1 Introduction

1.1 Introduction

This ICT Program sets out the Interoperability Certification Testing modules and activities that are required to be undertaken by an Access Seeker in order to gain certification to connect to the production NBN Co Network and optionally to the NBN Co B2B Gateway (when that becomes available under the Wholesale Broadband Agreement). This ICT Program does not cover the details of any Pre-Certification Testing activities.

The Access Seeker must enter into a Wholesale Broadband Agreement and complete the following phases of the on-boarding process before Interoperability Certification Testing can commence:

Solution Definition; and

Pre-Certification Testing.

ICT Documentation, including an ICT Plan, will be prepared by NBN Co and provided to the Access Seeker in accordance with the ICT Program.

Terms used in this ICT Program have the meaning given to those terms in the Dictionary to the Wholesale Broadband Agreement and/or the Dictionary to the NBN Co Operations Manual.

1.2 Overview

Completion of the ICT Program is part of NBN Co’s product testing and accreditation requirements under the Wholesale Broadband Agreement. Interoperability Certification Testing comprises of a number of possible streams that are each conducted on the basis of whether an Access Seeker wishes to certify for network interoperability, B2B interoperability, or both.

1.2.1 Operations Onboarding

Operations Onboarding is the establishment of operational business and technical interfaces between NBN Co and the external party, including but not limited to Access Seekers, Managed Service Providers and other external parties. This applies both:

Initially when setting up the interfaces for the first time

Subsequently, as new products, technologies and system capabilities are introduced by NBN Co, requiring changes to the interfaces i.e. process and system.

Figure 1 – ICT On Boarding describes the generic plan for Onboarding of a particular Access Seeker/B2B release/Product Set. It covers the B2B, Operational and Interoperability Certification activities (the latter only if a new product is also introduced to the Access Seeker).

An Access Seeker will specify (through a B2B Onboarding Certification Request) which Business Processes they choose to process using B2B Gateway. This will be used as the basis for Operations and B2B Accreditation activities for that Access Seeker and release.

The Operations Workshop will discuss with Access Seekers;

Service Activation Process Scenarios – both standard and exceptional

Service Assurance Process Scenarios – both standard and exceptional

It will also cover any new or changed information from the previous Operations Workshop with that Access Seeker.

1.2.2 Network Interoperability Certification Testing

Network Interoperability Certification Testing is conducted by NBN Co, in conjunction with Access Seeker, in a model environment at the National Test Facility in Melbourne. Depending on the certification being undertaken, Access Seeker may not be required to be onsite and may be able to test remotely. The majority of this testing is automated and requires the Access Seeker to order and build test services exactly as specified in the ICT Plan.

The Access Seeker’s product development and integration is not part of the scope of the ICT Program. Product development and integration is a pre-requisite and is considered part of the Pre-Certification Testing phase. To assist with product development and integration, the Access Seeker may order basic test services as detailed in the Sandpit Service Description section of the Wholesale Broadband Agreement.

The ICT Program is modularised to align with capability releases and contains a number of test modules which can be selected by the Access Seeker. The base certification modules must be completed by the Access Seeker, with optional modules being selected based on the Access Seeker’s product requirements. This approach allows the Access Seeker to offer additional services as capability is progressively released.

1.2.3 B2B Interoperability Certification Testing

Access Seekers may wish to take advantage of NBN Co’s B2B Gateway for direct systems integration supporting automated order management, assurance, and billing operations. B2B Interoperability Certification Testing is conducted by Access Seekers, supported by NBN Co, against a dedicated NBN Co B2B Certification environment hosted in NBN Co’s Data Centre and leveraging network equipment hosted in NBN Co’s National Test Facility as described in the Service Description for the NBN Co Platform Interfacing Service under the Wholesale Broadband Agreement. Access Seekers must connect their B2B Gateway to NBN Co’s B2B Certification environment via a secure Internet connection.

The B2B Interoperability Certification Test Program is modular and allows certification at the level of individual business processes. Access Seekers select the required business processes when requesting certification. Additional certification must be undertaken should Access Seekers wish to expand the number of business process at a later date.

