NEWSLETTER INLA UPDATE – NO. 1 – APRIL, 2015 Staying in touch INLA was set up in 1970, and currently counts 596 members located in as many as 50 countries, and includes representatives from the IAEA, NEA and EU institutions. All of us tend to meet (and have fascinating discussions!) during the bi-annual INLA congresses, events and courses organized by domestic INLA chapters and other reputed organizations. That said, we thought it would be useful to have an ongoing communication channel, apart from the revamped INLA website, to keep you abreast of INLA-specific developments and upcoming events. Which is why we’re launching the first issue of the INLA Update, which you will be receiving by email and can be accessed via our website too. We’re targeting to circulate the INLA Update three times a year: a spring issue (April), a back-to-school issue (September), and a Christmas issue (December). New INLA members – Welcome! Staying in touch

INLA was set up in 1970, and currently counts 596 members located in as many as 50 countries, and includes representatives from the IAEA, NEA and EU institutions. All of us tend to meet (and have fascinating discussions!) during the bi-annual INLA congresses, events and courses organized by domestic INLA chapters and other reputed organizations. New on the INLA website o Proceedings

We draw your attention to the fact that the proceedings of the XXI bi-annual INLA Congress, Buenos Aires, are now available on-line, as well as other papers presented and the Discussion Report of the Session on Radiation Protection: http://aidn-inla.be/nuclear-law-in-progress-buenos-aires-proceedings/

o Suggestion box We’ve created a new “suggestion box” on INLA’s website to enable all INLA members to share their suggestions with regard to the organization of the upcoming INLA conference in New Delhi, India, in 2016 (for instance, which topics would you like to see addressed that otherwise don’t receiving enough attention, etc.); or do you have any ideas pertaining to INLA’s general activities? In short, we would love to hear from you as this will help the sustained engagement with INLA and long-term growth of this unique association!

 

News from the INLA Working Groups

o Joint Meeting WG 1 (Safety & Regulation) & WG 5 (Waste Management): 26-27 May, 2015, Madrid Save the date for the upcoming Joint WG1-WG5 Meeting, on Tuesday 26 - Wednesday 27 May, 2015 in Madrid, at the ENRESA office. A welcome dinner is planned on Tuesday 26 May. o WG 7 – Transport Dr. (Mrs.) Odette Jankowitsch-Prevor, Chairperson, WG 7, is pleased to share that Mr. Khalil Bukhari, Head Legal, International Nuclear Services Limited (INS), Cheshire, UK, has agreed to take on the role as Secretary of WG 7. o WG 3 – International Nuclear Trade & New Build: new core steering group Similarly, Paul Bowden, Chairperson WG3, has the advantage of being joined by dynamic young lawyers who'll form a WG3 "steering group". They are launching a survey amongst the WG3 membership and , based on this , will making recommendations for new working structures , communications between the members of a WG which now truly has a "global" membership and for the WG3 scientific programme in the run up to the INLA 2016 Congress.

 INLA Working Groups on LinkedIn

o WG 6 – Nuclear Security Carlton Stoiber, Chairperson, WG6, is happy to announce that the Nuclear Security WG has created a separate LinkedIn group, and invites all INLA members keen on following new developments in this area via this on-line platform. You’ll be able to locate the newly created WG6 LinkedIn group under: INLA Working Group on Nuclear Security (WG6). Scott Spence, Secretary, WG6, will be the administrator of the LinkedIn group, and you can always contact Spence at: [email protected]

o WG 2 – Nuclear Liability and Insurance As you may know, WG 2 already has an active LinkedIn group, and we encourage all INLA members interested in this area to connect via this on-line platform as well. You can find WG2 on LinkedIn under: INLA WG2 Nuclear Liability & Insurance / AIDN GT2 RCN & Assurance. The purpose of the group is to exchange information on nuclear liability worldwide. Bill Horin ([email protected]) and Ximena Vásquez-Maignan ([email protected]), are co-Chairs of WG2.

Any INLA member wanting to join the WG2 may contact Bill (for North America) and Ximena (for the rest of the world). Or, when joining the LinkedIn Group, we will contact you to see if you are also interested in joining WG2.

o WG 1 – Safety and Regulation Ian Salter, Chairperson, WG1, is also intending to set up a LinkedIn group for WG1, and we will be sharing the precise details in our next INLA Update.

 

INLA accredited to participate in the NPT RevCon INLA has been accredited as an NGO to participate in the open meetings of the 2015 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT RevCon) to be held from 27 April to 22 May 2015 at United Nations Headquarters in New York.

Upcoming INLA events

o 14th Regional Conference of the German Branch of INLA in Nürnberg, Monday 28 – Tuesday 29 September, 2015. The two-day conference will address topical issues, including:

• Turnkey – a viable contractual concept for nuclear new build and decommissioning?

• Access to justice in environmental law and related to international investments disputes

• Nuclear Liability – Latest Developments

• Legal requirements on the final disposal of nuclear waste – a Global overview

• Nuclear Safety in the EU

o INLA’s next Board of Management Meeting will be held on Monday 28 September, 2015, at Nürnberg, and all WG Chairpersons have been invited to attend the meeting too.

o Save the date: Nuclear Inter Jura 2016 - New Delhi, 7-11 November, 2016 The Nuclear Law Association, India (www.nlain.org) is thrilled to host the XXII Congress in 2016 in New Delhi. As of now, we would request you to block the following dates: Monday 7 – Friday 11 November, 2016. We will provide you more details after the next INLA Board of Management meeting on 28 September, 2015, in Nürnberg. We expect to circulate the first formal announcement and call for papers soon after.

INLA Prize

Many of you may already be familiar with the INLA Prize which was created in 2001, with the aim to stimulate and encourage critical study on a subject of nuclear law, and to honor and reward an author of a paper of exceptional merit dealing with a subject related to nuclear law. This is a call to all law professors, law students or professionals with connections to the academic world to spread the word about the INLA Prize (http://aidn-inla.be/inlas-prize/), and to come forward with contact details of law professors whom we could send the information to. Price for INLA – Membership fees for 2015

All good things come with a price! We try to keep the membership fee as nominal as possible and would encourage all INLA members to kindly settle any outstanding membership fees at the earliest.
