Task Force Cyber Awakening Navy Cybersecurity Division

Information is a warfare domain and cyber is as important as the next

missile or platform…it’s now Commander’s Business, requires an All

Hands Effort and a cultural change throughout DoD.

Today: Cyber assessments, initiatives, investments across the

Enterprise… All Systems – Afloat and Ashore

– Command, Control, Communications, Computers, & Intelligence (C4I)

– Weapons Systems

– Hull, Mechanical & Electrical (HM&E) and Industrial Control Systems

Definition

– Specific set of requirements for design, procurement, material controls,

maintenance and ops procedures, along with the change in

organizational culture and crew proficiency required to institute these

requirements, applied to a selected subset of platform system

elements or components for which a failure caused by a cyber attack

would result in loss of critical mission capability, mission critical equipment,

and/or personal injury.

Modeled After SUBSAFE Tenets – Independent Technical Authority sets common standards

– Program Managers ensure acquisition aligns with standards

– Independent Security Authority assesses against standards

– CYBERSAFE Certification Authority makes final decisions

& assumes risk and accountability for platform Mission

Assurance

CYBERSAFE

Focus on Mission Assurance of critical warfighting capabilities

4 EMW tenets

• Battlespace Awareness

• Sense, discriminate, understand all emissions

• Assured Command & Control

• Baseline of secure, reliable comms paths

• Maneuver

• Agilely use Electromagnetic Spectrum

• Integrated Fires

• Use of energy and information to create lethal and non-lethal effects

Requires changes to operational art & science

• Fleet EMW concept and campaign plan

• Technology and interoperability focus areas

17

Understand and control signatures, command the EMS as critical

maneuver space, and use the EMS to deliver integrated fires
