WASHINGTON (NNS) -- Secretary of the Navy Ray Mabus announced Feb 15 the next fiveNavy ships three Arleigh Burke-class guided-missile destroyers USS John Finn USS RalphJohnson and USS Rafael Peralta and two littoral combat ships (LCS) USS Sioux City andUSS Omaha

Mabus named the three destroyers after Navy and Marine Corps heroes whose actionsoccurred during different conflicts which spanned several decades but were united in theiruncommon valor The littoral combat ships were named after two American communities

John Finn who retired as a lieutenant received the Medal of Honor from Adm Chester Nimitzfor displaying magnificent courage in the face of almost certain death during the Japaneseattack on military installations in Hawaii during Pearl Harbor Marine Corps Pfc Ralph HenryJohnson was posthumously awarded the Medal of Honor for shouting a warning to his fellowMarines and hurling himself on an explosive device saving the life of one Marine andpreventing the enemy from penetrating his sector of the patrols perimeter during theVietnam War Marine Corps Staff Sgt Rafael Peralta was posthumously awarded the NavyCross for selflessly covering a grenade with his body to save his fellow Marines from the blastduring Operation Iraqi Freedom

Finn Johnson and Peralta have all been recognized with some of our nations highestawards said Mabus I want to ensure their service and sacrifice will be known by todayssailors and Marines and honored for several decades to come by a new generation ofAmericans and people from around the world who will come in contact with these ships

The Arleigh Burke-class destroyers will be able to conduct a variety of operations frompeacetime presence and crisis management to sea control and power projection All three

ships will be capable of fighting air surface and subsurface battles simultaneously and willcontain a myriad of offensive and defensive weapons designed to support maritime warfare inkeeping with the Navys ability to execute the Department of Defense defense strategy

The littoral combat ship is a major part of the future of our Navy Mabus said pointing outLCS is fast agile and operates with a smaller crew and can perform operations in bothshallow and deep waters

I chose the name for our two new littoral combat ships after Midwestern cities fromAmericas heartland to honor the patriotic hard-working citizens of Sioux City Iowa andOmaha Nebraska for their support of and contributions to the military

Sioux City and Omaha will be outfitted with reconfigurable payloads called mission packageswhich can be changed out quickly as combat needs demand These mission packages aresupported by special detachments that will deploy manned and unmanned vehicles andsensors in support of mine undersea and surface warfare missions

Marinette Marine in Marinette Wis will build the Freedom variant USS Sioux City which willbe 378 feet in length have a waterline beam of 57 feet displace approximately 3000 tonsand make speed in excess of 40 knots Austal USA in Mobile Ala will build the Independencevariant USS Omaha which will be 419 feet in length have a waterline beam of 103 feetdisplace approximately 3000 tons and make speed in excess of 40 knots

NORFOLK Va (NNS) -- The Navy announced Feb 14 the hospital ship USNS Comfort (T-AH20) will shift its layberth from Baltimore Md to Naval Station (NS) Norfolk

Comforts current layberth contract in Baltimore runs through May 2013 if all options areexercised The Navy plans to execute the layberth shift on or about March 1 2013

A number of factors contributed to the decision to shift the Military Sealift Command vessel toNorfolk including an estimated annual savings of $17 million in the initial year and $21million for following years improved access to military facilities for the 59 permanent militarymembers assigned to the ship better use of the naval logistics hub and industrial base inNorfolk and a reduction in transit time to typical mission areas

The move of Comfort from a commercial layberth in Baltimore to a government pier at NSNorfolk Pier 1 maximizes use of existing infrastructure and facilities provides cost savings andoperational advantages that enhance Comforts mission capability and does not negativelyimpact medical staffing flexibility

The mission of Comfort is to provide afloat medical capacity for acute medical and surgicalcare for forward deployed operational forces As a secondary mission the ship provides a full-service hospital asset in support of disaster relief humanitarian assistance and defensesupport to civilian authorities worldwide

The job program links Sailors most of whom are anticipating leaving the Navy due to EnlistedRetention Board (ERB) results with Department of Navy (DON) agencies seeking the kinds ofskills and experiences the Sailors represent

Record-high retention and low attrition among active duty Sailors for 31 specific ratingsmanned at more than 103 percent prompted the creation of the ERB The purpose of ERB isto balance the force in terms of seniority experience and skills and to improve overalladvancement opportunity

Shipmates to Workmates maximizes the skills Sailors have with opportunities and needsthat exist throughout the DoN Its one way the Navy is communicating to Sailors that forcebalancing notwithstanding their skills are still valuable and marketable according to JoeBernardo director NAVSUP GLS workforce management division

There is a lot of skill talent and enthusiasm in these Sailors and we want them to know thatwere interested in exploring a future with them if we can Bernardo said

