    Areas Having Public Storm Warning Signal

    Fishing boats and other sea vessels are advised not to venture out into theSeaboards of Northern Luzon and the western seaboard of Central andSouthern Luzon.

    The public and the disaster coordinating councils concerned are advised to takeappropriate actions.

    II. EFFECTS:

    A. INCIDENTS MONITORED (TAB A)

    As of 08 December 2012, 1:00 PM, thirty-six (36) incidents were monitored;twenty (20) of which were maritime incidents, seven (7) were floodingincidents, one (1) drowning incident, one (1) trash slide, one (1) whirlwindincident, one (1) stranded shipping, one (1) tornado incident, two (2) falling debrisincidents and two (2) collapse house incidents.

    B. AFFECTED POPULATION (TAB B)

    As of 08 December 2012, 1:00 PM, the total number of population affected in2,209 Barangays / 229 municipalities / 34 cities in 30provinces of Regions IV-

    B, VI, VII, VIII, X, IX, XI, XII and CARAGA increases to 1,089,599 families /5,375,325 persons.

    The total number of population currently served inside and outside the evacuationcenters are 82,017 families / 391,880 persons.

    C. CASUALTIES (TAB C)

    As of 08 December 2012, 1:00 PM, 459 were reported dead and 464 wereinjuredwhile532 are still missing.

    D. STATUS OF STRANDEES (TAB D)

    As of 08 December 2012, a total of 40 passengers, most of which were reported

    from CGS Aparri and 5 motor bancas were stranded all in Region II.E. STATUS OF LIFELINES (TAB E)

    Eighteen (18) bridges and sixteen (16) roads are not passable. Thirty-five (35) municipalities and cities experiencing power interruption. Four (4) areas are experiencing interruption in water supply. Davao Oriental experiencing communication interruption. Power supply in Cagayan de Oro and Iligan and water supply in Valencia City

    are 90% restored Power blackout is still experienced in the province of Surigao del Sur

    particularly in Hinatuan, Bislig and Lingig areas; Rosario, Bunawan, Trento,Sta. Josefa, Veruela, Loreto and Esperanza in the province of Agusan del Sur

    F. DAMAGED HOUSES (TAB F)

    A total of 38,176 damaged houses were reported in Regions IV-B, VI, VII, X, XIand CARAGA. Of which 16,711 were partially damaged while 21,465 weretotally damaged.

    G. COST OF ASSISTANCE (TAB G)

    A total of PHP 41,495,353.11 cost of assistance: PHP 20,918,130.00 fromDSWD, PHP 16,636,668.18 from LGUs and PHP 35,104.00 from NGOs/otherGOswhile PHP 3,505,706.93 from NDRRMC

    H. COST OF DAMAGES (TAB H)

    A total of PHP 4,170,273,250.07 cost of damages: PHP 656,360,800.00damages in infrastructure,PHP 3,496,268,557.07 in agriculture, and a total ofPHP17, 643,893.00 worth of damaged private properties.

    DA Some 26,160 hectares of crops in 18 provinces from 6 regions in Mindanao(Regions IX, X, XI, XII, XIII and ARMM) were affected. The report does not coverthe damages to banana and coconut, which are being assessed yet. Deemed lost were 3,149 MT of palay, 1,523 MT of corn and 250 MT of HVC

    (rubber, palm oil, fruit trees and vegetables).

    On the 7th of December 2012, His Excellency Benigno S. Aquino III declareda State of National Calamity thru Proclamation No. 522

    As of 08 December 2012, a total of fifty (50) provinces, municipalities andcities inRegions IV-B, VII, X, XI, and CARAGA declared state of calamity

    III. EMERGENCY MANAGEMENT

    A. NDRRMC AND REGIONAL PREPAREDNESS MEASURES (See previous report)

    OCD CAR - as of 10:00 AM, 8 December 2012, is on BLUE Alert Status,continuously monitoring their AOR and reported all major roads are open totraffic and no untoward incidents for the past 8 hours

    MRO immediately monitored and coordinated the concerned Maritime Regional

    Offices (MROs)

    B. PREPOSITIONED ASSETS (See previous report)

    As of 08 December 2012, AFP, BFP, PNP, DOH, PCG, DPWH, DSWD, PRC, andRDRRMCs prepositioned their personnel, vehicles, and equipment.

