COUNTY PERFORMANCE AND DETERMINATION REPORT

County Performance and Determinations Reports
State Fiscal Year 2017
Purpose In accordance with Part C of the federal Individuals with Disabilities Education Act (IDEA), the New Jersey Early Intervention System (NJEIS) must annually report state and county performance on required early intervention indicators publicly and to the U.S. Department of Education, Office of Special Education Programs (OSEP). The indicators are addressed in the FFY 2016-2017 NJEIS State Performance Plan (SPP)/NJEIS Annual Performance Report (APR).
The NJEIS is also required to make annual determinations on the performance of counties in meeting federal early intervention requirements in accordance with Part C of IDEA at (616(a)(1)(C)(i). When making individual county determinations, NJEIS is required to use the same categories the federal Office of Special Education (OSEP) uses to make state determinations. These are: Meets the requirements and purposes of the IDEA Needs assistance in implementing the requirements of the IDEA Needs intervention in implementing the requirements of the IDEA Needs substantial intervention in implementing the requirements of the IDEA
Indicators State and county performance reports posted at https://www.nj.gov/health/fhs/eis/public-reporting/ provide information on performance from July 1, 2016 to June 30, 2017. Performance data are provided both statewide and in individual county reports for the following indicators:
Indicator 1. Percent of infants and toddlers with IFSPs who receive the early intervention services on their IFSPs in a timely manner. The NJEIS defines timely services as services provided within 30 calendar days from the date the parent(s) consents for the services through the IFSP. Indicator 2. Percent of infants and toddlers with IFSPs who primarily receive early intervention services in their home or in programs for typically developing children.
Indicator 3a. Percent of infants and toddlers with IFSPs who demonstrate improved positive social-emotional skills (including social relationships).
Indicator 3b. Percent of infants and toddlers with IFSPs who demonstrate improved acquisition and use of knowledge and skills (including early language/ communication).
Indicator 3c. Percent of infants and toddlers with IFSPs who demonstrate improved use of appropriate behaviors to meet their needs.
Indicator 4A. Percent of families participating in Part C who report that early intervention services have helped the family know their rights. Indicator 4B. Percent of families participating in Part C who report that early intervention services have helped the family effectively communicate their children’s needs. Indicator 4C. Percent of families participating in Part C who report that early intervention services have helped the family help their children develop and learn. Indicator 5. Percent of infants and toddlers age birth to 1 with IFSPs on the December 1 federal child count for the FFY as compared to the total number of children who are birth to one year in the county.
Indicator 6. Percent of infants and toddlers age birth to 3 with IFSPs on the December 1 federal child count for the FFY as compared to the total number of children who are birth to age three years in the county. Indicator 7. Percent of eligible infants and toddlers with IFSPs for whom an evaluation and assessment and an initial IFSP meeting were held within 45 calendar days from referral. Indicator 8A. The percentage of eligible toddlers with disabilities exiting Part C with timely transition planning for whom an IFSP was developed with transition steps and services at least 90 days, and at the discretion of all parties, not more than nine months, prior to the toddler’s third birthday. Indicator 8B. The percentage of eligible toddlers with disabilities exiting Part C with timely transition planning (consistent with the opt-out policy) for whom notification was made to the State Education Agency (SEA) and Local Education Agency (LEA) where the toddler resides at least 90 days for toddler’s potentially eligible for Part B preschool services.
Indicator 8C. The percentage of eligible toddlers with disabilities exiting Part C with timely transition planning for whom a transition conference was held with the approval of the family at least 90 days, and at the discretion of all parties, not more than nine months, prior to the toddler’s third birthday for toddler’s potentially eligible for Part B preschool services.
County Performance Reports Each County Performance Report includes a listing of the Early Intervention Programs (EIPs) and the Targeted Evaluation Teams that serve the county. Each report also includes information on the number of children served on December 1, 2016 and the number of referrals the county received in 2016-2017.
County performance on each indicator is displayed in relation to the performance of other counties of similar size and in relation to the State target and the State’s overall performance for 2016-2017.
The data reported in the County Performance Reports are from July 1, 2016-June 30, 2017. In some cases, a county’s performance during that time period for a particular indicator was found to be in noncompliance with federal regulations. According to federal requirements, this county would have been given a corrective action plan (CAP) with specified timelines and benchmarks for correction. In these instances, a note is provided indicating the current status of the county’s CAP.
County Determinations The annual determination for each county in New Jersey is based on a number of criteria related to performance data for the period of July 1, 2016 to June 30, 2017. Criteria include county performance related to the State Performance Plan (SPP) indicators, the 2016-2017 State Annual Performance Report (APR), timely correction of noncompliance, county submission of timely data, timely and accurate audit and contract status (at-risk or high risk).
When reviewing these reports, please note:
• For Indicator 1 the most recent data for all 21 counties is provided. For some of the counties, themost recent data are from an earlier year as identified by highlighting and date. NJEIS reportsmonitoring data on this indicator for each county every other year.
