1.1 AIIMS, New DelhiAn Act of Parliament in 1956 established the All India Institute of Medical Sciences (AIIMS) asan autonomous institution of national importance and defined its objectives and functions. Byvirtue of this Act, the Institute awards its own medical degrees and other academic distinctions.The degrees awarded by the Institute under the All India Institute of Medical Sciences Act arerecognized medical qualifications for the purpose of the Indian Medical Council Act andnotwithstanding anything contained therein, are deemed to be included in the first schedule ofthat Act, entitling the holders to the same privileges as those attached to the equivalent awardsfrom the recognized Universities of India.1.2 Six other AIIMSUnder the Pradhan Mantri Swasthya Suraksha Yojana six new All India Institutes of MedicalSciences have been established similar to AIIMS, New Delhi. However, from this academicsession the Government of India has decided that the admission in PG courses will alsobe done in four AIIMS at Bhopal, Bhubaneswar, Jodhpur and Rishikesh. Admission in PGcourses (MD/MS) at AIIMS Patna & Raipur shall be notified separately before counselingsubject to approval/direction from competent authority. As per the directives of the Ministryselection for admission will be done through the same Entrance Examination through whichcandidates are selected for AIIMS, New Delhi. The admission will be done on the basis of merit-cum-choice of the candidates.

2.1 AIIMS, New DelhiIn the field of postgraduate education, the most important function of the Institute is to provideopportunities for training teachers for medical colleges in the country in an atmosphere ofresearch and enquiry. Postgraduate students are exposed to newer methods of teaching andgiven opportunities to actively participate in teaching exercises. The other important objectivesof the Institute are to bring together in one place educational facilities of the highest order for thetraining of personnel in all the important branches of health activity and to attain self-sufficiencyin postgraduate medical education. The educational principles and practices being adopted arethose which are best suited to the needs of the nation.2.1 Six other AIIMSAims & objectives of the other six AIIMS Institutes are also of similar nature as mentioned abovefor AIIMS, New Delhi. The number and distribution of seats may vary depending upon theperiodic directives / directions from Competent Authorities.

2. ELIGIBILITYa) A candidate must possess MBBS degree for MD/MS and BDS degree for MDS courses of a

University recognized by the Medical Council of India/Dental Council of India and must havecompleted the required period of 12 months compulsory rotating Internship/Practical training on orbefore 30th July, 2017 [As per DCI endorsement No.DE-130-2011/B-4978, dated 13.12.2011,candidature will be as per DCI Revised BDS Course (4th Amendment) Regulation-2011published in Gazettee notification (Extraordinary) Part-III, Section-4, dated 9.12.2011].Candidates who complete their internship after 30th July, 2017 are not eligible for Registration in thisexamination.

b) In case it is found that a candidate who does not fulfil the eligibility qualification / criteria(such as Internship Completion dates) has provided false information solely for appearing inthe examination for practice purpose, the candidate shall be debarred from appearing inAIIMS Entrance Examination in future. Selected candidate will be verified against previouslyavailable data for further action as above.

c) The candidate must have obtained a minimum of the following marks in aggregate in all theMBBS/BDS professional examinations(i) For candidates belonging to the SC/ST Categories 50% marks in aggregate(ii) For all other categories including OBC Category 55% marks in aggregate(iii) For OPH candidates the minimum aggregate as provided in (i) and (ii) for the category to which

the candidate belongs shall apply.3. COMPETETIVE ENTRANCE EXAMINATION

The Entrance Examination shall be conducted through a Computer Based Test (CBT).• The examination shall be held on Sunday, 7th May, 2017• The duration of the examination shall be 3 hours (Three hours/ 180 minutes) for MD /MS Courses

and 1.5 hours (One and a half hours /90 minutes) for MDS Courses.• The Online (CBT) Entrance Examination will be conducted in one shift:

Timing - MD/MS: 10:00 AM to 1:00 PM MDS: 10:00 AM to 11:30 AM• The examination centres are tentatively proposed in 24 cities all over India

4. TYPE OF PAPER:The Competitive Entrance Examination will have one paper in English consisting ofFor MD /MS: 200 (Two hundred) Objective Type (Multiple Choice type) questionsFor MDS: 90 (Ninety) Objective Type (Multiple Choice type) questions

5. SUBJECTS: The entrance test for MD/MS will consist of multiple choice questions covering all the subjects

taught at M.B.B.S. level The entrance test for MDS, will consist of multiple choice questions covering all the subjects

taught at BDS level.6. CENTRES FOR EXAMINATION

Applicants should indicate his/her choice of city of examination at the time filling the applicationform. The city chosen is subject to confirmation of payment of the examination fee.

The city of examination shall be allotted on first-come first-serve basis subject to availability ofnodes in respective city.

The centre of examination once chosen and allotted will not be changed and any request in thisregard will not be entertained. Applicants should therefore indicate the choice of city withutmost care.

Applicants are advised to register themselves, make payment and submit their application form atthe earliest without waiting for the last date, to avoid not getting the city/centre of their choice.

7. SCHEME OF MARKING• Each correct response will get a score of 1 mark.• Each incorrect response will get a score of -1/3 (minus-one-third).• No credit will be given for the questions not answered or marked for review (Questions marked for

review shall be considered as unanswered.• Percentile scores are generated for the entire examination separately for MD /MS and MDS.

