P. Gioioso & Sons Inc. of Hyde Park, Mass., is the gener- al contractor on the project, which was bid in March 2008 and saw its first earth moved in August. 2008. “We are reconstructing the bridge in three phases, in order to maintain the existing traffic flow,” said Joseph Gioioso, project manager of P. Gioioso & Sons. “Phase 1 will be com- plete in 2009 and the completion date for the entire project is August 2011.” Gioioso said the estimated cost of the entire project would be $8,732,000. He added that the bridge, built almost 80 years ago, was no longer adequate to accommodate the estimated 33,000 cars and trucks which cross it daily, according to MassHighway officials. Much Needed Replacement “The existing bridge was built in the 1930s and was heav- ily deteriorated,” said Gioioso. “The bridge had a truck rat- ing of approximately 20 tons, and it had very narrow travel lanes and sidewalks. Bay State Ranked Fourth inFederal Stimulus Spending

BOSTON (AP) Massachusetts isranked fourth in the nation when it comesto spending federal stimulus money.

State officials overseeing the stimulusprogram in Massachusetts said the statehas been awarded $3.3 billion in federalfunds and has already spent about $1.5billion on transportation, clean energy,health and human services and education.

The money also has been used to staveoff even deeper budget cuts, although

state lawmakers, including SenatePresident Therese Murray, have warnedthat next year’s budget deliberationscould be even tougher as stimulus fund-ing dries up.

Also Aug. 13, Gov. Deval Patrickannounced 75 communities will receive$40 million in federal community devel-opment grants — including $9 million instimulus funds.

Transportation Hub Project NearlyHalfway Complete in Warwick, R.I.By Eric TuckerASSOCIATED PRESS WRITER

WARWICK, R.I. (AP) Rhode Island offi-cials said a new transportation hub linking thestate’s main airport to a commuter rail lineshould be finished in just over a year.

The $267 million project will link T.F. GreenAirport in Warwick to MBTA commuter trainstraveling to and from Boston, extending theexisting rail line beyond Providence.

Also included is a new six-level parkinggarage and consolidated rental car facility.

Gov. Don Carcieri participated in a tour ofthe construction site Aug. 13. He called the newhub an investment that would pay dividendsdecades into the future.

The project has been more than 12 years inthe making. It’s funded by both federal andstate grants as well as by the private sector.

Vt. Selectman Wants to StopWork on $1.7 Million Bike Path

ST. JOHNSBURY, Vt. (AP) A Vermontselectman is taking his concerns about along-proposed bike path to the federal gov-ernment.

Jim Rust of St. Johnsbury said he wantsto stop work on the estimated $1.7 millionproject, which has already cost approxi-mately $600,000. St. Johnsbury is responsi-ble for 10 percent of costs.

The Caledonian Record reported he senta letter to Transportation Secretary RayLaHood asking that St. Johnsbury be

allowed to abandon the path without bear-ing responsibility for federal grant repay-ment.

Rust said the less than 2-mi. (3.2 km)path starts at a lumber yard; goes throughan electric substation and industrial brown-fields; passes the waste water treatmentplant; goes over rail lines and through anabandoned rail tunnel that exits by a dump;and ends at a bridge abutment.

“We are a third-generationfamily business, which hasbeen in business since1962,” said Joseph Gioioso.“Our company employsover 100 people,” with about20 percent of those workersonsite daily.

The owner and supervisorof the project isMassHighway Departmentand the designer is AECOMof Concord, Mass.

Gioioso added that whenthe new bridge is complete,approximately 2,800 cu. yds.(2,141 cu m) of concrete willbe used, as well as 5,000 tons(4,536 t) of asphalt and 400 tons(363 t) of steel.

Considering that the bridgework is literally above the tracksand will extend into and improvethe standing areas around theAmtrak electrified rail system, thecompany must take certain precau-tions in its daily approach to the$8.7 million improvements.

“Any work over the railroadtracks needs to be performed atnight when the Amtrak electrifica-tion system for the Acela trains, isde-energized,” said Gioioso.

P. Gioioso & Sons Inc. has atotal of 15 workers onsite, mostlyon day shift. Some night workover the railroad tracks occursbetween 10 p.m. to 6 a.m.

“This is a very challenging proj-

ect due to the heavy trafficvolumes on the roadway, theelectrified Amtrak train sys-tem below, and the restrictedwork areas,” said the projectmanager. “The project hasbeen successful to date as aresult of the close cooperationbetween Mass. Highway andits designer and our firm.”

It’skind of a pain now, but it willbe a lot better down the road.”

“The walkways are too nar-row. They are terrible if youhave a child in a stroller,” saidElsie Garbow of Attleboro,Mass. “They will be widerand much easier to stand on,waiting for the train, I guess.”

The Office of Governor Donald L.Carcieri, the Rhode Island Departmentof Transportation (RIDOT), theRhode Island Economic DevelopmentCorporation (RIEDC), and the city ofProvidence have released the “RhodeIsland Interstate 195 RelocationSurplus Land: Redevelopment andMarketing Analysis.” This reportbuilds on plans for the land that will beopened up once the old I-195 isremoved as part of the Iway project.

“The relocation of the old I-195 hascreated a tremendous economic devel-opment opportunity for the state andthe city of Providence,” said Carcieri.“With 36 acres of prime real estateavailable for commercial, residentialand leisure activities, the developmentof this land will transform the city,continue to build upon our partner-ships between education and business,and create jobs and strengthen oururban economic base.”

