ITEM 1. REQUEST FOR PROPOSAL (RFP)

CHANGES TO THE CONTRACT SPECIFICATIONS ARE AS FOLLOWS:

1. In the bid form, for all bid packages, replace: Exhibit A – Attachment 1 – Item #7 Plans and

Specifications with the attached Exhibit A – Attachment 1 – Item #7 Plans and Specifications.

2. For all bid packages in the entire RFP documents, replace State Revolving Fund (SRF) with WIFIA.

3. For all bid packages in the entire RFP documents, replace GMP-4/Package 2A with GMP-

4/Package 2B.

1. Mimic panel shall consist of a NEMA 1 enclosure with touchscreen suitable for wall

mounting remotely from MCC.

2. Mimic panel shall allow operators as a minimum the following controls:

a. Open/close all breakers and open/close all motor starter

disconnects/contactors.

b. View detailed information for each breaker, starter, and relay/trip unit.

c. View power monitor information (voltage, current, kW, KVA, KWH, power

factor, frequency, peak demand, harmonics) for each monitor.

d. Configure/monitor alarms for devices.

e. Initiate transfer scheme and operate any other switches as would be

possible at MCC enclosure.

3. Communicate with MCC and plant-wide SCADA system through Modbus TCP

protocol.”

Clarifications (Questions and Answers)

1. The Davis-Bacon wage rates were not included with 02-5002. Please provide the applicable

wage rates.

• The latest Davis Bacon Wage Rates for Shelby County can be found at this website:

https://www.wdol.gov/dba.aspx, “TN”, “Shelby County", "Heavy". The wage

determination will be the wage determination in place at the time the subcontractor

submits their bid.

2. Will there be third party commissioning or are all aspects of NETA testing, relay

commissioning, ATO testing to be performed by the switchgear manufacturer.

• Per 16950-1.01A, contractor shall engage the services of an independent 3rd party

testing firm.

3. May we have the following information for the T.E. Maxson GMP #4/2B Concrete 03-0002 Bid?

Davis-Bacon wage rates.

• See answer to question #1.

5. May I please get the plan holders list for the TE Maxon WWTF project that bids on 9/22?

• We do not have a plan holder list however attached is the pre-bid meeting list of attendees.

6. How much are the liquidated damages for 02-5002?

• Liquidated Damages for all packages are $1,000.00 per day.

7. Please confirm the mailing address for bid packages due September 29, 2020. The

Advertisement for Bids notes proposals shall be shipped to: 2690 Plant Road, Suite 101

Memphis, TN 38109

• Yes, confirmed.

8. What is the SFR loan number for the following project: T.E. Maxson WWTF Process Upgrade

Project – City of Memphis TN

• GMP-4/Package 2B is not funded by SRF. Therefore, there is no SRF loan number for this

package.

9. We are a Structural & Misc. Steel provider and are interested in bidding this project. Has the

Structural & Misc. Steel package already bid for this project yet?

• There is not a structural and miscellaneous steel separate package. This scope of work is

included under the Plant Construction subcontractor package.

10. Please clarify which DBE source listings we may use on the Package 2B project. The ATB

indicates we are to use only the City of Memphis EBO list; however, Exhibit K – Attachment 3

indicates that we may also use the Governor’s Diversity Business Office, TN DOT, and CCR DBE

Directories for sourcing.

• City of Memphis EBO list.

11. The yard piping RFP contains a list of specifications related to the contract. Sections 02605,

02608, 02613, 15050, 15064 and 15891 are not included in volumes 1 and 2 of the project

specifications. There may be other sections, but these are a few we noted as missing.

• Sections 02605, 02608, 02613 and 15891 are not applicable to this GMP. Sections 15050

and 15064 are included in this Addendum No. 2.

12. What is the project estimate for 02-5002? We have to provide our bonding company with this

information.

• This is confidential information that cannot be shared at this time.

13. All above grade plant water lines (EW) shall be insulated per Section 15250.

14. Reference drawing GS-C-212 – Where the existing 24” RAS connects to the 102” pipe, there is a

notes that reads “Close 24” RAS valves cap pipe immediately west of valve”. We understand

the need to close these valves when connecting the 24” RAS bypass to the existing RAS but

why or when would the pipe be capped?

• The reason to cap these lines is to make the disconnect permanent and eliminate the risk of

a valve leaking or being inadvertently opened.

15. Reference drawing GS-C-212 – The note to install linestops to the 24” RAS to the filters reads

“linestop and cap”. After the linestop is installed, is the pipe to be cut and capped with a PCCP

cap?

• A PCCP cap is acceptable.

16. Reference drawing GS-C-212 – When the 24” bypass is installed and a portion of the 24” RAS

removed there will need to be a cap or plug installed in the tee. Is a ductile iron cap or plug

sufficient? This is the location where the linestops were shown on the original drawing.

• A DI cap or plug is acceptable.

17. Reference drawing GS-C-349 – Can the 24” RAS piping in phase 1 be installed before the Re-

aeration structure is complete? The sequencing in steps 1 thru 4 indicate that it can but the

sequence in section 01014-1.03.B.5.e states the Owner will have the ability to use either the

western or eastern RAS line during construction of the Re-aeration basin.

18. Reference GS-C-349 – Step 3 makes reference to note 4. Please confirm this should read “note

3”.