If any discrepancy in any question is found in the Entrance Examination, the candidate is advisedto write to Associate Dean (Exam), AIIMS, New Delhi – 110 608 within 24 hours on the following E-mail [email protected]. This mail will only be used for discrepancy related toquestion. However, for other query please mail on [email protected]

8. MINIMUM CUT-OFF SCORESIn accordance with decision of the Governing Body, AIIMS dated 14 September 2013, the minimum cut-off necessary in the Entrance Examination to determine eligibility for admission is 50th Percentile.

9. PERCENTILE SCORESPercentile scores are scores based on the relative performance of all those who appear for theexaminationBasically the marks obtained are transformed into a scale ranging from 100 to 0 for each group ofexamineesThe Percentile Score indicates the percentage of candidates that have scored EQUAL TO ORBELOW that particular Percentile in that examination.The highest score is converted to a Percentile score of 100.The marks obtained in between the highest and lowest scores are also converted to appropriatePercentilesThe Percentile Scores would be converted to 3 decimal places to avoid bunching effect andtherefore reduce tiesThe following is a further explanation of the interpretation of the scores in an examination with 100 candidates.• If candidate A’s Percentile score is 100, it indicates that amongst those who have taken the

examination, 100% have scored either EQUAL TO OR LESS THAN the candidate A. It also indicatesthat no candidate has scored more that candidate A.

• If candidate B’s Percentile score is 90, it indicates that 90% of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate B. It also indicates that remainingcandidates have scored more than candidate B.

• If candidate C’s Percentile score is 50, it indicates that 50% of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate C. It also indicates that remaininghalf of those who took the examination have scored more than candidate C.

• If candidate D’s Percentile score is 30, it indicates that 30% of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate D. It also indicates that remaininghave scored more than candidate D.

• If candidate E’s Percentile score is 1, it indicates that none of the candidates who have taken theexamination have scored either EQUAL TO OR LESS than candidate E. It also indicates that allremaining candidates who took the examination have scored more than candidate.

10. METHOD OF RESOLVING TIESThe overall merit / ranking shall be based on the Percentile scores.The method adopted for breaking ties (similar Percentiles) shall be:(i) Candidates obtaining higher aggregate marks in all the MBBS/BDS Professional Examinations shall

be placed higher than candidates with lower aggregate marks in MBBS/BDS ProfessionalExaminations.

(ii) In case there is still a tie, after step (i) above, according to age (Date of birth), the older candidateshall get preference over the younger one.

11. PREPARATION OF MERIT LISTMerit list shall be prepared based on the Percentile Scores and applying the above method forresolving tiesOverall and Category-wise merit Lists shall be prepared accordingly.

12. RESERVATION OF SEATS(i). 49.5% of the total Post-Graduate seats (15% for SC, 7.5% ST and 27% for OBC) excluding those

for Sponsored/Foreign National candidates are reserved for the candidates belonging to theScheduled Castes, Scheduled Tribes and the Other Backward Classes (Non-creamy layer).

(ii). Orthopedic Physically Handicapped:(a) For MD/MS: (5%)

For Indian Nationals 5% reservations for Orthopedic Physically Handicapped shall beprovided on horizontal basis, as per their rank in the merit from the seats reserved inthe category of Orthopedically Handicapped.Vacant seats, if any, will be filled by the candidates from the general category.

(b) For MDS:As per 100-point roster, no seat is reserved for OPH candidate for MDS course for theSession July 2017

c) Other Criteria for Orthopedic Physically Handicapped:The candidate must possess a valid document certifying his/her physical disability conformingto judgment of Supreme Court of India i.e.:

i. With the approval of the Ministry of Health & Family Welfare, Govt. of India vide letter no.18018/2/2009-ME(P-1) dated 17.02.2009 it has been decided that while providingreservation in admission to medical course in the first instance candidates with disability oflower limbs between 50% to 70% shall be considered and in case candidates are notavailable of such candidates in that category then the candidates with disability of lowerlimbs between 40% to 50% will also be considered for admission subject to the outcome inthe Writ Petition (Civil) 184/2005-Dr. Kumar Sourav Vs. UOI and others pending in theSupreme Court of India.

ii. The disability certificate should be issued by a duly constituted and authorized MedicalBoard of the State or Central Govt. Hospitals/Institutions.

iii. The constitution of the Medical Board will be one consultant each from disciplines ofOrthopedics, Physical Medicine & Rehabilitation and Surgery.

For detailed distribution of seats, category-wise please see the tables in page 2 and 3.

13. INSTITUTIONAL PREFERENCE FOR AIIMS GRADUATES

(a) By way of institutional preference the institutional candidates i.e. those who have graduatedfrom All India Institute of Medical Sciences, New Delhi shall be preferred for admissionagainst 50% of total MBBS seats of AIIMS of the open general seats without any disciplinewise preference, in accordance with the judgment of the Hon'ble Supreme Court andsubsequent judgment dated 07-05-2004 of the Supreme Court in Saurabh Chaudhary Vs.Union of India W.P. (C) No. 29 of 2003 and connected matters.

