NORTH CAROLINA ASSOCIATION FOR CAREER & TECHNICAL EDUCATION

With more than 90 years of experience, the North Carolina Association for Career and Technical Education (NCACTE) is the professional association for all career and technical educators at the state level, offering services to career and technical education (CTE) professionals. Membership in NCACTE is available to any CTE teacher, administrator, and/or support staff person that may be involved at the middle school, high school, central office, community college, or the university level. NCACTE services and benefits include the following:

• Employs a professional lobbyist to manage our legislative advocacy efforts.• Publishes a biweekly legislative newsletter.• Provides professional development opportunities.• Provides a NCACTE website at www.ncacteonline.org./northcarolina• Provides an awards program that recognizes outstanding accomplishments as a

CTE professional.• Publishes three editions of NCACTE NEWS per year.• Manages the Exhibit Trade Show during the NC Department of Public

Instruction's CTE Summer Conference.• Sponsors a Fall and Spring Professional Development workshop.• Sponsors a training workshop for state level officers and committee members

during the NC DPI CTE Summer conference.

NCACTE STRATEGIC PLAN 2019-2020 Overview

OUR MISSION NCACTE will provide educational leadership in developing a competitive workforce in the state of North Carolina.

OUR PURPOSES Leadership and Program Improvement: Foster excellence in CTE in NC

Policy Development: Advocate for state and national policy to benefit CTE

Knowledge Connectivity: Act as a clearinghouse for education and information relating to all aspects of CTE and unifying agency for all CTE personnel, including professional development.

Awareness: Create and maintain public awareness that initiates, expands, improves, and promotes CTE.

The primary goal for 2019-20 will be to provide opportunities for NCACTE members in an effort to build member capacity and add value to membership. As we enter the transition year for Perkins V, we are “Charting a New Course” for our organization to navigate steps of continuous improvement of CTE in NC as we lead and grow NCACTE through our unifying partnership with ACTE. We must move beyond current practices and see MORE potential by leveraging our resources and relationships with other educators.

Priority 1: MEANINGFUL MEMBERSHIP (M) Enhance the relationship between NCACTE and ACTE by leveraging ACTE resources to expand membership value.

● Utilize ACTE materials, programs and electronic platforms to recruit new members andpromote the benefits of membership to new and returning members.

● Utilize ACTE services to streamline administrative tasks, resulting in conservation ofhuman capital and financial resources.

● Collaborate with ACTE to plan and implement Region II ACTE Conference in October2019.

Priority 2: OPTIMAL ORGANIZATION (O) Improve the working relationship between and within NCACTE committees.

● Revisit the committee meeting purpose and develop innovative ways to implementcommittee goals.

● Increase participation in committees by developing additional methods for conductingmeetings including online methods or conference calls and initiate new onlinecommunication tools for promotion.

Priority 3: RELEVANT, RESOURCEFUL RELATIONSHIPS (R) Expand the working relationship between NCACTE and NCDPI.

● Provide professional development opportunities with NCDPI that extend beyond fall and spring workshops, including online and regional opportunities that give additional resources to teachers.

● Strengthen leadership and advocacy opportunities with NCDPI.

Priority 4: EXCELLENT EDUCATION/EXCEPTIONAL EDUCATORS (E) Implement an NCACTE 2020 Vision Summit in concert with the spring meeting.

● Complete a strategic planning process to determine next steps as an organization in the new Perkins V grant.

● Using data, prioritize goals for the next four years (2020-2024) to strengthen the organization and members benefit.

Legislative Platform

2019-2021 Biennium

• Increase Credentialing Funds to $4 million dollars.

Currently, $1.2 million is appropriated, but the additional funds are sorelyneeded as districts reallocate funds for credentialing fees. Districts spent$16.5 million for credentialing fees in 2017-2018.

• Currently, CTE serves school systems in grades 5-12. However, theappropriation is only for grades 8-12.

It would be beneficial to see the appropriation expanded to fund at leastgrades 6-12 while maintaining a ratio of 1:90.