Sailors attracted by the NAVSUP GLS booth said they were eager to look into alternatives inemployment that capitalized on the skills they learned and developed in the Navy

DAHLGREN Va (NNS) -- A new automated chemical warfare agent detection capability thatsuccessfully passed operational tests aboard USS Mason (DDG 87) will be installed onwarships throughout the fleet Navy officials announced Feb 15

The Navy plans to install the new system - designed to quickly alert warfighters to thepresence of chemical warfare agents - on all active guided-missile destroyers and cruisersaircraft carriers large and small deck amphibious ships littoral combat ships and drycargoammunition ships by the end of 2018

IPDS-LR (Improved Point Detection System - Lifecycle Replacement) will provide the Navycontinued chemical warfare agent detection identification and alerting along with the highsystem reliability they need to perform their mission worldwide said Bruce Corso IPDS-LRsystem manager office of the Joint Project Manager for Nuclear Biological and ChemicalContamination Avoidance (JPM NBCCA)

This successful deployment of the IPDS-LR is a culmination of the work of some greatscientists and engineers collaboration with the joint community and having waterfrontlocations that provide continuous fleet interaction said Naval Surface Warfare CenterDahlgren Division (NSWCDD) Chemical Biological and Radiological (CBR) Defense DivisionHead Mike Purello

Warfighters aboard Mason - the first guided-missile destroyer (DDG) protected by IPDS-LR -are now relying on a better performing system that features ion mobility spectrometry Thischemical detection technology creates ions that separate by the time it takes the ion clustersto traverse a constant electric field drift region

I am excited to have the Improved Point Detection System - Lifecycle Replacement onboard said Mason Commanding Officer Cmdr Adan Cruz after testing concluded Jan 27As captain I hold the responsibility for the safety of the crew and this system providesenhanced chemical warfare defense to ensure our sailors will return home safely

The install went extremely well said Mason Executive Officer Cmdr Mike Briggs Having areliable chemical detection system onboard to aid in ships defense goes towards makingMason a more effective warship

Teams based in Norfolk Va and San Diego Calif are prepared to install the new system on35 ships in 2012

USS William P Lawrence (DDG-110) USS Howard (DDG-83) and USS Mesa Verde (LPD-19)are the next ships on NSWCDD CBR Defense Divisions schedule for IPDS-LR installation

More DDGs will follow said NSWCDD IPDS-LR Project Lead Brian Flaherty The Sailor willsee a system they can turn on and be confident it is protecting them It samples air fromoutside the ship evaluates it for the presence of chemical warfare agents and if theres anagent present - IPDS-LR will alert them in an adequate amount of time to take precautionarymeasures

IPDS-LR components located on the port and starboard sides of a ship sample air throughexternal intakes in the hull The system analyzes the external air for chemical agents

If the detector identifies a chemical agent it sends a signal that displays an alert at both theships damage control central and the bridge said Flaherty The system also interfacesdirectly to the ships chemical alarm which broadcasts an audible ship-wide alarm to alertthe crew of a chemical warfare agent

IPDS-LRs test and evaluation involved extensive time both in the laboratory and aboard ship- with extensive time at sea as well as an independent underway evaluation by the Navyscommander operational test and evaluation force

The new system is more maintainable and reliable said Flaherty Warfighters will seeimproved false alarm performance and longer periods of time between repairs It will beeasier and cheaper to repair

Based on a commercial-off-the-shelf concept a joint team of NSWCDD and JPM NBCCAengineers evaluated IPDS-LR in reliability availability and maintainability (RAM) testsemphasizing a Navy shipboard maritime environment

The team collected more than 14000 hours of underway and in-port test time supporting theRAM analysis with multiple ships - and ship classes - based in the Norfolk and San Diegoareas Additional data collection continued aboard ships in forward deployed locations

Its very rewarding to field this system to the Fleet said Flaherty noting that his teamconducted IPDS-LR tests on the Navy side - shock testing vibration testing electromagneticinterference - and worked with different groups over two-and-a-half years to make sure thesystem is ready to field to the warfighter

The Navys CBR Defense Division exists to provide our warfighter with the tools andcapabilities necessary to detect protect and if necessary decontaminate threats resultingfrom a CBR attack said Purello Our direct and active connection with the fleet helps thewarfighter and provides a wealth of valuable information for our scientists and engineers inthe lab This knowledge is immediately put to use as they work to create develop andprovide updates and future solutions for our men and women in uniform

NAPLES Italy (NNS) -- Sailors and coast guardsmen from several African nations aregathered in Lagos Nigeria to participate in the start of Africa Partnership Station 2012 (APS)Feb 14

APS is part of an ongoing international effort to assist African nations to improve maritimesafety and security The security cooperation initiative now in its fifth year is aimed atstrengthening global maritime partnerships through training and collaborative activities inorder to improve maritime safety and security in Africa

