Welcome to this November 2016edition of Bletchley and FennyStratford Town Council’s newsletter.We would love to hear feedbackfrom the community about ournewsletter and about any aspect ofour activities. This is the time of year whenthe Town Council is busy withfinancial forecasting and budgetplanning. You councillors will bemaking decisions about the TownCouncil’s spending plans for2017/18. This is alwayschallenging but is especiallydifficult this year because MiltonKeynes Council is facing up tosignificant cuts in some non-statutory services. Please talk toyour councillors and share yourviews about which services aremost important to you. The TownCouncil may be asked to take onwork previously done by Milton

As I write the weather is cold andmisty and feels quite autumnal.Autumn and winter are busy timesfor all Town Councils and Bletchleyand Fenny Stratford is noexception. We have beenplanning our Festive Fayre andhope for a dry day on 4th

December when we switch on ourseasonal lights. We are alsoworking on our plans for 2017/18and the budget to go with them.As we look forward it is clear thatthe whole of the parish is facingchanges. We expect that 2017will see the building of the newcommunity centre at Newton Leysand other infrastructuredevelopments. It is possible theremay be new residentialdevelopments at Albert Street inthe centre of Bletchley or even atEaton Leys (although this councilhas expressed its strong opposition

to the current developmentproposed there). It is moreimportant than ever that localpeople become engaged in thedecisions which affect their future.We were delighted that over 40members of the public attended ourmost recent town council meeting toexpress their views about thesepotential developments and alsoabout the Stoke Road DevelopmentBrief. We also had good publicattendance in August when wediscussed our response to the Valeof Aylesbury Local Plan. Please donot hesitate to get in touch with yourelected councillors to share yourviews about the future of ourcommunity. Our meetings are notthe only way (or even the best way)to share your opinion. Time is verylimited at meetings becausecouncillors have to use them to makedecisions; so please also visit our

surgeries, email or telephone us ordrop in to the council offices. Ourofficers can also help you to viewplanning applications andunderstand how to make effectiverepresentations to the planningauthority. We need newdevelopments in Bletchley but weneed to be active in speaking upfor our community.

Spotlight Update

Martina Hanson is already known to many Spotlight Job Clubattendees as she herself was previously using the Job Club tolooking for work and applied for a work experience opportunity

with Bletchley & Fenny Stratford TownCouncil. When the vacancy for SpotlightSupport Worker was advertised sheapplied for the post and as you can seeshe was successful!  Martina is now lookingforward to using her own experience of

job searching to help others – shereally has ‘been there done it andwears the T.Shirt’, well,  only if itmatches the rest of her outfit

Deborah Riddy has been appointed to the newpost  of Employment Advisor. This new post nowenables Spotlight Job Club to offer additionalsupport to those who are finding it hard to get joboffers. So whether it isre-looking at the type of jobyou are applying for, re-doing your CV, getting someup to date training or helpwith interview skills youcan now make anappointment forDeborah to work withyou.

Summer Fayre 2016

The 5th Annual Newton Leys SummerFayre was held in September andwe were blessed with beautifulsunshine for the whole of the event!As our community has significantlygrown over the last year, wemoved the event to Willow Lake(previously known as Jubilee Pit) sothere would be more space forresidents to come and enjoy the day.

As usual, the WI provided somedelicious baked goodies,supplemented by our first ‘BakeOff’ competition, sponsored byToby O’Callaghan and OvenRescue Buckinghamshire. Manyresidents enjoyed thesecomplimented with a glass of fruitpunch.The children were delighted by thefree magic show delivered by

Magic Carl (Carl Charlsworth),where laughter was heardthroughout the whole 45 minuteshow. DJ Dean Oakley from MKMobile Disco compered the entireday and played great music inbetween the main events.

Lots of inflatables for the children toplay on and stalls from localresidents complimented the dayperfectly and the excellent dogshow brought to us by Barkers Trailwas extremely well represented bythe four legged friends within thecommunity.

The event is organised andmanaged by the Newton LeysResidents’ Association and is thereto bring the community togetherand to provide entertainment andenjoyment in a village that does notyet have established communityamenities.

