Need For Change
Graduation rate peaked in the late 1960’s around 80%;
But has steadily declined four to five points ever since then.

“A Nation At Risk in 1983”

The Passing of the “No Child Left Behind ACT” (NCLB) in 2002
The male graduation rate declined by nearly 7% in 40yrs

Title 1 schools are much more likely to be staffed by less experienced and under-qualified teachers.