    Aparri, Cagayan 05 December 2012, 8:30 PMTwo (2) fishermen onboard an unmarked motorized banca went

    missing after they went fishing.

    The fishermen; Arsenio Rabina, 49 y/o, and Junior Racuya, 53 y/o; both

    residents of Brgy Punta, Aparri, Cagayan; were still missing to date.

    Vicinity of Maria, Siquijor 04 December 2012, 5:15 PMA vessel with markings "MV Euro 3" drifted from the anchorage area to the

    cliff side of Maria, Siquijor which caused the ship to run aground.

    Sixteen (16) crew members jumped overboard and swam to the shoreline. Asidefrom the two (2) crew members that went missing, the remaining members wereretrieved and brou ht to the Maria Health Center.

    It was reported that MV Delta 1 had six (6) crew members onboard. PCGDumaguete is conducting SAR operations for the missing crew members.

    azi Port, Siquijor 04 December 2012, 10:00 PMPower Barge 113 of the National Power Corporation (NPC) was battered bystrong wind and rough seas causing her to take in water and be halfsubmerged.

    The oil spill boom of the vessel was totally damaged by strong winds and bigwaves resulting to the spilling of crude oil. No casualty was reported during theincident.

    Bitaogan, Surigao del Sur 03 December 2012, 10:00 AM A vessel with markings "RGL Mark Anthony -35" capsizedThree (3) persons were found floating at sea and was rescued by PCG on 05December 2012. Rescued persons were given immediate medical attention

    rgy Baras, Taytay, Palawan 03 December 2012, 11:00 PM An unnamed motorized banca bound to Cuyo failed to reach their destinationand is still missing to date.

    The personnel of the motorized banca are as follows: Joejain Rosero and BaltazarDandal, residents of Baras, Taytay, Palawan.

    inatican Island, Taytay Palawan 03 December 2012, 10:00 PMA motorized banca with markings " Mbca Alwin" went off for a fishing ventureat the vicinity of Binatican Island but failed to return home.

    Two (2) fishermen were onboard the aforementioned Mbca namely: BongbongPorbosa, 19 y/o and Romel Montikod, 15 y/o. Both of the victims were from BrgyPal , Ta ta , Rizal.

    Green Island, Roxas, Palawan 06 December 2012, 11:00 AM

    FBCA Ryan Kim with four (4) fishermen crew went missing after they

    took shelter in the vicinity of Green Island due to strong winds and big

    waves.

    The name of the fishermen are as follows: Jhonrey Desierto, Alfred

    Espinosa, Ondo Atabico and Richard Magbauaall. All of the fishermen

    returned home safe at around 6:00 PM, 06 December 2012.

    rgy. Taradungan, Roxas Palawan 05 December 2012, 15:00 PM

    An unnamed motorized banca, colored white with two (2) fishermen

    encountered engine trouble and drifted along the shoreline of Brgy.

    Taradungan, Roxas Palawan due to strong winds and big waves.

    The two (2) fishermen onboard namely Joel Camarote and Kirot Montecalbo

    were in good physical condition.

    A motorized banca with markings " Three (3) Brothers" with two (2)

    fishermen onboard was reported missing due to strong winds and big

    waves.Upon initial investigation, the said motorized banca took shelter

    at vicinity of Modesa Beach Resort, Roxas Palawan.

    The two (2) fishermen onboard namely Reynaldo Alcantara and Lui Zapanta

    arrived safely and were in good physical condition.

    rgy. Osmea, Culion Palawan 05 December 2012,A fisherman named Gerry Acero, 31 y/o encountered engine trouble

    was reported missing last December 5, 2012.The fisherman was found and was able to return home safe.

    Cagayancillo, Palawan 04 December 2012,

    MBCA VIMVIM-1 and MBCA VIMVIM-2 decided to take shelter at nearby

    Cagayancillo, Palawan and was damage due to strong winds and big

    waves.

    The two (2) motorized banca was successfully towed at the shoreline of

    Brgy. Sta. Cruz, Cagayancillo, Palawan and all seven (7) crew were safe and

    in good physical condition.

    icinity of Iligan Bay, Iligan City 04 December 2012, 12:50 PMA passenger/cargo vessel "MV Filipinas Ozamis" was hit by strong winds andbig waves while attempting to take shelter from Typhoon Pablo.

