the country for new employment. Others have reported lost records resulting in the inability to follow up on inactive members. However, many have reported souls saved and sanctified, new members taken in, and new believers baptized. Though it may not have been as much as we would prefer, there has been growth both spiritually and numerically. Jesus must have thought numbers were important or He wouldn’t have told parables about lost coins, lost sheep, and a prodigal son. Numbers, or the souls they represent, should be important to us as well. Let’s look at some statistics of this past year.

Thank God For Souls Saved We praise God for annual pastors’ reports that acknowledge 842 conversions, 142 baptisms, and 308 new Nazarenes. We report 5,846 full church members, 3,587 in weekly corporate worship, and 4,641 average weekly SDMI attendances (543 over last year’s reported attendance). We praise God that 32 of our churches took in one or more new members this year.

Thank God For Money Given To God’s Glory Our total church income across the district was $5,077,959. With a portion of these funds we gave 102.7% for World Evangelism Fund, 92.6% for Pensions and Benefits, 94.1% for District obligations, and 91.2% for Point Loma Nazarene University. We reported 35 churches having paid all allocations in full. Ten churches were 10% in giving for World Missions.

We Thank God For Churches That Achieved Growth In The Area Of SDMI You will note in the handbook that 20 churches received an Achievement Award, 4 Exceptional Awards, 8 Superior Awards, and 8 Honor Awards. They are: Exceptional – Albuquerque Los Altos, Gallup First, Portales, Roswell Neighborhood. Superior – Albuquerque Holiday Park, Albuquerque Rio Vista, Artesia Living Well, Aztec, Broadview, Los Alamos La Vista, Lovington First, Truth or Consequences. Honor – Alamogordo New Beginnings, Albuquerque Heights First, Angus, El Paso First, El Paso Nuevo Amanecer, El Paso Open Gate, Hobbs First, Mt Taylor.

Thank God For What Has Been Accomplished In Local Churches This Year It is the local church where souls are saved, sanctified, and discipled and people find their place in ministry to God’s glory. I wrote pastors and asked for a specific victory or

blessing that I could share in this report. Here are excerpts from the responses I received: Pastor Rick Hutchison – Angus Church spent a month looking at how we are a part of the Body of Christ with four different speakers who challenged us from different perspectives. A few weeks later Dr Tim Green challenged us to be the Body of Christ everywhere that we went. It’s not about “going” to church; it is about “being” the church wherever we are, in whatever we find ourselves doing. Pasto Eric Zottneck – Artesia Living Well Church has started a wrestling program. “Everything we do at the church is focused on body, mind and spirit.” We took 22 first-time wrestlers to the Carlsbad City tournament and all 22 boys out of 240 boys placed (8 first, 7 second, 3 third, 4 fourth). A generous donor in the community gave this church outreach program the use of a 5,000 square foot gym to practice and compete. 45 boys and 8 girls are enrolled in the program and it is starting to produce a beautiful crop. Pastor Dean Coonradt – Carlsbad First Church writes, “Last summer we had an altar call at VBS and many children came forward to receive Christ. Vacation Bible School has proven to be our biggest evangelistic event of the year as children hear the Bible stories for 4 nights and then are invited on the last night to receive Jesus.” Pastor Robert Sinclair – Moriarty Church writes, “Our community Thanksgiving Day dinner was free to all attendees. We canvassed the community with flyers. We served over 60 guests and took prepared meals to on-duty fire and police officers who were serving on Thanksgiving Day. It was a huge success for our small group.” Pastor Chris Yocom – Aztec Church writes, “The Lord sent Eric and Debbie Walls to our church. Debbie is Children’s Director and Eric is our Men’s Ministry Director and both of them are a needed blessing from the Lord. I praise God that He is moving in the hearts of so many and they are stepping up to serve. The Lord is working and exciting things are happening.” Pastor Jeff Moore – Albuquerque Rio Vista Church writes, “I am especially grateful that the Lord has allowed me to pastor such an awesome church family here at Rio Vista. Our mission statement is helping others Believe, Belong and Become. In the past year 12 people have accepted Christ and have been led through the “Basic Bible Studies.” In November we gave away over 75 turkeys and 10 people accepted Christ. Our SDMI has more than doubled (29 to 65) in the past three years. We gave care packages to young women who have been rescued from human sex trafficking. Pastor Larry Lacher – Roswell First Church writes, “This one is more of a look forward than look backward. We are having good days at Roswell First. We are embracing prayer meeting on Wednesdays, spending time at the altar each week confessing our hunger for Christ. On Sunday nights I have been teaching a series called “These.” It is a study of other religions. We are treating Sunday night as our Wednesday night. Pastor Chris Davis – Gallup First Church writes, “Our numbers have increased in the outreach ministry feeding the poor and hungry. We have made the parsonage into a Women’s/Children’s home on a trial basis. Our big garden was planted again this spring to help feed the hungry. I praise the congregation for their support.” Pastor Marco Sanchez – Angus Hispanic Church writes, “What a joy and privilege it is to be a part of the New Mexico district Church of the Nazarene. It is good to be a part of the Angus church to proclaim the message of God’s saving and sanctifying grace. We