Business process may be selected from the following groups subject to availability:

Pre-order management including address query, service qualification, and order feasibility check.

Order management including connect, modify, disconnect, amend, and cancel.

Appointment management including query, reserve, book, and amend.

Ticket management including unplanned and planned outage notification, trouble ticket submission and notifications.

Test & Diagnostics including requesting service tests and retrieving operational status.

Billing including receiving invoices, billing event files and billing adjustment files.

Order management certification will include verification that an Access Seeker can correctly order their product as specified during the on-boarding process. Therefore Network Interoperability Certification will be a pre-requisite to performing order management certification.

2 Interoperability Certification Testing

The ICT Program is modularised, thereby giving the Access Seeker flexibility to select certification modules required to support their current and future product scope. The Access Seeker may wish to gain the base level of certification immediately but may not be ready to offer other services and therefore opt to gain certification for such other services at a later date, for example UNI-V. This flexibility allows the Access Seeker to connect and provide basic services across the NBN Co Network upon successful completion of the base testing. The Access Seeker can plan to complete optional modules in line with the product development roadmap, gaining certification to provide these products and services to their customers when they become available.

The ICT Program allows the Access Seeker to take advantage of an accelerated accreditation for UNI-D and UNI-V services using NBN Co’s NFAS Product and then provides the opportunity to certify against new capability as it becomes available. For example, if the Access Seeker currently provides only high speed Internet services, then UNI-V service module would not need to be completed. However the NNI and UNI-D test modules must be completed along with service and product conformance for the basic data service offering. As product and service suites evolve the Access Seeker may wish to certify against the optional modules such as for multicast services.

During the Solution Definition phase of the on-boarding process, NBN Co’s presales team will work with the Access Seeker to formulate product configuration templates and confirm the testing to be executed.

An Access Seeker must demonstrate their readiness to certify prior to commencing Interoperability Certification Testing. For each request to complete Interoperability Certification Testing, the Access Seeker must provide a test report detailing the results of the relevant testing as outlined in the Pre-Certification Test Plan. This test report must be approved by NBN Co and will demonstrate that the Access Seeker has satisfied all of the pre-requisites and is ready to begin the ICT Program. The specific pre-requisites for each certification module are detailed in this section 2.2.

Details on the network architecture and support protocols and standards can be found in the relevant sections of the WBA Product Catalogue.

2.1 Product Certification Module Overview

The ICT Program consists of a suite of certifications. Each certification is comprised of mandatory and/or optional certification modules. Each certification requires one 5 day test block in the National Test Facility, even if the Access Seeker does not wish to certify against some of the optional certification modules. The duration of ICT depends on the level of functionality that the Access Seeker requests.

Table 2 below shows the certification modules for each certification. The duration specified for each activity is the test duration which does not include set-up of the environment. A detailed timing of the activities required prior to commencing Interoperability Certification Testing is included in section 5.1.

2.2 Certification Modules

2.2.1 Network-to-Network Interface

2.2.1.1 Introduction

The NNI module forms part of the mandatory Interoperability Certification Testing. There are 2 levels of NNI certification available:

NNI Basic; and

NNI Protected.

External Network to Network Interface (E-NNI), as defined in MEF 26, modes of connection include single port, multiport LAG and diverse chassis or diverse site protected NNI for both variants. The level of testing conducted by NBN Co will vary according to the Access Seeker’s projected NNI connection requirements.

2.2.1.2 Pre-Requisites

The following list of pre-requisites must be completed prior to undertaking the NBN Co NNI Interoperability Certification Testing:

Access Seeker’s Pre-Certification Testing report completed by Access Seeker and approved by NBN Co;

Established NNI Link Layer Connectivity in to the National Test Facility;

Connectivity from Access Seeker core network to Internet (for return test traffic).

2.2.1.3 Co-Requisites

NNI certification must be completed in conjunction with one of the UNI product test modules. Generally, NNI and the high speed internet services/Ethernet bit-stream test modules are completed together as there is a requirement to test some functionality which requires an end-to-end service build.