(b) Any seat left vacant out of the AIIMS preferential seats or any other reserved seats shall beavailable to other open general category candidate in order of merit.

14. CONTRACT

1. Each Junior Resident will be on contract service for a period of three years.

2. Original certificates of any candidate who opts for a confirmed seat will be retained in theAcademic Section. The same will not be returned to the candidate before completion of thecourse unless he/she deposits a sum of Rs.3,00,000/- (Rupees Three Lakh only) once seathas been confirmed irrespective of the fact whether he/she joins the course or not. If anycandidate who joins the MD/MS/MDS & M.Ch./DM (direct 6 years) courses, leaves the saidcourse within six months of joining, he/she shall be liable to pay a sum of Rs.3,00,000/-(Rupees Three Lakh only) and any candidate who joins the PG courses and leaves after sixmonths of joining shall be liable to pay a sum of Rs.5,00,000/- (Rupees Five Lakh only) ascompensation for losses incurred by the AIIMS due to such midstream departure. The salary forthe month in which his/her resignation from the PG seat becomes effective, shall alsostand forfeited.

15. OTHER TERMS & CONDITIONS

A. EMOLUMENTSJunior Residents/Demonstrators (three years tenure period) will be paid a sum of Rs.15600 +Rs.5400 Grade Pay + NPA and other allowances as admissible under the rules in the first yearof the residency or revised pay scale as per 7th CPC as applicable.

B. SELECTION OF SPONSORED/FOREIGN NATIONAL CANDIDATESA combined merit list of the sponsored/foreign national candidates will be made. Seats will be allottedpurely on merit on the basis of performance in the Entrance Test. Detailed requirements forSponsored/Foreign National candidates are given on next pages under the heading “IMPORTANTINSTRUCTIONS APPLICABLE TO ALL EXAMINATIONS”.

C. DUTIES AND RESPONSIBILITIESDuties and responsibilities of Junior Residents will be fixed by the Institute from time to time. They willbe required to perform such work as may be needed in the legitimate interest of patient care in thehospital.

D. LEAVEDuring the terms of employment, the Junior Residents/Demonstrators will be entitled to the leavecalculated on pro-rata basis i.e. JR (Acad.) during the first year of their tenure they will be sanctionedleave for only that much number of days which they have already earned. These leave cannot becarried forward for the purpose of availing leave. However, can be accumulated for the purpose ofleave encashment on completion of tenure. Junior Residents/Demonstrators are not entitled to anyother leave except that mentioned above. The Residency Period as well as exam of residents, whoavail leave over & above their entitlement, will be extended.

E. ASSESSMENTAt the end of first six months of the admission, each Junior Resident will be assessed and, in casehis/her performance is not found satisfactory, his/her registration may be cancelled.

F. SUBMISSION OF PROTOCOL AND THESISThe Junior Residents/Demonstrators registered for MD/MS/MDS course shall be required to gethis/her plan of thesis protocol approved by his/her departmental faculty within 4 months ofenrolment, and submit it to Academic Section. If a candidate fails to submit the thesis protocolwithin the prescribed period, his/her registration will stand cancelled. The last date forsubmission of thesis for the students registered for MD/MS/MDS degree will be 30th June for thoseappearing at the December examination and 30th November for those appearing at the Mayexamination.

G. INTERNAL ASSESSMENTInternal assessment/progress report should be evaluated periodically by the faculty members of theconcerned department on the theoretical knowledge and practical skills of a candidate. The Head ofthe Department should send such a internal assessment/progress report of each candidate on regularbasis i.e. six monthly and send to the Academic Section for official records. The weightage of theinternal assessment/progress report i.e. 25% marks of the candidate will be added in his/her finalexamination

.16. METHOD OF COUNSELING

1. All the selected candidates are advised to download their counseling call letter (with AppendixI & II) from the AIIMS, New Delhi website www.aiimsexams.org

(a) In each category the number of candidates call for counseling will be 8 times the number ofseats. The order of counseling will be General/50% AIIMS preferential candidates of total MBBSseats of AIIMS/ST/SC/OBC. The counseling will be done strictly by combined merit list startingfrom Rank No.1. The candidates in order of merit will exercise their choice of subject according toavailability of seats. In case of absentee, the next candidate in merit will be considered. When areserved category candidate (who is in combined merit list) is called according to combined meritlist, he/she will simultaneously be given an option to exercise his/her choice of subject both inunreserved category and his/her concerned reserved category. If such a candidate opts for thesubject which is available at the time of his/her counseling, both in unreserved category andreserved category, he/she will be given seat only from unreserved category as he/she is in meritand will be treated as unreserved candidate and will consume an unreserved seat. He/she will begiven the reserved seat only when his/her choice of the subject is available in the reservedcategory only, not in unreserved category and then will consume a reserved seat. When all theseats of unreserved category are finished then only counseling for reserved category will beconducted.

Counseling will be held as per schedule given under “IMPORTANT DATES AT A GLANCE”.

(b) In case, during the open counselling any ST seat remains vacant (after calling all eligiblecandidates of ST category) then this seat will be made available to the eligible SC categorycandidate and vice versa and even after doing this, if any, SC/ST seat remains vacant (aftercalling all eligible candidates of SC/ST category) then this vacant seat shall be made available tothe eligible General Category candidate. Similarly, in case the OBC seat remains vacant aftercalling all eligible OBC candidates then this vacant OBC seat shall be made available to theeligible General Category candidate.