have been relentless in our pursuit of God and His will for the Spanish ministries here at Angus Church. A few highlights are: 24 average weekly attendance, 2 baptisms, 2 Bible studies each week, one-year celebration of the Spanish ministry, every last Sunday of the month is “Piñata Party”, and Betty’s ordination.

Thank God For Churches That Have Excelled In Growth In Trying Times In some ways this has been one of the toughest years numerically we have had in a decade or more. Several churches “bit the bullet” and acknowledged that there were people listed on their rolls that were dead, had moved away, or they didn’t know where they were. Nearly 600 members were removed from the rolls this year. One church removed over 300 members. Another church removed over 200 members. Another church had 100 members move away due to job changes. It took me quite a time in prayer to be able to “Give thanks in every circumstance” as I faced the reality of this great loss. Praise the Lord we took in over 300 new members and several of our churches had outstanding growth in several categories.

Thank The Lord For The Renewal Of Bonita Park Camp Facilities As most of you know, we broke ground in December for a new Events Center. It is a 35,000 square foot facility containing a regulation size gymnasium with an indoor walking track, an indoor high ropes course, a state-of-the-art climbing rock wall, a snack

shack, and flexible and functional spacious meeting rooms. The estimated cost after insurance funds and all current pledges have been received is $1,511,657. Bonita Park Camp and Conference Center is a Christ-centered ministry seeking to facilitate spiritual enrichment, social development, and physical and mental renewal in a Christ-centered atmosphere encouraging worship, fellowship, meditation, and reflection upon the word of God. Bonita Park is one of the best Nazarene camping facilities in the denomination. We praise God for Bonita Park.

Thank The Lord That We Are Moving Toward Being Debt Free Several years ago I shared a dream with you that all of our churches might become debt free in 10 years. I am pleased to report to you that we have moved from a 2011 indebtedness of churches of $7,193,731 to a 2014 indebtedness of $5,714,255. The total value of all church properties is $53,046,000. This shows a decrease of 20.6% total indebtedness in the last 3 years. We praise God for this progress. Twenty-five churches report no debt and none of our 11 new starts have debt. Thank God For The People Of The New Mexico District When God created the heavens and earth and all that is within them He said, “It was good.” But after God created man and woman, Genesis 1:31 says, “And God saw everything He had made, and, behold, it was very good.” I’d like to thank God for you. Outside of our Heavenly Father, His Son our Lord and Savior Jesus Christ, and the precious Holy Spirit, you are the greatest asset that the New Mexico district has. It is through you and me that God does His greatest work.

Thank God For His Sustaining Grace And His Healing Touch We have had illness within our pastoral ranks this year. Reverend Charlie Anderson continues to fight the good fight with leukemia. Reverend Arnie Leidy had a stroke several months ago and continues to improve. Pastor Paul Baker has had a bout with cancer. Fern Crider has had orthopedic surgeries. Terina Sinclair has had several neck surgeries. Other pastors who have had health issues are Reverend Alan Granat, Reverend Bill Belgie, and Reverend Rick Roberson. Let's continue to pray for our brothers and sisters.

Thank God For The Unknown Bundle Of The Future In church history there have often been references to placing “the unknown bundle” on the altar as an act of commitment by a seeker of second-blessing holiness. God takes our consecrated gift of ourselves and our unknown future and sanctifies us holy. As we face the end of this past church year and as we are on the cusp of this new church year, let’s once again place the unknown bundle of the future into God’s hands, asking our heavenly Father to empower us by His Spirit to lead us in new quests of faith for Him.