This years program builds upon relationships fostered in previous years and brings togethermore than 30 African European North and South American countries

By working together African navies and coast guards are able to bring maritime safety andsecurity which will help secure their future said Chief Warrant Officer Eve McAnallen APStraining officer

USS Simpson (FFG 56) arrived in Lagos Nigeria to launch this years training program Whilein port Simpsons crew will work with Nigerian sailors and coast guardsmen and with crewsfrom 11 other African nations participating in the first leg of training events

Its a great way to start APS said Cmdr Leonard Milliken Simpsons commanding officerAPS is an important mission because it helps growing navies and coast guards in Africaconduct maritime operations

Bringing these nations together for specifically tailored training events both ashore and atsea allow African maritime nations to improve their capabilities while strengtheningrelationships with partner nations APS also allows African maritime nations to bolsterregional maritime safety and security throughout the maritime environment in three specificareas counter-piracy illicit trafficking and energy and resource security

Through a regional comprehensive approach APS helps African nations build their ownmaritime domain awareness create maritime professionals build required maritimeinfrastructure and improve response capabilities in the maritime environment The commonbelief among participating nations is that APS contributes to development economicprosperity and security within Africa

Swift stopped in Cuba to on-load more than $4 million of Project Handclasp suppliesscheduled to be delivered in Cap-Haitien Haiti

Project Handclasp is a US Navy program that accepts and transports educationalhumanitarian and goodwill materials donated by Americas private sector on a space-availablebasis aboard Navy ships for distribution to foreign nation recipients

Swifts unique design allows us to transport these supplies quickly and efficiently saidCmdr Garry Wright HSV-SPS 12 mission commander Project Handclasp illustrates howhaving great partnerships in the Caribbean can really have an impact

While in Guantanamo Bay Swift on-loaded cargo that included more than 200 pallets ofsupplies The pallets included medical supplies disinfectant an ultrasound machine booksand high-calorie meals Swift also took-on two pick-up trucks to be delivered in Haiti

The ship was designed to carry cargo very quickly from one point to another said LtChristopher Ganske Swifts supply officer It is nice to get the opportunity to use the shipfor that purpose and at the same time have an impact on the Haitian community

The Project Handclasp off-load will compliment Seabee Marine and Naval CriminalInvestigative Service HSV-SPS 12 missions in Haiti The Swift will be in Haiti for three weeksworking with Haitian and United Nations personnel to exchange knowledge in the areas ofsecurity public health and construction The stop in Haiti follows visits to the DominicanRepublic Guatemala El Salvador Panama and Peru

The mission has been a great success thus far said Wright Our upcoming visit in Haiti willbe the keystone of this deployment highlighting the capabilities of the ship and its servicemembers as well as the partnerships we have created over the last four months

Before the RIPTOA could occur a weeklong inspection and review was conducted of allequipment supplies projects facilities and civil engineering support equipment (CESE)

Unlike a ship when a Seabee battalion deploys they do not travel with their equipmentInstead all of the construction equipment and supplies that they will use are already at theirdeployment sites A detailed turnover must be conducted before the oncoming battalioncommences work

The equipment and supplies that the battalion uses is called a table of allowance (TOA) Foran NMCB the entire TOA which is worth more than $70 million is designed to supportoperations and sustainment of a 600 Seabee battalion conducting forward contingency andhumanitarian assistance operations anywhere in the world said Chief Logistics SpecialistFrankie Acevedo the NMCB 3 supply chief

If any tools parts or other supplies are found to be missing during the inspection theyneed to be on order or placed on order said Acevedo We have to maintain the TOA at 100percent readiness

The CESE undergoes a more thorough inspection in a process called the Battalion EquipmentEvaluation Program (BEEP) The BEEP inspection is designed to transfer all special knowledgeof CESE maintenance operations and techniques to the relieving battalion During the BEEPinspection NMCB 3 Alfa Company consisting of construction mechanics and equipmentoperators inspected and received custody of more than 200 units of CESE When theinspection was complete a red diamond shaped sticker with a white number three called aBEEP sticker was placed on each piece of CESE

The BEEP sticker identifies what type and what specific Seabee unit the CESE belongs tosaid Construction Mechanic 1st Class James Gongas from NMCB 5

A red diamond identifies the CESE as belonging to an NMCB A triangle will identify it asbelonging to a naval construction regiment and a square is an underwater construction team

Along with the equipment and supply turnover NMCB 3 relieved NMCB 5 of constructionproject responsibilities throughout Europe and Africa

Some of the ongoing projects include building a school and a bathroom facility for the localsin Gende Gerade Ethiopia drilling seven water wells in Ethiopia and building two healthclinics in Djibouti Africa

As NMCB 3 completes projects they will begin new ones including placing a water line withthe help of local military engineers for Zagreb Croatia and extending an existing runway inManda Bay for the government of Kenya