2. All the candidates must bring the original certificates i.e. “Date of birth (matriculation certificate),proof of belonging to SC/ST/OBC (if applicable), MBBS/BDS mark sheets (including separate marksheet for each of the professional examinations), Degree, Internship Completion Certificate,Permanent Medical Registration Certificate etc.”

3. Candidate will have the right to choose any one of available seats in the discipline of his/her choiceat his/her turn as per merit at the time of counseling and confirmed seat will be allotted to him/herafter submission of requisite undertaking that he/she has not already done or pursuingMD/MS/MDS course in any subject at the time of counseling. However, if a seat opted bycandidate is not available at his/her rank/turn then he/she can choose another subject provisionallyand his provisional seat or seat available at his/her turn will be confirmed only in the secondcounseling.

4. All the candidates who have been allotted confirmed seat during 1st counseling shall deposit fee andafter getting themselves medically examined by a Medical Board constituted by the Institute, they willjoin the course. If they fail to deposit fee/join after depositing fee, then they would lose to them andthe seat allotted such candidates will not be eligible for 2nd counseling.

5. Any candidate (Indian citizen) who has taken admission elsewhere in India & Abroad and havedeposited all his/her original certificates with that concerned College/ Institution will be allowed toattend the first counseling at AIIMS subject to the condition that he/she provides the documentaryevidence from the said College regarding deposition of documents in that College. A seat purely onprovisional basis will be offered to him/her depending upon the availability of a seat at his/her rankand the choice exercised by the candidate. A confirmed PG seat during the 2nd counseling will onlybe allotted to such candidate after submission of requisite undertaking as mentioned in precedingPara, resignation acceptance letter/order issued by that college/Institute and after depositing alloriginal certificates.

6. In case due to unavoidable circumstances any candidate is not in a position to appear in person onthe notified date of 1st counseling, his/her authorized representative with an Undertaking andAuthority letter for allotment (Proforma for Undertaking and Authority Letter as per Appendix-I & II ofcall letter) may participate along with original documents/production of documentary evidence fromthe college about retaining of original documents by that college/institute, if candidate has takenadmission elsewhere. In such cases, a seat will be offered purely on provisional basis at his/her turnand same will be confirmed only if candidate attends 2nd counseling himself/herself and submitsrequisite undertaking, produces the resignation acceptance letter/order issued by thatcollege/Institute (if applicable) and deposits all original certificates.

7. If the candidate/authorized representative of candidate fails to report in 1st counseling, then his/hercandidature will not be considered for 2nd Counseling.

8. Candidates or their authorized representatives participating in the counseling process are required tomaintain proper decorum/discipline at the time of counseling.

9. In case of any dispute arising out of the allocation of a seat at the time of counseling. The decision ofthe Chairperson of the Counseling Committee will be final.

10. All disputes pertaining to the conduct of the examination by the AIIMS, and the allocation of seats invarious subjects by counseling will be subject to the jurisdiction in the High Court of Delhi.

11. The selected candidates shall undergo a medical examination by the Board appointed by theInstitute and if found medically fit will join the course on 1st July, 2017 after depositing the requisitefee. They shall forfeit all their claims to the PG seats if they do not join by 31st August, 2017 and feedeposited by them will not be refunded. No candidate, in any circumstances, shall be allowed tojoin after 31st August, 2017.

While reporting for admission, candidates must bring all the relevant certificates/documents,in original. These original documents will be kept with the institute till his/her completion ofthe course.

12. No TA/DA will be paid by the Institute to the candidate for appearing in entrance examination and forattending the counseling/joining the course.

13. Important: Please note that the candidates who have already done/pursuing MD/MS/MDS in any

subject at the time of counseling shall not be considered for admission to MD/MS/MDScourses, if it is found at a later stage that the candidate has given false undertaking at the time ofcounseling, his/her candidature/registration will be cancelled. The confirmed PG seat will beallotted to the candidates only after giving an undertaking as above and after depositing alloriginal certificates.

The candidate who will confirm seat during counseling will have to go through biometricverification. In addition to that biometric verification will also be done at the time of joining.

In case there is any doubt about identity during such verification, such candidates will be allowedto participate in counseling provisionally.

These candidates (who are allowed to appear provisionally) will have to give undertaking in theprescribed proforma and will present themselves before counseling Committee on the next day ofCounseling at 11:00 AM in Dean’s Committee Room where decision about their candidature willbe made. If such candidate(c) fail to appear before this committee, he/she will be consideredineligible for next round of counseling and seat allotted to him/her will be released during nextround of counseling.

No claim whatsoever of candidates will be entertained if he/she fails to present before counselingcommittee on next day at 11:00 AM in Dean’s Committee Room.