Here Am I Several of our churches have had seemingly insurmountable challenges this year. I’ve been reading a book entitled All In by Mark Batterson that had this quote which I felt was fitting for us: “Opportunities typically come disguised as impossible problems. If you are willing to go when God gives you a green light, He will take you to inaccessible places to do impossible things. All we have to do is say ‘Here am I.’ It is God’s job to get us where He wants us to go. Our job is to make ourselves available anytime, anyplace.” He goes on to say, “Our prayers tend to focus on external circumstances

more than internal attitudes because we’d rather have God change our circumstances than change us.”

Thank You Lord for Changing Me And My Attitude I still believe that God would be pleased if we doubled our membership and our number of churches in the next 10 years. I still believe that God would be pleased if our churches and Bonita Park were debt free within the next 10 years. Let’s expend our energies for Him. Let’s do all that we do to the glory of God. Solo Deo Gloria “To the Glory of God Alone.” Let us give thanks to God for what He has done, for what He is doing, and what He will do in the future on the New Mexico district.

2014 SDMI Convention Address “Truce or War?”

Introduction Why do we do what we do? Why it is important? Here in the USA we have no government persecution; and little or no family persecution. But we live in a morally declining society. That redefinition of morality that started in the 60’s really seems to be winning the day—the idea that truth does not come from above, but from us, and each one can have a different truth, and don’t you dare push your truth on me because who’s to say your truth is better than mine. That’s our warfare. That’s what we fight against.

I. PRESENT DIFFICULTY Examples of struggles of the society in which we live:

- Loss of sanctity of the Lord’s Day - Abortion - And, of course, the onslaught of the homosexual agenda which has taken the country by

storm.

More depressingly, it has even invaded the church. An illustration. Just eight days ago, on Thursday, June 19, the Presbyterian Church USA made a decision at their national conference. They are a liberal, mainline denomination. They voted by a 61% majority to allow their pastors to do gay marriages. Now this is a denomination with centuries of service to God. Now this did not happen overnight, but was the product of years of drift. In previous years they had allowed practicing gay church members (no repentance required), then gay clergy. Now this.

These things don’t just happen; they are the produce of gradual changes over time. The trickle which began in the 60’s became a mighty rushing river which seems to have swept

everything away. And what if the church, rather than being a force for God against it, instead gets swept away in it herself?

There is a lack of diligence to heed God’s Word. God warned the Israelites, through the mouth of Joshua, before they entered the promised land, to be careful: “…meditate on it [the book of the law] day and night, so that you may be careful to do everything written in it.” (Joshua 1:8). God knew the pressures and temptations they would face in idolatrous Canaan. They needed to counter that temptation with continual meditation on the truth, along with practical obedience. But when they entered the promised land, it wasn’t long until Canaanite idolatry pressed Israel into its mold.

God, in Joshua 1:8, had told the Israelites to “meditate and do.” The Israelites apparently didn’t do enough of either and therefore made themselves vulnerable to outside pressures.

II. THE WAR FOR GOOD We need to work, to prepare, to fight. God says we are in warfare. As the Apostle Paul in Ephesians, “For our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms.” But war is hard! It is easier to pretend things are peaceful. We’d like to think that the world is good and getting better all the time, but that is not the case. Human nature, which has an overly optimistic view of itself, likes to think that human ingenuity will solve our problems without having any divine help. But the Bible says we need God’s help, and we need to mediate on his truth and put it into practice. This is not popular today. In our days and times, with people so distracted, and with lives so disrupted by the results of sin, we might be tempted to delay the work of deepening and discipleship until times get better; but times will not get better. We are tempted just to do patchwork until things calm down; but things never calm down. There are plenty of reasons to go shallow, but no good reason. C.S. Lewis, in the book, The Weight of Glory and Other Addresses, has a chapter called Learning in Wartime. In it (on pages 49-50) he gave an address to college students during WWII in England. Making the point that we should continue to ‘learn in wartime’, even during WWII, because it is always wartime living in this world and if we waiting for things to calm down and be just right, we would be waiting forever and never do it. Conclusion The time for deepening—mediating on God’s truth and doing it—is now. That is what Sunday School and Discipleship is all about. We live in hostile territory. Until Christ comes back it is always going to be wartime. Let’s just admit it, and let’s live like it. Meditate and do; make disciples; be a disciple.