Now that the turnover is complete NMCB 5 will return to Port Hueneme Calif

NMCB 3 is an expeditionary naval construction element currently assigned to US 6th FleetsCommander Task Force 68 to provide construction engineering and security services thatsupport national strategy naval power projection humanitarian assistance and contingencyoperations

BEYA is an opportunity for ONR to interact with a diverse group of young engineers who maycontribute to some of our future work force needs said Dr Anthony Junior directorDepartment of the Navy (DoN) Historically Black Colleges and UniversitiesMinorityInstitutions Program office

Attracting a wide assortment of top employees-particularly for Science TechnologyEngineering and Math (STEM) fields-is a DON priority It is also a key component of thesecretary of the Navys STEM roadmap which aims to expand nationwide efforts to increasestudent and teacher participation in science and technology-related fields as well as bolsterinterest from underserved populations The ultimate goal is to increase the number ofstudents pursing STEM studies and careers to support both the DON and the nation

The DPS kiosks located at Building 985 consist of two computer workstations where activeduty members civilian government employees and their spouses can access movemilwhich is a portal into DPS

DPS is a web-based tool customers use to schedule and manage their household goodsmoves

While DPS and Movemil are accessible from any computer that connects to the internetmany customers new to the DPS system often experience difficulties navigating the site Thekiosks provide an opportunity for customers who are having issues with one or two portionsof the application at home to come into the office and receive assistance said AndreaGergen NAVSUP FLC Puget Sound household goods regional manager

BETHESDA Md (NNS) -- Montel Williams provided lunch for nearly 100 wounded warriorsand their families at the Fisher House in Bethesda Md Feb 13

Service members and their families were treated to a feast of donated baby back ribs pulledpork and coleslaw fried fish cooked by Montels sister Marjorie crab cakes made by hisfather Herman a salad and turkey chili prepared by one of Montels favorite chefs ClaireWinslow and green fruit smoothies which Montel prepared himself Two large patriotic cakeswere also donated for dessert

This started six trips ago and now this is trip number seven and by the time we get donewell be at trip number 70 or 80 because Im going to continue to do this I think its just away for us to give back said Williams Why am I doing this Because I want to stop peoplefrom just paying lip service to I support the troops and understand there is something youcan do personally to put a smile on a soldiers face

The luncheon marked the Williams familys seventh trip to provide lunch at Fisher House forwounded warriors their family members and the guards on the base

These family members come down here and they do what we dont do for those who allowus to live with the dignity we do and the freedom we do said Williams These familymembers dont ask for anything they barely even ask for help they dont even know aboutFisher House Most of the time Fisher House has to reach out to them and say look I havea place for you to stay

Fisher House has provided help on average for 17000 families a year across the nation at56 Fisher Houses located nationwide The houses are located near Veterans Affairs (VA)hospitals and at all major military medical facilities The Fisher House in Bethesda has fivehouses with 72 rooms total

We are opening number 57 at Joint Base Elmendorf-Richardson near Anchorage Alaska onFriday [Feb 17] one at the end of the month in Salt Lake City at the VA and one at FtBelvoir on the 22nd of May said Cindy Campbell Fisher House Foundation Inc vicepresident for Community Relations and Media Affairs

So were expanding a great deal Were also building a Fisher House in Birmingham Englandto support British wounded warriors at their hospital Its our chance to reach out to our alliesand thank them for their service as Americans and to give back to the British soldiers whohave served us so well

Fisher Houses are free of charge for all family members and caregivers to the woundedwarriors not just spouses parents or siblings Family members can stay for any length oftime needed whether that is for a week six months or a year Cindy and all members of theFisher House Foundation of which Montel Williams is a trustee are grateful to have himtalking about Fisher House and providing lunches for the families

This is a chance for us at Fisher House to thank the families for what theyre doing becausewe all forget that when the military member is wounded we only tend to think about theprice of that injury that has to do with the recovery of the wounded said Campbell Theother price is the family because you have the entire family that has now taken on this injuryTheyre the ones who have to get him through this

One of the families Fisher House is helping is Deborah Elliott and her husband Marine CaptTommy Elliott an aviation supply officer assigned to Cherry Point NC who was recentlydiagnosed with Crohns disease The Elliotts who are expecting their son Oliver to bedelivered at Bethesda within the next 10 days have been at Fisher House since Dec 312011 when Capt Elliott was admitted to the hospital

He was in the hospital for two weeks inpatient care and hes getting outpatient care soweve been here for six weeks said Debbie Elliott For the treatment they have my husbandon theyre still trying to work everything out because its such a severe disease He has tobe near the hospital because hes on complete digestive rest so he cant eat at all and is on

a feeding tube and nutrition bag They said no food for another two to three weeks but thedoctors suggest we are in this area for another six months

For the Elliotts charities such as Fisher House can become a long-term solution to what mayhave quickly become a financial crisis brought on by severe health issues and the expensesthat can rack up during those times

