New BIC report to show in Evolution

Login as Admin, the report must show in Evolution.

To correct for individual users

1. Login as Admin and remove the group Admin from the user 2. Login as the user and rebuild the icon cache in Evolution 3. Logout and login as the user see if the report is now available4. Add the user to admin group.