At least one of the following product modules must be tested in conjunction with the NNI certification testing:

UNI-D Data Services

UNI-D Multicast Services (when available); or

UNI-V Voice Services.

During the Solution Definition phase of the on-boarding process, the NNI modes of operation required for use in production will be identified and captured in the configuration templates.

Some features of the NNI are tested as part of the end-to-end service conformance testing such as 802.1p marking and 802.1ad QinQ capabilities

2.2.1.4 NNI - Basic

The basic NNI test module is mandatory. The basic NNI connection is unprotected and supports only a single Gigabit or 10 Gigabit Ethernet connection. Items under test include:

Basic Layer 2 interoperability including connectivity & alarming;

QinQ tagging; and

Maximum Transmission Unit.

2.2.1.5 NNI – Protected (Diverse Chassis)

If the Access Seeker requires link capacity augmentation, then diverse chassis NNI connectivity will be required to complete the NNI Protected test module. Items under test will include:

Link Aggregation protocol support & failover/resiliency functionality;

QinQ tagging;

Maximum Transmission Unit; and

Basic Layer 2 interoperability testing including connectivity & alarming.

2.2.2 Product and Service Conformance

Before an Access Seeker can provide services to their downstream customers and end users the Product and Service Conformance Test Certification must be completed. This consists of the traffic conformance and handling module as well as a minimum of one of the product modules.

2.2.2.1 Pre-Requisites

The Access Seeker must complete each of the following steps before commencing Product and Service Conformance Test Certification.

Access Seeker’s Pre-Certification Testing reports completed by the Access Seeker and submitted to and approved by NBN Co.

Completion of NNI certification module.1

Completion of all product development & integration testing.

Established NNI connectivity to the National Test Facility.

Connectivity from the Access Seeker’s core network to internet (for return test traffic).

2.2.2.2 Traffic Conformance and Handling

This module validates that the Access Seeker is correctly handling the Cos/QoS markings and associated traffic management. Tests are conducted across end-to-end services therefore this module must be tested in conjunction with one of the below product modules.

The Access Seeker is provided with a list of services and parameters that are required for the selected test modules. As part of the initial business readiness testing, the Access Seeker must place service orders for these services in accordance with the NBN Co business processes. Due to the nature of the testing undertaken, it is imperative that the services are ordered exactly as directed, otherwise testing will fail.

The areas under test include:

conformance to the service addressing scheme as defined in the relevant Product Technical Specification for NFAS;

CoS conformance, 802.1p mapping, marking and handling; and

bandwidth specification models & traffic management.

2.2.2.3 UNI-D Ethernet Bitstream – Basic Data Services

This module validates that the Access Seeker is able to provide and support an Ethernet bit-stream data service over the NBN Co Network to their customers. As part of the initial business readiness testing, the Access Seeker must place service orders for these services as per the NBN Co business processes. Due to the nature of the testing that will be undertaken, it is imperative that the services are ordered exactly as directed, otherwise testing will fail.

These services may also be used to facilitate some components of the traffic conformance and handling, NNI and systems Interoperability Certification Testing including fulfilment, assurance and billing.

Items under test include:

UNI-D Port modes (line rates & negotiation);

Conformance to the service addressing scheme as defined in the relevant sections of the Product Technical Specification for NFAS;

Ingress 802.1p mapping and marking;

Bandwidth profiling; and

Throughput and user experience.2

Interoperability Certification Testing will be conducted using the Access Seeker’s chosen residential gateway devices. It is recommended that if Access Seeker will be providing VoIP services across the UNI-D port, then it uses their existing CPE for some areas of this testing.

2.2.2.4 UNI-D Ethernet Bitstream - Enhanced Options

In the future, a number of enhanced options for the UNI-D will be made available. At the date of this document, NBN Co intends to include UNI-D port tagging and additional traffic class options. The Access Seeker will be able to select any valid combination of these options.

