The section of the tutorial will cover all steps necessary for completing a Performance Review on an employee using the Performance Management System.
The Process Overview will give you a visual idea of how the process works.
The Complete a Review section will guide you step by step on how to use the Performance Management System to complete a Performance Review.

Process Overview
As you can see, your first indication that a review must be completed is when you receive email notification.
If you do not have email, notification will come from your agency’s HR office.

Process Overview
From the Performance Management Main Menu-Manager Screen, click the Update a Review button.
If you do not know how to get to this screen, please review the Getting Started section of this tutorial by clicking the button in the upper right
corner to return to the Table of Contents.

The Review Menu will appear showing the name, process level, and current position of the employee you selected from
your Direct Reports screen.

As you can see, the certification dates of the performance plan are shown and the check box for the
supervisor’s certification of the review appears.

You will also have the option to de-certify the plan from this screen.
Remember, you will start the performance plan certification process over again if you choose to de-certify.

If you do not see the current rating period, it is possible that you and/or your employee have not certified the performance plan.
Once the plan is certified it will be available on the Review Menu.

To prevent employee access, click the Prevent Employee Access box.

To evaluate and select ratings for competencies, click the competencies button.

The Selected Competencies form appears listing all competencies that were selected on the performance plan.

The Full Description buttons provide a general definition of the competency.
The Link to BARS Document button will open a new window with the Behaviorally Anchored Rating Scale document that
applies to the job group code of your employee.

If you would like to enter any evaluation comments in the comments area or the development plan area, you
must do so before selecting competency ratings.

Now you must select a rating for each competency.
Click the drop down menu for each competency and select a rating.
Click the Save Changes to Current Review to save all comments and ratings.

The competency ratings available to select are:
HP-High Performing
ME-Meets Expectations
NI-Needs Improvement(on annual reviews only)
UN-Unsatisfactory(on probationary reviews only)

Click the Objectives/Factors button.
Now you will evaluate each objective for this rating period.

The Objectives screen appears with the addition of an evaluation text box.
To add comments, click in the evaluation text box.
There are only 7,000 characters, including spaces, available for this text box.
When complete, click the Save Changes button.

To navigate between objectives, click the Next or Previous Objective/Evaluation buttons
When all evaluations are complete, and saved, click the Back to Review Menu button.

You may add additional comments in the Progress Review/Comments area.
You have 10,000 characters, including spaces, available for text.

Next, you will select an overall performance rating.

For this example we will select ME – Meets Expectations.

Remember, the Overall Rating Definitions Are:

UN-Unsatisfactory(on probationary reviews only)

When selecting an UN-Unsatisfactory rating, a warning box appears verifying that you want to select an unsatisfactory rating.

When a supervisor selects the “UN-Unsatisfactory” rating, the performance review becomes unavailable to the employee and the supervisor has read-only access.
The supervisor will be required to work with their agency’s HR Office in completing this process off-line.
Once the agency’s HR Office appointing authority has certified the review, both the employee and supervisor will have read-only access to the review in the performance management system.