It has been wonderful that we are here and weve been provided with a place to stay saidDebbie Elliott Its really nice to have this facility on base close to the hospital where wecan come and go as we need to his appointments Its nice knowing that hes gettingtreatment and Ill be getting treatment here shortly for the birth of our son

Montel Williams providing lunch at Fisher House took some guests by surprise Montel arrivedat nine am to begin preparing and cooking the food with lunch beginning at noon

I didnt expect to wake up and go down to get some breakfast and Montel Williams is inthere getting ready for lunch said Debbie Elliott Its just wonderful that he is here and thathe supports Fisher House Hes got his own history with the military so hes very connectedto this place

During the lunch he chatted with many of the families and let them know how much heappreciated them As a former enlisted Marine and graduate of the US Naval Academy with22 years of service Montel has a connection to those who are currently serving in themilitary

I spent every single day I could trying my best at the time I was on active duty thinking thatI was in every hot spot we had said Williams I have a very strong bond with the guys whostill are willing to not have to do so because they were forced by draft they step up to theplate and volunteer to continue to support and defend my democracy I mean come onwhat else am I supposed to be doing then what Im doing here

Over the course of the last three years Williams has been visiting the wounded warriors inBethesda Md almost every month

I go and I see them and after about a year I didnt even know Fisher House existed saidWilliams I was introduced to one of the board members of Fisher House and was shockedthat this is an organization that number one doesnt have as much media attention as itshould because these guys are in my opinion the No 1 wounded warrior charity in thecountry They are providing free living space for family members while their loved onesrecover in the hospital here and in the course of about nine years now theyve given over180 million dollars in services just to our fallen Soldiers

Montel Williams a former talk show host who has prided himself in leading his life in a waythat may serve as an example to others continues to do that through his work with theFisher House Foundation

I think its just as important to give lip service to it as it is to give heart to it to give yourpersonal time to it said Williams I can sit on television and say you need to do this butunless I bring myself down here and try to show by example and do it again and again andagain and again I dont think it makes sense to people Then once they start to see stuff likethis maybe theyll start to realize that what did I do last week to say thank you for beingfree

WASHINGTON (NNS) -- Secretary of the Navy Ray Mabus announced Feb 15 the next five Navy shipsthree Arleigh Burke-class guided-missile destroyers USS John Finn USS Ralph Johnson and USS RafaelPeralta and two littoral combat ships (LCS) USS Sioux City and USS Omaha

Mabus named the three destroyers after Navy and Marine Corps heroes whose actions occurred duringdifferent conflicts which spanned several decades but were united in their uncommon valor The littoralcombat ships were named after two American communities

John Finn who retired as a lieutenant received the Medal of Honor from Adm Chester Nimitz fordisplaying magnificent courage in the face of almost certain death during the Japanese attack on militaryinstallations in Hawaii during Pearl Harbor Marine Corps Pfc Ralph Henry Johnson was posthumouslyawarded the Medal of Honor for shouting a warning to his fellow Marines and hurling himself on anexplosive device saving the life of one Marine and preventing the enemy from penetrating his sector ofthe patrols perimeter during the Vietnam War Marine Corps Staff Sgt Rafael Peralta was posthumouslyawarded the Navy Cross for selflessly covering a grenade with his body to save his fellow Marines fromthe blast during Operation Iraqi Freedom

Finn Johnson and Peralta have all been recognized with some of our nations highest awards saidMabus I want to ensure their service and sacrifice will be known by todays sailors and Marines andhonored for several decades to come by a new generation of Americans and people from around the worldwho will come in contact with these ships

The Arleigh Burke-class destroyers will be able to conduct a variety of operations from peacetimepresence and crisis management to sea control and power projection All three ships will be capable offighting air surface and subsurface battles simultaneously and will contain a myriad of offensive anddefensive weapons designed to support maritime warfare in keeping with the Navys ability to execute theDepartment of Defense defense strategy

The littoral combat ship is a major part of the future of our Navy Mabus said pointing out LCS is fastagile and operates with a smaller crew and can perform operations in both shallow and deep waters

I chose the name for our two new littoral combat ships after Midwestern cities from Americas heartlandto honor the patriotic hard-working citizens of Sioux City Iowa and Omaha Nebraska for their supportof and contributions to the military

Sioux City and Omaha will be outfitted with reconfigurable payloads called mission packages which canbe changed out quickly as combat needs demand These mission packages are supported by specialdetachments that will deploy manned and unmanned vehicles and sensors in support of mine underseaand surface warfare missions

Marinette Marine in Marinette Wis will build the Freedom variant USS Sioux City which will be 378 feetin length have a waterline beam of 57 feet displace approximately 3000 tons and make speed inexcess of 40 knots Austal USA in Mobile Ala will build the Independence variant USS Omaha whichwill be 419 feet in length have a waterline beam of 103 feet displace approximately 3000 tons andmake speed in excess of 40 knots