Testing will be specific to the options selected.

2.2.2.5 UNI-V Voice-ATA Services

In order for the Access Seeker to offer a voice service terminating on an NTD UNI-V port, interworking and conformance must be tested between the Access Seeker’s softswitch and the UNI-V port on the NTD. The Access Seeker must be able to support the minimum requirements and feature set as defined by NBN Co. Minimum requirements and supported features for each UNI-V ATA variant can be found in relevant sections of the Product Technical Specification for NFAS. The Access Seeker must have completed the UNI-V ATA integration testing as outlined in the Pre-Certification Test Plan prior to commencing this testing.

The Access Seeker may be asked to demonstrate the capability to provide the following functions.

Local Number Portability

lawful intercept

Items under test include:

SIP Configuration

SIP Authentication

SIP Signalling

SIP feature support and compatibility

Dial Plan configuration

Call management and user experience3

Digit Recognition

802.1p mapping and marking (NNI Ingress)

Access to the Emergency Call Service (ECS) (Triple Zero)

2.2.2.6 UNI-D Multicast Services

To be able to offer multicast based services to their end users based on the multicast capabilities which NBN Co intends to introduce, an Access Seeker will first need to complete the multicast services certification module. This module will test interworking and conformance to NBN Co’s multicast product specifications. The Access Seeker will be provided with a detailed list of service parameters that are required in order to complete this testing.

Items under test will include:

IGMP interoperability over the NNI;

IGMP performance (join times etc); and

conformance to addressing schemes.

2.2.2.7 VLAN Transparent Services

This module will validate that the Access Seeker is able to configure and support VLAN Transparent Services once such services are supported on the NBN Co Network. NBN Co intends that this product will be provided as an option for business services that require the ability to utilise VLAN operation across a WAN. The CE-VLAN Transparent mode will allow the Access Seeker to use the C-TAG for its own purposes, within an end user’s service. For more information on this mode of operation and the associated implications please refer to the Product Technical Specification for NFAS once it has been updated to reflect support for VLAN Transparent Services.

Items under test will include:

UNI-D Port modes (line rates & negotiation);

Conformance to the service addressing scheme as defined in the Product Technical Specification for NFAS;

Ingress 802.1p mapping and marking;

Bandwidth profiling; and

Throughput and user experience.4

2.2.3 NBN Co Platform Service - B2B Access

2.2.3.1 Introduction

The Access Seeker may wish to take advantage of the NBN Co B2B Gateway once introduced, to order, manage and operate their services on the NBN Co Network. If the Access Seeker wishes to utilise the B2B Gateway then they will need to be certified.

The key areas requiring testing include establishing a secure connection between B2B Gateways, service ordering and provisioning, assurance and billing. Tests will be conducted to validate that the Access Seeker is sending correctly formatted data and responding to transactions from the NBN Co systems.

NBN Co will provide the Access Seeker with detailed interface specifications and a B2B Sandpit environment to support their B2B Gateway development and integration. NBN Co will provide a Certification Test Procedure to the Access Seeker that will define the test cases, message formats, and verification criteria in relation to the certification request.

Order management tests will reference the Access Seeker’s specific products, defined during the on-boarding process. All certification tests will be available in the B2B Sandpit allowing the Access Seeker to perform pre-certification testing in a timeframe of their choosing. An additional flow-through activation module will apply. NBN Co will allocate network test infrastructure in our National Test Facility that will include shared and dedicated NTDs that will represent a production environment (further details are provided in section 3, below). NBN Co will verify that product orders result in the same network configuration as applicable for Network Interoperability Testing. The Access Seeker will not be required to deploy any network equipment for this testing.

NBN Co will provide a dedicated B2B Certification test environment hosted in our Data Centre. Connectivity between the Access Seeker’s B2B Gateway and NBN Co’s B2B Gateway will be via secure Internet connection. The Access Seeker is responsible for establishing this connection.

To avoid testing conflicts and interruptions it is essential that the Access Seeker only provision services on their allocated ports. Failure to adhere to this requirement will result in the termination of access to the National Test Facility and termination of the Interoperability Certification Testing being undertaken.