17. ALLOCATION OF SEATS

(i) First Counseling to be held on 05.06.2017 (Monday)a) The order of counseling will be General/50% AIIMS preferential candidates of total MBBS seats

of AIIMS/ST/SC/OBC.b) Group 1- Confirmed seats: A candidate who has got a confirmed seat in the subject of his/her

choice, will not be allowed to change the subject and will not be eligible for the secondcounseling.

c) Group 2- If a candidate wants subject 'A' and it is not available at his/her rank/turn then he/shecan choose subject 'B' provisionally. His/her provisional seat or available any seat at his/her turnwill be confirmed only in the second counseling.

d) Group 3- A candidate, who does not take any seat provisionally but wants to come for thesecond counseling will be eligible for second counseling.

e) All candidates in group 1 (confirmed seat) shall deposit fees as per the date stipulated in theselection letter. If they fail to deposit fees, and/or do not join after depositing the fees then theywould lose the seat allotted to them and such candidates will not be eligible for secondcounseling.

f) In case due to unavoidable circumstance any candidate is not in a position to appear inperson on the notified date of 1st counseling, his/her authorized representative with anUndertaking and Authority Letter for allotment (Proforma for Undertaking and AuthorityLetter as per Appendix-I & II of Call Letter) may participate along with original documentsfor verification or as mentioned in the Clause E (3) above. In such cases, a seat will beoffered purely on provisional basis at his/her turn

(ii) Second Counseling to be held on 13.06.2017 (Tuesday)a) The order of the second counseling will be General/50% AIIMS preferential candidates of total

MBBS seats of AIIMS/ST/SC/OBC.b) Candidates who had opted seats provisionally under group 2 will be allotted a confirmed seat

only in those subject which they had provisionally opted in the first counseling and/or thesubjects which are available at his/her turn as per merit during the 2nd counseling.

c) Group 2 and 3 from first counseling will be eligible to attend the second counseling as specifiedin clauses F (c) & (d).

d) A candidate belonging to group 2 would lose the seat allotted provisionally in the first counseling,if he/she does not attend the second counseling.

e) In the second counseling, all the seats will be confirmed seats.

(iii) Open Counselling to be held on 25.08.2017 (Friday)

There will be Open Counselling for the seats that remain vacant after 2nd Counseling. In addition to that any seat vacated by the candidate, who had been allotted confirmed seat in

1st/2nd counseling, by way of surrender resignation/cancellation/mismatch of biometricverification etc. by 1:00 PM on 14th August, 2017 (Monday) will be included in the vacantseats available as mentioned in the preceding point for Open Counselling. The final list of allthe vacant seats including seats vacated as mentioned above will be displayed on AIIMSwebsite by 5:00 PM on 14th August, 2017 (Monday).

Any seat failing vacant after 01:00 PM on 14th August, 2017 (Monday) will be advertised inthe next session i.e. January, 2018

The candidates who are interested in attending open counselling on the scheduled date willbe required to register themselves online for Open Counselling on the AIIMS websitei.e.www.aiimsexams.org. The online registration will open on 18.08.2017 at 10:00 A.M. to21.08.2017 at 5:00 P.M. & on the day of counseling they will have to produce printout of theslip issued to them at the time of online registration for open counselling alongwith all originalcertificates of qualification.

(iv) Spot CounsellingIf seats are vacant after open counselling, the seats will be filled by spot counselling at therespective AIIMS separately & information will be given in newspaper & will also bedisplayed on website of respective AIIMS. The date will be decided later on by therespective AIIMS, if required.

ELIGIBILITY

The candidate must possess a MBBS degree and should have completed the required period of one-yearcompulsory Internship. He/she must have obtained at least 55% marks in aggregate in all the MBBSprofessional examinations. The eligibility criteria are same as specified for MD/MS (3 years) courses.

DURATION OF COURSEA minimum period of 6 academic years is the duration for those registering after MBBS degree andcompletion of one year's compulsory internship. The candidates selected for this course will spend firstsix months in the super specialties opted for. At the end of six months there will be a departmentalexamination to assess the suitability of the candidate to pursue training in the super speciality. Onsuccessfully qualifying in this assessment, the candidate would proceed to the next phase and this periodwould be included as a part of the full course. In case a candidate fails to qualify in the assessment ordecides to discontinue the course, he/ she would be given a certificate of six months Junior Residency.

The next phase will consist of a period of one year devoted to a course in principles of surgery. It willconsist of pre-determined course of didactic teaching and clinical work concerned with the basicprinciples of surgery. At the end of this period, i.e. 18 months after selection for the course, thecandidates would appear for a qualifying examination in the basic principles of surgery. The examinationwould be conducted jointly by the Departments of Surgery and the super speciality to which the candidatebelongs. The candidate must pass this examination before he/she is permitted to appear in the finalexamination.

A candidate shall become eligible to appear for final examination at the end of five years. He/She canalso appear for the final exam at the end of 5½ or 6 years as well. However, in any case, the period ofregistration will remain six academic years which is mandatory.

VIII. IMPORTANT INSTRUCTION APPLICABLE TO ALL EXAMINATIONS

1. INSTRUCTIONS FOR FILLING THE ONLINE APPLICATION FORM

Candidate should fill in the online Application Form taking utmost care and following instructionsand help manual as given in the APPENDIX - IV of the Prospectus, step by step. Candidate shouldfill in the Online Application form correctly. Incorrect filled form may result in rejection.2. ONLINE REGISTRATION & SUBMISSION OF APPLICATION FORMA candidate seeking admission to the Entrance Examination is required to submit his/her application inthe prescribed format available online with the Prospectus on www.aiimsexams.org The cost ofApplication Form includes the fee for entrance examination which is non-refundable and nocorrespondence in this regard will be entertained. The candidate is required to go through the prospectuscarefully and acquaint himself/herself with all requirements with regard to filling in of the online applicationform.