• Reference revised drawing GS-C-349 attached

19. Reference specification 16481, 3.03.C and D. Will there be third party commissioning or are all

aspects of NETA testing, relay commissioning, ATO testing to be performed by the switchgear

manufacturer?

• Per 16950-1.01A, contractor shall engage the services of an independent 3rd party testing

firm.

20. Reference specification 16481, 2.06. Is the SCADA provider responsible for programming the

SEL-3530 RTAC or is it to be performed by the switchgear manufacturer? Please also clarify

the list of data of points to be monitored.

• Switchgear/MCC manufacturer shall program the SEL-3530 RTAC in coordination with plant

SCADA system. The following points shall be monitored:

− Main and tie breaker status (open, closed, tripped)

− For each power meter (mains and feeders):

diagram. Mimic panel shall be provided by MCC 305N/306E equipment supplier.

Definition of Parties

The text of the technical documents contained herein shall be deemed to be modified with respect to the

identification of parties as follows:

The term "DN/CMAR" or “Engineer” or “Construction Manager” or "Owner" shall mean "CONTRACTOR".

1.01 SCOPE OF WORK

A. This Section specifies the basic administrative and testing requirements for piping. Specific

piping materials, systems and related installation and testing requirements are specified in other

Sections of Divisions 2 and 15.

1.02 RELATED WORK

1.05 QUALITY ASSURANCE

A. All materials shall be new and unused.

B. Install piping to meet requirements of local codes.

C. Provide manufacturer's certification that materials meet or exceed minimum requirements as

specified. Reference to standards such as ASTM and ANSI shall apply to those versions in

effect at the time of bid opening.

D. Coordinate dimensions and drilling of flanges with flanges for valves, pumps and other

equipment to be installed in piping systems. Bolt holes in flanges to straddle vertical centerline.

E. Reject materials contaminated with gasoline, lubricating oil, liquid or gaseous fuel, aromatic

compounds, paint solvent, paint thinner and acid solder.

F. Pipe-joint compound, for pipe carrying flammable or toxic gas, must bear approval of UL or

FM.

G. Unless otherwise specified, pressures referred to in all Piping Sections are expressed in pounds

per square in gauge above atmospheric pressure, psig and all temperature are expressed in

degrees Fahrenheit (F).

1.06 DELIVERY, STORAGE AND HANDLING

A. During loading, transportation and unloading take care to prevent damage to pipes and coating.

Carefully load and unload each pipe under control at all times. Place skids or blocks under each

pipe in the shop and securely wedge pipe during transportation to ensure no injury to pipe and

lining.

PART 2 PRODUCTS

2.01 MATERIALS

A. Specific piping materials and appurtenances are specified in the respective Piping or System

Sections.

B. General installation materials shall be as specified below.

1. Unions shall be brass or bronze unions for joining nonferrous pipe; malleable brass or

bronze-seated iron or steel unions for joining ferrous pipe; PVC unions for joining PVC

pipe; CPVC unions for joining CPVC pipe.

2. Flanged Joints. Bolt and nuts, Type 316 stainless steel, bolt number and size same as

flange standard; studs - same quality as machine bolts; 1/16-in thick rubber gaskets with

cloth insertions; rust-resistant coatings.

3. Temporary Plugs shall be standard plugs or caps which are suitable for permanent service.

4. Flexible Connections shall be flanged spool type, 180 degree F maximum service, single

filled arch with synthetic rubber tube and cover, steel-ring reinforced synthetic fiber

carcass, with flanges drilled to 150 lb ANSI B16.5. Steel retaining rings, control rods and

compression sleeves shall be provided where shown and as required for the working

pressure of the system in which the joint is installed. All flexible joints shall be rated for

the working pressure of the system in which they are installed.

PART 3 EXECUTION

3.01 GENERAL

A. All dirt, scale, weld splatter, water and other foreign matter shall be removed from the inside

and outside of all pipe and sub-assemblies prior to installing.

B. All pipe joints and connections to equipment shall be made in such a manner as to produce a

minimum of strain at the joint.

C. Install piping in a neat manner with lines straight and parallel or at right angles to walls or

column lines and with risers plumb. Run piping so as to avoid passing through ductwork or

directly under electric light outlets and/or interference with other lines. All work shall be

accomplished using recognized methods and procedures of pipe fabrication and in accordance

with the latest revision of applicable ANSI Standards, ASME Codes and Pipe Fabrication

Institute Standards.

1. Use full length of pipe except where cut lengths are necessary. Do not spring or deform

piping to make up joints.

2. Pipe shall be cut square, not upset, undersize or out of round. Ends shall be carefully

reamed and cleaned before being installed.

a. Bending of pipe is not permitted. Use fittings for all changes in direction.

3. Do not use bushings except where specifically approved by the Engineer. Reducers shall

be eccentric to provide for drainage from all liquid-bearing lines and facilitate air removal

from water lines.

4. Verify the locations and elevations of any existing piping and manholes before proceeding

with work on any system. Any discrepancies between the information shown on the

Drawings and the actual conditions found in the field shall be reported at once to the

Engineer. No claim for extra payment will be considered if the above provision has not

been complied with.

5. Where lines of lower service rating tie into services or equipment of higher service rating

the isolation valve between the two shall conform to the higher rating.