    A certain Jeffrey Sapilan, steward of the aforementioned vessel, went missingafter he fell into the sea and was washed away by strong waves.

    arangay Sta. Felomina, Iligan City 04 December 2012, 10:30 AM"MV Golden Mercury", with nineteen (19) crewmembers, drifted near theshoreline and ran aground near the shoreline of Barangay Sta Felomina,Iligan City.

    The vessel sustained no damage on its hull. All the crew members were rescuedand evacuated to Barangay Sta. Felomina Evacuation Center.

    Manay, Davao Oriental 06 December 2012,

    MV "Dolorico", with eighteen (18) crew members on board, were recued

    by two (2) unidentified fishing boats. According to investigation, the MV

    "Dolorico" experienced engine trouble at midst of the typhoon

    As of 7 December 2012, MV "Dolorico" is being towed heading to Dadiangas

    Port. No casualty was r eported.

    General Santos City 07 December 2012, 9:30 AMA fishing fleet composed of approximately 30 fishing vessels was caught inthe midst of Typhoon Pablo after they went on a fishing venture and 170fishermen are reported missing.

    According to the latest count of the PCG, there were sixteen (16) rescuedfishermen, four (4) recovered bodies and 150 are still missing. One (1) of therecovered dead bodies was identified as Romeo Molles of DCG fishing and wasrecovered outside Pujada Bay.

    arangay Bulua, Cagayan de Oro City 04 December 2012, 8:30 PMA flooding incident was reported in the aforementioned Barangay and two (2)residents were reportedly trapped near the riverbank.

    The two (2) trapped residents were rescued by joint operation by Brgy Search andRescue Team, PCGA and Rescue 411. The rescued residents were identified asGaudin Alvarez and Regie Alvarez.

    Manila 03 December 2012, 2:20 PMA 2Go Shipping vessel, boarding 1,098 passengers, bound to Bacolod from

    Manila was reportedly stranded due to the ongoing public storm warningsignal.

    The strandees were provided with purified drinking water and noodle soup by theShipping Line Management.

    RNADO INCIDENT (1)

    itio Fishing Village, Brgy Poblacion, Alicia,boanga Sibugay

    04 December 2012, 1:45 PMA whirlwind/tornado struck in the said area damaging the roof of five (5)houses with twenty (20) dependents, and one (1) warehouse with thirteen(13) families / seventy-eight (78) dependents.

    The victims are evacuated at the Municipal Gymnasium.

    LLING DEBRIS INCIDENT (2)

    uenavista, Agusan Del Norte 04 December 2012, 11:20 AMA DPWH worker and a resident of Brgy. Malapong was accidentally hit by afalling debris while conducting a clearing operation in Sitio Laoag, Brgy 2,Buenavista, Agusan, del Norte.

    The victim was identified as Leonardo Sabanal, 37 y/o. He was brought to ButuanDoctors Hospital for treatment.

    rgy Tabon, B islig C it y, Sur igao de l Sur 04 December 2012 , 6: 00 AMDuring the storm surge, one (1) person was accidentaly hit by a fallencoconut tree in Purok-8 Sta. Maria, Brgy Tabon, Bislig City, Surigao del Sur.

    The victim, Rosita Macabudbud Amoncio, 68 y/o, sustained injuries which led toher death.

    LLAPSED HOUSES INCIDENT (2)

    rgy Tubing and Brgy Lunin, South Cotabato 05 December 2012, 2:00 PMStrong winds and rain brought about by Typhoon Pablo resulted to the totalcollapse of one (1) house and partial damage of two (2) other houses.

    The collapsed house is owned by Kagawad Jose Jamallon of Brgy Tubing.

    rgy Macalang, Buenavista, Agusan del Norte 04 December 2012, 1:00 PM A house partially collapsed which injured two (2) persons. The victims were Analisa Miranda, 31 y/o, and Arcile Miranda, 6 y/o. They werebrought to Provincial Hospital in Butuan City by the responding Agusan del NorteEmergency Response Team (ADNERT).

    rgy Magara, Roxas, Palawan 06 December 2012, 10:30 AM

    A drowning incident occurred in Malatgao River, Sitio Malatgao, Brgy

    Magara, Roxas, Palawan. Two (2) victims were involved in the incident

    and were rushed to Palawan Baptist Hospital. The victims were

    pronounced dead on arrival.

    The victims are both from Brgy Magara, Roxas, Palawan and were identified

    as follows: Alfie Torreblanca, 7 y/o and Al Torreblanca, 5 y/o.