Newton Leys Primary SchoolThe start of this school year was very special indeed in Newton Leys, with the opening of Newton Leys PrimarySchool which had its official opening ceremony just a few weeks ago. The School is one of the final community

schools to open in Milton Keynes asaccording to Government regulationsall new schools will now be academies.

Newton Leys is an urban village on theboundary of Bletchley & FennyStratford constructed on the formerNewton Longville Brickworks. The visionfor the school is to create a school thatis an integral part of the communitywhere children are proud of theirachievements and excel within a safe,joyful and nurturing environment.Councillor Ethaniel Kelly-Wilson(Newton Leys) and Councillor RichardGraham (Vice Chairman) attended theofficial opening on behalf of the TownCouncil, and it was clear to all that themost important people at the eventwere actually the school pupils.

An application for planning permission for a proposeddevelopment of 184 residential units South of PrincesWay and West of Albert Street has recently beensubmitted to MK Council by developers CBRE.Previously BFSTC has worked with Milton KeynesCouncil and CBRE to give our comments during the pre-application process and to ensure that as muchinformation as possible is available to people who liveor work in Bletchley.

We have had a 3D model of the development in ouroffice for over a month along with copies of the plansand we have encouraged visitors to give us comments.On Saturday 22 November 2016 we held a very wellattended public drop-in session for members of thecommunity to meet the developers and talk to themand councillors about the plans. We have had largeamounts of input both positive and negative and wouldlike to thank all those who provided feedback.

The Town Councilconsidered theapplication at its fullcouncil meeting on 25October when a largenumber of residents alsoattended and made veryvaluablerepresentations about theplans.The Town Councildecided to make thefollowing initialcomments to the planningauthority:“in principle BFSTCsupports development onthe sites included in the

application but in terms of this specific application hasconcerns about the height of the buildings, theadequacy of the parking provision and vehicularaccess for the number of units. It is suggested that ifthe height of each block was reduced by one storeyand additional parking places were provided theproposed development would be more acceptable tothe Town Council.”

The planning application will continue its progressthrough the planning process and BFSTC may commentfurther if there are amendments to the plans. We donot yet know when Milton Keynes Council will be readyto make a final decision on the case. Meanwhile thereis still the opportunity to see the model and the plans inour office on Queensway and our officers andcouncillors are happy to discuss it with you.

Proposed Development at Eaton Leys

At our full Council meeting on Tuesday 25 October 2016 BFSTCreviewed an outline application for 1,800 dwellings on Land at EatonLeys, Galley Lane, Little Brickhill.

The Town Council would like to thank all those who turned out to speakabout this proposed development or who attended previous meetingsthat have been held to discuss concerns about the application or whocommunicated with us in different ways. Representatives of severalResidents Associations made very detailed and compelling statementsabout their concerns for the community if permission is granted.

The Town Council was unanimously opposed to this significantdevelopment which it agrees would have a very large impact on thephysical infrastructure and quality of life for residents in BletchleyFenny Stratford and surrounding locality.The following decision was made by members:“to comment to Milton Keynes Council that BFSTC strongly opposed theapplication on the following grounds:

● that the proposed development was on a site not designated for development in either of the relevantplanning authorities’ local plans

● that the traffic management plans, highways proposals and existing transport infrastructure would not beadequate to support the development and

● that the information provided in the application did not convince the Town Council that the risk of floodingwas averted.

The Council also wished MKC to note its concerns about the lack of joined up public service provision in thecommunity of Newton Leys which also straddled the border between MKC and AVDC.”

This application is expected to be determined by the planning authority at a meeting onMonday 14th November 2016 at 7pm in the Council Chamber, Civic Offices

Elizabeth Square - UpdateThe road works for Elizabeth Square have now started and we are looking forward to seeing the much awaitedfinished product. The road through Elizabeth Square is aimed at bringing more visitors into the Town Centre and tocreate easier access to the high-street. The project will increase the amount of parking available and will enablelocal businesses to thrive from a slow, steady flow of traffic and adequate parking provisions for visitors.

BFSTC continues to work closely with Milton Keynes Council and Ringway to ensure that the scheme is as sensitive toresidents and businesses as possible. For this reason Ringway hold a weekly session at the Town Council office toensure that residents can be updated on the works on a regular basis.