In order for the Access Seeker to be granted permission to begin B2B Interoperability Certification Testing, the following must have been completed.

A B2B certification request submitted via the Account Team, approved by NBN Co, and comprising:

o A completed B2B Certification Request Form indentifying the required business processes and products, and

o A Pre-Certification Test Report

For order management certification, the Access Seeker must have successfully completed Network Interoperability Certification Testing for the applicable product(s).

Established connectivity between the Access Seeker’s B2B Gateway and NBN Co’s Certification B2B Gateway.

2.2.3.3 Pre-order Management

NBN Co will introduce support for the following business processes through the NBN Co B2B Gateway over time:

Address Query

Service Qualification

Order Feasibility

As these processes are introduced, the Access Seeker may request access through the B2B Certification Request Form. The Access Seeker will be required to demonstrate correct interoperability for each business process as it is requested. The purpose of this testing is to verify that the Access Seeker can:

Correctly specify a full range of premises and interpret NBN Co exact and partial address responses

Correctly request and interpret service qualification responses for locations served by fibre, wireless or interim satellite for a range of infrastructure availability scenarios

Correctly request and interpret order feasibility checks for relevant products

Correctly handle pre-order management transaction rejections and exceptions

2.2.3.4 Activation - Service Ordering and Provisioning

The Access Seeker will be required to demonstrate correct interoperability for any of the following business processes subject to availability and as specified in the B2B Certification Request Form:

Connect, modify, disconnect orders

In-flight amend and cancel orders

Appointment query, reservation, and booking

Query & request orders

The purpose of this testing is to verify that the Access Seeker can:

Correctly specify product orders in accordance with the Access Seeker product template and that valid order are correctly configured in NBN Co’s test infrastructure

Correctly modify existing products

Correctly cancel in-flight orders or disconnect existing products

Correctly interpret order progression and keep customer informed through notifications

Correctly handle order transaction rejections and exceptions

NBN Co will provide the Access Seeker with a list of services and parameters to provision as well as a list of actions that need to be executed in order to complete testing.

2.2.3.5 Assurance

The Access Seeker will be required to demonstrate correct interoperability for any of the following business processes subject to availability and as specified in the B2B Certification Request Form:

Creating and amending trouble tickets

Outage notifications

Requesting service tests

Requesting service status

3 Test Environment

The National Test Facility, located in Melbourne, consists of a number of production-like model environments which will support all levels of testing. The National Test Facility provides the Access Seeker with the opportunity to gain certification to connect to and provide services over the NBN Co Network.

Depending on the types of certification testing being undertaken, the Access Seeker may be required to work on site at the National Test Facility. In these cases the Access Seeker will be provided with a secured test room. Facilities available in the secured test rooms include telephones, internet connectivity for VPN access back to the Access Seeker VPN gateways, fibre and copper connectivity to the test line and a television.

3.1 Test Lines

The test line configurations utilise a number of shared NTDs across the model. The NTDs are located in a secured test facility and are not physically accessible. Individual UNI-D and UNI-V ports on the shared NTDs are patched into one of three secured test rooms over CAT6a patching. This arrangement of shared NTDs emulates the real-world experience where multiple Access Seekers are providing different services to one premises.

For all product and service certification testing, the Access Seeker will be required to have an established connection from the National Test Facility model NNI back to their network infrastructure or to co-locate network infrastructure in the NTF for the duration of the testing.

NBN Co staff will be available to support the connectivity within the National Test Facility environment.

3.2 Resources

The Access Seeker is required to provide both technical and non-technical staff with relevant expertise to support their own testing. NBN Co will provide the resources required to execute the ICT Program modules, however the Access Seeker may be required to initiate the ordering of the products/services required for testing through the NTF instance of NBN Co Service Portal.

