    C. CASUALTY On or about 8:00 AM, 19 August 2012, a certain Michael DC Estacio, 15 years old,

    from Balaoc, Sto. Tomas, La Union was carried by the strong current of water. Victimwas rushed to La Union Medical Center, Agoo, La Union but was declared dead onarrival by the attending physician.

    III. ACTIONS TAKEN

    EMERGENCY PREPAREDNESS AND RESPONSE:

    NDRRMC

    NDRRMCOPCEN is on Red Alert status in view of the Typhoon IGME

    Disseminated NDRRMC Advisories on Weather Advisory to all regions affected throughSMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitteraccounts for further dissemination to their respective Local Disaster Risk Reduction andManagement Councils (LDRRMCs) from the provincial down to the municipal levels

    Directed RDRRMCs concerned through the OCD Regional Centers to undertakeprecautionary measures in their respective areas of responsibility (AOR) andsubsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants

    NDRRMC OPCEN informed OCDRC III regarding NPCs "Dam Discharge Warning No. 1(Pre-commencement of Spilling Operation)" for Angat FFWS on 11:40AM 21 August2012.

    MEMBER AGENCIES PCG

    o Implemented the "NO SAIL POLICY" within the AOR due to unfavorable seacondition.

    o Cancelled/banned all trips of sea vessels and advised fishing boats/bancas not toventure out into the sea at the western coast of Cagayan including Camiguin andCalayan Group of Islands.

    o Observed full alert status 24/7 manning of respective command centers and closemonitoring of maritime incidents.

    o Continuously disseminating latest weather bulletin and coordinates to alldetachments (Fisherfolks and Barangay Captains along coastal areas withinAOR).

    o Advised all small MBCA/FBCAS (Motorized Banca/Fishing Boat) not to ventureout at sea.

    o All Coast Guard Stations/Detachments were directed to coordinate with coastalbarangays, ship master/owners and operators to be guided on the memorandumcircular regarding movement of vessel during heavy weather.

    o Deployable Response Group (DRG) on standby alert, ready for deployment asneed arises.

    PIAo Assisted in the dissemination of warning advisories to the general public to stay at

    home or in safer areas during this weather.

    DPWHo Prepositioned heavy equipment and maintenance crew, to report every 6 hours

    on the road status in the AOR.o DPWH I on continuous monitoring of major roads and bridges in the AOR,

    installed warning signs and barricades along Bauang-Baguio City road, Km.277+150 due to collapsed slope protection.

    o Removal of slides along Agoo-Baguio City road ( Km. 247+700 to Km. 247+800)due to earthslide.

    o DPWH is monitoring road condition in CAR. Heavy equipment for clearingoperations are still on standby at landslide prone roads.

    DOH o Alerted all HEMS officers and hospitals. Assisted in the dissemination of weather

    and warning advisories to local HEMS. Prepositioned medicines and other healthconcerned logistics. Status on standby.

    DILGo Assisted in the dissemination of weather and warning advisories. Reactivation of

    DRRMC at all levels.

    PAF TOG 1, PMA-DRTG, 503 rd , 501 st & 502 nd BDEs o On alert status.

    PRC Pangasinan Chapter o Continuously monitoring with P/C/MDRRMCs for a more coordinated and efficient

    response. o Dispatched ERU team for assessment and monitoring of flooded areas.

    PNPo Assisted in the monitoring of road condition and landslide prone areas and

    incidents within AOR. Assisted in the dissemination of weather and warningadvisories. All PPOs are activated.

    o PNP Naguilian, La Union conducted rescue and evacuation operations.

    DSWD I SWAD Teamso Coordinated with PDRRMOs and P/M/CSWDOs to conduct preventive and

    preparedness measures in case of any eventualities; prepositioned goods (foodand non-food items) to the provinces of La Union, Pangasinan, Ilocos Norte andIlocos Sur in which the SWAD Leaders are held responsible for the release ofgoods to the requesting parties.

