If Miles Tells the Truth. The head of the army has placed fthe responsibility for the abuses of ipower perpetrated by the politicians -in the War Department squarely on •the official record. "Do you not think," General 31iles was asked, "that some of the .mistakes of the last war could have teen avoided if the Secretary of War had consulted more freely the .heads of the army and had confined .his attention principally to his ministerial functions as the ad- ministrative head of the depart- ment ?" The reply came promptly: "I certainly do." Continuing, General Miles criti- cised the Secretary of War for his method of picking out a comman- der for the Cuban army of invasion. 'He observed: "It would have been perfectly simple if the Secretary at the outbreak of the war <lid not like the general in command of the •army to pass him by and take the next officer in rank by placing the commanding officer at home on waiting orders ; or. if he did not like the second in rank, to send him home on waiting orders, and so on down the line, until he found tho man whom he believed to be tho proper man for the "place. But to pass over the heads of the commanding officers and go so far down the line as to pick out a subordinate, »imply because he was a favorite and had ;somo political influence, could not bo tol- erated." The extent to which "combinations in restraint of trade'' have multiplied and #rown under tho fostering care of the Ke publican tariff may well cause alarm oven for the stability of our institutions. It -has come to be a serious menace to the system on which our government rests. No people can stand the strain of a policy which enthrones combined capital as the •despot of industry. This is ono of the is- isues which the people will face in tho next general election. It may bo the most im- portant issue. At tho presont rate of growth it will not take more than two :years to bring overy branch of industry under the absolute control of combinations dn restraint of trade.—Boston Post. The movement toward combination, con- centration, and consolidation is gathering force. The resources of tho country are falling into the hands of individuals to be exploited for individual profit and benefit, and the number of individuals who partici- pate is a very small percentage of the mil- lions of citizens whose labor heaps up wealth. Is it too late to restore free com- petition 1 Or must we choose between private monopoly and public monopoly?