Online Registration: After selecting the online registration, fill the mandatory details asked for depositthe prescribed fee in the through Debit/Credit Card/Net Banking after submitting fees filled requiredinformation step by step. Follow the Instructions scrupulously.

It will be the responsibility of the candidates to ensure that correct details are filled in the ApplicationForm. The Institute will not be responsible for any cancellation of candidature/loss or lack ofcommunication etc. as a consequence of incorrectly filled application form

c) Physical Disability Certificate issued from a duly constituted and authorized Medical Board.If a candidate fails to submit attested copies of the requisite documents as above, his/hercandidature will be cancelled and he/she will not be allowed to participate in subsequent stages ofselection/admission process.

5. SUBMISSION OF APPLICATION BY CANDIDATES WHO ARE EMPLOYEDThe Institute does not have any objection if the candidates in employment apply directly for the abovepostgraduate course. However, all such candidates should inform their employer in writing that they areapplying for this Entrance Examination. They should also sign the undertaking in the down loaded copy ofRegistration Slip that they have informed their employer about the submission of the application to AIIMS.If any communication is received from their department/office withholding permission to the candidate'sappearing at the entrance examination/admission to the course, the candidature/admission of thecandidate will be cancelled, and no further correspondence in this regard will be entertained.

6. REQUIREMENTS FOR ADMISSION OF "SPONSORED" CANDIDATESa) Candidates who are permanent employees of any Central/State Government/Armed Forces or

the Public Sector Undertaking/Autonomous Body can be sponsored by the respectiveGovernment/Defence Authorities or the Competent Authorities of PSU/Autonomous Body.

b) A State Government can sponsor candidates only for those postgraduate (MD/MS/MDS courseswhich are not available in the State. A certificate regarding non-availability of the course (for whichthe candidate is being sponsored) in the concerned State, duly signed by the Secretary/DirectorGeneral of Health Services of the Central / State Government/ DGAFMS/Competent Authorityor PSU/Autonomous Body viz. Director/Executive Head of the concerned organization, shouldbe furnished in the format prescribed for this purpose.

c) Sponsored candidate is required to register online & fill online application form. All eligible“sponsored" candidates will be called by the Institute for an entrance test.

d) Seats as shown in the prospectus are available for "sponsored" candidates. Sponsored candidateswill be designated as "trainees".

e) The subject for which the candidate is being sponsored should be clearly specified in the sponsorshipform by the sponsoring authority. The candidate can be sponsored for only one subject. Theapplications of those candidates who are sponsored for more than one subject will not be considered.

f) No "Sponsored" candidate will be paid any emoluments by the Institute during the training period.Such payments will be the responsibility of the sponsoring authority (i.e. Central/State Government orDefense Authorities).

g) Sponsored candidates must submit/send sponsorship certificate in original from their employers inthe following format along with the application form & Registration Slip to the Asstt. Controller ofExamination, AIIMS, New Delhi-110 608 by 03.04.2017. 7. REQUIREMENTS FOR ADMISSION OF FOREIGN NATIONALS/ Overseas Citizen of India (OCI)

a) Foreign nationals are required to fill in the prescribed online application form indicating the choice ofsubject (only one subject) for admission to Postgraduate courses leading to award of MD/MS/M.Ch.(6 yrs.)/MDS degree.

b) The foreign nationals are required to send their Registration Slip of Online application throughDiplomatic Channel. They are also required to appear in the Competitive Entrance Examinationalong with other candidates. An ‘Advance Copy’ is required to be submitted at AIIMS, New Delhibefore the last date of online registration. However, the application of all such candidates will beprocessed only after receipt of the same through Diplomatic Channel.

c) The foreign nationals will be considered against the seats advertised under the "Sponsored"category for MD/MS/MDS courses. They should be registered with MCI/DMC/DCI before they willbe allowed to join the said course. If they are selected for the same.

d) Seats are not reserved in any discipline for foreign nationals (except the bilateral agreementbetween the Government of India and any other nation).

e) Nominations/No objection for the candidate should reach the Examination Section before the date ofissue of the Admit Card as specified under “IMPORTANT DATES “AT A GLANCE". In case ofnon-receipt of the nominations/clearance/no objection from the concerned Ministry by due date, theircandidature will not be considered.

f) No emoluments will be paid by AIIMS to the Foreign National candidates.g) OVERSEAS CITIZEN OF INDIA (OCI) : OCI registered under Section 7A of Citizenship Act 1955

are also eligible to appear in PG courses and all terms and conditions applicable for IndianNationals will be applicable to the candidates. The candidate will submit proof of Registration as OCIunder Section 7A of Citizenship Act 1955 to be eligible to appear for this Entrance Examination.

8. SUBMISSION OF CASTE CERTIFICATE BY SC/ST/OBC CANDIDATES

After declaration of result of the Entrance Examination, candidates belonging to ScheduledCaste/Scheduled Tribe and Other Backward Classes should submit an attested copy of a certificate fromany one of the following authorities stating that the candidate belongs to a Scheduled Caste, aScheduled Tribe or Other Backward Classes in the prescribed form along with other requisitedocuments.