Welcome, Nazarenes! Dr. Huff, NMI Presidents, Delegates and Guests of the New

Mexico District Convention of Nazarene Missions International:

We are gathered once again as New Mexico District Nazarenes for World Missions. The

challenges of world mission that lay before us are greater than our human understanding, our

combined resources and our dedicated abilities. However, our God reigns. We are his people!

And the challenge of Christ’s mission to the world is being met.

We are followers of Jesus the Nazarene. We are People of the Cross. Joining hands with

people around the world, we are following in Christ’s step and bearing His cross. We are

consecrated to His mission. We remain committed to the message of the cross.

We are accomplishing our mission by following the ways of Christ’s Kingdom. By

celebrating our own deliverance, we take our testimony and offer His message to the world. God

has delivered us from the power of darkness and conveyed us into the kingdom of the Son of His

love, in whom we have redemption through His blood, the forgiveness of sins (Colossians 1:13,

14, NKJV).

Jesus tells us that the lost people of the world are like weary and scattered sheep, a flock

which has no shepherd. And the great Antagonist, the evil one, is their continuing and present

danger. Always he is ready to destroy and kill. Like Jesus, as Kingdom people, we are moved

with compassion because of the world’s great need. Sometimes we believe that they are

disinterested and do not care. The truth is, the lost ones of the world are out there listening.

Believe it or not, many are ready to respond to Kingdom Ways.

Using a different illustration, Jesus told his disciples, that the fields of this world are ripe,

ready to harvest. We need eyes to see and hearts to make a difference. So, what do we do? How

do we make a difference? We make a difference by following the eternal ways of Christ’s

Kingdom. We follow Kingdom Ways by:

1. Praying Fervently – Talking passionately to God about the needs around us!

The effective, fervent prayer of a righteous man avails much. (James 5:16,

NKJV)

2. Planting Faithfully – Covering the world with Good News seeds!

Listen! Behold, a sower went out to sow. (Mark 4:3, NKJV)

3. Transforming Lives – Cooperating with Christ in changing our world!

Therefore, if anyone is in Christ, he is a new creation; old things have passed

away; behold, all things have become new. (2 Corinthians 5:17, NKJV)

4. Dropping Blessings – Allowing our lives to ripple with grace!

...there shall be showers of blessings. Ezekiel 34:26, NKJV

Our NMI mission and purpose is clear and direct! So, let’s get the message out. God is

still working triumphantly and miraculously in and through the Church of the Nazarene. The

challenge of Christ’s Commission is before us. May I urge you to give yourself afresh to the

calling of the Word. And, wherever you are, go! Light your world. Onward!

BONITA PARK 2014 ANNUAL REPORT

The story of Bonita Park for the last year is a testimony to the faithfulness of God. In the face of some of the most trying times in the history of Bonita Park, God has proven over and over again that He is in control, Bonita Park is His ministry, He is our source and He is all that we need. Having experienced the major disaster of the Little Bear Fire June 9, 2012, a disaster of the magnitude that according F.E.M.A. 90% of businesses (ministries) that experience such a disaster do not survive, by the grace of God Bonita Park has defied the odds, we are not down for the count facing collapse nor are we merely surviving, because of the faithfulness and favor of God, Bonita Park is thriving. Lives continue to be changed by the power of a fresh personal encounter with Jesus. 928 children, teens and adults reported back this last year that they had such a life changing experience while at Bonita Park. The ministry is growing, new ministry tools are being developed; the Bonita Park community devastated by the fire is rebuilding; new facilities are under construction and the future looks bright.

A major emphasis this year has been getting the new Event’s Center under construction. This is by far the largest building project and financial investment Bonita Park has ever under taken, but it also promises to be one of the most effective, functional and fruitful ministry tools in Bonita Park’s history. Under God’s inspiration and direction, through much prayer and counsel, trusting that God Who inspired the dream of the Event’s Center is the same One Who will provide the means to bring it to completion; with that assurance we stepped out in faith and obedience. God has confirmed His will and His timing by His faithfulness to provide the resources of people, material, equipment and finances to begin the work. We stand in faith believing that He Who began a good work will without fail bring it to completion. The schedule of construction anticipates the Event’s Center completion in 8 months which should have it up and running in time for a busy 2015 summer season. Between now and then, we are asking and believing God for the funds to complete the facility with as little indebtedness as possible with the goal of again being debt free ASAP. It is a big need and a big request, but we serve a really BIG God Who has promised to supply all of our need according to His richest in glory in Christ Jesus. Looking forward, we eagerly anticipate celebrating the 75th anniversary of “the Nazarene Camp Ground” a.k.a. Bonita Park at the 2014 Family Camp. It will be a joyous time of looking back in gratitude to God’s abundant faithful blessing over the last 75 years and looking forward in faith, ready to follow God’s ever new, ever growing plan for Bonita Park’s future. What all that future will entail, God only knows; it’s sufficient for us to know He is leading, He is in control, He is our source and He is all that we need. The scripture we have found great comfort, courage and confidence in through these challenging days is Jeremiah 29:11, “I know the plans I have for you” declares the Lord, “plans to prosper you and not to harm you, plans to give you hope and a future.” Under His guidance, by His grace and for His glory alone, we press on. 1. Finance Committee