3.3 Connectivity Requirements

NBN Co will manage all on site patching and connectivity with the demarcation point being the ODF. This includes the patching of the NNI from the National Test Facility EFS to the ODF, the connection between fibre ports on the ODF, the patching of the NTDs to OLTs and/or the Cat6a break-out patching from the shared NTDs into the secured test rooms.

3.3.1 NNI Connectivity

There are two options available to the Access Seeker for connecting to the National Test Facility EFS NNI for testing. Depending on their requirements, the Access Seeker can either provision their own service to the NBN Co West Melbourne POI or co-locate their NNI equipment in the National Test Facility. Multiple services are required if the Access Seeker wishes to test link aggregation or resiliency.

The National Test Facility will have an EFS pair located at the West Melbourne POI allowing the Access Seeker to gain connectivity into the certification test line from the POI. The Access Seeker will need to provision a service into the POI and this may be the same service that is intended for use as their production NNI once certified. Alternatively it could be a service that the Access Seeker uses between the pre-certification development/integration test services purchased and the certification test line for ongoing staged development and certification. The Access Seeker can request, via their Account Manager, to have the interconnect moved between test lines when required.

Where the Access Seeker chooses to co-locate their network edge equipment in the National Test Facility, secure facilities are provided to house their equipment. Their equipment can be connected via direct fibre to the National Test Facility NNI. If the Access Seeker wishes to utilise LAG or NNI protection, then it may take this option to reduce upfront provisioning costs. It is not practical to co-locate Access Seeker’s network core infrastructure (e.g. BRAS/BNG, SIP Server/Gateways etc) and therefore co-location will be limited to NNI and UNI-D based interoperability certification testing only. The Access Seeker must inform NBN Co of its specific co-location requests and NBN Co will notify any detailed limitations after assessing such requests.

3.4 Hardware Requirements

NBN Co will provide a production representative model and will present the Access Seeker with UNI ports on the NTDs and NNIs on the EFS. The NTDs are located in the lab. In addition to the test model, NBN Co will provide a television in each secured room should the Access Seeker wish to use it for their product/service testing.

The Access Seeker will need to provide their own CPE (residential gateways, set top boxes, laptops/PCs etc).

4 National Test Facility Engagement Process

All Access Seeker engagement with the National Test Facility will be managed as part of the overall accreditation program by the NBN Co Account Team.

5 ICT Program Management

There are many tasks that must be completed and deliverables that must be submitted prior to entering the Interoperability Certification Testing phases in the National Test Facility. The timing of these tasks and deliverables are crucial to the successful outcome of the ICT Program.

Interoperability Certification Testing cannot commence unless the Access Seeker has met all of the entry criteria, including the completion of all relevant testing as detailed in the relevant Pre-Certification Test Plan.

5.1 Network ICT Program Timeline

The Access Seeker must notify their NBN Co presales team of their readiness to commence the ICT Program no later than 6 weeks prior to their preferred commencement date.

The NBN Co presales team in conjunction with the National Test Facility Environment Manager will confirm if the National Test Facility is available for the requested period and will provide alternate dates if the facility is not available.

Timings are given in days where t=0 is the day the ICT Program is to commence. A description of each milestone marker is given below.

t-42: The Access Seeker must notify their NBN Co Account team of their intention to conduct ICT no later than 6 weeks (42 days) prior to their preferred test commencement date. Upon receiving the request, NBN Co will review the request and advise if the preferred dates are available. In the case that the National Test Facility is not available for the requested dates, NBN Co will provide details of the next available slots

t-28: Upon NBN Co approving the solution brief, NBN Co will send the Access Seeker the tailored ICT Plan. This ICT Plan details the testing that NBN Co will conduct on the services ordered by the Access Seeker. This ICT Plan also provides details such as the NNI port allocation, NTD port allocations and service parameters including Connectivity VC requirements and Access VC requirements.

t-14: The Access Seeker must present the results of the relevant Pre-Certification Testing that was detailed in the PCT Plan that they received when the qualification stage was passed. In order to proceed all required testing from the PCT Plan must be successfully completed.

t-7: National Test Facility staff will patch the NNI connection and work with the Access Seeker to resolve any physical, and service build issues.

t-2: NBN Co will conduct a test readiness review to ensure that all pre-requisite work has been successfully completed. Items included in the review are:

o established NNI connectivity

o service ordering is complete and end-to-end service build has been completed and is configured as per the details in the ICT Plan

o all pre-requisites as detailed in the ICT Plan have been completed

t: Interoperability Certification Testing commences.

