Dear Members, I hope you had an enjoyable summer with your family and friends. It’s amazing how quickly the holidays and end of the year are coming. The San Diego chapter, in my opinion, has had a successful year so far and I’m looking forward to us finish the year out strong. If you have not visited the NCMA San Diego chapter’s website in a while, there have been some changes to its layout. We hope you find the new layout easier to navigate. To mirror changes taking place at NCMA Headquarters, the San Diego Chapter is making our own changes to better serve you, the members.

The Chapter’s Board of Directors is also hard at work with developing events for next year. Please check back periodically with our website for the latest information about these upcoming events. Earlier this month, the San Diego Chapter was informed by NCMA Headquarters that the Certification Exam Policies have changed. With NCMA pursuit of the American National Standards Institute (ANSI) accreditation, the test administration policies of the organization need to change. Going forward NCMA will no longer be offering paper certification exams. “To ensure NCMA delivers the highest-quality standards for the workforce”, all NCMA certification exams will be administered by Kryterion Global Testing Solutions. This policy change will allow members to receive their test scores instantaneously, reduce potential test grading errors, “accommodate the special needs of our certification candidates”, and have a secure interface with NCMA to ensure the integrity of the certification exams. Information about applying and registering for the NCMA certification exams can be found at: https://www.ncmahq.org/standards-certification. (NCMA HQ Email titled “NCMA Certification Exam Policies” dated 9/13/2019) NCMA is a firm believer in holding members to the highest ethical and integrity standards in the Contracting Profession. I would like to take this opportunity remind you of the importance NCMA places on our members complying with the Contract Management Code of Ethics. We encourage each Chapter member to take a few extra minutes to read through the Code of Ethics provided at the end of this newsletter. This document is always available for viewing on the NCMA Headquarters website at: https://www.ncmahq.org/about/leadership/code-of-ethics.

Informational Reminders and Notice

The San Diego Chapter hosts Contract Administrator Round Table (CART) meetings at KES in Kearny Mesa the third Wednesday of each month and is a free event. These meetings are a great networking opportunity to get to know other contract management professionals in San Diego while sharing information for resolving your contracting dilemmas. If you are not currently receiving email notices from our chapter for these events and would like to register, please contact our Publicity chairperson Natalie Ricciarelli, at [email protected], to request that your name be added to our distribution list. Our chapter is always looking for new volunteers. If you are interested in serving on the NCMA San Diego Chapter board for the 2019-2020 program year, please email Kristy Schultz at [email protected], or Jill Haynie, the chapter’s vice president at [email protected]. We encourage each of our members to get involved as much as possible to support the chapter’s events because the more volunteer support we have, the more activities and benefits we can offer to you, our members.

September 2019 Workshop: Recent Developments in Government Contract Financial Issues

Presenter: Kevin Slattum, Partner and Aaron Ralph, Associate

This Workshop was presented by Kevin Slattum, Partner, and Aaron Ralph, Associate, of Pillsbury Law. The Workshop examined financial developments as a result of the Section 809 Panel that was established by the 2016 National Defense Authorization Act. The Panel’s objective was to review DoD Acquisition Regulations and provide recommendations for streamlining and improving the acquisition process.

Kevin introduced the Workshop by defining present DoD acquisition as using “Cold War” methods and the need to move to 2020 methods. The use of outdated methods is creating the perception that the US is falling behind technologically. Business systems recommendations from the Panel that affect DCAS and DCAA include establishing a professional practice guide and criteria for acceptable accounting systems. Recommended goals include DCAA completing audits within one year.

Aaron reviewed some positive results already being seen from Panel recommendations, such as the increased TINA threshold to $2M and the CAS revision of the Commercial Item Exemption Rule. His stories of the people behind some of the rule developments and the challenges they faced gave the audience an insight into the struggles encountered to bring about changes.

Other new developments discussed were: cybersecurity compliance – a contractor could be non- compliant if a sub is non-compliant; and commercial item definition – being expanded to include foreign government sales.

Kevin and Aaron concluded that, although the forces supporting streamlining will continue to swirl, the general move toward more commercial practices is positive.

CMLDP and World Congress Experience 2019

NCMA offers many opportunities to grow your network and develop your professional skills, including conferences, seminars, local chapter events and leadership development. World Congress and the Contract Management Leadership Development (CMLDP) are just two of the ways to get involved and give back to the Acquisition and Contract Management communities.