6. Mitering of pipe to form elbow is not permitted.

7. All piping interiors shall be thoroughly cleaned after installation and kept clean by

approved temporary closures on all openings until the system is put in service. Closures

should be suitable to withstand the hydrostatic test.

8. End caps on pre-cleaned pipe shall not be removed until immediately before assembly. All

open ends shall be capped immediately after completion of installation.

D. Test Connections

1. Provide 1/2-in female NPT test connection equipped with 1/2-in brass plug on all pump

suction and discharge lines. Where indicated on the Drawings, test connections should be

equipped with bar stock valve and gauge. Provide test connections at all steam traps. The

connection shall be located on the discharge side of the trap between the trap and the first

valve. It shall consist of a 1/2-in branch connection terminated with a gate valve.

E. Unions

1. Unions screwed or flanged shall be provided where indicated and in the following

locations even if not indicated.

a. In long runs of piping to permit convenient disassembly for alterations or repairs.

b. In by-passes around equipment.

c. In connections to tanks, pumps and other equipment between the shut-off valve and

the equipment.

d. In connections on both sides of traps, controls and automatic control valves.

F. Vents and Drains

1. Provide vents and drains in the following places:

a. Water Lines - Vents at high points and drains at low points.

b. Air Lines - Drains at low points.

3.02 UNIONS

A. Use unions to allow dismantling of pipe, valves and equipment.

3.03 WELDING

A. Welding in accordance with ANSI B31 and AWS B3.0.

B. Install welding fittings on all welded lines. Make changes in direction and intersection of lines

with welding fittings. Do not miter pipes to form elbows or notching of straight runs to form

tees, or any similar construction. Do not employ welder who has not been fully qualified in

above specified procedure and so certified by approved welding bureau or similar locally

recognized testing authority.

3.04 FLANGED JOINTS

A. Make flanged joints with bolts; bolt studs with nut on each end; or studs with nuts where one

flange is tapped. Use number and size of bolts conforming to same ANSI Standard as flanges.

Before flanges pieces are assembled, remove rust resistant coating from machined surfaces,

clean gaskets and smooth all burrs and other defects. Make up flanged joints tight, care being

taken to prevent undue strain upon valves or other pieces of equipment.

3.05 SLEEVE COUPLINGS

A. Install tierods, pipe clamps or bridles when sleeve type couplings or fittings are used in piping

system where indicated, and at changes in direction or other places as necessary, to prevent

joints from pulling apart under pressure. Use bridles and tierods at least 3/4-in in diameter,

except where tierods replace flange bolts of smaller size, in which case fit with nut on each side

of pair of flanges. Joint harnessing shall conform, as a minimum, to the requirements for the

bolts and tie bolt lugs as set forth in AWWA Manual M11.

3.06 WALL SLEEVE SEALS

A. Use expandable rubber segmented sealing device with corrosion-resistant fasteners to make

watertight the annular space between pipe and sleeve. Determined the required inside diameter

of each individual wall opening or sleeve to fit the pipe and seal it to assure a watertight joint as

recommended by the manufacturer, before ordering, fabricating or installing. Install pipe

concentrically through wall sleeve. Install and tighten seal per manufacturer's instructions.

SECTION 15064

PLASTIC PIPE AND FITTINGS

PART 1 GENERAL

1.01 SCOPE OF WORK

A. Furnish all labor, materials, equipment and incidentals required and install 1/8-in to 6-in non-

buried plastic piping and appurtenances as shown on the Drawings and as specified herein.

B. Refer to Section 15050 for additional general piping requirements.

1.02 RELATED WORK

A. Pipeline Testing and Cleaning is included in Section 01465.

B. Buried piping is included under Division 2.

C. Concrete work is included in Division 3.

D. Field painting is included in Section 09902.

E. Valves and appurtenances are included in Section 15100.

1.03 SUBMITTALS

A. Submit, in accordance with Section 01300, shop drawings and product data required to establish

compliance with this Section. Submittals shall include the following:

1. Shop drawings including piping layouts and schedules shall be submitted to the Engineer

and shall include dimensioning, fittings, locations of valves and appurtenances, joint

details, methods and locations of supports and all other pertinent technical specifications

for all piping to be furnished.

2. Shop drawing submittals for piping under this Section shall include all data and

information required for the complete piping systems. All dimensions shall be based on the

actual equipment to be furnished. Types and locations of pipe hangers and/or supports shall

be shown on the piping layout for each piping submittal.

1.05 QUALITY ASSURANCE

A. All plastic pipe and fittings of each type shall be furnished by a single manufacturer who is

experienced in the manufacture of the items to be furnished; however, it shall not be a

requirement that the pipe and fittings be manufactured by the same manufacturer, provided that

the pipe and fittings are compatible in both compounding and size. The pipe and fittings shall be

designed, constructed and installed in accordance with the best practices and methods and shall

be suitable for the intended service.

1.06 SYSTEM DESCRIPTION

A. Piping shall be installed in those locations as shown on the Drawings.

B. The equipment and materials specified herein are intended to be standard types of plastic pipe

and fittings for use in transporting water and wastewater.