NORFOLK Va (NNS) -- The Navy announced Feb 14 the hospital ship USNS Comfort (T-AH 20) will shiftits layberth from Baltimore Md to Naval Station (NS) Norfolk

Comforts current layberth contract in Baltimore runs through May 2013 if all options are exercised TheNavy plans to execute the layberth shift on or about March 1 2013

A number of factors contributed to the decision to shift the Military Sealift Command vessel to Norfolkincluding an estimated annual savings of $17 million in the initial year and $21 million for followingyears improved access to military facilities for the 59 permanent military members assigned to the shipbetter use of the naval logistics hub and industrial base in Norfolk and a reduction in transit time totypical mission areas

The move of Comfort from a commercial layberth in Baltimore to a government pier at NS Norfolk Pier 1maximizes use of existing infrastructure and facilities provides cost savings and operational advantagesthat enhance Comforts mission capability and does not negatively impact medical staffing flexibility

The mission of Comfort is to provide afloat medical capacity for acute medical and surgical care forforward deployed operational forces As a secondary mission the ship provides a full-service hospitalasset in support of disaster relief humanitarian assistance and defense support to civilian authoritiesworldwide

DAHLGREN Va (NNS) -- A new automated chemical warfare agent detection capability that successfullypassed operational tests aboard USS Mason (DDG 87) will be installed on warships throughout the fleetNavy officials announced Feb 15

The Navy plans to install the new system - designed to quickly alert warfighters to the presence ofchemical warfare agents - on all active guided-missile destroyers and cruisers aircraft carriers large andsmall deck amphibious ships littoral combat ships and dry cargoammunition ships by the end of 2018

IPDS-LR (Improved Point Detection System - Lifecycle Replacement) will provide the Navy continuedchemical warfare agent detection identification and alerting along with the high system reliability theyneed to perform their mission worldwide said Bruce Corso IPDS-LR system manager office of the JointProject Manager for Nuclear Biological and Chemical Contamination Avoidance (JPM NBCCA)

This successful deployment of the IPDS-LR is a culmination of the work of some great scientists andengineers collaboration with the joint community and having waterfront locations that providecontinuous fleet interaction said Naval Surface Warfare Center Dahlgren Division (NSWCDD) ChemicalBiological and Radiological (CBR) Defense Division Head Mike Purello

Warfighters aboard Mason - the first guided-missile destroyer (DDG) protected by IPDS-LR - are nowrelying on a better performing system that features ion mobility spectrometry This chemical detectiontechnology creates ions that separate by the time it takes the ion clusters to traverse a constant electricfield drift region

I am excited to have the Improved Point Detection System - Lifecycle Replacement on board saidMason Commanding Officer Cmdr Adan Cruz after testing concluded Jan 27 As captain I hold theresponsibility for the safety of the crew and this system provides enhanced chemical warfare defense toensure our sailors will return home safely

The install went extremely well said Mason Executive Officer Cmdr Mike Briggs Having a reliablechemical detection system onboard to aid in ships defense goes towards making Mason a more effectivewarship

Teams based in Norfolk Va and San Diego Calif are prepared to install the new system on 35 ships in2012

USS William P Lawrence (DDG-110) USS Howard (DDG-83) and USS Mesa Verde (LPD-19) are the nextships on NSWCDD CBR Defense Divisions schedule for IPDS-LR installation

More DDGs will follow said NSWCDD IPDS-LR Project Lead Brian Flaherty The Sailor will see a systemthey can turn on and be confident it is protecting them It samples air from outside the ship evaluates itfor the presence of chemical warfare agents and if theres an agent present - IPDS-LR will alert them inan adequate amount of time to take precautionary measures

IPDS-LR components located on the port and starboard sides of a ship sample air through externalintakes in the hull The system analyzes the external air for chemical agents

If the detector identifies a chemical agent it sends a signal that displays an alert at both the shipsdamage control central and the bridge said Flaherty The system also interfaces directly to the shipschemical alarm which broadcasts an audible ship-wide alarm to alert the crew of a chemical warfareagent

IPDS-LRs test and evaluation involved extensive time both in the laboratory and aboard ship - withextensive time at sea as well as an independent underway evaluation by the Navys commanderoperational test and evaluation force

The new system is more maintainable and reliable said Flaherty Warfighters will see improved falsealarm performance and longer periods of time between repairs It will be easier and cheaper to repair

Based on a commercial-off-the-shelf concept a joint team of NSWCDD and JPM NBCCA engineersevaluated IPDS-LR in reliability availability and maintainability (RAM) tests emphasizing a Navyshipboard maritime environment