We, your District Assembly Finance Committee, believe responsible

Christian stewardship involves each local church investing a portion of its income to

the support and expansion of the mission and message of the worldwide Church of

the Nazarene. A concern for others beyond our own influence declares a love and

loyalty to the mission and message of God’s kingdom here on earth. Every local

church should carefully plan to meet this scriptural responsibility to God and His

church reaching the lost by the full payment of apportionments. The love of Christ

compels each local church to allow no unwarranted failure in this vital area of

stewardship.

Items Related to Local Churches

We recommend that each local church board give prayerful consideration to

its financial leadership responsibilities by:

1. Establishing annually an operating budget, approved by the church board

and available to the congregation, for the ministries of the local church. A copy

should be sent to the district office if requested.

2. Giving positive leadership to the support of the Great Commission by

faithful and regular payment of the World Evangelism Fund, Education Fund,

Pensions and Benefits Fund and District Ministries Funds.

3. Supporting annually Nazarene Bible College (October) and Nazarene

Theological Seminary (January) through receiving an offering and/or budgeting an

appropriate amount in the annual operating budget. Each offering is to be sent

directly to Nazarene Bible College, 1111 Academy Park Loop, Colorado Springs, CO

80910-3717 or Nazarene Theological Seminary, 1700 East Meyer Blvd., Kansas

City, MO 64131. The goal is 100 percent participation by every New Mexico District

church in supporting our institutions of ministerial training and development.

4. Caring for the needs of the pastor and full-time ministerial staff, releasing

them for their task of leadership in prayer and ministry of the Word, by:

a. Paying the pastor and staff adequate salaries and reviewing them at

least annually as part of establishing the coming year’s operational

budget. An increase of at least the cost of living should be considered

as a minimum. The church board secretary should send a report of

any salary action taken to the district office.

b. Designating an amount in the proposed operating budget for the

coming year to pay the expenses of the pastor and spouse attending

the General Assembly, General Conference on Evangelism,

PALCON/WILCON, District Assembly, Camp Meeting, District

Leadership Retreat, and continuing education seminars, and other

events where attendance is expected. To assist in budgeting this

expense, the church should set aside $500 or more annually. We

encourage local churches to send full-time staff to appropriate

conferences and seminars in consultation with the senior pastor.

c. Establishing an accountable reimbursement plan for the pastors’

ministry-related expenses. This would include professional journals

and books, entertainment, travel and lodging and other related items

as allowed by tax law. All ministry expenses are to be fully

reimbursed when properly authorized and receipted according to IRS

guidelines.

d. Designating a certain amount of the pastors’ total compensation

package(s) as parsonage furnishing and housing allowance.

e. Reimbursing the pastors an amount equal to the required SECA

(Social Security) tax. This tax is assessed at 15.3 percent of the

pastor’s salary and housing allowance/ fair market rental value of the

parsonage and should be paid at least quarterly. This amount must

be added to their IRS form W-2 as income. This pro rata share should

be paid to any pastor changing assignments during the calendar

year.

f. Paying the hospital insurance premiums for their pastors and their

families and establishing a reimbursement medical account plan

according to IRS regulations. In addition, each church should

consider paying the annual premium on term life and accident

insurance available through the Church of the Nazarene. Each

church should also consider providing disability insurance for their

pastors and insurance on contents of the parsonage as well.

g. Participating in the Church of the Nazarene’s Tax-Deferred Annuity

Program for its ministers is highly recommended. Every church

should enroll their pastor in the tax-deferred annuity program and at

least match the general church contribution annually.

