Foreword:

Since its establishment in 1952, the University of the PhilippinesNational College of Public Administration and Governancehas been pioneering the discipline and practice of publicadministration in the country and in the Asian region.Designed to help the Philippine bureaucracy rise from thewar, UP NCPAG has been training public employees andofficials of the present and of tomorrow. This year, our collegeturned 60, celebrating its Diamond anniversary.

Like a diamond, our country has been under all sorts ofpressure (political, economical, environmental, etc.) andpublic administration and good governance is one of theforces that can shape this nation into the true gem that it is.With this in mind and as we welcome the next 60 years ofNCPAG, the NCPAG Student Government is committed tomoving forward and bringing good governance to the Filipinopeople through the delivery of relevant projects. This primercontains the structure of our NCPAG Student Government,our VMG, our NCPAG Student Council officers and our planfor AY 2012-2013. With the theme of Moving Forward, theNCPAG SG aims to continue sharing our principled leadershipand good governance principles to the University and theCountry.

Council, practicing good governance, promoting anacademically excellent and empowered NCPAGCommunity that upholds the rights and welfare ofstudents and the Filipino people.

In continuing NCPAGs tradition of excellence andrelevance in advancing the study and professionalpractice of public administration, the NCPAGStudent Council is committed

PART II: The NCPAG Student GovernmentStructure

The NCPAG Student Council (NCPAGSC) is composed of theExecutive Council (EC) and the Legislative Council (LC). TheNCPAGSC is elected at large by bonafide students of NCPAG

during the local college elections, before the Academic Year ends.

It shall be the administrative andimplementing arm of the NCPAG-SG. It iscomposed of the Chairperson, the Vice-

Chairperson, the Administrator for Socio-Academic Affairs, the Administrator for

Internal Affairs, the Administrator forExternal Affairs and the Administrator forFinance. The NCPAG Representative to theUSC works hand in hand with the External

affairs administrator.

The LC is policy-formulating arm ofthe SG. It is composed of the

House of Undergraduates Assembly(HUA) and the

House of Graduates Assembly

(HGA). The LC then elects theirrespective Speakers andSecretaries/

Our NCPAG SC is structured with two CO-EQUAL branches in the EC and LC. (much

like our Philippine Bureaucracy with 3 co-equal and independent branches)

Under the office of the Vice-Chairperson (VC) are the ff: offices THE NCPAG STUDENTCOUNCIL AUXILIARY CORPS and the Batch Representatives. The VC acts as the officer-in-

charge for the NCPAG Student Council Auxiliary Corps and acts as as the coordinator forundergraduate batch representatives as well.

The SCAC is the volunteer arm of theNCPAG SC, composed of the 4standing committeesSocio-

Academics, Internals, Externals, and

Finance.

For this year, the LC created special LCcommittees to make policy-making

more efficient. The 4 specialcommittees are the Environment and

Community Rights, Gender, NewStudents and Sports and Recreation.

PART II: The NCPAG Student GovernmentStructure

The GA is highest decision-making body of NCPAG-SG. The GA iscomposed of Under graduates Assemblies Freshmen,Sophomores, Juniors and Seniors; and the Graduates Assembly

As the GA, YOU are the HIGHEST DECISION-MAKING BODY of the NCPAG SG. YOUamend and ratify this Constitution and its by-laws including the General Programof Action prepared by the SC; YOU Elect the officers of the SC; YOU reviewdecisions made by the SC and adopt remedial actions if necessary; YOUevaluate the performance of the Officers of the SC and assess its programs in

accordance with its Constitution; YOU initiate impeachment proceedings orwork for the suspension of any SC officer on grounds provided for in the ArticleVIII of this Constitution; and YOU can compel the SC officers to call for a GAmeeting through a petition filed by at least ten percent (10%) of the GA