The candidate will be required to submit an undertaking to the effect of his/her caste. The detection of anydiscrepancy in the caste certificate shall entail cancellation of registration. This is as per the provisionsmade by Ministry of Personnel, Public Grievances and Pensions vide their order No. 36033/4/97-Estt.(RES) dated 25.7.2003 and No. 36011/3/2005-Estt. (RES) dated 9.9.2005 respectively.Candidates must note that a certificate from any other person/authority will not be accepted andno further correspondence in this regard shall be entertained. The name, designation and the sealof the officer should be legible in the certificate.

9. PROCEDURE IF THERE IS ANY DISCREPANCY NOTICED: Discrepancy, if any, observed in thedate and time of the entrance examination mentioned in the Prospectus, Admit Card etc. should beimmediately brought to the notice of the Assistant Controller of Examinations AIIMS, New Delhithrough email. 10. It will be the responsibility of the candidate to ensure that correct address, Mobile No. & email ID inthe Application Form is filled. The Institute shall not be responsible for any miscommunication due toincorrect address, Mobile No. and email ID given by the applicant on the Application Form or non-receipt for any communication.

11. Downloadable Admit cards of all the eligible candidates will be hoisted on websitewww.aiimsexams.org as per the schedule mentioned under IMPORTANT DATES ‘AT AGLANCE’. All the candidates are advised to down load their Admit Cards from the website. Itmay please be noted that the Admit Cards will not be sent by Post.

12. Change, if any, in the address mobile No. and email ID should be immediately intimated to thisoffice. Candidate should also ensure that any communication sent at the previous address isredirected to him/her at the new address.

13. If a candidate is at any stage found to have provided false information/certificate or is found to havewithheld or concealed some information in his/her application form, he/she will be debarred fromadmission, his/her residency will be terminated with immediate effect.

14. If ineligibility is detected at any stage, candidature/admission of the candidate will be cancelledwithout any notice.

15. Candidate must not obtain or give or attempt to obtain or give irregular assistance of any kind duringthe examination; this will entail expulsion and cancellation of candidature for the examination. Theadmission of the candidate will be cancelled and appropriate criminal/civil proceedings will beinitiated against the candidate, if at any stage of the examination the candidate is found to havesecured admission by using any unfair means.

16. The Institute will not intimate the result of Entrance Test individually. No correspondence in thisregard will be entertained. However, the marks of individual candidate will be made availableon AIIMS website www.aiimsexams.org on completion of the admission process.

17. There is no provision for re-checking/re-evaluation of the answer sheets and no query in this regardwill be entertained.

18. The decision of the Director of the Institute shall be final in the matter of selection of candidates foradmission to various courses and no appeal will be entertained in this regard.

19. Selected candidates must join the course on the date stipulated in the letter of selection, failingwhich the selection/admission shall stand cancelled/withdrawn.

20. The selected candidates will have to submit the original Permanent Registration Certificate at thetime of joining.

21. The selection of Junior Residents will be subject to medical fitness. No selected candidate will bepermitted to pay fee/join the course unless declared medically fit by the Medical Board appointed bythe Institute. The decision of the Medical Board shall be final.

22. Each candidate selected for admission shall have to pay the fee/dues within the prescribed periodfailing which his/her admission shall be cancelled.

23. Private practice in any form during the course is prohibited. The period of training is strictly full timeand continuous.

24. The rules are subject to change in accordance with the decision of the Institute to be taken from timeto time.

25. Any dispute in regard to any matter referred to herein shall be subject to the jurisdiction ofHigh Court of Delhi only.

2. HOSTEL ACCOMMODATIONThe unmarried Junior Residents will be provided partially furnished accommodation subject toavailability. Those married and living with family will be provided, subject to availability, partiallyfurnished married hostel accommodation on recovery of rent as per rules of A.I.I.M.S. However, thesponsored Junior Residents will be charged a sum of Rs.450/- per month for single room hostelaccommodation and a sum of Rs.650/- per month for married hostel accommodation.

3. INSTITUTE LIBRARYThe Institute library is well stocked with all important medical books and journals. Other facilities includephotocopying, Medline, video monitor facilities and modern learning resources materials (LRM). Booksand periodicals are loaned to bonafide members for a specified period of time.The National Medical Library is also situated in the vicinity of the Institute campus.

4. CODE OF CONDUCT FOR STUDENTS AT AIIMS, NEW DELHI

(i) Maintenance of Discipline among students of the AIIMS:

1. All powers relating to discipline and disciplinary action are vested with the Director, AIIMS.2. The Director, AIIMS may delegate all such powers, as he/she deems proper to the Dean and

to such other persons as he/she may specify on his behalf.3. Without prejudice to the generality of power to enforce discipline under the Rules. The

following shall amount to acts of gross indiscipline:a) Physical assault or threat to use physical force against any member of the teaching or

nonteaching staff of any Department/Centre of AIIMS or any other persons within thepremises/ Campus of AIIMS.

b) Carrying or use or threat of use of any weapon.c) Violation of the status, dignity and honour of students belonging to the Scheduled Castes,