h. Granting pastors and all full-time ministerial staff members a

minimum of two weeks paid vacation annually. Those who have

accumulated from five to ten years of salaried ministry in the Church

of the Nazarene should be granted three weeks paid vacation; those

who have served 11 to 19 years, four weeks of paid vacation; and

those who have served the denomination 20 years or more, five weeks

of paid vacation. This vacation time should be exclusive of time spent

at district and general church meetings. Pastors are advised to use

discretion and wisdom in the planning of their vacation in order to

best work with the church calendar.

i. Insisting that pastors observe at least one full work day as a weekly

day off from all ministerial responsibilities and quarterly, a three day

break from ministerial duties.

j. Observing Manual paragraph 129.10, which states, “In order to

encourage a healthy pastoral ministry and the lifelong learning of the

pastor, the church board, in consultation with the district

superintendent, should provide a sabbatical leave for the pastor

following each seven consecutive year of service in one congregation.”

We recommend a minimum of sixty days paid sabbatical leave.

k. Encouraging the morale of the pastor/staff and augmenting the

salary of each by facilitating acts of kindness from the congregation,

such as food donations and observing pastor’s appreciation day on the

second Sunday of October.

l. The local church give at least one week’s salary to the pastor

and full-time associates at Christmas each year.

5. An auditing committee be appointed in each local church in accordance

with Manual paragraph 129.23.

6. All fund allocations be paid in full annually and payments be made weekly

or monthly throughout the church year; payments to begin on May 1, 2014, with the

final payment to be made no later than May 15, 2015.

7. The district journal shall be provided to each church in PDF (electronic)

form. Local churches may distribute PDF files and/or print as many copies as

needed.

8. Our people be encouraged in the stewardship of possessions as related to

planned giving, wills, annuities, and life loans on behalf of the local church, district

camps, home missions, world missions, and colleges. Each pastor should give careful

attention to conduct an active bequest program through the local church; for

information write to Dr. Steve Seelig in care of Point Loma Nazarene University.

9. We recommend that the local church give careful consideration to paying

evangelists, as a minimum, twice the weekly salary and benefits of the pastor, plus

travel expenses one way and to remember those who served them during the year

with a Christmas check of appreciation.

Guidelines for Local Church Treasurers

The responsibilities of the local church treasurer include:

1. Preparing, in cooperation with the pastor and church board, an annual

operating budget for the local church.

2. Following the provisions of the 2013-2017 Manual paragraphs 129.21-

129.23 in accounting for all money received and disbursed by the local church.

3. Providing all financial records and books to the pastor immediately upon

request.

4. Preparing a weekly report of all money received and a monthly report of all

financial transactions to the pastor and church board.

5. Promptly distributing all payments according to the time and purpose

designated by the order of the church board. All fund allocations are to be paid in

full annually and payments be made weekly or monthly throughout the church

year.

6. Serving willingly as the local church treasurer according to Manual

paragraph 136.

7. Ensuring designated funds are protected for that purpose.

8. Making sure the church board arrange for an annual auditing of all

treasurers’ books, according to Manual paragraph 129.23. An annual cash flow

audit is expected, as is a full outside audit at least every five years by personnel

outside the local church.

9. Certifying that all money received by the church or auxiliaries is properly

recorded and reported. It is neither proper nor ethical to carry side accounts

independent of the church treasurer’s records.

10. Following the policy of never handling the physical offerings or money of

the church but work from the deposit receipt prepared by competent personnel who

have counted the offerings and deposited the money in the bank.

11. Submitting monthly reports to the district office whenever such requests

are made.

Items Related to District Interests

The District Finance Committee recommends that all district ministries and

its extensions should be considered a vital part of the local church outreach and

fulfillment of the Great Commission in the following manner:

1. That those who travel for the district will be reimbursed at a rate of 50

cents per mile. This includes the District Advisory Board, District Board of Church

Properties, Bonita Park Camp Board, District Board of Ministry, NMI, NYI, and

Sunday School ministries councils, and all other committees called by the district

superintendent.

2. That the district treasurer pay the hospitalization insurance premium for

the district superintendent and family.

3. That the district treasurer pay the annual premium on the maximum term

life, accidental death and dismemberment, and long-term disability insurance

provided through the Church of the Nazarene for the district superintendent.

4. That the district furnish the district superintendent a car allowance and

any operation and maintenance expense as determined by the District Advisory

Board.