C. Plastic piping systems shall be designed for the following conditions:

PART 2 PRODUCTS

2.01 MATERIALS

A. Poly (Vinyl Chloride) Pipe and Fittings - PVC

1. Pipe shall be manufactured from PVC compounds meeting ASTM D1784, Class 12454 in

accordance with ASTM D1785, PVC 1120. The pipe shall have a minimum hydrostatic

design stress of 2,000 psi at 73 degrees F and shall be suitable for field cutting and solvent

welding. Pipe shall be of the sizes as shown on the Drawings and shall be Schedule 80

unless otherwise shown.

2. Fittings shall be the socket type for solvent welded joints conforming to ASTM D2467 or

ASTM D2466 where Schedule 40 pipe is shown on the Drawings. Fittings shall be

manufactured from PVC compound meeting ASTM D1784, Class 12454. Solvent cement

shall be as specified in ASTM D2564.

3. Pipe, fittings and solvent for use with potable water shall be certified by NSF in

accordance with NSF Standard No. 14 and the seal shall be included on the pipe.

B. Poly (Vinyl Chloride) Pipe and Fittings for Drain, Waste and Vent Service (DWV).

1. Pipe shall be manufactured from PVC compounds meeting ASTM D1784, Class 12454 in

accordance with ASTM D2665. The patterns, dimensions and laying lengths of fittings

including adapters shall meet the requirements of ASTM D3311. Solvent cement for

joining DWV pipe and fittings shall be as specified in ASTM D2564.

C. Chlorinated Poly (Vinyl Chloride) Pipe and fittings - CPVC

1. Pipe shall be manufactured from CPVC compounds meeting ASTM D1784, Class 23447

in accordance with ASTM F441, CPVC 4120. The pipe shall have a minimum hydrostatic

design stress of 2000 psi at 73 degrees F and 500 psi at 180 degrees F and shall be suitable

for field cutting and solvent welding. Pipe shall be of the sizes as shown on the Drawings

and shall be Schedule 80 unless otherwise shown.

2. Fittings shall be socket type for solvent weld joints conforming to ASTM F439 or ASTM

F438 where Schedule 40 pipe is shown on the Drawings. Fittings shall be manufactured

from CPVC compound meeting ASTM D1784 and any additional compound classification

requirements for specific chemical resistance for the applications specified in Paragraph

1.06 in accordance with ASTM D5260. Solvent cement shall be as specified in ASTM

F493.

D. Polyethylene Pipe and Fittings - HDPE

1. Pipe shall be manufactured from High Density Polyethylene (HDPE) base resin

conforming to Grade P34 (PPI PE3406 or better) in accordance with the requirements of

ASTM D2447. The pipe shall have a minimum hydrostatic design stress of 630 psi at 73

degrees F and be suitable for field cutting and heat fusion joining. Pipe shall be of the sizes

shown on the Drawings and shall be Schedule 80 unless otherwise shown.

2. Fittings shall be the butt type for heat fusion joints conforming to ASTM D3261, except

that Schedule 80 fittings shall meet the sustained pressure test conditions as specified for

Schedule 80 pipe in Table 3 of ASTM D2447. Fittings shall be manufactured from the

same HDPE base resin, conforming to Grade P34, Class C (PPI PE3406 or better), as is

used to produce the pipe to which the fittings are to be joined. Both pipe and fittings shall

be manufactured by the same manufacturer to assure compatibility of the piping system

components.

E. Threaded joints shall be as specified under the applicable ASTM standard for the pipe and

fittings being used. Thread sealer shall be thread tape which shall be standard industrial quality

Teflon, Type 1.

F. Flanged Joints

1. Where flanged joints are shown on the Drawings, they shall be supplied with 1/8-in thick

full-faced Viton-N gaskets or Engineer-approved equal.

2. Flange bolt spacing, number and dimensions shall conform to the requirements of ANSI

B16.5. CPVC and PVC flanges shall be suitable for solvent cementing to the pipe and shall

be suitable for a minimum pressure of 150 psi.

3. Bolts, nuts and washers for flanged joints shall be for corrosive service conditions and shall

be ASTM F593 and F594, Type 316 stainless steel. Anti-seize compound for stainless steel

bolts and nuts shall be of a molybdenum disulfide base such as Molycoat-G or Engineer-

approved equal.

G. Fittings, specials, unions and flanges shall be of the same schedule number and manufactured of

the same materials as the pipe. Whenever unions are called out on the Drawings, flanged

connections may be substituted, provided that dimensional controls do not preclude use of

flanges.

H. Expansion joints for PVC and CPVC sizes 1/2-in to 6-in shall be telescoping type as

manufactured by Plastinetics, Inc.; ASAHI/America or equal. Expansion in pipes smaller than

1/2-in shall be accommodated with expansion loops.

2.02 SURFACE PREPARATION AND SHOP COATING

A. All PVC and CPVC piping and fittings exposed to view shall have its surface prepared and be

shop painted as specified in Section 09901. Surface preparation and shop priming are a part of

the work of this Section. Field finish painting is included in Section 09902. Assist as required in

identifying pipe contents, direction of flow and all else required for proper finish painting and

marking of pipe.

B. Painting will not be required on HDPE pipe, however, marking the pipe to indicate normal

direction of flow and the fluid being transported in accordance with the marking schedule

included in Section 09902 shall be required as part of the work of this Section. Marking systems

consisting of mylar/aluminum sandwich sheets held in place by mastic or adhesive compounds

which are compatible with the HDPE resin used to manufacture the pipe shall be used to

identify pipe contents and direction of flow.