As detailed in earlier sections of this ICT Program, the Interoperability Certification Testing will be conducted over one or more 5 day blocks based on the certification selected by the Access Seeker.

NBN Co will provide the Access Seeker with an Interoperability Certification Test Report that details the results of the Interoperability Certification Testing undertaken. In the case that testing fails and the Access Seeker can resolve the defects or issues within the remaining time booked for testing, NBN Co, at their discretion, may re-run the failed test cases. Upon successful completion of ICT, this report will provide the basis for an Access Seeker certification certificate.

5.2 B2B ICT Program Timeline

NBN Co’s pre-sales team will work with the Access Seeker to assist in determining an on-boarding strategy. The Access Seeker must request B2B Certification no later than 4 weeks prior to their preferred commencement date.

The NBN Co presales team in conjunction with the National Test Facility Environment Manager will confirm if the National Test Facility is available for the requested period and will provide alternate dates if the facility is not available.

This is the earliest date that the Access Seeker may request certification.

t-42: The Access Seeker must request certification through the NBN Co Account team no later than 6 weeks (42 days) prior to their preferred test commencement date. Upon receiving the request, NBN Co will review the request and advise if the preferred dates are available. In the case that the National Test Facility is not available for the requested dates, NBN Co will provide details of the next available slots. NBN Co will provide to Access Seeker a tailored certification test plan.

t-28: The Access Seeker must provide pre-certification test results to NBN Co Account team no later than 28 days prior to their preferred commencement date. All pre-certification tests must be completed successfully in order for NBN Co to proceed with the Certification request.

t-21: NBN Co intends to provide the Access Seeker with the Certification environment Collaboration Protocol Agreement and IP address (end point) details to allow the Access Seeker to perform their B2B Gateway and associated firewall configuration.

t-7: NBN Co intends to provide the Access Seeker with the Certification environment digital certificate subject to the Access Seeker providing the relevant Certificate Signing Request and other information that may be requested by NBN Co.

t-2: NBN Co will conduct a test readiness review to ensure that all pre-requisite work has been successfully completed. This will include verifying connectivity between the Access Seeker B2B Gateway and NBN Co B2B Gateway

t: B2B Interoperability Certification Testing commences.

5.3 Failed Test Windows

If the Access Seeker is unable to successfully resolve any issues or defects that have resulted in the Interoperability Certification Testing failing, then retesting at a later date will be required.

Once the Access Seeker has resolved the outstanding issues or defects, rebooking of the test window will be required so that the Interoperability Certification Testing can be repeated.

Due to capacity limitations at the National Test Facility, there may be some delay before additional test windows can be made available to the Access Seeker.

5.4 Contact Points during Interoperability Certification Testing

NBN Co and the Access Seeker will utilise the contact and escalation points detailed in the Contact Matrix. The Contact Matrix will be provided to the Access Seeker at the Operational Workshop during the on-boarding process.

Standard contact points are to be used during Interoperability Certification Testing, except when an escalation is warranted.

Management escalation may be employed:

if an issue concerning an activity, raised by one party to the other through standard contacts, is not resolved within a reasonable time period, or to the satisfaction of the party raising the issue;

if escalation is employed, then the contacts for Escalation Level 1 are to be used; and

if in turn, the party escalating an issue is not satisfied with the response from Escalation Level 1 contacts, then the contacts for Escalation Level 2 contacts may be used.

5.5 Hours of Operation

The Access Seeker may only access the National Test Facility Interoperability Certification Test Environment between 9:00 am and 5:00 pm (Melbourne local time), Monday to Friday, excluding public holidays in New South Wales and Victoria.