5. That the district superintendent annually be granted a five-week vacation

with pay.

6. That all district financial records, including those of Bonita Park and the

Extension Fund, be audited annually by an auditing firm or certified public

accountant.

7. That all designated funds be kept in an interest bearing account or District

Advisory Board approved investments.

8. That the District Superintendent be granted two weeks annually to hold

meetings off the District. This will be in addition to his vacation time.

Items Related to Fund Apportionments

1. That the pastor’s end-of-the year report, submitted to the district and then

filed annually with the general secretary’s office, shall be the guide for computing

all budgets. Funding the Mission allocations goals are 5.5% for the World

Evangelism Fund, 2.0% for Pensions and Benefits USA, 2.5% for Education, 6.0%

for District Budget, of the local church’s Total Income (line 30) less amounts given

for WEF (line 31) and Mission Specials (line 32). Churches will be considered in full

support if these goals are met in full.

All fund allocations are to be sent to the District Treasurer, 1520 Avondale,

Clovis, NM 8810.

2. That a unified District Budget will be distributed according to the

2. Education Committee

Your Committee on Education makes the following commendations and

recommendations:

1. In recognition of the vital role that formal Christian higher education plays in our

society, we encourage our churches to give prayer and financial support to Point

Loma Nazarene University (PLNU), Nazarene Bible College (NBC) and Nazarene

Theological Seminary (NTS) through full payment of educational budgets, support

of annual offerings, encouraging students within the local church to attend these

institutions, and through recommending that they be included when planning wills,

gifts and bequests. (Estate planning is available through the office of PLNU’s

Institutional Advancement.)

2. We call on all of our educational institutions, local, regional and general to reflect

the theological heritage, moral and social commitments, and core values of the

Church of the Nazarene in teaching, doctrine, and values, and in responding to our

changing cultural climate. We expect that faculty and staff will be supportive of

and in alignment with the doctrines and values of the International Church of the

Nazarene.

3. We encourage participation in campus events at PLNU for high school age

students, including Preview, Southwest Elev8, and other special events.

4. We encourage members of the local church to use the PLNU Vacation by the Sea

opportunity during the summer.

5. We encourage local churches to participate in the ministry of PLNU periodically

by inviting the university personnel, including special speakers, musical groups,

and students, to participate in our local church services and we understand the

expenses related to this participation need to be the responsibility of the local

church.

6. We encourage participation in alumni and auxiliary activities of PLNU, NBC,

and NTS.

7. We encourage new pastors who have transferred from other educational regions

to visit the PLNU campus as soon as possible after arriving on the region by taking

advantage of President Brower’s invitation for the complimentary use of college

facilities.

8. We encourage each local church to participate in the PLNU matching grant

program. If a local church will send any amount up to $250 per year to PLNU on

behalf of students from that church, PLNU will match that gift up to an additional

$250 per year (or $125 per semester). Additionally, the college will award a $2700

grant to students from the New Mexico District. However, these dollars are only

awarded for students whose churches send in a matching grant contribution.

1. Teens are considered to be the Mind-Media Generation. More people are viewing YouTube more than any other media. They will sacrifice food to purchase a cell phone to view the world.

2. They thrive on community; social media. They need the freedom to express themselves within the community. In Africa a Media-Backpack (studio in a bag) was put together and given to teens of various tribes and they were sent back to their tribes to tell them about Christ.

3. The teens willing to use the Media- Backpack to reach others. a. Melody of Madagascar saw what was happening and asked to also be trained to

reach others with the Media-Backpacks. She is producing children’s programs that are being broadcasted throughout the area.

Report of the NMI President:

Dr. Bill Nielson spoke on how we are all joined by the power and the message of the cross. How we are to stand together to make a cross stamp on the world, by joining hands with those in other areas of the world. We can support those who are serving in other

areas by several ways. The most important is by prayer, but support is also important to allow us to keep missionaries on the field. He also talked about the face of others in and around the world and how we need to take the message to the people of other cultures. He gave an example of the how we are like sheep. We are scattered, scared, hurting, and weak. The Sheppard is always ready to go and get the one who is lost. He is there to calm the fears and heal their hurts, and give them the strength they need to make it through. There is always an advocate of evil in the crowd. We will face adversity. Don’t give up, there are people out there who really do want to hear the word of God. They are ready to listen to any message of hope. The sad thing is that they are listening to the wrong messengers. That is why it is so important for us to spread the message and not be afraid to share. The fields are ready and ripe for harvest. We need to be planting seeds of faith in our families. Pray for your churches, the US, the Military, our friends, our co-workers. Just keep praying and faithfully plant those seeds. Transforming lives - By cooperating with God to bring it about transformation in your life and the lives of others. God can then use you and them to spread the Gospel. Dropping Blessings- Upon our world we need to be dropping blessings on others lives. Be a blessing to others and the ripples effect will be seen for centuries. We are all running the race. Step out and do whatever it takes to get things moving around you. Give yourself a fresh calling of the word. Go light your world.