World Congress is a three-day event full of networking events, breakout sessions and keynote speeches from some of the top leaders in the acquisition profession. The over 2000 attendees at this year’s conference were able to attend breakout sessions in areas such as pricing, negotiation, presentation skills or leadership. Networking events included the Young Professionals Afterglow, an Exhibitor Hall representing organizations from Government and industry, and the NCMA Celebrates event that was hosted at Boston’s Institute of Contemporary Art. Attending World Congress as a member of the 2019 CMLDP cohort provided opportunities to mingle with senior leadership at round tables and attend breakout sessions reserved only for the CMLDP cohort. World

Congress concluded with an engaging speech from Duncan Wardle, former Head of Innovation and Creativity at Disney, and the CMLDP Class of 2019 graduation ceremony.

Leaving World Congress as a CMLDP graduate would not have been possible without the support of our class’ Coach, Landon Hill, my mentors and my employer, Sentek Global. Looking back at the year I spent as a CMLDP participant I can say without a doubt this program benefits participants both personally and professionally and I will carry the lessons I learned with me throughout my career.

NCMA Chapter Leaders Meetings

NCMA Headquarters is now sponsoring Chapter Leader webinars on a monthly basis. Called NCMA Chapter Leaders Connect, the webinars have guest speakers and cover a wide range of topics. Kraig Conrad, NCMA CEO, stated last summer that Headquarters is making a concerted effort to support the Chapters with planning, ideas for growth and information on programs like NCMA Fellows. These webinars are part of that ongoing effort.

The August 28 Chapter Leaders Connect meeting covered National Education Seminars, Chapter Leader Resources, and Chapter Playbook – Fall 2019. Amanda Gillespie, VP of Marketing and Engagement, and Jordan Foster, Senior Manager, Marketing & Engagement, Debbie Fernandez, Professional Development Manager, and Samantha Williams, Education Manager, participated in a panel discussion.

NCMA is now offering one-day training classes hosted by NCMA chapters. These classes will provide in-depth information and will include interaction with subject matter experts. Attendees will receive a textbook or comprehensive workbook and will receive 7 CPE/CLP credits. More information is available at ncmahq.org/learning/national-education-seminars2.

The panel discussed some of the initiatives that they are undertaking to support chapters, based on feedback they received from chapter leaders. Ideas include assisting with chapter operations and reporting, along with succession planning. Headquarters plans to provide marketing and communication templates and sample governance policies and bylaws. Requests for more information can be sent to [email protected].

Featured NCMA Member: Nandita Murthy, Secretary

Nandita graduated from the University of California followed by obtaining her law degree at Santa Clara University School of Law. Nandita joined Cobham in April from her previous Contracts Manager position at RORE, Inc. What Nandita enjoys most about contracting is that contracts management has so many moving parts and is a dynamic career that resembles putting a puzzle together.

One of Nandita’s favorite activities is traveling. She tries to travel internationally as often as she can, with her favorite trip being to Turkey. There she was able to spend a week cruising between ports with a group of friends on a private sailboat. The culture and food were highlights of the trip. Nandita enjoys spending her time outside of the office with her four year old daughter and her six year old rescue shepherd named Cash.

NCMA National recently announced the Sixth Edition of the Contract Management Body of Knowledge® (CMBOK®). It has been slightly updated from the Fifth Edition to align with the competencies found in the Contract Management Standard™ Publication (CMS™) Second Edition—now an accredited American National Standard (ANS) by the American National Standards Institute (ANS number: ANSI/NCMA ASD 1-2019).

Why was CART created? In the spirit of continued education, career growth, and sharing collective expertise, the San Diego Chapter established the Contract Administrator's Round Table (CART) forum. What is the main goal of CART? The primary objective of CART meetings is to provide contract professionals a forum to ask any question, present any situation/problem, share a lesson learned, and get an answer or feedback from a variety of viewpoints. Who may attend CART meetings? Whether you are brand new in the contracts field or have 20+ years of experience, we invite you to share your questions, problems and knowledge with your fellow NCMA members so that we can all learn, grow, and excel in our jobs. Everyone (all members) is invited to attend. All that is asked of you is that you bring at least one (1) question, or issue or lesson learned to the table. It’s that simple. No question is too dumb and most likely most of them will be too hard. But we will have fun trying to figure it out. No egos, no showmanship, and no worrying we are giving away the company secrets. Why should YOU attend the next CART meeting? The role of the “Contracts Professional” is changing. No longer are we just “Administrators” but we are expected to be “Business Managers”! We all have so much to learn and so little time. You cannot afford the time or money to attend all of the possible seminars. Additionally as we all know, in the wonderful world of Contract Management, there are multiple solutions to a single problem and multiple problems created by a single solution. The CART forum provides you one venue in which to ask questions and obtain timely answers. This forum is an excellent choice for improving your knowledge of contract management and also for developing networking and mentoring relationships. Where are CART meetings held? The CART meeting on the 3rd Wednesday of the month is typically held at KES, Inc. CART meetings may change location so please be sure to RSVP. If you are interested in hosting a CART meeting, please contact a member of the Board of Directors.