PART 3 EXECUTION

3.01 INSTALLATION

A. The installation of plastic pipe shall be strictly in accordance with the manufacturer's technical

data and printed instructions.

B. Joints for PVC and CPVC pipe shall be solvent cemented unless flanged or threaded are

otherwise shown on the Drawings or are specified as other types herein. In making solvent

cemented connections, clean dirt and moisture from pipe and fittings, bevel pipe ends slightly

with emery cloth to remove any shoulder or burrs created by cutting of the pipe. Solvent cement

joints shall be made in accordance with ASTM D2855 except that solvent cement formulated

especially for and as specified above shall be used for joining CPVC pipe and fittings. Primer

shall be used whenever recommended by the pipe, fitting, or cement manufacturer and in all

cases for joints on pipe systems 4-in in diameter or larger. Making solvent cement joints shall

not be performed and the work shall stop when the temperature, measured in the shade, is 40

degrees F and falling.

C. Joints between PVC drain, waste and vent pipe and cast-iron soil pipe shall be made with

approved mechanical compression joints designed for such use.

D. Joints for HDPE pipe shall be butt heat fusion. Butt heat fusion joints shall be made in

accordance with the requirements of ASTM D2657.

E. Installation of valves and fittings shall be in accordance with manufacturer's instructions.

Particular care shall be taken not to overstress threaded connections. In making solvent cement

connections, the solvent cement or primer shall not be spilled on valves. Any cement allowed to

run from joints shall be cleaned from the pipe and fittings immediately.

F. All piping shall have a sufficient number of unions to allow convenient removal of piping and

shall be as approved by the Engineer. PVC and CPVC pipe shall be installed with at least one

expansion joint or loop near the center of each straight run of pipe which is 50-ft or longer with

the maximum spacing between expansion joints or loops being 150-ft.

G. All plastic pipe to metal pipe connections shall be made using flanged connections. Metal

piping shall not be threaded into plastic fittings, valves, or couplings nor shall plastic piping be

threaded into metal valves, fittings or couplings. Only socket to thread adaptors shall be used

for threaded plastic pipe connections to other threaded devices.

H. Concrete inserts for hangers and supports shall be furnished and installed in the concrete as it is

placed. The inserts shall be set in accordance with the requirements of the piping layout and the

Contractor shall verify these locations from approved piping layout drawings and the structural

drawings. Pipe hangers and supports are specified in Section 15140.

I. Due to its large coefficient of thermal expansion, HDPE pipe shall be installed at its maximum

operating temperature to prevent sagging between the hangers or supports. Supports at each end

of the straight HDPE pipe runs shall be of sufficient strength to develop anchoring forces

adequate to oppose the tensile forces developed in the pipe due to thermal contraction. The

exception to this requirement shall be for flanged HDPE connections, because, if the flanged

connection is made up at the maximum operating temperature, the thermal contraction of the

flange thickness will reduce the required tensile force in the flange bolts. Flanged HDPE

connections shall, therefore be made up at the lowest expected operating temperature and then

the entire piping system shall be brought up to the maximum operating temperature for final

installation. (Note: Packing the flanges in ice may be necessary to achieve the proper

installation temperature).

3.02 FIELD TESTING

A. Refer to Section 01465.

3.03 PAINTING

A. All CPVC and PVC pipe and fittings exposed to the direct sunlight shall be field painted to

provide additional UV protection. This painting shall be required whether or not marking is

required and shall be in accordance with Section 09901.

SECTION 16492 LOW VOLTAGE AUTOMATIC TRANSFER SWITCHES

PART 1 GENERAL

1.01 SCOPE OF WORK

A. Furnish, install, test and place into operation the automatic transfer switches with features,

accessories, enclosures, number of poles, amperage, voltage and withstand current ratings as

shown on the Drawings and in accordance with these Specifications.

B. Each automatic transfer switch shall consist of an inherently double throw power transfer switch

unit and a controller interconnected to provide complete automatic operation. All transfer

switches and controllers shall be the product of the same manufacturer.

1.02 RELATED WORK

A. Electrical work not herein specified is included in other Sections of Division 16.

B. Power system studies are included in Section 16015. The completed study shall be approved by

the Engineer before the automatic transfer switch submittal will be reviewed.

1.03 SUBMITTALS

A. Submit shop drawings and product data, in accordance with Section 01300, as follows:

1. Equipment outline drawings and master drawing index showing elevation, plan and interior

views, dimensions, weight, anchor bolt pattern and front panel layouts.

2. Provide a list of all options, special features, ratings and deviations from the Specifications.

3. Conduit entrance drawings.

4. Furnish complete Bill of Materials indicating manufacturer's part numbers.

5. Product data sheets and catalog numbers for over current protective devices, motor starters,

control relays, control stations, meters, pilot lights, etc. List all options, trip adjustments

and accessories furnished specifically for this Project.

6. Provide control systems engineering to produce custom unit elementary drawings showing

inter-wiring and interlocking between units and remotely mounted devices. Show wire and

terminal numbers. Indicate special identifications for electrical devices per the Contract

Drawings.

7. Assembly ratings including short circuit rating, voltage and continuous current.

8. Major component ratings including voltage, continuous current rating and interrupting

ratings.