Neighbourhood Action Group

A Neighbourhood Action Group(NAG) is a multi-agency grouptrying to solve local issues. The NAGis made up from volunteers andpartners like residents. We holdmeetings on the last Thursday ofeach month between 7pm and 9pmin the tearooms down the side ofthe Library in Westfield Road.

We are looking for more volunteersto help, the more the better! If youare interested in Bletchley and howwe can help, we welcome anysuggestions or ideas. Let us know ofany issues that need to be lookedat or that can be improved to helpothers.

Preparing for Winter

  Keep both front and back doors locked,even when at home or in the garden.

  Make sure you lock your home as you goout, even if it is for a few minutes.

  Keep house and car keys out of sight andreach from windows, doors, cat flaps andletterboxes.

  If out in the evening, leave a light on andclose the curtains. Be sure to set your housealarm before going out and if you do nothave an alarm, consider investing in one toimprove security.

  Use timer switches to ensure lights or radioscome on at certain times, especially if youknow you will not be home before it getsdark.

  Get your heating system serviced by quali-fied engineer to ensure it’s running safelyand efficiently. Remember that gas heatingmust be serviced by a Gas Safe-registeredengineer: ask to see their Gas Safe ID card.

  Never block air vents and if you havewood-burning, coal or gas heaters makesure there’s adequate ventilation.

  Water pipes can freeze in cold weather soto help prevent this lag your pipes andwater tank. Make sure you know where themain stopcock is and that it is easy to turn inthe event of an emergency.

  Make sure your smoke alarm is working and installan audible carbon monoxide alarm in each roomthat has a gas appliance in it.

  Keep simple cold and flu remedies in the house andremember to order repeat prescriptions in plentyof time if bad weather is forecast.

  Keep basic food items in the cupboard or freezerin case it is too cold to go out.

  Keep a torch handy in case you lose power andmake sure your mobile is fully charged and emer-gency numbers are stored in a safe place.

Residents are being advised to switch a light on and be more vigilant now the autumn has arrived. Takingsome simple steps can help reduce the opportunity of having your home broken into. This advice comes asthe daylight hours get shorter and the darker evenings arrive: it is important that people don’t become

complacent. People are being asked to always make sure that their homes and vehicles are secure.

Lions Club of Bletchley Lions Club of Bletchley held their 47th Charter

Night at Mitchell Hall, Cranfield, MK. 64 people attended theCharter dinner and dance. The District Governor Lion BindarNandra of the Lions Clubs attended dinner and gave a replyspeech to the address of Lion President David Goodridge.Apex Sounds supplied the music and Disco entertainment, andthe dancing carried on until midnight. Mitchell Hall staff mem-bers produced a wonderful 3 course meal and were greathosts. Our details are:

Taylor Wimpey revealsearly plans for WillowLake community hall

Here’s how to have your say!

The range of community facilities at Willow Lake,Taylor Wimpey’s development in Newton Leys, is set togrow as plans take shape for a brand new communityhall. The proposed building will be located just off theJersey Drive roundabout next to the associated sportspitches. Both Taylor Wimpey and Bletchley and FennyStratford Town Council are very eager for all residentsto have their input into how these facilities take shape.

The plans for the building are in their early stages andcomprise a multi-use community building including alarge main hall about the size of a badminton court(approximately 160sq m), a further good-sized hall, acommunity hub for smaller informal meetings, twoseparate meeting rooms, a kitchen, an office andreception area, as well as a car park with lighting.There would also be three sports pitches and sixchanging rooms including showers and toilets. It isanticipated that these integrated facilities will be suitedto a wide range of users within the community, fromfamilies with pre-school children to the elderly.

Colin Radford, Regional Technical Director for TaylorWimpey, says: “We have a growing communityenjoying life here at Willow Lake and it’s fantastic tosee the plans for these excellent facilities taking shape.

Set in such a beautiful and convenient location withmore high-quality homes and amenities to come, it’s nowonder that so many people want to call Willow Laketheir home.”

The plans for the community building and sports pitchesare in the early stages of consultation with the TownCouncil, while a community consultation drop-in event istaking place on Thursday 17 November at NewtonLeys Community Centre from 3.15 pm to 7pm toenable local people to view the initial proposals priorto a detailed planning application being submittedbefore Christmas 2016. There will also be a formalpresentation about the plans to Newton Leys ResidentsAssociation at its AGM at 7 pm on Thursday 17November (this follows the drop-in event at theCommunity Centre).