The team collected more than 14000 hours of underway and in-port test time supporting the RAManalysis with multiple ships - and ship classes - based in the Norfolk and San Diego areas Additional datacollection continued aboard ships in forward deployed locations

Its very rewarding to field this system to the Fleet said Flaherty noting that his team conductedIPDS-LR tests on the Navy side - shock testing vibration testing electromagnetic interference - andworked with different groups over two-and-a-half years to make sure the system is ready to field to thewarfighter

Swift stopped in Cuba to on-load more than $4 million of Project Handclasp supplies scheduled to bedelivered in Cap-Haitien Haiti

Project Handclasp is a US Navy program that accepts and transports educational humanitarian andgoodwill materials donated by Americas private sector on a space-available basis aboard Navy ships fordistribution to foreign nation recipients

Swifts unique design allows us to transport these supplies quickly and efficiently said Cmdr GarryWright HSV-SPS 12 mission commander Project Handclasp illustrates how having great partnerships inthe Caribbean can really have an impact

While in Guantanamo Bay Swift on-loaded cargo that included more than 200 pallets of supplies Thepallets included medical supplies disinfectant an ultrasound machine books and high-calorie mealsSwift also took-on two pick-up trucks to be delivered in Haiti

The ship was designed to carry cargo very quickly from one point to another said Lt ChristopherGanske Swifts supply officer It is nice to get the opportunity to use the ship for that purpose and atthe same time have an impact on the Haitian community

CAMP MITCHELL Spain (NNS) -- Seabees from Naval Mobile Construction Battalion (NMCB) 3 relievedNMCB 5 of all Seabee construction responsibilities in Europe and Africa during a formal ceremony Feb14

The relief in place and transfer of authority ceremony (RIPTOA) marked the official end of NMCB 5sdeployment to Europe and Africa that started in August when they deployed from Port Hueneme Calif

Before the RIPTOA could occur a weeklong inspection and review was conducted of all equipmentsupplies projects facilities and civil engineering support equipment (CESE)

Unlike a ship when a Seabee battalion deploys they do not travel with their equipment Instead all ofthe construction equipment and supplies that they will use are already at their deployment sites Adetailed turnover must be conducted before the oncoming battalion commences work

The equipment and supplies that the battalion uses is called a table of allowance (TOA) For an NMCB theentire TOA which is worth more than $70 million is designed to support operations and sustainment of a600 Seabee battalion conducting forward contingency and humanitarian assistance operations anywherein the world said Chief Logistics Specialist Frankie Acevedo the NMCB 3 supply chief

If any tools parts or other supplies are found to be missing during the inspection they need to be onorder or placed on order said Acevedo We have to maintain the TOA at 100 percent readiness

The CESE undergoes a more thorough inspection in a process called the Battalion Equipment EvaluationProgram (BEEP) The BEEP inspection is designed to transfer all special knowledge of CESE maintenanceoperations and techniques to the relieving battalion During the BEEP inspection NMCB 3 Alfa Companyconsisting of construction mechanics and equipment operators inspected and received custody of morethan 200 units of CESE When the inspection was complete a red diamond shaped sticker with a whitenumber three called a BEEP sticker was placed on each piece of CESE

The BEEP sticker identifies what type and what specific Seabee unit the CESE belongs to saidConstruction Mechanic 1st Class James Gongas from NMCB 5

A red diamond identifies the CESE as belonging to an NMCB A triangle will identify it as belonging to anaval construction regiment and a square is an underwater construction team

Along with the equipment and supply turnover NMCB 3 relieved NMCB 5 of construction projectresponsibilities throughout Europe and Africa

Some of the ongoing projects include building a school and a bathroom facility for the locals in GendeGerade Ethiopia drilling seven water wells in Ethiopia and building two health clinics in Djibouti Africa

As NMCB 3 completes projects they will begin new ones including placing a water line with the help oflocal military engineers for Zagreb Croatia and extending an existing runway in Manda Bay for thegovernment of Kenya

NMCB 3 is an expeditionary naval construction element currently assigned to US 6th Fleets CommanderTask Force 68 to provide construction engineering and security services that support national strategynaval power projection humanitarian assistance and contingency operations

BETHESDA Md (NNS) -- Montel Williams provided lunch for nearly 100 wounded warriors and theirfamilies at the Fisher House in Bethesda Md Feb 13

Service members and their families were treated to a feast of donated baby back ribs pulled pork andcoleslaw fried fish cooked by Montels sister Marjorie crab cakes made by his father Herman a saladand turkey chili prepared by one of Montels favorite chefs Claire Winslow and green fruit smoothieswhich Montel prepared himself Two large patriotic cakes were also donated for dessert

This started six trips ago and now this is trip number seven and by the time we get done well be attrip number 70 or 80 because Im going to continue to do this I think its just a way for us to give backsaid Williams Why am I doing this Because I want to stop people from just paying lip service to Isupport the troops and understand there is something you can do personally to put a smile on a soldiersface