Scheduled Tribes and Other Backward Castes.d) Any practice, whether verbal or otherwise, derogatory to women.e) Any attempt at bribing or corruption in any manner.f ) Willful destruction of institutional property.g) Creating ill-will or intolerance on religious or communal grounds.h) Causing disruption in any manner of the functioning of the AIIMS, New Delhi.i) Regarding ragging the directive of Supreme Court will be followed strictly. It is as

under:"As per direction of the Hon'ble Supreme Court of India, the Government has bannedragging completely in any form inside and outside of the campus and the Instituteauthorities are determined not to allow any form of the ragging. Whoever directly orindirectly commits, participates in abets or instigates ragging within or outside anyeducational Institution, shall be suspended, expelled or rusticated from the Institutionand shall also be liable to fine which may extend to Rs.10,000/-. The punishment mayalso include cancellation of admission suspension from attending the classes,withholding/withdrawing fellowship/ scholarship and other financial benefits,withholding or cancelling the result. The decision shall be taken by the Head of theInstitution."

4. Without prejudice to the generality of his/her powers relating to the maintenance of disciplineand taking such action in the interest of maintaining discipline as may seem to him/herappropriate. The Director, may in exercise of his/her powers order or direct that any student orstudents.a) Be expelled;b) Be, for a stated period: be not for a stated period, admitted to a course or courses

of study in AIIMS.c) Be fined with a sum of rupees that may be specified;d) Be debarred from taking any examination(s) for one or more semesters.e) Withhold the result of the student(s) concerned in the Examination(s) in which

he/she or they have appeared be cancelled.

f ) Be prohibited for appearing or completing any examination for any unfair meanslike copying taking notes, mobiles or any other electronic gadgets inside theexamination halls.

5. At the time of admission, every student shall be required to sign a declaration that onadmission he/she submits himself/herself to the disciplinary jurisdiction of the Director andseveral authorities of the AIIMS who may be vested with the authority to exercise disciplineunder the Acts, the Statutes, the Rules and the rules that have been framed there under bycompetent authorities of AIIMS.

(ii) Prohibition of and Punishment for Ragging:1. Ragging in any form is strictly prohibited, within the premises of College/Department of

Institution and any part of AIIMS and also outside the AIIMS Campus.2. Any individual or collective act or practice or ragging constitute gross indiscipline shall be dealt

with under this Rules.3. Ragging for the purposes of this rules, ordinarily means any act, conduct or practice by which

dominant power or status of senior students is brought to bear on students freshly enrolled orstudents who are, in any way, considered junior or inferior by other students and includesindividual or collective acts or practice which:

a) Involve physical assault or threat or use of physical force;b) Violate the status, dignity and honour of women students;c) Violate the status; dignity and honour of students belonging to the Scheduled Castes,

Scheduled Tribes and Other Backward Castes.d) Expose students to ridicule and contempt and affect their self-esteem;e) Entail verbal abuse and aggression, indecent gesture and obscene behavior.

4. The Director, Dean, Hostel Superintendent and Faculty of AIIMS shall take immediate action onany information of the occurrence of ragging.

5. Notwithstanding anything in Clause (4) above, the Dean or any other Faculty member/orauthority may also suo moto enquire into any incident of ragging and make a report to theDirector of the identity of those who are found involved and the nature of the incident.

6. The Dean may also submit an initial report establishing the identity of the perpetrators of raggingand the nature of the ragging incident.

7. On the receipt of a report under clause (5) or (6) or a determination by the relevant authoritydisclosing the occurrence or ragging incidents described in the Clause 3(a), (b) and (c) theDirector shall direct or order rustication of a student or students for a specific number ofsemester.

8. The Director may in other cases of ragging order or direct that any student or students beexpelled or be not, for a stated period, admitted to a course of study at AIIMS, departmentalexamination for one or more semesters or that the result of the student or students concerned inthe examination(s) in which they appeared be cancelled.

9. In case where students who have obtained degree(s) of AIIMS are found guilty under this Rules,appropriate action will be taken for withdrawal of degrees conferred by the AIIMS.

10. For the purpose of this Rules, abetment to ragging will also amount to ragging.

(iii) Anti Sexual Harassment Monitoring Committee:A statutory committee, comprising of members from the teaching and non-teaching staff as well asstudents looks into matters related to sexual harassment of students and staff in the college. Anyperson aggrieved in this matter may fearlessly approach the committee for a fair and concernedhearing and redressal.

(iv) Unauthorized absence of students:Unauthorized absence of students will be informed to the Students and also Parents or LocalGuardians. At least 3 reminders will be issued with a gap of 10 days by the Academic Section tothese students. Thereafter the action of cancellation of the registration of the concerned will bedecided by the Dean/ Director, AIIMS.

NOTE 3: For MD/MS courses, the sponsored candidates who have served in the Armed Forces will be given 5% additional marksfor determining their eligibility for the entrance exam. (i.e. such candidates should secure an aggregate of 50% marks ormore in all the professional MBBS Exams).

NOTE 4: For MD/MS courses, sponsored candidates in the service of the Central/State Government for 3 years or more will begiven 3% additional marks for determining their eligibility for the entrance exam. (i.e. such candidates should secure anaggregate of 52% marks or more in all the professional MBBS Exams).