Colin adds: “As a considerable, responsible developerwe want to give people the chance to have their say onthese exciting new plans for their area – and this is whywe are inviting the local community to find out moreabout our proposals for the community building andsports pitches. Anyone who comes along to the publicexhibition on Thursday 17 November will be able tospeak to members of our project team to find out moreabout our proposals and provide their feedback tohelp us develop and refine the emerging scheme.”

The Town Council urges all residents to participate inthis consultation as the very best time to influence thefacilities is now - before planning permission isrequested. If you can’t make the 17 November pleasecontact the Town Council so that we can make sure youare informed and pass on your feedback to TW.

What an amazing place this is. AVictorian Temperance Hall buildingthat has been the start of manypeople's ballet, dance and taplessons. Not only that, the fun timesof jumble sales, bric-à-brac sales,parties etc.

The Committee is working hard toreinstate the importance ofCommunity Centres like this toinvolve the whole community.

New and exciting things arehappening such as new classes, fetesetc. The voluntary committee allwork hard to encourage new ideasthat involve us all so we can makesure that this incredible centre is foreveryone in the community.

Our thanks should go to Sue Churchour caretaker who for many yearshas looked after the centre for us all.To Nigel Vaughan our Presidentwhose undying commitment to thecentre still continues. The committeeof Treasurer Mr Skipsey, MediaSecretary Lorraine Andrews and ournew members who are experiencedin marketing and promotion areamazing.

It is so important to ensure that thesecentres are here for the wholecommunity and as Chair I will ensurethat this is so.

How proud are we of our communitycentre and how lucky are we to begiven this incredible opportunity.We have devolved an action plan toensure the centres future for thewhole community.

Milton Keynes Council is the licensing authority for Bletchley and Fenny Stratford and is responsible fordealing with complaints regarding licensed premises. Bletchley and Fenny Stratford Town Council knows thatmany of our residents live very close to licensed premises and have concerns about anti-social behaviourassociated with these premises and sometimes other problems too.

If you are being disturbed by activities at a licensed premises you should report your complaints tothe right authorities. It is important that evidence based complaints are put on record otherwise nochanges can be made. Please keep the Town Council informed of any complaints you make so that

we can keep our own records and act as effective advocates for the community.

The Fixing the Links scheme is ongoing but positive progressions are being made behind the scenes on a daily basis.

Here is the most recent update from Milton Keynes Council:●Landscaping works are programmed to commence in the near future●Efforts are ongoing with regard to securing a significant piece of public art for installation in Chandos Place●Locke Road is scheduled to be closed from 31 Oct – 17 December [inclusive] to facilitate construction of the stepsand ramp as well as maintenance work to sections of the existing/remaining retaining wall along Duncombe Street

[NB this closure is taking place with the agreement ofthe Brunel Centre Shopping Management and everyeffort is being made to ensure this closure does notimpact adversely on traders on the lead-in toChristmas]

Special EngineeringAll utility diversions have now been completed. Due tothe engineering difficulties with these diversions this hasunfortunately caused a delay in achieving the summercompletion date. We now envisage that the programmewill continue into autumn. The rest of the construction sitehas continued on the original programme allowing us toreschedule many construction items with the ramp access

onto Locke Road to be implemented last, after which thesurfacing and white lining will be completed and the net-work open for the end users.

Will it affect you?● Every effort is being made to keep the network

moving, challenging engineering is required to fa-cilitate the construction of the new steps and ramp,also the old ramp will need to be removed, pleasebear with us whilst we conduct these works, thebalance between keeping the public and work-force safe must take precedence.

● Temporary traffic light controlled pedestrian cross-ing has been installed on the Buckingham Rd.

● Alternative routes have been provided; pleasefollow the diamond alternative route signs.

● Only 25% of current waste is put into the green bins

● Items that CAN go in your green bin include: fish,meat, dairy products, cakes and pastries, wheat andgrains, fruits and vegetables

Increasing the use of your Green Bin can also help yourcommunity. Milton Keynes Council are currently offeringprizes to the area that utilises their green bin the mostfor food waste. This money will be given to ParishCouncils for community improvement and possibly afair or street party!