The luncheon marked the Williams familys seventh trip to provide lunch at Fisher House for woundedwarriors their family members and the guards on the base

These family members come down here and they do what we dont do for those who allow us to live withthe dignity we do and the freedom we do said Williams These family members dont ask for anythingthey barely even ask for help they dont even know about Fisher House Most of the time Fisher Househas to reach out to them and say look I have a place for you to stay

Fisher House has provided help on average for 17000 families a year across the nation at 56 FisherHouses located nationwide The houses are located near Veterans Affairs (VA) hospitals and at all majormilitary medical facilities The Fisher House in Bethesda has five houses with 72 rooms total

We are opening number 57 at Joint Base Elmendorf-Richardson near Anchorage Alaska on Friday [Feb17] one at the end of the month in Salt Lake City at the VA and one at Ft Belvoir on the 22nd of Maysaid Cindy Campbell Fisher House Foundation Inc vice president for Community Relations and MediaAffairs

So were expanding a great deal Were also building a Fisher House in Birmingham England to supportBritish wounded warriors at their hospital Its our chance to reach out to our allies and thank them fortheir service as Americans and to give back to the British soldiers who have served us so well

Fisher Houses are free of charge for all family members and caregivers to the wounded warriors not justspouses parents or siblings Family members can stay for any length of time needed whether that is fora week six months or a year Cindy and all members of the Fisher House Foundation of which MontelWilliams is a trustee are grateful to have him talking about Fisher House and providing lunches for thefamilies

This is a chance for us at Fisher House to thank the families for what theyre doing because we all forgetthat when the military member is wounded we only tend to think about the price of that injury that hasto do with the recovery of the wounded said Campbell The other price is the family because you havethe entire family that has now taken on this injury Theyre the ones who have to get him through this

One of the families Fisher House is helping is Deborah Elliott and her husband Marine Capt TommyElliott an aviation supply officer assigned to Cherry Point NC who was recently diagnosed with Crohnsdisease The Elliotts who are expecting their son Oliver to be delivered at Bethesda within the next 10days have been at Fisher House since Dec 31 2011 when Capt Elliott was admitted to the hospital

He was in the hospital for two weeks inpatient care and hes getting outpatient care so weve been herefor six weeks said Debbie Elliott For the treatment they have my husband on theyre still trying towork everything out because its such a severe disease He has to be near the hospital because hes oncomplete digestive rest so he cant eat at all and is on a feeding tube and nutrition bag They said nofood for another two to three weeks but the doctors suggest we are in this area for another six months

For the Elliotts charities such as Fisher House can become a long-term solution to what may have quicklybecome a financial crisis brought on by severe health issues and the expenses that can rack up duringthose times

It has been wonderful that we are here and weve been provided with a place to stay said DebbieElliott Its really nice to have this facility on base close to the hospital where we can come and go aswe need to his appointments Its nice knowing that hes getting treatment and Ill be getting treatmenthere shortly for the birth of our son

Montel Williams providing lunch at Fisher House took some guests by surprise Montel arrived at nineam to begin preparing and cooking the food with lunch beginning at noon

I didnt expect to wake up and go down to get some breakfast and Montel Williams is in there gettingready for lunch said Debbie Elliott Its just wonderful that he is here and that he supports FisherHouse Hes got his own history with the military so hes very connected to this place

During the lunch he chatted with many of the families and let them know how much he appreciatedthem As a former enlisted Marine and graduate of the US Naval Academy with 22 years of serviceMontel has a connection to those who are currently serving in the military

I spent every single day I could trying my best at the time I was on active duty thinking that I was inevery hot spot we had said Williams I have a very strong bond with the guys who still are willing tonot have to do so because they were forced by draft they step up to the plate and volunteer to continueto support and defend my democracy I mean come on what else am I supposed to be doing then whatIm doing here

Over the course of the last three years Williams has been visiting the wounded warriors in Bethesda Mdalmost every month

I go and I see them and after about a year I didnt even know Fisher House existed said Williams Iwas introduced to one of the board members of Fisher House and was shocked that this is anorganization that number one doesnt have as much media attention as it should because these guysare in my opinion the No 1 wounded warrior charity in the country They are providing free living spacefor family members while their loved ones recover in the hospital here and in the course of about nineyears now theyve given over 180 million dollars in services just to our fallen Soldiers

Montel Williams a former talk show host who has prided himself in leading his life in a way that mayserve as an example to others continues to do that through his work with the Fisher House Foundation

I think its just as important to give lip service to it as it is to give heart to it to give your personal timeto it said Williams I can sit on television and say you need to do this but unless I bring myself downhere and try to show by example and do it again and again and again and again I dont think it makessense to people Then once they start to see stuff like this maybe theyll start to realize that what did Ido last week to say thank you for being free