9. Cable terminal sizes.

1.05 QUALITY ASSURANCE

A. A factory authorized service and parts organization shall be able to respond to any service call

for the project within eight hours. Provide the name and address of the factory authorized

service and parts organization nearest to the project location at the time of the bid.

B. Equipment components and devices shall be UL listed to the extent possible wherever UL

standards exist for such equipment.

C. The automatic transfer switch manufacturer shall demonstrate at least ten years of continuous

field operating experience in automatic transfer switch design and fabrication within the last

fifteen years. Submit customer/user list with telephone numbers, addresses and names of

customer/user representatives.

D. The manufacturer of the assembly shall be the manufacturer of major components and control

modules installed within the assembly.

E. The equipment and major components shall be suitable for and certified to meet all applicable

seismic requirements of Uniform Building Code (UBC) for zone 4 applications. Guidelines for

the installation consistent with these requirements shall be provided by the switch manufacturer

and be based upon testing of representative equipment. The test response spectrum shall be

based upon a 5 percent minimum-damping factor, UBC peak of 2.15g's (3.2-11Hz), and APA of

0.8g's applied at the base of the equipment. The tests shall fully envelop this response spectrum

for all equipment natural frequencies up to at least 35 Hz.

F. The automatic transfer switch shall be certified to ISO 9001 International Quality Standard and

the manufacturer shall have third party certification verifying quality assurance in design,

development, production, installation, and servicing.

G. The manufacturer shall provide a notarized letter certifying compliance with all the

requirements of this specification. The certification shall identify, by serial number, the

equipment involved. No exceptions to this specification, other than those stipulated at the time

of submittal, shall be included in the certification.

H. Indoor structures, mounting, anchor bolts and appurtenances furnished to support equipment

load and seismic forces shall conform to the latest applicable requirements of the Tennessee

State Building Code.

1.06 OPERATING AND MAINTENANCE MANUALS

A. Operating and maintenance manuals shall be furnished in accordance with the Section 16000.

B. The manuals shall be bound and shall also include:

1. A list of "as left" settings for all timing relays.

2. System schematic drawings "As Built," illustrating all components and electrical

connections of the systems supplied under this Section.

3. Equipment operation and maintenance manuals shall be provided with each assembly

shipped, and shall include instruction leaflets and instruction bulletins for the complete

assembly and each major component.

1.07 MANUFACTURERS

A. The general arrangement of each automatic transfer switch is shown on the Drawings.

Automatic transfer switches shall be one of the following products or equal:

1. Eaton.

2. Russelectric, Inc.

3. ABB/Zenith.

4. ASCO.

1.08 DELIVERY, STORAGE AND HANDLING

A. Package the automatic transfer switch for maximum protection during delivery and storage. The

ATS shall be handled and stored in accordance with manufacturer's instructions. One copy of

these instructions shall be included with the equipment at time of shipment.

B. Store the automatic transfer switch indoors in a clean, dry, heated storage facility until ready for

installation. Do not install the automatic transfer switch in its final location until the facilities

are permanently weather tight. Protect the automatic transfer switch at all times from exposure

to moisture, chemicals, hydrogen sulfide and chlorine gas.

1.09 REGULATORY REQUIREMENTS

A. Provide a certificate of compliance with UL 1008 for the automatic transfer switches furnished

under this Section.

1.10 WARRANTY

A. Provide a two years minimum warranty on all parts and labor upon start-up and customer

acceptance of the automatic transfer switch.

1.11 SPARE PARTS

A. Provide the following spare parts in the quantities specified:

1. One dozen each size of cover bolts, cage nuts and door fasteners.

2. 2 cans of aerosol touch-up paint.

3. 100 percent replacement fuses, all types and sizes.

4. One dozen replacement lamps for pilot lights.

5. Two of each color replacement lens caps for pilot lights.

B. Spare parts shall be boxed or packaged for long-term storage. Identify each item with

manufacturer's name, description and part number on the exterior of the package.

PART 2 PRODUCTS

2.01 APPLICATIONS

A. Panelboard Switching Applications

1. Automatic transfer switches shall be designed for a Source 1 and Source 2 of 480 volts, 3-

phase, 3-wire. Current ratings shall be as shown on the Drawings. Switches shall be listed

under UL 1008.

2. The transfer switches shall be of inherently 3-pole, double throw construction and shall

have three-position operation: closed to Source 1, open, and closed to Source 2. Time delay

between opening of the closed contacts and closing of the open contacts shall be a

minimum of 400 milliseconds to allow for voltage decay before transfer is complete. The

following accessories shall be furnished:

a. Adjustable 0 to 30 second time delay to override preferred source power outages.

b. Adjustable 1 to 300 second time delay before retransfer.

2.02 CONSTRUCTION

A. The automatic transfer switch shall be designed for sources of 480 volt, 3 phase, 3 wire,

grounded-wye 60 Hz. Current ratings shall be as shown on the Drawings.

1. The switch shall initiate transfer of the load to the alternate source when any phase of the

preferred source drops below 90 percent of normal voltage.