    REGIONAL PREPAREDNESS AND RESPONSE:

    RDRRMC Io Closely monitoring the situation in its AOR.o Disseminated weather bulletin, gale warning, and flood advisory to all concerned

    local DRRMCs, RDRRMC member agencies, the tri-media and to severalfishermen associations through facsimile and SMS. o Attended to tri-media interview regarding situation in the AOR. o Coordinated with PNP PRO1/PDRRMC La union on the status of evacuees

    affected by flooding and flashflood in five (5) municipalities of La Union, namely:Naguilian, Bacnota, Balaoan, San Juan and Burgos.

    RDRRMC II o Disseminated Weather Advisories to RDRRMC member-agencies, P/C/LDRRMC,

    and Local Media (radio stations) through SMS and facsimile. o Continuously monitoring the regional situation. o Coordinated with Local DRRMCs regarding situation in their AOR and

    preparedness activities to be undertaken. o Alerted Local DRRMCs for possible occurrences of any emergency. o Alerted the residents living in low lying areas and mountainous slopes against

    possible flashfloods and landslides.

    PDRRMC Cagayan PDRRMO-Cagayan on 24 hour monitoring of situation and condition of the

    Province. PDRRM Council members are all alerted for possible response and services

    needed. Issued advisories to radio stations thru the Provincial Information Office, SMS

    to the different MDRRMCs and member agencies. Continuous coordination with local DRMMCs regarding the effects of TS

    "IGME" and preparedness activities undertaken in their respective Area ofResponsibility.

    Monitoring of water level at Buntun gauging station, Magat damelevation/status and other tributaries.

    PDRRMC Isabela PDRRMO-Isabela on 24 hour monitoring of situation and condition of the

    province. Convened a meeting re preparedness activities and defined the roles and

    responsibilities of each member of PDRRMC and other stakeholders. Strict implementation of liquor ban before, during, and after any Tropical

    Cyclone and deputized the Barangay Captains and Tanods to monitor andarrest those who disobey the liquor ban.

    RDRRMC IV-Bo Disseminated Weather Bulletins and Gale warning to PDRRMCs, CDRRMCs,

    LGUs and line member agencies through SMS and facsimile and uploaded thesame to OCD-RDRRMC IV-B facebook and skype accounts to ensure widestdissemination of these advisories.

    o Placed Regional Operation Center on alert status for possible effects of TS"IGME" and alerted LDRRMOs OpCen on the possible effects of TS "IGME".

    Also, continuously monitoring the weather situation in the AOR. RDRRMC V

    o OCD5 OPCEN on Alert Status. o Disseminated the latest PAGASA weather forecast, gale warning to RDRRMC

    members/support agencies, LDRRMC and media through facsimile/ OCD5 infoboard/SMS and uploaded same to OCD-RDRRMC facebook to ensure publicsafety and achieved zero casualty.

    o Maintains coordination with LDRRMCs re weather situation in AORs and advisedto closely monitor situation especially in low lying areas and to report any incidentrelated to the latest weather disturbance.

    RDRRMC Xo Health Emergency Management staff verified report ; continued monitoring. o Joint elements of the PDRRMC of Misamis Oriental led by PSSupt. Rolando J.

    Hinanay, Provincial Director, personnel from Tagoloan MPS led by PInsp.Maricris Y. Mulat and elements from LGU Tagoloan conducted trafficmanagement and control on flooded portion of the national highway.

    RDRRMC CARo Under "Blue Alert" status.o All LDRRMC are advised to be on "Blue Alert" status and monitor their AOR.o Dissemination of advisories to the public, to all CRDRRMC and LDRRMCs

    member and media practitioners thru SMART info board (2623 or COCD), email,social media network, facsimile and SMS.

    o Continuous monitoring of AOR in any effects of Southwest Monsoonenhanced by TY "IGME".