Ethnic/Compassionate Ministries---Saurabh Emmanuel Recognition of churches that have a compassionate ministries such as food pantries, clothing give away, or giving to the poor in any shape or form. Share the gospel with everyone you meet Border Initiative Liaison----Tim Brunk I have a good working relationship with those involved in Border Initiative. I have a good relationship with all the pastors on the District. We all live on the border. When we meet people who do not know Christ we encounter a border. We thank the Lord for new opportunities.

Work and Witness Domestic----Randy Elftman We need your help. We need to know what is needed by the churches. We need funds for our district work. Communication from our churches that are in need is wanted. Present the needs in writing please. LEVEL Club-----Joel Burdell Financing the material cost for the work and witness projects. There is enough funds for a team to go out this year. We only have 15 active members at this time. Children’s Director------Susan Torres She wanted to encourage us to send as many children to kid’s camp as we can. No kid should be left out. She spoke about how her church did a garage sale and lemonade stand

to raise money for 4 of the kids at Portales church to be able to attend this year’s camp. The dates for kid’s camp are July 14-18. You can go online to get the forms. NYI Liaison----Jordin West Teens are learning to serve in the District. NYI is partnering with Gallop to go and build a greenhouse so that food for the homeless is available throughout the year. Dr. J. Fred Huff Prayed for the Installation of Elected Officers Worshipping with Music by Jason Visser and Living Stones Community Worship Team. A Challenge for Today and Tomorrow from Nazarene Missionary, Brian Utter Three things that you need to know about radio people 1) too ugly to be on TV. 2) They spend a lot of time in a small padded room 3) They tend to preach a 3 point sermon in 60 seconds. Tochar Manna sent in a coupon for a small book. When it arrived he read about a man named Jesus. Many years later when he was a young man a missionary came and Tochar got out his well worn small book and all the questions that he had about the book. The missionary gave him a bigger book one that included an Old Testament. It took many years reading this book before Tochar came to the place where he understood that he needed God. That he was a sinful man. Latter he married and began to plant churches. He recently retired and his position needed to be filled. 40 young people with media-backpacks with to work on preparing videos in the five languages that most populated part of India speak. One of the first converts from this ministry, Chris Nauall, wanted to start a radio program to present the gospel to the Indian population of Silicon Valley in California. They have planted 3 new churches ministering to the Indian population in this area. Then the Chinese pastors in San Diego began to call and ask how they too can put programs on the radio to preach the gospel. These are people who want to reach people by whatever it takes. Brian Utter Corinthians 10:3-6 The most strategic part of the world to use technology is the Middle East. He shared about a boy by the name of Ayman Kofrouny, who grew up in Lebanon. He said he grew up in a Christian family, but had no real clue as to what a Christian was. They knew the laws of a Christian but that was about it. Ayman was a famous pop star for many of years. He had a full band and orchestra and sold millions of dollars’ worth of music CDs. He was very wealthy but had a void and felt there was something missing in his life. He had empty success, so he made a deal with God. If God would

help him with this concert coming up, he would read the bible through five times in the coming months. He felt like God ambushed him. While he was reading the bible, he ended up making a decision for Christ. He knew he needed to change his lifestyle so he went to his manager and quit. God gave him songs to write. He had never written any songs. He always used other writer’s songs to sing. The Holy Spirit was now giving him awesome songs to write. He was asked to sing them in the local church. He at first told them no but the Holy Spirit told him, I didn’t give these songs to you for you not to use them. He agreed to sing the songs with the worship team. He had so many that the church asked him to make a cd so that they could listen to him all week. He has since then recorded several and is popular in Christian Music. God has blessed in other ways. He is now an Ordained Elder and has his Doctorate. He is helping with the World Broadcasting in his country. He has his own web site. God has used him to spread the gospel through many avenues.