2. The transfer switch shall be adequately constructed to carry its full rated current on a

continuous 24-hour basis in all approved enclosures and shall not show excessive heating

or be subject to derating. The transfer switch shall be capable of withstanding inrush

current values to 20 times its full load current rating without mechanical distortion of main

contact poles or supports. The transfer switch shall be capable of withstanding all available

system fault currents without parting of or damage to contacts during the fault clearing

time of the system over-current device.

a. The switch shall be mechanically held and electrically operated by a single-solenoid

mechanism energized from the source to which the load is to be transferred.

b. A time delay between the opening of the closed contacts and the closing of the open

contacts shall allow for voltage decay before transfer.

c. Automatic transfer switches incorporating linear drive motor mechanisms will not be

acceptable.

3. The automatic transfer switch shall be three pole transfer contacts.

4. The automatic transfer switch shall have tin-plated copper busses.

5. Ampere ratings for total system transfer shall include motor, electric-discharge lamp,

electric heating and tungsten-filament lamp loads in accordance with Paragraph 38.13 of

UL-1008.

6. The automatic transfer switch shall consist of a power transfer switch and a control

module, interconnected to provide complete automatic operation.

7. Automatic switch construction and packaging shall be such that all servicing can be

accomplished from the front without removal of the switch from the cabinet. A manual-

operating handle shall be provided for maintenance purposes. The handle shall permit the

operator to manually stop the contacts at any point throughout their entire travel to inspect

and service the contacts when required.

8. Interfacing relays shall be industrial control grade, plug-in type with dust covers.

9. All timers shall be fully adjustable throughout their complete range, without affecting

operation. It shall not cause an infinite time delay because of a setting anywhere on their

scale.

10. Enclosure shall be NEMA 12 with gasket unless otherwise shown on the Drawings. Paint

color shall be ANSI Z55.1 No. 61 light gray. Control wiring shall be rated for 600 Volts,

UL 1015. Wires shall be placed in wire duct or harnessed, and shall be supported to

prevent sagging or breakage from weight or vibration. All wiring to hinged doors shall be

run through door terminal blocks or connection plugs.

11. Identification: All wiring shall be numbered with typewritten heat shrinkable wire markers

at each termination point.

2.03 ACCESSORIES

A. An adjustable time delay of 0 to 30 seconds shall be provided to override momentary source

outages and delay all transfers, factory set at 3 seconds.

B. Adjustable time delay on retransfer to preferred source shall be provided. Time delay shall be

automatically bypassed if source fails and the preferred source is available. Time delay shall be

field adjustable from 0 to 30 minutes. (Set at 30 minutes).

C. Preferred source selector switch (Source 1, Source 2, None): Provided to switch between

preferred sources. If a preferred source is selected and the transfer override switch is off, the

transfer switch shall retransfer to the preferred source when it becomes available and after set

time delays. If no source is selected, the transfer switch shall remain on a source until failure or

manually transferred to other source.

D. Inhibit Re-Transfer/Transfer override switch (On, Off): Overrides automatic retransfer control

so automatic transfer switch will remain connected to current power source regardless of

condition of the other source. Pilot light indicates override status.

E. Auto-Manual selector switch with Transfer pushbutton. In Manual mode, automatic switching

shall be inhibited and local manual operation shall be permitted through use of a transfer

pushbutton.

F. A time delay on transfer to standby shall be provided, factory set at 5 seconds but field

adjustable up to 5 minutes.

G. Auxiliary contact to close when sources fail.

H. Close differential adjustable relay under voltage protection on all three phases of the two

sources, set to drop out at 80 percent of rated voltage and pick up at 90 percent of rated voltage.

Over voltage relay protection shall drop out at 104 percent of rated voltage and pick up at 2

percent below trip.

I. Close differential adjustable relay under frequency sensing on all three phases of the generator

source, set to drop out at 85 percent of rated frequency and pickup at 90 percent rated

frequency. Over frequency relay protection shall drop out at 104 percent of rated frequency and

pick up at 2 percent below trip.

J. Voltage unbalance relay shall be set to drop out at 5 percent and pick up at 1 percent below drop

out.

K. Auxiliary Signals

1. Source 1 available

2. Source 2 available

3. Transfer switch on Source 1

4. Transfer switch on Source 2

5. Source 1 failure

6. Source 2 failure

L. Timed auxiliary contacts to open 0 to 10 seconds (adjustable) before transfer to either source

and to close after transfer has occurred. These contacts are to cause the pumps to come to a

complete stop before transfer to either source and allow restart after transfer has occurred.

M. Switch-Position Pilot Lights: Indicate source to which load is connected.

N. Source-Available Indicating Lights:

1. Source 1: Green light with nameplate engraved "Source 1 Available."

2. Source 2: Red light with nameplate engraved "Source 2 Available."

O. Test Switch: Simulate preferred-source failure.

P. An AL-CU listed solderless screw type equipment ground lug.

2.04 MICROPROCESSOR CONTROLLER

A. The controller's sensing and logic shall be provided by a built-in microprocessor and shall have

the ability to communicate serially through an optional serial communication module.

B. Voltage sensing shall be true RMS type and shall be accurate to plus/minus 1 percent of

nominal voltage. Frequency sensing shall be accurate to plus/minus 0.2 percent. The panel shall

be capable of operating over a temperature range of minus 20 to plus 60 degrees C and storage

from minus 55 to plus 85 degrees C.

C. The controller shall be connected to the transfer switch by an interconnecting wiring harness.

The harness shall include a keyed disconnect plug. Sensing and control logic shall be provided

on multi-layer printed circuit boards. Interfacing relays shall be industrial grade, plug-in type

with dust covers. The panel shall be mounted separately from the transfer switch.