The report makes recommenda-tions for redevelopment of the parcelsof land that transform Providence andits riverfront. These parcels comprise36 acres of new land in the JewelryDistrict, Old Harbor, Fox Point, andCollege Hill on either side of theProvidence River north of the Fox

Point hurricane barrier. “When the Iway is fully open and

the obsolete portion of I-195 comesdown Providence will have an entire-ly new look,” said RIDOT DirectorMichael P. Lewis. “New streets will bebuilt and old ones reconnected, givingDowncity opportunities for growthand expansion that haven’t been avail-able in decades.”

The report points out three mainobjectives that will come from the re-use of the land: an increased tax base,economic development which willattract industries and jobs to the area,and urban revitalization. This willinclude waterfront access, park land,and a reconnection of old neighbor-hoods that were once sliced apart butwill now come together again once theconstruction of the Iway is completed.

“With the relocation of Interstate I-195, the tear in the fabric of downtownwill be repaired, and a new vibrantneighborhood can grow in the city,”said Thomas E. Deller, director of theDepartment of Planning andDevelopment for the city ofProvidence.

While the completion of this revi-talization project is several years in themaking, the effects of this renewal can

already be seen. The removal of inter-state overpasses has brightened areasthat were once dark. Academic institu-tions have expressed interest in own-ing various pieces of land which willcreate a new landscape as well asbring jobs to the Ocean State.

“The relocation of I-195 representsa premier opportunity for RhodeIsland to create a new hub of high-wage job growth with significantoffice and commercial space in theJewelry District,” said RIEDC InterimExecutive Director J. Michael Saul.“Years from now we will look at ourcapital city’s new skyline and seeproof that the relocation plan was atransformative opportunity for RhodeIsland’s economy.”

RIEDC will be taking the lead inthe disposition of the land and themarketing of the parcels to local,national and international companies.The report will be used as an informa-tional guide in the disposition process.While the report is not a new masterplan for the area, it will focus activitiesthat may affect implementation suchas best use, zoning, and land sale.

1927 was an important year for both the W.I. Clark Co.and Ingersoll Rand. First, Ingersoll Rand became involved inan extraordinary project in the Black Hills of South Dakota,and second, Winfred Ira Clark sold his first Ingersoll Randportable air compressor. This long-standing partnership con-tinues today.

The W.I. Clark Co. ofWallingford, Conn., startedin 1925 as a small distribu-torship of constructionequipment. In the beginning,the company sold only twoproduct lines — concretemixers and Ingersoll Randair compressors.

“Ingersoll Rand was thefirst account my father wentafter,” said Gordon Clark,son of the W.I. Clark Co.founder. “Back then air com-pressors were designated bysize, and the first compressorwe sold was a 5.5 by 5.”

Over the years, the com-pany has expanded its prod-uct lines to include otherportable equipment, such aslight towers and generators,as well as larger constructionequipment. Today the W.I.Clark Co. has sold IngersollRand air compressors longerthan any other dealer in the United States.

Ingersoll Rand and its portable air compressor have a dis-tinguished history. Ingersoll-Sergeant Drill Company andRand Drill Company were very successful manufacturers ofdrilling equipment in the late 1800s. Both companies werenoted for innovative designs, albeit for different industries.Ingersoll-Sergeant focused on tunneling and rock cutting,while Rand Drill concentrated on mining. In fact, it wasRand Drill that developed the first portable air compressorwhen it mounted an air compressor on wheels to be trans-ported by horses. It was in 1905 that both companies for-mally merged to become Ingersoll Rand Company.

In 1912, Ingersoll Rand introduced the first handheld,automatic rotation drill. The jackhammer was the first sig-nificant product introduced and patented by Ingersoll Rand.It revolutionized drilling and proved to be very importantstarting in 1927 when Gutzon Borglum began carving thefaces of Presidents Washington, Jefferson, Lincoln andRoosevelt into the side of Mount Rushmore in SouthDakota. Jackhammers had the ability to drill into the rock atvarious angles making the tool necessary during every phaseof the project. Mount Rushmore monument is fine-graingranite rock estimated to erode only one in. every 10,000years, which means this landmark will last 500,000 yearsbefore it wears out.

Another major piece of Ingersoll Rand history involves

the Hoover Dam. During the Great Depression IngersollRand made significant progress on air compressor anddrilling technology. The Type 30 and Type 40 air compres-sors were introduced in the 1930s. The Type 40, designed tobe a high-capacity compressor, was useful in mining andtunneling projects.

The Hoover Dam was the largest concrete structure in theworld at the time — and the biggest job using Ingersoll Rand

equipment because of the millions of tons of rock that need-ed to be excavated. Type 30 two-stage compressors alongwith larger compressors were used for the heavy drillingwork, and the compressors also were used to circulate coldwater through pipes to expedite cooling of the newly pouredconcrete.

As someone who has watched the landscape of the indus-try change over the years, Gordon Clark offered a uniqueperspective on what has sustained the Ingersoll Rand brandthroughout its history.

“It’s not only a quality in the products, but also the per-sonnel,” said Clark. “Many of the top people at IngersollRand started out in sales. They were very cognizant of theproblems contractors and distributors faced in the field.”

Clark witnessed the technology of air compressors changeover the years, from pistons, to vanes and now with rotary-screw units.

In the 1970s, the 185-cfm air compressor was introducedto the marketplace and proved to be a very successful line forIngersoll Rand. The unit sold so well that the W.I Clark Co.used to order this model in trailer loads. Clark said it’s stillthe most popular size of Ingersoll Rand air compressor, oper-ating at 185 cfm at 100 psi.

Today, a 1927 air compressor is on display in front of theW.I. Clark Co. headquarters, which reminds everyone of thehistory of Ingersoll Rand and the W.I. Clark Co.