D. All customer connections shall be wired to a common terminal block.

E. The controller shall meet or exceed the requirements for electromagnetic compatibility as

follows:

1. IEEE 472 (ANSI C37.90A) Ring Wave Test

2. ENC 55011 19 91 Class A Conducted and Radiated Emission

2.05 WITHSTAND AND CLOSING RATINGS

A. Tested Fault-Current Closing and Short-Circuit Ratings: Adequate for duty imposed by

protective devices at installation locations in Project under the fault conditions indicated, based

on testing according to UL 1008.

2.06 SIGNAGE

A. Each automatic transfer switch shall be furnished with a sign on all doors marked DANGER -

480 VOLTS - KEEP OUT. Letters shall not be less than 1-in high, 1/4-in stroke. Signs shall be

laminated plastic, engraved white letters with a red background.

B. Provide a 2-in by 6-in nominal engraved master nameplate, of two ply laminated plastic, black

face, 1/2-in high by 1/8-in stroke white letters, screw fastened to the top of the door. Include

ATS designation shown on the Drawings (e.g., ATS-1, ATS-2, etc.), service and short circuit

ratings.

C. Furnish on the external side of the front door marked WARNING - DO NOT OPERATE

TRANSFER SWITCH WITH INTERNAL MANUAL HANDLE UNLESS BOTH POWER

SOURCES ARE DISCONNECTED. Sign shall be of laminated plastic, at least 3/32-in thick,

with 1/2-in high white letters on a red background.

2.07 SURFACE PREPARATION AND SHOP COATINGS

A. All non-current carrying metal parts of the control center assembly shall be cleaned of all weld

spatter and other foreign material and given a heat cured, phosphatized chemical pre-treatment

to inhibit rust.

B. Indoor equipment shall be finish painted with one coat of manufacturers standard electro-

coated, heat cured enamel.

C. Outdoor equipment shall be finish painted with two coats of polyurethane or epoxy enamel, 2 to

3 mil thickness. Exterior color shall be light gray.

D. Unpainted non-current carrying parts shall receive a protective zinc plating to prevent corrosion.

E. All printed circuit boards shall have a conformal coating for environmental protection against

fungus.

F. All current carrying contacts shall be silver plated or made of silver alloy to provide resistance

to welding, sticking and low voltage drop.

2.08 SHOP TESTING

A. Perform manufacturer's standard production testing and inspection in accordance with NEMA

and ANSI standards.

PART 3 EXECUTION

3.01 INSTALLATION

A. Automatic transfer switch floor sills shall be bolted directly to the finished floor or equipment

pad. Structure shall be leveled and plumb. Anchor bolts shall be 1/2-in. Provide hardware and

shims for installation.

B. Field installed interior wiring shall be neatly grouped by circuit and bound by plastic tie wraps.

Circuit groups shall be supported so that circuit terminations are not stressed.

C. In general, all conduit entering or leaving the automatic transfer switch shall be stubbed into the

section in which the conductors are to be terminated.

D. Install the equipment in accordance with the manufacturers instructions.

E. Remove temporary lifting angles, lugs and shipping braces. Touch-up damaged paint finishes.

F. Torque all connections.

G. Seal all seams, cracks, or openings in outdoor enclosures.

3.02 FIELD TESTING

A. Make the following minimum tests and checks before the manufacturer's representative is called

in for testing and adjustment.

1. Megger incoming line terminals and buses, phase-to-phase and phase-to-ground after

disconnecting devices sensitive to megger voltage.

2. Check polarity and continuity.

3. Check mechanical interlocks for proper operation.

4. Test ground connections for continuity and resistance.

5. Adjust unit doors.

6. Check control circuit interlocking and continuity. Provide external source of control power

for this test.

7. Adjust timing devices to their correct settings.

B. In the event of an equipment fault, notify the Owner immediately. After the cause of the fault

has been identified and corrected, a joint inspection of the equipment shall be conducted by the

Contractor and the equipment manufacturers' factory service technician. Repair or replace the

equipment as directed by the Engineer prior to placing the equipment back into service.

3.03 ADJUSTMENT, START-UP AND TRAINING

A. The automatic transfer switch manufacturer shall provide the services of a factory trained

service technician for start-up and training of the Owner's personnel. The first trip shall be

coordinated with the equipment start-up. The second trip shall include any necessary follow-up

or punch list work and shall also include instructions to the Owner or to his or her designated

personnel. The manufacturer's service technician shall demonstrate and test all operational

features of the installed equipment to the satisfaction of the Owner. Submit a certified copy of

the field inspection to the Engineer. No equipment shall be energized without the approval of

the Engineer.

B. The automatic transfer switch manufacturer's factory service technician shall make the

following inspection, tests and adjustments:

1. Ensure proper operation of the individual components and overall sequence of operation.

2. Ensure that the operating transfer time, voltage, frequency and time delay settings comply

with the specification requirements.

3. Inspect the installation for compliance with the manufacturers' recommended installation

practices and report all deviations to the Engineer.

3.04 CLEANING

A. Remove all rubbish and debris from inside and around the switch. Remove dirt, dust, or

concrete spatter from the interior and exterior of the equipment using brushes, vacuum cleaner

or clean, lint-free rags. Do not use compressed air.
